Raidījumā Diplomātiskās pusdienas dodamies uz tālajām Komoru salām jeb oficiālajā nosaukumā Komoras Savienību, kas ir arhipelāga valsts Dienvidaustrumāfrikā, blakus varbūt labāk zināmajai Madagaskaras salai. Šī Indijas okeānā atrodamā valsts sastāv no četrām salām, kas ir Grande Komore (Ngazidja), Anžuana, Moheli un noslēdzoši Majota, kas ģeogrāfiski pieder Komoru salām, taču joprojām atrodas Francijas pārvaldībā. Pēc trīs dažādiem referendumiem Majota ir izvēlējusies palikt kā Francijas aizjūras departamenta sastāvdaļa, izraisot ne visai draudzīgas diplomātiskās attiecības starp Komoru salām un Franciju. Uz Komoru Savienības lielākās salas Grande Komore arī atrodas tās galvaspilsēta Moroni, kurā dzīvo vairāk nekā puse kopējās populācijas, kas ir aptuveni 500 000 iedzīvotāju. Lai būtu vieglāk iztēloties – Rīgas iedzīvotāju skaits pēc pašreizējiem datiem ir aptuveni 605 273 iedzīvotāju. Moroni teritorija ir 10 reizes mazāka, rezultējoties ar populācijas pārblīvētību un droši vien vairākām situācijām, kur cilvēki cits citam elpo pakausī tiešā nozīmē. Runājot par elpošanu – Savienība ir saskārusies ar slikta gaisa kvalitāti, jo sala ir novietota uz viena no pasaulē lielākajiem aktīvajiem vulkāniem ar nosaukumu Kartalas kalns. Šis vulkāns periodiski izvirst, un pēdējais izvirdums notika 2005. gadā. No pozitīvās puses lūkojoties, Komoru salās ir ievērojama bioloģiskā daudzveidība, ko lielā mērā ietekmē to vulkāniskā izcelsme, tropiskais klimats un ģeogrāfiskā izolācija. Neskatoties uz to nelielo izmēru, salas ir mājvieta visdažādākajām endēmiskām sugām un unikālām ekosistēmām. Komoru salās ir vairākas floras un faunas sugas, kuras tiek uzskatītas par "dzīvām fosilijām", jo tās pastāv miljoniem gadu ar nelielām evolūcijas izmaiņām. Salas ir daļa no Madagaskaras un Indijas okeāna salu bioloģiskās daudzveidības zonas. Vēsturiski Komoru salas vispirms apdzīvoja austronēziešu un bantu valodā runājošas tautas. Arheoloģiskie pierādījumi liecina, ka kolonisti no Āfrikas un Dienvidaustrumāzijas ieradās aptuveni 6. gadsimtā. Līdz 10. gadsimtam arābu tirgotāji sāka biežāk apmeklēt salas, ieviešot islāmu, kas kļuva par dominējošo reliģiju, un šobrīd aptuveni 98% populācijas ir sunni musulmaņi. Dažu nākamo gadsimtu laikā salas kļuva par karsto punktu arābu vergu tirgotājiem, kuri caur Indijas okeānu veda Āfrikas vergus uz Tuvajiem Austrumiem. Kopš 1912. gada līdz neatkarības iegūšanai 1975. gadā Komoru salas atradās Francijas koloniālajā impērijā. Tas arī varētu izskaidrot, ka valstī ir trīs oficiālās valodas, kas ir arābu, franču un komoru jeb kā vietējie to dēvē šikomori valoda. Komoru valoda ir svahili dialekts ar spēcīgu arābu ietekmi, kas atspoguļo valsts daudzveidīgo mantojumu. Šobrīd Komoru salu prezidents ir Azali Assoumani. Pirmo reizi prezidents Azali nāca pie varas militārā apvērsumā 1999. gadā. Pēc desmit gadu pārtraukuma amatā viņš uzvarēja strīdīgās vēlēšanās 2016. gadā un tika atkārtoti ievēlēts šī gada janvārī, uzsākot pildīt ceturto termiņu. Jāatzīst, ka vēlēšanu iznākums opozīcijas spēku uzskatos bija krāpniecisks, jo kopumā vēlēšanās piedalījās tikai 16% no kopējā iedzīvotāju skaita. Līdz ar to un papildus apsūdzībām, kas saistītas ar autoritārisma izplatīšanu, valstī noritēja divu dienu nāvējoši protesti, kas rezultējās ar plašiem cietumsodiem. Jāpiemin, ka ieslodzīto bēgšana no Moroni cietumiem nav nekas neparasts un Komoru savienība statistikas ziņā ir valsts, no kuras cietumsoda laikā ir visvieglāk izbēgt. Vien 2020. gadā 23 ieslodzītie aizbēga neskaidros apstākļos un vairāk nekā 40 ieslodzītie aizbēga, kad iedzīvotāji svinēja nacionālās futbola izlases uzvaru pār Keniju. Šā gadā aprīlī plašsaziņu mediji ziņoja, ka vairāk nekā 30 ieslodzītie vienkārši izgāja no cietuma, izmantojot cietuma galvenos vārtus. Lai gan zemais drošības līmenis Komoru salās ir saistīts ne tikai ar kritisko infrastruktūru nestabilitāti, bet arī ar salīdzinoši procentuāli augsto