Enrique “Ric” Prado is a 24-year veteran of the CIA's operations directorate, playing a pivotal role in counterterrorism and clandestine operations. As a co-founder of the Osama bin Laden task force, Alec Station, and later Chief of Operations for the CIA's Counterterrorist Center, he was instrumental in the agency's post-9/11 counterterrorism expansion. Today the VRAEM is the global trade's ground zero — even for the leaves that make their way, via an odd, winding journey, into Coca-Cola bottles worldwide. [originally published on Patreon March 18, 2024] A brief parenthetical before continuing with the story of the Guatemalan genocide, I decided to do an episode just for me (and the like three other Mormon listeners) about the Mormon church in Guatemala, though I think this will still be instructive.  The history begins with a Mormon named John Forres O'Donnal who was hired to the US Department of Agriculture's new agency, the Office of Rubber Plant Investigations and sent to Guatemala and more or less developed Guatemala's rubber industry for US strategic purposes. More or less downstream from that, Mormonism began to flow as a consequence of his presence in the country. Church leaders visited and US missionaries began to arrive in the 1950s after the 1954 coup. A former Mormon missionary who learned Mayan languages went back to BYU and worked on creating the Cakchiquel Basic Course through funding via a grant from the U.S. Department of Health, Education & Welfare; this was published in 1969, and then expanded and republished in 1977. It is very likely that this program also received NSA funding as discussed in the Puzzle Palace by James Bamford. In turn, this facility with Mayan languages would have been used during the Guatemalan Civil War for counterinsurgency purposes. Then, I tell the story of Cordell Andersen, a biological warfare doctor from a family with a biological weapons background. Andersen served a mission in Guatemala; later in life he would relocate his family to Guatemala where he became a farmer/landowner, entrepreneur, and vaccination enthusiast. He ran the Foundation (sometimes the Center) for Indian Development and later on, the Guatemalan Foundation which attempted to win the hearts and minds of indigenous Guatemalans. The O'Donnal and Andersen families were accused of stealing and selling war orphans from Guatemala. I cover this particular story as far as I can take it and discuss the heinous yet common trade in children in Guatemala, both through orphanages and international adoptions, and the darker shit too. This, in turn, brings us back to the very far-right networks destabilizing Guatemala in the first place. I also discuss Alex Jones's family in Guatemala around the same time, which is to say, the various and variously-supported pieces of evidence that he comes from an intelligence family background. Most of the Anglo Mormons active in the country around the same time have comparable histories and it is instructive to compare them. I go over my personal experiences with Guatemala and I discuss the history of the Guatemala City Temple and the ironic Shining Path connection to the O'Donnal story. I crunch some baptism and conversion statistics and come to some interesting conclusions about periods of church growth and civil unrest, and the nature of the Mormon church itself. Kennedy. He created the agency after signing an executive order to advance American interests abroad through development efforts and humanitarian aid. With the global economy still relatively fragile less than two decades after the end of World War II, it was essential for the U.S.'s own prosperity to promote growth in developing countries and to help nations maintain their independence and freedom.USAID works in more than 100 developing countries spanning the globe in areas such as sub-Saharan Africa, Asia, the Middle East, Latin America, the Caribbean, Europe, and Eurasia. The agency, which has field offices in the areas noted above, is headquartered in Washington, D.C., with organizational units that are called bureaus. In 1982, the TúpacAmaru Revolutionary Movement began fighting against the military as well and also engaged in an internal conflict with the Shining Path. The war disproportionately affected the remote Ayacucho Region where forty percent of an estimated 70,000 deaths and disappearances occurred. Activity of the Shining Path significantly diminished after their leader Abimael Guzmán and other key members were captured in 1992. The government's engagement in the conflict ended after President Alberto Fujimori was forced from office in November 2000. In December 2000, the caretaker government of Valentin Paniagua approved the establishment of a truth commission, which was inaugurated on July 13, 2001, and began its work after President-elect Alejandro Toledo took office later that month.Interim president Paniagua decided to establish the Commission with the approving vote of his Cabinet. Supreme Resolution from February 27, 2001 proposed the creation of a truth commission and established a working group to design its mandate. The commission was set up by a decree.Its mandate was to investigate assassinations, torture, disappearances, displacement, employment of terrorist methods and other violations attributable