The Opposition is wary innocent people may come off worse if more citizen's arrests are permitted. The Government is due to announce a refresh in the way it handles retail crime this afternoon, following a 12% rise in rates last year. A loosening of citizen arrest rules is expected, which currently only allow arrests between 9pm and 6am, and for crimes with a maximum punishment of at least three years in prison. Labour's Police Spokesperson Ginny Andersen says New Zealand has already seen examples where people have been injured or lost their life, because a weapon was involved. Police Minister Mark Mitchell told Mike Hosking the police can't be everywhere all the time, and they want to make sure that business owners and customers are protected. The Prime Minister says Andrew Bayly's good work can't compensate for bad behaviour. The Port Waikato MP has resigned from cabinet after touching a staffer's arm during a lively conversation. It follows an earlier incident in which he called a winery worker a loser. Christopher Luxon told Mike Hosking the good work that Bayly was doing doesn't excuse it. He says it's important to have standards and Bayly has realised he didn't meet his own expectations. Luxon would not be drawn on whether he would have sacked Bayly had he not resigned. He repeatedly said Bayly had not met his expectations. “The standards are really clear of my ministers. In this case, I laid down, after the last [loser] case, crystal-clear expectations." Pushed on whether his answers were indecisive, Luxon said he was decisive. He then said he would have demoted Bayly and taken his ministry away from him had Bayly not resigned. On the Chinese navy, Luxon said it has got “much more benign, much more competitive in the Pacific”. He said it was normal for airlines to divert flights. “We're relaxed with what's happening in the sense of it's legal, but we want to make sure we get a bit more advanced notice.” On the Cook Islands, Luxon said he was incredibly frustrated with Prime Minister Mark Brown and the government. On a day of a resignation at a fairly high level, we also have a confession in court from another high profile operator. The problem with "high profile" is it tends to be high-wire. More is expected of you because of your role. Or is it? From the details available, which aren't many, Andrew Bayly didn't commit a sackable offence as far as I can work out. Putting your hand on the arm of a person you are having a “lively” discussion with isn't very cool, or acceptable, but in and of itself it's not the end of a career. But the trouble with Bayly is the "loser" thing in some way, shape or form was going to haunt him. So a small infringement, by way of a follow up misdemeanor, was always going to be larger than it would have been with a clean sheet. Also, Luxon has set the behaviour bar high. The precedent is there, so any trouble and you're out. Contrast that to Caleb Clark, who has pled guilty to dangerous driving and failing to stop for police. The max sentence, with sentencing happening in June, is many thousands of dollars, or months in prison. His lawyer wants him discharged without conviction. Unlike Bayly he hasn't offered to quit, so the question becomes: is it a sackable offence? Drink driving has been established with a number of incidents over the years with high profile convictions as not being sackable, so the precedent is set there. But what about dangerous driving, and more worryingly, with the message it sends of failing to stop for the police? Failing to stop with a view to what? Scarper? Not get caught? Evade the law? Get away with it? Law and order has been a major election issue and the polices rolling in to get on top of law breaking has been a major focus for most of us of late. If I, as a high profile operator, was up on charges of failing to stop or dangerous driving, would you expect me to be sacked? Would this workplace, beyond whatever happens in court, expect to see some sort of resignation? Or does profile only count in politics, where no law was broken but emotions get you sacked? How many times in the middle of an intense argument with a stupid work mate have you been tempted just to smack their stupid little face. But you don't. In fact, you know that you can't even touch them. You can glower and scowl and talk with a low harsh intensity. But no touchy touchy and no raised voices. It's hard but being civilised and rational and being grown up demands you keep control. Andrew Bayly didn't. But what is good is that he knew it. Sometimes you have to hold yourself to account is what he said when he resigned. That was a great line. Wouldn't you love more people to hold themselves account. Some might say that he was just trying to get urgency in getting things done. But that's not so. In these uncivil times we need to remember that basic courtesy and respect for others must exist. If the strength of your argument is so strong you will not need to shake some sense into anyone. And I think the world would be better if we had people who were not so inclined to call anyone they disagree with a moron. To threaten them if they have a different point of view. There are some who are making political capital out of the gap between Friday's resignation and Monday's announcement. But