ieslodzīto skaitu. Adhésion de l'Union africaine au G20, rencontre avec Vladimir Poutine, multiplications des crises sur le continent, Mayotte et la France, réélection contestée. Le président des Comores Azali Assoumani dresse le bilan de son année à la tête de l'Union africaine, alors que le 37e Sommet de l'organisation vient de se clôturer. Depuis Addis-Abeba, il répond aux questions de notre envoyé spécial Sidy Yansané. RFI : Vous venez de passer le flambeau de la présidence tournante de l'Union africaine, quelle évaluation faites-vous de votre bilan ?Azali Assoumani : Les gens apprécient le bilan puisque, effectivement, j'ai parcouru l'Afrique, on est même partis en Russie au nom de l'Afrique, et il y a surtout notre adhésion au G20 en tant que membre à part entière. Aujourd'hui, le G20, demain, on pense au Conseil de sécurité des Nations unies. Mais le plus important pour le G20, c'est qu'avant, les puissances économiques décidaient et nous, on exécutait. Maintenant, on va être avec eux, pour essayer de décider ensemble.Le thème de l'année écoulée de l'Union africaine, c'était la ZLECAf. La mise en œuvre de la zone de libre-échange continentale africaine, qui est, pour l'instant, un peu à la peine. Quels obstacles expliquent, selon vous, cette difficile mise en œuvre de la ZLECAf ? Je vous corrige : ce n'est pas la mise en œuvre, c'est l'accélération de la mise en oeuvre, ce n'est pas la même chose. Et là, j'ai constaté, quand même, qu'il y a un esprit pragmatique qui l'emporte. C'est un bel outil la ZLECAf. Je le dis : si on a raté l'unité politique, on ne doit pas rater l'unité économique et sociale en Afrique, ça, c'est une obligation. Donc l'accélération, c'est faire en sorte que les gens qui n'avaient pas signé, signent, les gens qui n'avaient pas ratifié, ratifient, et que les structures à mettre en place demain dans les communautés économiques régionales (CER, ndlr) soient mises en place en amont. On a mis en place un secrétariat de la ZLECAf, ce secrétariat visite tous les pays de la région pour faire du lobbying pour convaincre les pays de l'intérêt de la ZLECAf. Par exemple, aux Comores, j'ai mis en place un secrétariat de la ZLECAf, donc ce secrétariat a commencé à travailler et ça donne de bons résultats, parce qu'avec le secrétariat général, ils ont pu plaider auprès de l'Afreximbank pour nous donner de l'argent pour l'exécution de nos plans à Moroni, alors que la ZLECAf n'est pas encore à l'œuvre. Donc dans l'accélération, c'est convaincre les Africains de l'intérêt de la ZLECAf et la mise en œuvre viendra. J'espère que ce sera d'ici l'année prochaine. La mise en œuvre peut être soit continentale, ou séparée par communautés économiques régionales, on peut commencer par là pour mieux convaincre d'aller au bout de la mise en oeuvre, donc ce sont des décisions à prendre.Le président de la Commission de l'Union africaine, Moussa Faki Mahamat, a dressé un tableau très sombre de la situation de l'Afrique – les guerres au Soudan et en Libye, les violences à l'Est de la RDC, le retrait des pays de l'AES (Alliance des États du Sahel qui regroupe le Mali, le Burkina Faso et le Niger, ndlr) de la Cédéao, les changements anticonstitutionnels qu'il juge plus nombreux que jamais – alors que justement, vous le souligniez comme une victoire, il y a eu l'adhésion de l'Union africaine au G20. De quelle manière l'Union africaine, l'Afrique, pourrait s'imposer sur la scène internationale d'une seule voix ? C'est une bonne question. Ce que l'on peut constater, c'est que malgré ces problèmes, le G20 nous a fait comprendre que ce sont des problèmes africains, et c'est à nous de trouver les solutions, mais ça n'empêche pas de coopérer avec l'Afrique. Le tableau que Moussa Faki a fait, je le partage parfaitement. Au début des indépendances, il y avait des conflits intra-États, ou inter-États. Ce qui aurait pu laisser croire qu'avec cette indépendance récemment acquise, on