A Universidade dos Açores tem vindo a afirmar-se como um actor relevante no panorama da política espacial europeia, sobretudo através do desenvolvimento de aplicações ligadas à observação da Terra, ao apoio à pesca e à protecção dos oceanos. Apesar da ausência de uma escola de engenharia, a instituição tem reforçado a sua capacidade científica e técnica, apostando em parcerias estratégicas e no aproveitamento da posição única do arquipélago, reconhece o vice-reitor da Universidade dos Açores, Artur Gil. Qual tem sido o papel da Universidade dos Açores no desenvolvimento da política espacial?Em termos de política espacial europeia, os Açores são muito jovens. O papel do arquipélago nesta área começa em 2007, aproximadamente, com a adesão da Região Autónoma dos Açores à Rede de Regiões Activas. Em termos de tecnologias espaciais, a Universidade dos Açores, desde a primeira hora, integrou também este Comité Regional e, desde então, começou-se a falar com alguma consistência de tecnologias espaciais aqui na região.. Desde aí, o conceito de Santa Maria como “hub espacial” tem sido discutido e cultivado. Mas, em termos de projectos e desenvolvimentos concretos, o que mais se tem avançado são as aplicações.Pode dar-nos alguns exemplos de aplicações e de que forma são utilizadas?Aplicações que permitem a monitorização florestal, da biomassa florestal e da humidade no solo. Aplicações que são utilizadas na agricultura ou até para efeitos de prevenção de catástrofes naturais. A monitorização marinha, ao nível da identificação da produtividade primária – perceber onde há plâncton ou não, onde os peixes se vão alimentar – servindo de indicador para os barcos terem melhores pescarias. Portanto, este é o nível de imagens de satélite ao serviço de um sector específico ou de uma aplicação muito concreta.Quais são as vantagens da posição geo-estratégica dos Açores?A posição geo-estratégica dos Açores decorre sobretudo da sua localização geográfica, ou seja em termos de monitorização de lançamentos. Foi esta a génese da chamada posição geo-estratégica dos Açores no sector espacial, e que esteve também na origem da concepção de Santa Maria como “hub espacial”.Mas refere-se à centralidade atlântica?Não, refiro-me mesmo à localização dos Açores em termos de entrada na atmosfera, no espaço. E depois há o conceito de que os Açores estão quase tão próximos do continente americano como do continente europeu, estando situados na tripla junção de placas tectónicas: africana, americana e europeia. Portanto, há aqui um conceito de centralidade dos Açores associado a várias áreas temáticas, fazendo com que se fale muito em centralidade geo-estratégica, tanto em termos de políticas espaciais como noutras políticas.Todavia, esta posição tem sido mais evidente nas políticas marítimas, ligadas ao oceano, estando a ser alavancada por uma comunidade científica muito consistente, permitindo o desenvolvimento de estudos sobre o mar profundo.De que forma é que a Universidade dos Açores se tem adaptado às necessidades do sector do espaço?A Universidade dos Açores não tem uma escola de engenharia propriamente dita, uma carência que estamos a resolver com o tempo. Em Dezembro de 2023, foi assinado, com o Ministério da Ciência, Tecnologia e Ensino Superior e vários parceiros – entre os quais a Agência Espacial Portuguesa, o Air Center, a FLAD, a Direcção-Geral do Ensino Superior e a Fundação para a Ciência e a Tecnologia – um protocolo cujo objectivo é alavancar um eixo de transição ecológica -espaço e oceano- dentro da própria Universidade. Isto vai permitir a criação de um grupo de trabalho, de massa crítica, que possibilitará desenvolver um trabalho mais robusto e consistente, quer com os parceiros que assinaram connosco este protocolo, quer, sobretudo, com todas as entidades com as quais já trabalhamos – entre as quais entidades europeias e americanas, com quem temos também uma forte ligação.Essa parceria não está comprometida com a nova administração de Donald Trump?Até agora, não temos indícios disso. E a nossa expectativa é que não.Qual tem sido o papel da inteligência artificial no sector espacial?Em termos de observação da Terra, a inteligência artificial é muito importante porque nos permite poupar muito tempo e recursos em termos de processamento de dados. Há 15 ou 20 anos, as tarefas eram todas processadas uma a uma, estando sempre dependentes de um operador humano.Agora, com a inteligência artificial, há uma série de tarefas que podemos automatizar. Isso poupa-nos imenso tempo e recursos – até energéticos – podendo melhorar a eficiência do processo.Neste momento, há uma realidade no sector de observação da Terra que faz com que haja, todos os dias, “terabytes e terabytes” de novas informações de satélite que, à luz dos recursos de há duas décadas, seria impossível processar. Hoje, existe essa capacidade computacional, graças às técnicas de ciência de dados que foram desenvolvidas, mas também à inteligência artificial, que nos permite executar essas tarefas de forma automatizada e optimizada.O espaço tem um papel fundamental na protecção dos oceanos. Que projectos estão em curso na Universidade?Neste âmbito, a Professora Ana Martins, oceanógrafa no Departamento de Oceanografia e Pescas e investigadora no Instituto de Investigação em Ciências do Mar, sediado no Faial, trabalha há mais de 20 anos em oceanografia por satélite. O seu trabalho tem sido, sobretudo, a detecção de zonas com produtividade primária – um indicador para a ocorrência de pesca.Isto é ciência ao serviço dos pescadores, ciência ao serviço de um sector, e os resultados obtidos pelos nossos cientistas são utilizados quer pelo Governo Regional -para desenvolver políticas e balizar objectivos e ambições- quer também pelos próprios pescadores, para melhorarem a sua actividade. Existe um respeito muito grande da comunidade piscatória para com a comunidade de investigação, porque esta tem, de facto, sido muito útil. Tem existido uma sinergia muito forte.Este mês decorre em Nice, França, a Cimeira das Nações Unidas sobre os Oceanos. Os Açores participam através da Fundação Oceano Azul. Que exemplos pode dar o arquipélago na gestão dos oceanos?O arquipélago foi pioneiro com a rede de áreas marinhas protegidas, atingindo um objectivo extremamente ambicioso – de forma pioneira a nível europeu e, até diria, mundial. De facto, este tem sido um caminho que não é visível em todo o lado: fazer com que a comunidade científica, os decisores, a comunidade piscatória e todos os outros utilizadores do mar – porque não são só os pescadores – colaborem em projectos interessantes na área do turismo náutico, por exemplo.Os utilizadores do mar e do espaço marítimo têm beneficiado desse conhecimento científico e acredito que haverá poucas regiões europeias onde, de facto, a ciência aplicada seja tão acessível e tão usada, quer pelos decisores, quer pelos utilizadores.

