¿Es el Perú una «nación radical»? José Luis Rénique concluye que sí. Desde la tradición radical, de donde toma sus fuentes, analiza la historia política e intelectual del siglo XX peruano. Un contexto donde las élites radicales se articularon bajo una premisa: el Perú requería una revolución de base indígena para ser una nación moderna e integrada, recobrando los fundamentos de su glorioso pasado andino, sin renunciar a las transformaciones del mundo moderno.Este libro cuenta la historia de la idea de la «nación radical» desde sus fundamentos andinos. Esta opción buscaba la cancelación del legado colonial representado por el centralismo de Lima, para abrir así las puertas a una real integración democrática del país. Esta pretensión de refundar la nación deviene a lo largo del siglo XX en fuente ideológica para la formulación de proyectos de distintos lenguajes políticos: indigenismo, aprismo, socialismo, guevarismo, desarrollismo, populismo, teología de la liberación, entre otros; corrientes que buscaron adaptar esta idea a las cambiantes circunstancias regionales o nacionales, politizándola y ejerciendo sobre ella un efecto a veces moderado y, en otras ocasiones, abiertamente a favor de la lucha armada. Este fue el caso del maoísmo de Sendero Luminoso que se transformó desde 1980 en una verdadera máquina de matar. Rénique nos ofrece una obra esencial para entender la compleja historia del radicalismo en el Perú del siglo XX, un libro comprometido con el sincero reconocimiento de nuestras tragedias y posibilidades republicanas: una lectura obligatoria para todos los peruanos que deseen tener una visión más profunda de nuestra historia. Estudió Historia en la Pontificia Universidad Católica del Perú y en la Universidad de Columbia en Nueva York. Se desempeñó como investigador en el Instituto de Estudios Peruanos (1978-1980) y en el Centro Peruano de Estudios Sociales (1986-1988). Luego ejerció la docencia en los Estados Unidos desde 1989 hasta 2022, siendo profesor en Lehman College y en el Centro Graduado de la Universidad de la Ciudad de Nueva York. En 2022 pasó al retiro. In recent years, Peru has transformed from a war-torn country to a global high-end culinary destination. Connecting chefs, state agencies, global capital, and Indigenous producers, this “gastronomic revolution” makes powerful claims: food unites Peruvians, dissolves racial antagonisms, and fuels development. Gastropolitics and the Specter of Race critically evaluates these claims and tracks the emergence of Peruvian gastropolitics, a biopolitical and aesthetic set of practices that reinscribe dominant racial and gendered orders. Through critical readings of high-end menus and ethnographic analysis of culinary festivals, guinea pig production, and national-branding campaigns, this work explores the intersections of race, species, and capital to reveal links between gastronomy and violence in Peru. María Elena García is an associate professor in the Comparative History of Ideas at the University of Washington in Seattle. García received her PhD in Anthropology at Brown University and has been a Mellon Fellow at Wesleyan University and Tufts University. Her first book, Making Indigenous Citizens: Identities, Development, and Multicultural Activism in Peru (Stanford, 2005) examined Indigenous and intercultural politics in Peru in the immediate aftermath of the war between Sendero Luminoso and the state. Kenneth Sanchez is a Peruvian journalist that works as a freelance journalist and as a multi-platform content curator for the Peruvian media outlet Comité de Lectura. El Congreso peruano lo volvió a hacer. Esta vez el voto de censura fue para el ministro de educación, Carlos Gallardo, un voto que lo deja casi automáticamente fuera del cargo. Entre lo que se le reprocha a Gallardo: la filtración del examen nacional para el nombramiento de profesores, pero también sus supuestos vínculos con grupos radicales como Patria Roja y con la organización terrorista Sendero Luminoso. Con nuestro corresponsal en Lima, Carlos Noriega, y Ana María Ospina.  En otro capítulo de la guerra entre el Congreso controlado por partidos de la derecha y el gobierno de izquierda del presidente Pedro Castillo, el Parlamento censuró hoy al ministro de Educación, lo que implica su salida del cargo.  Fueron 70 congresistas, de un total de 130, los que votaron a favor de la censura del ministro, cuatro más de la mayoría necesaria para aprobarla. Es un duro golpe para el presidente Castillo.  El saliente titular de Educación, Carlos Gallardo, profesor como Castillo, es muy cercano al presidente. Ha sido dirigente del sindicato de maestros Fenate, fundado por Castillo en 2017 luego de una huelga del magisterio encabezada por el actual presidente.     “Por una parte, hay una injerencia anterior de un sector del Congreso, primero contra el presidente y en segundo término contra los ministros más a la izquierda”, dice a RFI el politólogo Carlos León Moya. “Gallardo en ese lado cumple con esta obligación. El centro y la derecha, que ya lo tenía en la mirada. Gallardo además viene además de la rama más radical del magisterio, a lo cual también pertenece Pedro Castillo. Pero, por otra parte, desde su designación en octubre hasta ahora, lo que ha hecho el ministro también ha alejado un sector del centro. Ese sector pudo haber dicho en un momento 'bueno, ese ministro tiene esa trayectoria, pero defiende determinadas reformas'. Pero las reformas educativas que tienen en el Perú uno, más o menos, seis años, ninguna de ellas ha sido defendida por Gallardo. La reforma de la educación universitaria básicamente se ha puesto de costado. Por otro lado, en el retorno a clases el ministro tampoco ha hecho mejoras. Han presentado un plan para el retorno a clases de marzo del 2022, pero algunos lo consideran restrictivo. Y la excusa final es la denuncia