Investigadores da Universidade do Minho estão a desenvolver uma nanoterapia personalizada para artrite reumatóide.
Em Portugal foi aprovada a 28 de Outubro a Lei da Nacionalidade, com 157 votos "a favor" dos partidos de direita, e 64 votos "contra" de todos os partidos de esquerda. A lei altera as regras para os estrangeiros obterem cidadania portuguesa e complexifica os critérios para quem não tem origem portuguesa. A proposta tem ainda que ser promulgada pelo Presidente da República, que poderá optar por remetê-la para o Tribunal Constitucional. RFI: Professor José Palmeira, politólogo e investigador na Universidade do Minho, antes de mais, quais são as motivações de quem pretende obter a nacionalidade portuguesa? José Palmeira: As motivações são as mais diversas. Se um cidadão imigrante vem para Portugal e se instala em Portugal, constitui família, tem o seu emprego em Portugal, naturalmente poderá ter o desejo de obter a nacionalidade portuguesa, sobretudo se for um cidadão de fora da União Europeia. Ao obter a cidadania portuguesa, obtém também a cidadania europeia, na medida em que os cidadãos dos Estados-Membros da União Europeia beneficiam de um conjunto de prerrogativas que lhes permitem circular pela Europa e ter acesso a um conjunto de regalias. Têm também obrigações, é verdade. Portanto, desde logo, tem essa vantagem de maior estabilidade do ponto de vista profissional, e do ponto de vista familiar. RFI: Com esta nova Lei, para pedir a nacionalidade portuguesa será necessário ser residente em Portugal há dez anos, em vez dos cinco anos actuais, para os estrangeiros de todos os países. Serão exigidos sete anos de residência para cidadãos dos países de língua portuguesa e da União Europeia. Como interpreta esta distinção em função da origem? José Palmeira: Eu diria que há um objectivo de fazer uma discriminação positiva. No caso dos cidadãos de países de língua portuguesa, têm desde logo, conhecimentos da língua. Por outro lado, esses países de língua portuguesa foram antigas colónias portuguesas. Houve também uma interligação cultural forte com esses países. Nesse sentido, cria-se esta proximidade. E no caso da União Europeia, terá a ver com o facto de que existe a cidadania europeia, isto é, já existe uma proximidade maior entre os cidadãos portugueses e os cidadãos dos outros países da União Europeia. Há então também um objectivo de dar um tratamento de favor a esses cidadãos quando requerem a nacionalidade portuguesa. RFI: Para além destes critérios sobre os prazos de residência, passam a existir novas exigências. Por exemplo: o conhecimento da língua portuguesa, o conhecimento da cultura, organização política e valores democráticos. Os candidatos à nacionalidade portuguesa deverão também assinar uma "declaração solene de adesão aos princípios da República". Isto quer dizer que, por exemplo, um ucraniano, um búlgaro ou um moçambicano que queira pedir a nacionalidade portuguesa terá que a conhecer de cor os nomes de todos os rios portugueses ou, por exemplo, o nome dos reis de Portugal? José Palmeira: O critério vai ser definido pelos autores da regulamentação da lei. Agora, não me parece que seja de exigir a quem vem de fora mais do que aquilo que se exige aos nacionais. Mas por outro lado, se o país precisa - e isso está reconhecido - de imigrantes para alcançar todos os seus objectivos e particularmente os objectivos económicos, então há um objectivo de bem integrar essas pessoas. Devemos criar condições favoráveis a essa integração. RFI: A integração passa pelo conhecimento dos valores democráticos, da organização política e da cultura portuguesa? José Palmeira: No entendimento do legislador, sim. Esses valores não têm que ser assimilados. Isto é, ninguém vai ter que mudar de religião ou mudar de um conjunto de princípios para obter a nacionalidade portuguesa, mas deverá respeitá-los. Aquilo que o legislador pretende é que essa identidade portuguesa não seja colocada em causa, ainda que essa identidade não signifique, como é óbvio, que haja uma única cultura. Hoje as sociedades são multiculturais. Hoje, os países são cosmopolitas e, portanto, depende depois do critério das tais provas de acesso à nacionalidade portuguesa. RFI: A política migratória portuguesa está a evoluir. A Lei de Estrangeiros já está em vigor. A Lei da Nacionalidade foi aprovada a 28 de Outubro. Está em preparação a Lei de Retorno e afastamento de estrangeiros. E foi também recentemente aprovada a lei que proíbe o uso da burca no espaço público. Está Portugal a viver uma ofensiva anti-imigração? José Palmeira: É verdade que é um pouco o ar dos tempos. Portugal e a Europa em geral estão a virar à