n'était pas encore suffisamment mûrs pour gérer nos pays. Mais comment peut-on expliquer qu'on a évolué pendant soixante ans et que c'est maintenant qu'on est en chute libre ? C'est la question à se poser.Et personnellement, comment l'expliquez-vous ?J'assume ! C'est de notre faute. Peut-être qu'on a trop regardé vers l'extérieur et pas assez devant soi. On avait tendance à coopérer avec les partenaires extérieurs et on a oublié le voisin. Maintenant, on se rend compte que la coopération régionale est très importante. On aurait pu penser qu'en évoluant, l'Afrique allait se débarrasser de ses fléaux d'insécurité. Malheureusement, l'Afrique devient aujourd'hui le dénominateur commun du terrorisme. Il s'est invité chez nous alors qu'il était ailleurs. A nous désormais de prospecter de façon approfondie les raisons de l'insécurité, des guerres intra-Etat comme au Soudan, ou encore les changements anticonstitutionnels.La France annonce vouloir mettre fin au droit du sol à Mayotte, une île dont l'Union des Comores revendique la souveraineté. Votre réaction à cette annonce ?J'ai peur de vous le dire car ça risque c'être mal interprété, mais d'une certaine manière, cette annonce m'a fait plaisir. Aujourd'hui, la France qui a des départements partout dans le monde décide que seul Mayotte sera interdite du droit du sol. Ça veut dire que Mayotte ne leur appartient pas, de façon subconsciente, l'État français accepte l'idée que Mayotte ne fait pas partie de son territoire. Comment peut-on prendre une mesure qu'il veut constitutionnelle par rapport à un seul département ? Non, ce n'est pas la France telle qu'on la connait. Celle que l'on connait est un pays souverain où les droits et les devoirs s'appliquent à tout le monde. Quoiqu'il en soit, cette mesure ne concerne pas les Comoriens, car ceux qui sont à Mayotte, nés à Mayotte ou partis à Mayotte sont chez eux. Que la France le veuille ou non, le droit international leur donne leur droit d'y vivre. Cette mesure n'honore pas la France, ça ne nous concerne pas. Peut-être que d'autres citoyens venus d'ailleurs en Afrique ou dans le monde qui se rendent à Mayotte pour acquérir la nationalité française, mais nous Comoriens sommes déjà chez nous.Vous venez d'être réélu à la tête de l'Union des Comores, des résultats contestés par l'opposition qui a saisi la Cour africaine des droits de l'Homme et des peuples. Le journal Le Monde s'appuie sur des documents et des témoignages qui indiqueraient une fraude électorale. Monsieur le Président, ne craignez-vous pas de souffrir d'un manque de légitimité ? Un journal comme Le Monde, ou comme RFI, ils devaient venir, participer aux élections et voir ce qu'il se passait. Le Monde n'a pas été à Moroni pour investiguer.Les journalistes du Monde et de RFI, tous les deux, étaient sur place le jour de l'élection, Monsieur le Président.Le constat qu'il a fait, c'est un constat qui a été dit par les opposants, mais ces derniers devaient porter plainte auprès de nos instances nationales.Ce qui a été fait, à la Cour suprême. Et la Cour suprême a décidé. En 2025, nous avons des élections législatives, pourquoi ne pas venir discuter et me dire : « Attention Azali ! Il y a eu des erreurs, il y a eu des bêtises, il faut corriger pour que ces bêtises-là ne reviennent pas » ? Donc la solution est comorienne. Ils peuvent aller où ils veulent – les médias, Le Monde, vous-mêmes – mais tout ça, ça ne donne pas de résultats. Les résultats, c'est s'asseoir entre Comoriens, face à face, les yeux dans les yeux, et se dire la vérité. Je ne dis pas qu'il n'y a pas eu de maladresses, ça je ne le nie pas, mais on ne peut pas prendre un cas exceptionnel qui s'est passé quelque part, pour dire que toutes les élections se sont passées comme ça. Moi, ce que je vois, c'est l'avenir, c'est 2024 et 2029, et 2029, je ne serai pas candidat. Ce que je recommande, c'est que les opposants viennent et qu'on discute de l'avenir.