to the State, the Shining Path and the Túpac Amaru Revolutionary Movement between May 1980 and November 2000 during the administrations of former Presidents Fernando Belaunde (1980 - 1985), Alan Garcia (1985 - 1990) and Alberto Fujimori (1990 - 2000).The TRC was comprised of twelve Peruvian commissioners, ten men and two women, chaired by Salomón Lerner Febres. The President appointed the members of the commission with the approval of the Council of Ministers. The commission opened five regional offices to carry out its work. Harmon discusses "Maoist Revolutionary War Outside China," a topic on which he is offering a class at IWP (IWP 706, https://www.iwp.edu/courses/maoist-revolutionary-wars-outside-china/). ***This event is part of IWP's China Series, organized by the China/Asia Program.*** About the Lecture: The ideas of Mao tse Tung had a powerful impact—whatever one may think of their morals or their intellectual value. Maoism created the modern People's Republic of China and was then sent on outward marches to influence others around the world. The “export” of Maoist revolutionary warfare began by 1950, was refreshed with the 1965 pamphlet of Defense Minister Lin Biao “Long Live the Victory of People's War,” and has recently been re-examined by scholar Julia Lovell's 2019 volume Maoism: A Global History. Dr. Harmon is lecturing on Wednesday, May 17th about this phenomenon, bringing forward examples of Maoist revolutions in Vietnam, Malaysia, Nepal, Sri Lanka, the Philippines, and Peru. The lecture draws upon the substance of his new syllabus at the Institute of World Politics, a course on the theory and practice of Maoism, to commence this summer (2nd term; July-August). About the Speaker: Christopher C. Harmon directed “Comprehensive Security Responses to Terrorism” at the Daniel K. Inouye Asia Pacific Center for Security Studies, a program detailed in Jane's Intelligence Review (“Regional Teamwork,” September, 2018). Communism has not been an exception to this rule. And in Peru, during the 70s, 80s and 90s, one particular Communist party made Peru an extremely dangerous and unwelcome place to live in. Led by a narcissistic leader who believed in using violence to further his goals, Sendero Luminoso is a fantastic example of terrorist groups hiding behind a “political party” to accomplish their goals. With Abimael Guzmán at the helm, the so-called Shining Path recruited college students, teachers, and even high school teenagers as soldiers, forming an army that would later be the cause of bombings, kidnappings and murders, with drug trafficking and executions also being among their preferred activities. The government's response was equally as violent, and war came to Peru. But how did this terrible story end, and what happened with Abimael and his army at the end? Helga of the Cats, Shadow of the Wise, accompanies them with a mission of her own ... There's a preacher with a warning, lava pits, and a curtain of flame that speaks. Then Helga disappears, Razzim (a Chisel & Mallet spy within the Temple Guards) reveals his power, Ehsan suffers to protect his people, and, with the help of Loremaster Kasthera, Eva discovers what's going on ... and it doesn't bode well for the Wise ... We can only hope that Season 2 is greenlit ...

Terrorist groups attain notoriety through acts of violence, but threats of future violence are just as important in attaining their political goals. Today, I talked with Dr. Joseph Brown about how terrorists use threats, true and false, to achieve key outcomes such as social control, economic attrition, and policy concessions. Bio: I am an Associate Professor in the Department of Political Science at the University of Massachusetts Boston. I research political conflict, including protest, state repression, and terrorism. My book, Force of Words: The Logic of Terrorist Threats (Columbia University Press 2020) is a detailed study of how violent non-state actors use threats to achieve their political aims. I completed my Ph.D. at Columbia University. I have conducted fieldwork in Northern Ireland, Spain, Sri Lanka and Peru, interviewing members of the Irish Republican Army, ETA, the Tamil Tigers, Shining Path, and the Túpac Amaru Revolutionary Movement. After the failure to build the the Highway every House feels the displeasure of the Wise while they and their representatives on Earth lose some control and the Great City contracts. Some Houses retrench into their ancient traditions while others forge new roles or become more autocratic. Then, after 20 years, the Listeners to the Wise make it clear that the Land is lost if decline is not halted. The Spirits of the Land are unquiet and only a return to the core values that enabled the Wise to free the Land can give them rest. Some characters remain: Kasthera of the Chisel & Mallet devotes decades to the study of Lore, while Elina of the Cursed, too old to continue as a Scout, takes up a more administrative (and influential?) post as Factor. Then there's Eva bint Salah, Bogatyr of the Shining Path (who resents her father's actions a generation ago), and Saruke the young ambassador of the Jezdec Horselords brought up on the legend of 'Gerel and his spirit Centaurs'. Together they must face the fresh challenges of the Second Age of the Land ...