direita em termos político-partidários. E aquilo que estamos a assistir no caso português é evidentemente um reforço desses valores. Convém também referir que é bom que haja legislação para contemplar situações como, por exemplo, o repatriamento de cidadãos estrangeiros. Muitas vezes isso é efectuado sem que haja respeito pela situação do cidadão que vai ser repatriado. E, portanto, o facto de existir uma lei é muitas vezes para proteger as condições em que acontece. RFI: Falemos agora dos cartazes do Chega. André Ventura, o líder do partido de extrema-direita, tem-se avistado em cartazes eleitorais, com vista às presidenciais de 2026, com mensagens como "Ciganos têm de cumprir a lei" e "Isto não é o Bangladesh". Este tipo de cartaz deve ser considerado como crime ou como liberdade de expressão? José Palmeira: Ora bem, estamos aí numa fronteira que não é fácil definir. Eu diria que compete às entidades judiciais, ao Ministério Público, avaliar até que ponto isso cai numa situação de crime. No passado já tivemos um caso relativamente a cartazes do Chega que acusavam os líderes do PS e do PSD de "corruptos" e o Ministério Público considerou que isso estava dentro do foro político, e que não cabia no foro criminal. RFI: Mas este caso não implicava a existência de um potencial racismo, punível pela lei. José Palmeira: Claro que pode haver, agora esse julgamento compete ao tribunal. Do ponto de vista da política, é inaceitável que haja candidatos ou partidos que discriminem países ou etnias. Não é aceitável do ponto de vista político, numa sociedade que deve ser integradora e não, pelo contrário, afastar pessoas. Agora, o julgamento político é feito pelos eleitores em actos eleitorais e cabe também, se for o caso, um julgamento judicial, se os tribunais entenderem que isso viola leis da República Portuguesa. RFI: Ainda há alguns anos Portugal era visto, nomeadamente por Bruxelas (UE), como uma excepção num panorama de ascensão de partidos de extrema direita e de ideologias racistas. Já não é o caso. Em 2019, pela primeira vez desde o fim da ditadura salazarista, foi criado um partido de extrema direita. Em apenas seis anos o Chega conseguiu eleger 60 deputados e tornar-se o segundo partido na Assembleia da República. Paralelamente, os discursos e actos de racismo têm vindo a ganhar visibilidade na sociedade portuguesa. O racismo não existia antes em Portugal ou estava simplesmente invisibilizado? José Palmeira: O racismo sempre existiu. Aqui a novidade é haver um partido político, um candidato presidencial que utiliza uma linguagem que permite que haja esse tipo de julgamento relativamente às suas opiniões políticas. Por outro lado, essas posições têm registado um crescimento eleitoral muito significativo. Por exemplo, estamos numa pré-campanha para as presidenciais e admite-se a possibilidade de André Ventura chegar à segunda volta destas eleições. Isto de facto não era expectável há poucos anos, como referiu, mas hoje é uma possibilidade que existe, sem dúvida.

A doença de Alzheimer continua a ser um dos grandes enigmas da medicina. Em Portugal, é já a patologia neurodegenerativa mais prevalente, impondo um encargo a famílias e ao Serviço Nacional de Saúde. Num avanço promissor, Tiago Gil Oliveira venceu o Prémio Bial de Medicina Clínica ao demonstrar que diferentes regiões cerebrais reagem de forma distinta às proteínas tóxicas do Alzheimer. A descoberta abre caminho a diagnósticos precoces e terapias mais eficazes. O médico e investigador português, Tiago Gil Oliveira, de 40 anos, acaba de vencer o Prémio Bial de Medicina Clínica com uma descoberta que pode mudar o rumo da investigação. A sua equipa demonstrou que diferentes regiões do cérebro não reagem da mesma forma às proteínas tóxicas associadas ao Alzheimer. Uma nova pista que pode abrir caminho para diagnósticos mais precoces e terapias mais eficazes. “O primeiro passo é compreender melhor a doença. Saber quais são as vias moleculares, os genes, as regiões cerebrais atingidas e como cada uma reage a estas alterações patológicas. É um trabalho de detalhe. Só assim poderemos avançar para tratamentos mais certeiros”, começa por explicar. Formado no Hospital de São João e investigador na Universidade do Minho, Tiago Gil Oliveira tem percorrido os dois mundos em simultâneo: o da clínica e o da investigação. Essa duplicidade não é acessória, é central. “Ver os doentes todos os dias gera em mim um sentimento de urgência. Não podemos perder tempo. E, ao mesmo tempo, mostra-me a enorme diversidade da doença. Um doente com Alzheimer não tem só Alzheimer. Muitas vezes carrega outras patologias, que influenciam a evolução clínica. Essa observação