George Eustice on the peat ban, import/export friction and his legacy

Horticulture Week Podcast

Former Defra secretary of state George Eustice says there should be a new generation of UK fresh produce glasshouse production post-election, with a Defra strategy to support that. The retiring Conservative MP believes more can also be done on labour shortages. He supports a needs-based policy so sectors with shortages have sector-specific visas, and a 10-year plus seasonal worker scheme maintained at current worker levels. After standing down ahead of the July 4 general election, Eustice formed the Penbroath environmental and agricultural consultancy. He discusses his political legacy from his nine-year stint as a Defra minister, including almost three as secretary of state until 2022; they include the Environment, Agriculture and Fishery Acts and the transition from EU subsidies to new schemes. He also reflects on working through a "turbulent time" with Brexit, Covid and Ukraine happening during his tenure. On plant imports, he argues the UK has been "incredibly generous" to the EU on plant imports and that has not been reciprocated with UK exports to the EU. Importers may find BCPs frustrating, but they should be buying from British nurseries where they know the health status of plants he says. Eustice does admit he would have timed the implementation better (delayed due to Covid, the Ukraine war and having to re-recruit border staff). Despite "teething problems" he maintains BCPs are the most proportionate and risk-based approach to stopping plant pests and diseases entering the UK.On peat, he expresses frustration that his successor at Defra ,Therese Coffey, brough forward peat ban plans without a legislative vehicle. The consequent "uncertainty" was a "terrible mistake". Eustice wanted to ban garden centre bagged sales but to delay commercial peat bans on growers until 2030, with veg module bans not implemented until 2035-40. He wants to see a return to that approach. He discusses how the new Government, be it Tory or Labour, could bring elements of the peat ban into force including using secondary regulation to restrict sales under the Environment Act's 'protecting resources' section, though the current the Government did not think that would work. A ban on all retail sales would get round how to make sure imports grown in peat do not undercut the UK market. Hosted on Acast. See acast.com/privacy for more information.

Another week of Tory psychodrama, another week of Tories making utter fools of themselves. It's hard to know where to start, so Jemma and Marina intro with a gem from Tory mayoral candidate, Susan Mason and her Essex nightclub howler. Then it's a quick chat about THAT YouGov poll - and how it was oh so perfectly timed to collide with the Rwanda vote. And my word...what a kerfuffle. All that noise, pressure, threats, resignations - all for the bill to pass with just 11 looney rebels prepared to stand firm. Trust Tory rebels to be too incompetent to rebel. Jemma and Marina savour the moment '30p Lee' became 'Hurty Lee' and invented a whole new word to describe the utter trauma of being...sniggled at.  The ladies chat through the desperate lengths Sunak is going to in pursuit of his albatross Rwanda bill - including his magic trick, where from out of nowhere he is going to abracadabra up 150 judges.  It would be rude not to include Therese Coffey's ruinous House of Commons moment regarding Rwanda, and then it's onto an observation of "Dodgy" Dave Cameron's Brexit admission on the Laura Kuenssberg show. To finish, Jemma shares some cheeky weather reports, Marina brings up the Royals - because apparently we are a nation reeling and worrying ourselves sick over how Prince William will manage bathtime, and you're in for a treat with a perfectly on theme 30p Pudding.  Thank you for sharing and do tweet us @MarinaPurkiss @jemmaforte @TheTrawlPodcast Patreon https://patreon.com/TheTrawlPodcast Learn more about your ad choices. The Department for Environment, Food and Rural Affairs has new boss - former Health Secretary, Steve Barclay. The appointment comes after Therese Coffey stepped down during the Prime Minister's reshuffle. We get the low down on the new Secretary of State, and consider what he will bring to the Department. Simon Naylor produces white, red and pink cabbages in South Lincolnshire, which are sold whole in supermarkets, but also go into a huge range of pre-prepared lines, including coleslaw, stir-fry mixes and salads. But as much as 35 percent of each white cabbage is wasted, with tonnes of outer leaves thrown away every year. So, he's developed a plan to use the waste and transform it into new food ingredients. And Wildlife Trusts on both sides of the Wales-England border are working