Imagine if we could use plants to help solve complex engineering problems, while enhancing natural ecosystems. And what if we could use plants – and the process of planting – to restore damaged ecosystems, and in the process, build community resilience? Our guests are doing just that, and a lot more!   In this episode, host Sarah Thorne and Jeff King, Deputy Lead of the Engineering With Nature® Program at the US Army Corps of Engineers, are joined by Tosin Sekoni, Research Ecologist, US Army Corps of Engineers, and Art Froehlich, CEO of AgriView, and partner in The Communities for Life Network. They're talking about the importance of plants in the design of natural infrastructure to increase both ecosystem and community resilience. As Jeff notes: “The idea of plants being the fulcrum, engaged on multiple levels of creating benefit, really aligns with the EWN Program and how we seek to enhance social, economic, and environmental benefits.”   Tosin and Art's deep connections to farming have shaped their respective life's work. Tosin grew up in Nigeria and enjoyed spending time with her father on his hobby farm. In college, visiting national parks and wilderness areas reinforced her love of nature and her desire to focus her career on working on environmental issues. Over the past few years with USACE, she has been focused on how plants can be used to provide multiple benefits, especially in the context of climate change. She notes that plants, historically undervalued resources, can help regulate micro-climates and mitigate erosion and desertification. And when plants die, they become a major component of soil aggregate. Tosin is lead author on a new manual being developed within the EWN Program entitled Engineering With Nature: Integrating Plant Communities into Engineering Practice.   Art grew up on a small farm in Saskatchewan with livestock and crops. His study of soil science as part of his agriculture degree fueled his “preoccupation with the top meter of soil that drives absolutely everything. How can that top meter of soil be made more productive, more sustainable, and more environmentally supportive?” Art believes that agriculture is an important element in addressing climate change. “When first introduced to Engineering With Nature, I had never heard of it, but inherently, it was part of everything that we do on the farm. I'm a firm believer that agriculture, globally, can play a huge role in solving our climate issues if we go about doing things the right way.”   Art's focus on using plants that are more water and nutrient-use efficient, drove his lifelong interest in agriculture-based philanthropy. Through a partnership with Jack Neufeld, founder of the Communities for Life Network foundation, Art and his family translated their passion and agronomy expertise into helping improve nutrition for the people living in the arid, mountainous community of Manchay, Peru. Over time they realized that in addition growing plants and crops, the foundation could help produce other benefits for the community such as increasing the organic matter in soil, using wash water from homes to create simple irrigation systems, providing better seeds and tools, and hiring a local agronomist. The gardening school they started has had about 400 women graduate from the six-month program. Their next objective is to help the community gardeners produce more food than they need so they can create economic benefits by selling their crops at local markets or to neighbors. According to Art: “The changes have been rather dramatic, not just providing more and better nutrition to the families in the area but seeing the enthusiasm of the gardening school participants. Most of the graduates were farmers who left the Eastern part of Peru where the Shining Path revolutionaries were. We're rekindling their love of farming while helping them become self-sufficient and resilient.”   Innovation is a key part of both Art and Tosin's work.  One example is Tosin's field workshop with the Galveston District. The workshop was designed to demonstrate how plant species could assist in securing and supporting engineered structures in a dredge material placement area, such banks, and dikes, by attenuating waves, helping to restrain shore movement, building elevation, and increasing the strength and effectiveness of the structures.  The result was a self-perpetuating ecosystem that provided habitat for wildlife. Through this and subsequent workshops with federal and state agencies, academia, and non-government organizations, Tosin and her USACE colleagues continue to demonstrate the importance and value of using plant species to create ecosystems and innovative eco-engineering solutions.   Art talks about one of the unique innovations being deployed in Manchay, Peru – an arid, mountainous region, “Cloud catchers”, which are sheets of fibrous mesh or cloth, are strung up in higher elevation areas to extract water from fog in the clouds.  This water is then used by the community for watering livestock and for irrigating gardens. As Art notes: “Innovation is all about getting the community involved. Don't come in as the great hope for their salvation. Really understand what their needs are and try to fulfill that.”   