Le sommet États-Unis/Afrique s'est ouvert hier, mardi 13 décembre, à Washington, avec 49 pays invités, en plus de l'Union africaine. De nombreux chefs d'État ont fait le déplacement pour répondre à l'invitation de leur homologue Joe Biden, dont le président des Comores. Azali Assoumani évoque sa candidature à la présidence de l'Union africaine, des questions de politique intérieure, et la relation des Comores avec la France.  Vous êtes candidat à la présidence de l'Union africaine. Le président sera choisi en février prochain. Vous avez un adversaire qui est le Kényan William Ruto. Est-ce que les choses, ici à Washington, peuvent vous départager ? Azali Assoumani : Oui, j'espère bien. J'en ai discuté avec lui quand on était en Égypte. On n'a pas eu le temps d'approfondir. Mais j'avais pris contact avec le président de la Commission africaine et on s'est dit qu'on va en discuter ici. Et j'ose espérer qu'on va trouver un compromis favorable. Donc, il y a des négociations qui ont lieu en marge de ce sommet, ici à Washington ? On va discuter. J'en ai parlé avec le président de l'Union africaine, Macky Sall. Le poste de président de l'Union africaine l'année prochaine revient à l'Afrique de l'Est. Donc, c'est à nous de trouver un consensus. Vous êtes un petit pays, les Comores. Vous êtes face à un pays plus grand, plus riche aussi. Qu'est-ce que vous allez dire à vos pairs pour les convaincre que ce sont les Comores qui doivent présider l'Union africaine ? Vous savez, l'Afrique est un continent, avec des pays souverains. Et on a l'obligation de respecter la souveraineté de tout pays. On fait partie de l'Union africaine, comme on fait partie du monde. Aux Nations unies, il n'y a pas une voix pour les petits ou pour les grands. Je ne vois pas pourquoi aujourd'hui, parce que c'est un petit pays, il n'aurait pas le droit d'assumer des responsabilités. Mais aux Comores, l'opposition vous accuse parfois de dérives dictatoriales. Est-ce que ce ne sont pas des arguments qui peuvent jouer en votre défaveur ? « Dictatoriales », ce sont les réseaux sociaux. Mais, venez aux Comores, vous allez voir (rires). Donc, ils peuvent nous accuser. En tout cas, il y avait un deal en 2016, en 2019. On a un deal en 2024, qu'ils se préparent. Mais je peux vous dire sans prétention aucune, comparativement à d'autres pays, pas seulement africains, à d'autres pays, on doit s'estimer heureux aux Comores. Vous avez évoqué les échéances électorales. Justement, en 2019, vous avez été réélu après avoir modifié la Constitution et la loi électorale qui a abrogé ce système de présidence tournante entre les trois îles. L'opposition à ce moment-là a dénoncé votre réélection, vous a contesté. Trois ans après, que comptez-vous faire pour relancer un dialogue politique qui semble aujourd'hui un peu dans l'impasse ? D'abord, il n'y a pas d'impasse. Je répète : la Constitution, ce n'est pas moi qui l'ai changée. C'est l'opposition elle-même. Je n'étais même pas au pouvoir. Ce n'est pas moi qui ai clamé qu'il faut qu'on change cette Constitution. Donc, quand j'ai été président, je l'ai appliquée. Mais est-ce que le dialogue politique existe ? Voilà. Tout à fait. On l'a tenu. Dernièrement, on a tenu un dialogue politique pour essayer d'apaiser les tensions. Beaucoup d'opposants sont venus parce que, dans le cas des élections prochaines, il est temps que chacun donne son avis sur le mécanisme électoral pour que demain, il n'y ait pas de contestation. Malheureusement, il y en a qui ne sont pas venus. Donc, vous dites qu'il y a un dialogue avec l'opposition, mais le mois dernier, l'un de vos principaux opposants, l'ex-président Ahmed Abdallah Sambi a été condamné à la prison à vie pour l'affaire dite de la « citoyenneté économique », soit le détournement allégué d'importantes sommes d'argents de la vente de passeports comoriens à des étrangers. Est-ce qu'il n'y a pas une contradiction entre cette condamnation et vos tentatives de dialogue avec l'opposition ? Que dieu vous pardonne ! (rires) Quelqu'un qui a fait un acte anti-loi, on ne va pas le juger parce que c'est un ancien président, parce qu'il est opposant ? Ses partisans dénoncent un procès politique… Ils disent tout ce qu'ils veulent. Je l'ai déjà entendu. Moi, ça ne m'empêche pas de dormir. Mais ce qui a été fait, c'est au vu et au su de tout le monde. Parce qu'on est en train de voir un détournement d'argent. Donc, le président Sambi n'est pas au-dessus de la loi. D'ailleurs, il n'est pas le seul président à être jugé : en Afrique, en