that's just petty. He just spent a weekend pulling himself together to face the music. Andrew Bayly has acted with honour and the next version of Andrew Bayly will be even better. He's got a ton of experience, and he's learnt a harsh lesson. And you know he learnt it because he punished himself. But he leaves a problem for the National party. Yesterday Andrew Bayly, the former Commerce and ACC Minister, revealed he had resigned from his ministerial portfolios on Friday night after grabbing a staffers upper arm during a discussion that's been described as “lively”. It comes after a messy public relations failure in October, when it was revealed Bayly had repeatedly called a worker a loser during a visit to a South Island business. He apologised and kept the job, but this was one step too far. The Prime Minister told Mike Hosking he relied on Andrew Bayly to do the right thing, and he did: “Look, honestly, he was doing a very good job making good contributions in two very technical portfolios. I'm sure Scott Simpson will carry that on. But look, the reality is you've got to have some standards, Mike. And you know, I watched the last lot go through a series of Ministers and it wasn't either clear... It was clear in this case and, and importantly, he recognised that he had met his own standards and that's his decision, so I respect that.” There's a lot of people complaining that Andrew Bailey shouldn't have had to go, shouldn't have felt that he had to go, but I can't imagine a situation where I would be touched by my boss during a lively discussion – and we have plenty of them. I cannot imagine him grabbing my arm and saying listen, you're wrong. We have very lively discussions with lots of argy bargy and neither of us hold back, none of us within the conversation hold back. I just can't imagine a situation where I would be held by the arm as a way of stressing the importance of the point that I was making. If my boss ever did, I can't imagine calling for his head. I'd say ‘get your bloody hands off me' or something like that. But if the employee didn't like Bayly and found them difficult to work with, then the former minister gave him an absolute sitter of an opportunity to get rid of him. So Bayly's gone from cabinet, but not from his electoral seat. The leader of the opposition is crowing. Chris Hipkins has accused the Pime Minister of handling the situation poorly, sitting on the information for two days before doing anything about it. Then, having Andrew Bayly himself resigned, not telling the public about it for several more days, then sneaking out before jumping on a plane to escape overseas. Chris Hipkins own words. He added “I think people will see that for what it is”. Nicola Willis, on the other hand, says it's about showing humanity, allowing Bayly to tell his family and come to terms with his professional demise before it became the public fodder it has become. Look, it's just politics. National certainly uses the departure of successive Labour ministers to point to Labour's lack of credentials to govern. There were a lot of them. Iain Lees-Galloway and on we went. Stuart Nash, Meka Whaitiri resigned to go to Te Pati Māori, Kiri Allan – there were a lot of ministers whose careers ended up being in the toilet. So what's good for the goose is good for the gander and all that. If National can make hay whilst in opposition as Labour ministers came and went, then when they're in opposition, they can do the same when National ministers are doing much the same. I really think the hoo-ha about a couple of days is neither here nor there. I don't know what the fuss is about that. Darleen Tana was suspended from Parliament on the 14th of March. She was finally got rid of on the 22nd of October, all while drawing her parliamentary salary. Two or three days I can live with, but Andrew Bayly, I'm sorry, did have to go. Parliament has had a history of being a toxic workplace and you can't have a minister being a part of that if you want to change the culture. For those complaining it's a sign of wokeness and an overreaction, really? I don't recall anybody saying that when Labour ministers were in strife. And I really don't think laying hands on staffers is considered acceptable business practice in this day and age. He had to go, and he has. It started 11 years ago with the Honda Grom, and five models now feature the same 125cc motor in different chassis and transmission configurations. Now, the 2025 Honda Dax 125 is the latest member of the family, recalling the classic Trail 70 that debuted in 1969. Don Williams spent some time with the very entertaining new Dax 125, and tells us all about it. Our guest this week is Gary Turner, Managing Director of Blackstone TEK (BST). a company renowned for its design and production of carbon fiber wheels and other composite components for motorcycles. Gary chats with Neale Bayly and takes us through his amazing motorcycle journey. Turner started racing when he was 16. Some of the bikes Gary has ridden and raced include the rare and incredible Britten, as well as the Ducati Supermono. BST supplied the carbon fiber on such super-exotics as the Ecosse and the various Confederate models, and is currently a partner with Arch Motorcycle, the Gard Hollinger/Keanu Reeves project.