clínica inspirou parte da minha investigação”, partilha. Não é de hoje que o investigador persegue estas pistas. Aos 26 anos, liderava projectos inovadores sobre os lípidos do cérebro e o seu papel na memória e no envelhecimento. Hoje, com uma equipa de vinte pessoas no Instituto de Investigação em Ciências da Vida e da Saúde, insiste em olhar o Alzheimer por dentro. Nos últimos anos, alguns países aprovaram medicamentos capazes de remover as placas de amiloide, as fibrilas que se acumulam no cérebro e que marcam a doença. Se chegarem a Portugal, diz Tiago Gil Oliveira, o impacto será profundo: “Vai ser uma revolução. Até agora não havia terapêuticas que alterassem a evolução da doença. Mas nem todos os doentes vão ser elegíveis. Haverá um processo de selecção rigorosa para perceber quem beneficia mais e quem tem menos risco de efeitos adversos. Isso vai exigir uma reorganização profunda do SNS. É um desafio imenso”. Além da reorganização, haverá também um novo paradigma de acompanhamento. O doente deixará de ser visto apenas como portador de uma doença única, e passará a ser avaliado em toda a sua complexidade, “tal como na hipertensão, o futuro passará por terapias combinadas, adaptadas a cada pessoa, onde entram dieta, lípidos cerebrais e outras estratégias. Só assim chegaremos a uma medicina de precisão” acrescenta. A investigação internacional traz, de tempos a tempos, surpresas que desafiam as investigações em curso. Recentemente, investigadores de Harvard mostraram que uma deficiência de lítio pode estar na origem de maior vulnerabilidade ao Alzheimer. “Foi um avanço notável. Percebeu-se que a deficiência de lítio aumentava a toxicidade cerebral e diminuía a capacidade de remover as placas. Mas também que a reposição com um tipo específico de lítio conseguia proteger o cérebro. Não o lítio usado como estabilizador do humor, mas uma forma especial. Isso abre novas possibilidades não só para a doença, mas também para alterações associadas ao envelhecimento. Agora é preciso tempo: anos de ensaios clínicos para sabermos se a hipótese se confirma”, sublinha. Entre promessas e prudência, o investigador lembra o essencial: a ciência não avança por saltos milagrosos, mas por passos sucessivos. Cada pista abre um caminho que leva a outro, até que, um dia, se chegue a uma resposta sólida. No laboratório de Braga, a equipa de Tiago Gil Oliveira aposta num terreno menos explorado: os lípidos cerebrais: “Sabemos que variantes genéticas associadas ao Alzheimer afectam genes ligados à sinalização lipídica do cérebro. E os lípidos são constituintes essenciais do tecido cerebral. Investigadores da Universidade do Minho estão a desenvolver sensores ópticos para embalagens inteligentes.
Nos últimos meses, a tensão entre a União Europeia e a Rússia tem vindo a aumentar. Entre os incidentes mais recentes, destacam-se os drones não identificados que têm sobrevoado o espaço aéreo de vários Estados-membros da UE, levantando sérias preocupações em matéria de segurança. José Palmeira, Professor Auxiliar do Departamento de Ciência Política, na Escola de Economia e Gestão da Universidade do Minho, é o nosso convidado para analisar a situação. Na cimeira da UE em Copenhaga, foram discutidas medidas para reforçar a segurança aérea contra drones não autorizados, incluindo um sistema europeu de defesa anti-drones. Quais os principais desafios para um sistema comum de defesa anti-drones? Durante muito tempo, a União Europeia negligenciou uma cooperação efetiva no setor da defesa, apostando sobretudo na Aliança Atlântica, na ligação entre os Estados Europeus e a América do Norte — nomeadamente os Estados Unidos e o Canadá —, e, fundamentalmente, nos Estados Unidos. Actualmente, a Europa encontra-se numa situação em que enfrenta uma ameaça no seu flanco norte e oriental, não apenas devido à intervenção militar da Federação Russa na Ucrânia, mas também em virtude de um conjunto de acções que vários países europeus atribuem à Rússia. Entre estas acções incluem-se o corte de cabos submarinos no Mar Báltico, a utilização de drones e mesmo de aviões que realizam sobrevoos em áreas consideradas, na perspectiva europeia, como ameaças à sua segurança. Simultaneamente, verifica-se um certo afastamento da posição norte-americana, com uma menor aposta no investimento na segurança europeia. Neste contexto, a Europa vê-se obrigada a dotar-se de meios e capacidades não só para responder a eventuais ameaças, mas também para criar mecanismos de dissuasão. Ou seja, se alguém tiver intenções hostis em relação à Europa, essa intenção torna-se mais difícil de concretizar se existir a percepção de que o continente está preparado