Asie, en Amérique, en Europe. Il a fait un acte ignoble. Moi, je ne voudrais pas que ce soit un exemple pour les autres. Enfin moi… la justice. Donc, c'est quelqu'un qui a violé la loi, qui a trahi le pays. Donc, il a été jugé et là, on prend le poste d'opposant ? Mais c'est aussi un opposant. Est-ce que pour apaiser les relations avec l'opposition, est-ce que dans le cadre de ce dialogue que vous voulez mener avec l'opposition, vous pourriez envisager une mesure de grâce ou d'amnistie pour l'ex-président Sambi ? Un opposant qui travaille avec moi, qui comprend. Mais l'opposant extrémiste n'a pas un effet de chantage. Il doit rentrer dans le dialogue. Et puis, effectivement, j'ai des prérogatives de grâce, je peux le faire. Mais, je ne veux pas le faire par chantage. Vos relations avec Paris ne sont pas vraiment au beau fixe. Il y a toujours ce problème de l'île de Mayotte. Comment qualifieriez-vous vos relations avec la France et avec Emmanuel Macron ? Elles sont au beau fixe. Même en famille, on se tire, ce n'est pas un problème, parce que, effectivement, il ne va plus dans l'émergence, donc ça veut dire qu'il y a un compromis. On s'est dit que, effectivement, voilà ce qui nous différencie, on le laisse de côté. On voit ce qui nous rassemble. La France et les Comores sont des partenaires. Sur ces problèmes-là, j'espère qu'on va trouver un consensus pour l'intérêt des deux pays.

For the second installment of the 2021 Centrum Emerging Artist Residency conversations Azali Ansar Muhammad and Laura Medina share processes and backgrounds behind their current projects. They talk animation, working fluidly through mediums, and leveraging these methods to navigate hard subject matters while bringing joy and play into the work. Muhammad shares about their work in recording and archiving Black birth stories and creating new forms of community and visibility for Black, queer and trans families and birthers. Medina discusses her methods for fluidly and colorfully moving through personal history and tough subject matter in order to bring forth joy and accessibility. Both Medina and Muhammad discuss so much more about community and possibilities for future archives and generations, and there is so much to glean from their perspectives. Laura Medina Laura Camila Medina is an interdisciplinary artist born in Bogotá, Colombia. Her immersive installations and animated collage work are rooted in self reflection, the transformation of memory (both personal and collective), and the multiplicity of identity. Her work has been exhibited at the Center for Contemporary Art & Culture, PLANETA New York, Fuller Rosen Gallery, Wieden + Kennedy, the Portland Art Museum, and alongside the Nat Turner Project. She is a recipient of various awards and residencies including: the New Media Fellowship at Open Signal, Artist in Residence at the Living School of Art, IPRC Artists & Writers in Residence Program, ACRE Residency, and most recently the Centrum Emerging Artist Residency. She earned her BFA at the Pacific Northwest College of Art and is currently based in Portland, OR. Azali Ansar Muhammad Azali Ansar El Muhammad (they/them) is a multimedia conceptual and often experimental artist based in Portland Oregon. They believe in community, accessibility and art as a social practice. Through their work they hope to connect other emerging artists with the experiences and platforms they need to grow in their own way. Ansar creates work that speaks to their own community as a Black, Latinx, Queer and Muslim human. Their work explores identity, connection and processes trauma.

Joshua Christian Azali is 25 years YOUNG, based in Los Angeles, Coming from a medical field in pursuit to becoming a Physical Therapist, He saw is passion reside elsewhere. Having the 9-5 job seemed stable enough  to have and helping people was a fervor he couldn't ask more for. After coming about with numerous classes and encountering many students in his studies, he realized he  didn't have the same point of view as they did; they really found their liking in the human body, biomechanics and likewise of the whole medical community. He began to question, is this really something he would be happy to be with for the rest of his life? He got his degree and saw his endeavors in a new light and decided his ramification should be in an art form of medium but also giving in that aspect to the world as a whole. It had to be acting and that is something that he has been doing for the last 4 years and continuing.