together in a new project which aims to restore habitats for wildlife and tackle the consequences of climate change. The Trusts say the "Wilder Marches" project can also support farmers to carry out environmental actions to increase biodiversity on their land. Spirits are high in The Trawl camp post the Tory trouncing's in the Tamworth and Mid Bed by-elections. Jemma and Marina are the first to admit that The Trawl podcast isn't exactly hot off the press, on this, or your go to for the news 'as it's happening', due to being a team of........them, plus Max, their editor. But the time lapse also does mean they have all the best reactions and fallout. But first they have to mention the extreme weather that parts of the UK has been experiencing. Imagine your home has been flooded, your possessions are ruined and then, to add insult to injury, Therese Coffey turns up. The clip of her being quizzed by MP's will leave you in no doubt, she's making it up as she goes along.  Then to Tamworth and Mid Beds we go, and indeed to television studios across the land to hear various Tories pretending their massive defeat was actually fine and not an indicator of anything really. As for Andrew Cooper's defeat, it couldn't have happened to a lovelier guy who handily posted a flow chart which spoke volumes. Lastly, Marina and Jemma are both amused and astounded by Gordon Ramsay's incredible lack of awareness on another pod. His story involves a Porsche and needing to ask his wealthy in laws for a massive loan. The heart bleeds! Lots of laughs in this one. This episode begins with a spectacular clip from Question Time. An audience member gets stuck into the Conservatives and no one's disagreeing with her utter evisceration of them. Then again, when our island is surrounded by sewage, perhaps it's not surprising. Yes, unfortunately, the topic of sewage is back on The Trawl menu. The situation is so dire people are checking apps and being told to swim with their mouth shut. So good thing Therese Coffey is in charge. She's sprung into action to announce her intention to ban wet wipes, which was also announced in....2018. Banning wet wipes which contain plastic would be great, but are they going to do it? And how does that help prevent raw sewage being poured into the waterways?  Still, we Brits might not be able to swim anywhere safely but hey, at least we can all gaze at a portrait of King Charles. The government has set aside £8 million to ensure every school and police station in the land can gaze upon the Royal visage. Who needs school dinners or equipment anyway?  Then there's Eurovision 'outrage' before Marina and Jemma go very off-piste and introduce not just an underrated tweet of the week but an underrated call AND an underrated clip too! As supermarkets ration salad, one tomato grower tells us what that what the sector really needs is government help to invest in hi-tech greenhouses. Flavourfresh near Stockport produce tomatoes under glass. They have their own power plant, selling energy to the grid. They use the excess heat to warm the glasshouses and the carbon dioxide to help plants grow bigger. However, large modern greenhouses like theirs cost millions. Producer Andy Roe says the sector needs help to finance state-of-the art sites like theirs, then he says they'd be able to grow more for the British market. The Defra secretary, Therese Coffey, has been addressing farmers at the NFU annual conference in Birmingham. She said the ELMS budget did not need to be increased to help farmers meet government environmental targets, and she also said that the challenges faced by pig and poultry producers did not equate to market failure and so she would not be using new powers under the Agriculture Act to intervene. Re-introductions of animals and birds usually feature high-profile species like beavers or wild cats, but there are others like the pine hoverfly - a small, elusive and very rare insect, whose habitat is among Scots Pine trees. The last population in Britain is in the Cairngorms National Park - and that's where conservationists from the Royal Zoological Society of Scotland are involved in a breeding programme which has been releasing pine hoverflies back into the wild for the past two years. The secretary of state for the environment, Therese Coffey, has visited a farm in Berkshire to sell the updated version of the SFI - the Sustainable Farming Incentive which will pay English farmers to do good things for the environment, such as maintaining hedgerows or improving soil. It's the first tier of the Environmental Land Management Schemes - ELMs - which offer farmers payments for public goods, rather than direct subsidy, the BPS payments, as has been the case under the EU's CAP. The scheme's being expanded and that's been broadly