contra su hija [Ynes Gallardo] que junto con una congresista de Perú Libre [Lucinda Vásquez] filtró el examen de la elección de maestros para educación pública. Si bien es cierto que hay un sector que le tenía antipatía desde su designación, en los dos meses que estuvo en el cargo, no ha hecho absolutamente nada por ampliar esa base tampoco”. El argumento del Congreso para censurarlo ha sido la filtración de un examen tomado a los profesores para nombramientos y promociones. La oposición le cuestionó al ministro no haber anulado el examen al estallar el escándalo de la filtración, anulación que finalmente hizo el Congreso. Gallardo ha sido señalado como un opositor a las evaluaciones a los profesores, lo que éste niega. En declaraciones ante la fiscalía, un testigo protegido ha acusado a la hija del ministro y a una congresista del partido oficialista Perú Libre de haber tenido acceso a los exámenes y haberlos vendido a los profesores. Gallardo ha calificado esa acusación como “una patraña”.  Los sectores conservadores también le cuestionaban al ahora ex ministro su militancia sindical e izquierdista.  “Pedro Castillo tiene un problema no ideológico, sino más institucional y hasta de personalidad: no convoca a más gente fuera de su círculo más cercano y de confianza”, dice León Moya. “Gente que él conoce desde hace tiempo vinculados a su actividad sindical y sus paisanos. Entonces esto hace que un sector radicalizado del magisterio haya tenido tanta influencia al punto de llegar a tener el Ministerio de Educación. El problema es que poco a poco todas estas personas radicalizadas han estado cayendo. Yo no creo que esto sea por una condición ideológica del presidente Castillo. Aunque hay una situación, que parece muy constante, de la derecha de vincular a Castillo con Sendero Luminoso, cada vez esta acusación tiene mucho menos asidero. Las personas más cercanas a Castillo cada vez tienen menos de ideológico, porque las mas ideológicas han ido saliendo”.

Los precios del gas natural, el carbón y la electricidad se han ido por las nubes, lo que ha provocado protestas en España, escasez de gasolina en el Reino Unido y ha puesto contra las cuerdas al Gobierno francés y al alemán. El ejemplo de Europa puede resultar especialmente instructivo para otros países. Ningún otro lugar ha invertido tanto dinero y ha realizado tantos esfuerzos políticos para reconstruir sus mercados energéticos. Sin embargo, en ninguna parte el fracaso ha sido tan grande. Al viejo continente no le bastan las energías renovables, en las que ha invertido miles de millones de euros en las últimas décadas y depende muchísimo de las importaciones de carbón, petróleo y, sobre todo, de gas, que se compra en el norte de África y en Rusia. El periodo violencia se inició en Chuschi, Ayacucho, el 17 de mayo de 1980. Ese día volvían a realizarse elecciones generales en el Perú luego de 12 años de dictadura militar. Sendero Luminoso atentó contra el derecho democrático a elegir, justo cuando por primera vez en la historia republicana participaban los sectores más excluidos del país, como los analfabetos, que en su mayoría eran mujeres. SL y el MRTA fueron organizaciones criminales, altamente militarizadas, con estructuras rígidamente jerárquicas que concentraron casi todo el poder en sus cúpulas dirigenciales. Released 28 June 2021. The rapid decline of the Peruvian left-wing insurgent organization Sendero Luminoso was not only the result of the arrest of its leader. An analysis of the precipitous weakening of the organization using two social movement theories finds other factors were involved in the demise of the organization as well. These factors—participatory politics, support for the military among the rural population, and alienation of the population by Sendero Luminoso—provide insights to effective counterinsurgency tactics. Este lunes el país amaneció de luto tras el cobarde ataque a un grupo de personas en la Selva de Junín que dejó entre las víctimas a niños. Según el Comando Conjunto de las Fuerzas Armadas, se ha hallado documentación de Sendero Luminoso que estaría relacionada a Víctor Quispe Palomino, alias "José". La matanza de al menos 16 personas se realizó en nombre de una limpieza social y una oposición armada a las elecciones. Este ataque solo merece reprobación del uso de la violencia y no debe de ser usado en el debate político electoral. Este no es el momento de que desconfiamos de nuestra democracia y de los valores que la fundan, pues de lo contrario le habremos dado una victoria moral también a los terroristas que creen únicamente en el uso de la fuerza.

In Latin America indigenous struggles had also accelerated. Che Guevara was an almost mythical Capitalist fighting Casanova who helped Cuban revolutionaries overthrow the US-backed government and Eastern Europe, Russia and China began exporting massive volumes of low cost firearms to any group that bought into the Marxist playbook. That was the book full of chapters – the Armed struggle, peasant classes seizes power, the state takes over all business, the proletariat defeats the bourgeoisie. Communist versus capitalist. The Americans, British, French and other NATO countries were as busy as the Communist nations trying to woo developing post-colonial nations into their ambit. Every kind of cloak and dagger could be found. Pretoria and Windhoek monitored with alarm the growing signs of revolution in Africa – where political commissars trained in Russia emerged back home, traveling from village to village speaking against a local leadership system that had been hijacked by the colonial administration. The French in Indo-China had faced exactly the same process, so too the political administrations in places like Peru which faced Maoist guerrillas called Sendero Luminoso or Shining Path which was to explode into public view by the 1970s.