para fazer-lhe frente. Importa sublinhar que esta questão não se prende apenas com capacidades militares, mas também com a vontade política. Segundo José Palmeira, é igualmente relevante analisar a postura do Kremlin face à União Europeia. Muitas vezes o Kremlin parece que quer testar a solidariedade europeia. Isto é, se nós (Rússia) fizermos uma provocação, será que os europeus reagem em uníssono ou pelo contrário, eles vão dividir-se? Portanto, eu diria que o primeiro objetivo neste momento na Europa é criar uma unidade em torno de objectivos concretos. Esses objectivos concretos passam por a Europa dispor de meios próprios para fazer face a qualquer tipo de ameaça e isto não significa desinvestir na aliança com os Estados Unidos. Antes, pelo contrário, isto pode ser feito em simultâneo, continuando a alimentar o desejo de que os Estados Unidos sejam um aliado credível. Só assim, penso eu, é que a Federação Russa, se é que tem alguma intenção, de ir para além da Ucrânia não o fará se tiver a consciência de que do outro lado há de facto uma unidade e uma capacidade para fazer face a qualquer tipo de ameaça. Emmanuel Macron indicou que a França está disposta a bater drones hostis. Acha que isso pode levar a uma escalada entre a União Europeia e a Rússia? Cada situação deve ser avaliada individualmente, caso a caso. Não parece adequado adoptar uma doutrina em que qualquer objeto que circule no espaço aéreo europeu e não seja identificado como próprio deva ser automaticamente abatido. Regra geral, a retórica tende a ser mais belicista do que a prática. O principal objectivo é dissuadir. No entanto, caso estas provocações persistam, invadindo repetidamente o espaço aéreo de países da União Europeia e da NATO, e representem uma ameaça constante, poderá justificar-se uma reacção com intuito dissuasor. Ainda assim, tanto a União Europeia como a NATO — ou mesmo os Estados-membros, individualmente — devem manter uma postura cautelosa. Não se deve permitir que um incidente menor desencadeie um conflito de grandes proporções. Esta parece ser, de resto, a orientação geral dos países europeus: exigir firmeza na retórica, mas manter moderação na prática. Não há interesse numa escalada do conflito. O objectivo prioritário continua a ser resolver a guerra na Ucrânia, alcançar um cessar-fogo. As restantes provocações, embora relevantes, não têm o mesmo grau de gravidade. Contudo, isso não significa que os europeus não devam agir com firmeza quando confrontados com tais situações. Nesse sentido, a orientação dos países europeus, que é : na retórica serem exigentes e ameaçar mas na prática serem mais moderados porque não há interesse em escalar. Há interesse, sim, em resolver o problema da Ucrânia, terminar a guerra, um cessar-fogo, isso sim é um objectivo prioritário. O resto não tem o mesmo grau de gravidade e o que não significa que os europeus não tenham que ser firmes quando isso acontece. Como podemos interpretar a negação da Rússia quanto às violações do espaço aéreo europeu? Como é que podemos interpretar esta estratégia de Moscovo? A retórica russa tende, frequentemente, a contrariar as evidências. No caso da guerra na Ucrânia, por exemplo, a argumentação do Kremlin tem sido a de que a Rússia está a agir em legítima defesa face a uma ameaça da NATO, através da Ucrânia. Por outro lado, é importante referir que ainda não existem evidências quanto à autoria de vários incidentes, como o corte de cabos submarinos. Enquanto essas evidências não existirem, apenas suspeitas, também não pode haver aqui uma imputação declarada à Rússia. Por outro lado, hoje as guerras são híbridas, comportam este tipo de acções, mas comportam também ataques cibernéticos e eles também têm acontecido em número bastante significativo, o que significa que e a Rússia, naturalmente, que vai sempre negar e isso faz parte deste tipo de guerras híbridas. Por outro lado compete ao Ocidente tomar medidas de precaução para se defenderem desse tipo de ataques híbridos e criar mecanismos que desde logo funcionem como meio de dissuasão. Serem suficientemente fortes para dissuadir que a Rússia vá mais para além do que aquilo que sejam meros actos provocatórios. A Rússia e tem de facto uma retórica que muitas vezes digamos que que é o contrário daquilo que parecem as evidências. Isto é, em relação à guerra da Ucrânia, aquilo que tem sido a argumentação russa é que a Rússia está actuar em legítima defesa. Havia uma ameaça da NATO e através da Ucrânia à Federação Russa e a Federação Russa está-se a defender. Por outro lado, é verdade que também não há ainda eh quanto à autoria de de vários acontecimentos como o corte de cabos submarinos.