welcomed by farmers - who can now get better payments for 280 actions they can take on their land, but conservationists question the level of ambition in the SFI, though welcome news that more projects will be supported under another ELMs scheme, Landscape Recovery. The main industry bodies representing fishermen in the UK say the industry faces a 'frightening' loss of fishing grounds over the coming decades due to the expansion of protected marines areas and offshore wind farms. The National Federation of Fishermen's Organisations and the Scottish Fishermen's Federation says there should be more engagement with the industry to minimise and mitigate the displacement of fishing activity. This is proved by Herschel Walker's latest lie about the abortion he paid for (3:00) To say nothing of similar amazingly stupid deceit from Ron Johnson, Mike Lee, Donald Trump, Kanye West, and Elon Musk (5:53) And yet the World Championship may be held by the new U.K. government. Only on Day 41 and already a lame duck, Prime Minister Liz Truss doesn't show up to face the House of Commons and when someone jokes she's hiding under a desk, Truss's stand-in answers seriously "I can assure the house she is not under a desk." Plus the format is a disaster: the National League World Series team will have either the 10th or 11th worst record in the sport. Welcome to the walk a mile in my shoes podcast. My name's Chris Young, and it's my aim, hope, goal to enable you to get a real feel for what it's like to walk a mile in the shoes of my guests. Sorry about the lack of jaunty music, I'm not feeling particularly jaunty just now. Sorry too about the prolonged absence, I've been trying to get my world in order following some pretty life changing therapy. But I'm not here to talk about me. In this episode, I speak with Simeon Wakely, a man with spina-bifida who has recently felt the cold hard slap of apathy…indifference…prejudice…at the hands of the department of work and pensions, the government department who administer Universal Credit. This is triggering throughout – so, if you don't want to hear Simeon's distress, you should stop listening now. He got in touch with me yesterday explaining how he felt suicidal following the inhumane treatment he's received at their hands. I'm fucking furious. For those of you who talk about the rise of poverty in the UK in terms of absolute and relative poverty – for those of you who think abject poverty is a thing of the Dickensian past – think again. Simeon recently had his benefits stopped for the heinous crime of changing his bank account and being admitted to hospital. He missed a meeting with the Job Centre because he was in hospital having major surgery. He'd informed them at every stage of the process, but they responded by stopping his benefits and telling him the next available meeting at the job centre is a week away. The DWP didn't tell him benefits had stopped…you'll hear more about that in our conversation…he found out from his landlord, and when BT cut off his landline and broadband…but even more shockingly, he found out when his gas supplier, Eon, cut off the fuel for his heating on this, the coldest week of the winter so far. His electricity company, SSE, are threatening to cut off his electricity as we speak. So much for compassionate capitalism/ conservativism. At the moment he's relying on friends for money, and his support worker for food. Devastated though he is, Simeon was still able to throw down the gauntlet to any MP who would be willing to survive on Universal Credit for a month – or a year. I guess many will have an understanding of how cumulative wealth can have a positive effect on their lives, but what about the cumulative effect of poverty? Would they, as Therese Coffey, the Secretary of State for work and pensions sang when she removed £20 a week from people on Universal Credit, be having the time of their lives? I don't think so. Would your MP do it? Make no mistake, even though this system is rotten to the core, these are actual people causing untold damage and trauma to a man whose only crime was to believe he could live independently. Huge thanks to Simeon for sharing his story. He's gutted, he hates himself and he feels suicidal all because of things outside of his control. If any of you listening have contacts in BT, Eon and SSE, please give them a prod to suggest that cutting off amenities in these circumstances don't exactly show them in a favourable light. Put his heating back on. Reconnect him to the internet. Give him the money he's entitled to. But, more than anything, restore his hugely damaged faith in human kind. We can do a whole lot better than this. In the meantime, get in touch with your MP – throw the universal credit challenge their way. Walk a mile