Listeners are encouraged to consider using plants to protect and restore ecosystem and produce social and economic benefits. According to Tosin: “No matter how small or how big, you can always incorporate planting into your immediate environment. I have seen examples of people building ecosystems in their own yard, gardening in their backyard, or their front lawn. Just go ahead -- plant species are so important.” Art adds: “Think small, think local regardless of where you are. Photo: Shing Path: death.   María Elena Moyano Delgado was an Afro-Peruvian community organizer and feminist who was assassinated by the Shining Path. She grew up in poverty in the Villa El Salvador pueblo joven, then became involved in local activism. She was twice president of the Popular Federation of Women of Villa El Salvador and at the time of her death was deputy mayor. Her funeral was attended by 300,000 people and resulted in a downturn in support for the Shining Path. She received the Peruvian Order of Merit posthumously. A 2020 law restricts abortions after the detection of a fetal heartbeat. The law also prohibits abortions conducted because of the race or sex of the baby, or because of a Down syndrome diagnosis. The ruling came about a week after another pro-life heartbeat law went into effect in Texas. The founder of the Peruvian terrorist group known as Shining Path died over the weekend at a military hospital. The 86-year-old founded Shining Path in the 1960s on communist principles. He began armed conflict in the 1980s, in hopes of stoking a revolution that would gain control of the Peruvian countryside, and eventually cities. Three European priests killed by the Shining Path in 1991, were recognized as martyrs by the Vatican in 2015. Over the weekend, Pope Francis encouraged Catholics to spend more time in adoration of the Blessed Sacrament, to become more like Christ. The pope spoke about adoration during the International Eucharistic Congress in Budapest. Pope Francis was the first pope to attend an International Eucharistic Congress since 2000. The Church must respond to secularization with creativity, not defensiveness. Those were the words of Pope Francis today, during a meeting with clergy and lay people in Slovakia's capital. The pope said Christians have inherited a rich tradition. But for many people, that tradition feels like a relic from the past, not something that can affect how they live their lives today. He said the creativity of the Gospel is key to helping the world reclaim a sense of God, and the joy of faith. Today the Church celebrates the feast of Saint John Chrysostom. John was perhaps the greatest preacher in the history of the Church, and the most prominent Greek father of the Church.

Thieves broke into a castle in southern England, and stole the rosary and other items worth more than $1.4 million. The president of the Peruvian bishops' conference has condemned the killing of sixteen people by the Shining Path, a communist rebel group. The attack took place on May 23rd in central Peru. Investigators believe the attack was an attempt to bully locals into not voting in Peru's upcoming general election. In his general audience in Rome today, Pope Francis reflected on the reality that sometimes prayers seem to go unanswered. The pope said Christians can find hope in the Resurrection, when all human longings will be fulfilled. He also encouraged Christians to meditate on the Gospels, where the response of Jesus is at times immediate, and at times delayed. Today is the feast of the 15th-century Italian saint, Philip Neri. He is remembered for founding the Congregation of the Oratory, dedicated to preaching and teaching. He is the patron of Rome and the U-S Army Special Forces.

We’re going to focus on the first two years - 1961 and 1962 in this episode which was about the same time as the South West African People’s Organisation took off. South Africa was supported by America until it became clear that the threat of a nuclear war reduced the possibility of a conventional war between the U.S. and Russia. For those who did not live through this period, it is quite difficult to understand the visceral fear conjured up by the idea that communist inspired revolutionaries and the global instability the two Superpowers were causing. In Latin America indigenous struggles had also accelerated. Che Guevara was an almost mythical Capitalist fighting Casanova who helped Cuban revolutionaries overthrow the US-backed government and Eastern Europe, Russia and China began exporting massive volumes of low cost firearms to any group that bought into the Marxist playbook. That was the book full of chapters – the Armed struggle, peasant classes seizes power, the state takes over all business, the proletariat defeats the bourgeoisie. Communist versus capitalist. The Americans, British, French and other NATO countries were as busy as the Communist nations trying to woo developing post-colonial nations into their ambit. Every kind of cloak and dagger could be found. Pretoria and Windhoek monitored with alarm the growing signs of revolution in Africa – where political commissars trained in Russia emerged back home, traveling from village to village speaking against a local leadership system that had been hijacked by the colonial administration. The French in Indo-China had faced exactly the same process, so too the political administrations in places like Peru which faced Maoist guerrillas called Sendero Luminoso or Shining Path which was to explode into public view by the 1970s.