Mit Henning Flad von der «Arbeitsgemeinschaft Kirche + Rechtsextremismus» hatte ich schon zwei Podcasts aufgenommen, die sehr gut aufgenommen worden sind. Dieses Mal habe ich ihn danach gefragt, welche neue Entwicklungen und Dynamiken er bei den Rechtsradikalen innerhalb und außerhalb der AfD wahrnimmt – und wie sich das im internationalen Vergleich ausnimmt. Überrascht hat mich, dass er eine Wiederbelebung der Neo-Nazi-Szene feststellt. Zugleich analysiert er sehr eindrucksvoll die Radikalisierung der AfD, die sich zwar äußerlich von den alten Neo-Nazis abhebt, inhaltlich aber immer schärfe Töne anschlägt. Das zeigt sich auch einer entschiedenen Kirchenfeindlichkeit. Doch belässt Henning Flad es nicht dabei, gefährliche Dynamiken freizulegen. Er hat auch ein paar Hoffnung spendende Hinweise bereit.

Florence Berthout reçoit Paul Flad, Directeur de l'Institut National des Jeunes Sourds de Paris qui présentera le livre « Tous les hommes n'habitent pas le monde de la même façon » de Jean-Paul Dubois. À propos du livre : « Tous les hommes n'habitent pas le monde de la même façon » paru aux éditions Gallimard  Cela fait deux ans que Paul Hansen purge sa peine dans la prison provinciale de Montréal. Il y partage une cellule avec Horton, un Hells Angel incarcéré pour meurtre. Retour en arrière: Hansen est superintendant a L'Excelsior, une résidence où il déploie ses talents de concierge, de gardien, de factotum, et – plus encore – de réparateur des âmes et consolateur des affligés. Lorsqu'il n'est pas occupé à venir en aide aux habitants de L'Excelsior ou à entretenir les bâtiments, il rejoint Winona, sa compagne. Aux commandes de son aéroplane, elle l'emmène en plein ciel, au-dessus des nuages. Mais bientôt tout change. Un nouveau gérant arrive à L'Excelsior, des conflits éclatent. Et l'inévitable se produit. Jean-Paul Dubois est né en 1950 à Toulouse où il vit actuellement. Il a obtenu le prix France Télévisions pour Kennedy et moi (Le Seuil, 1996), le prix Femina et le prix du roman Fnac pour Une vie française (Editions de l'Olivier, 2004) ainsi que le prix Vialatte pour Le Cas Sneidjer (Editions de l'Olivier, 2012). Les ventes cumulées de ses romans publiés aux éditions de l'Olivier et chez Points s'élèvent à plus d'un million d'exemplaires.

  Three construction workers were killed while working on Interstate 83 in York County last week. The victims were sealing cracks in the highway in the early morning hours last Wednesday when a box truck collided with a construction vehicle and veered into the workers.It brought attention to just how potentially dangerous construction zones can be for those working and motorists driving in them. Nationally, there were 891 fatalities and almost 38,000 injured in work zones in 2022. Since 2010, work zone deaths have increased 52 percent. Why are those tragic numbers going up and what can be done to make work zones safer for both workers and motorists? Joining us on the program Tuesday were PennDot District 8 Traffic Engineer Chris Flad and Fritzi Schreffler, Safety Press Officer with District 8 Penndot. Flad was asked why crashes in work zones are increasing,"I think a lot of it has to do with more aggressive driving behaviors that are occurring in society lately and in general. I mean, we all seem to feel like, we need to get somewhere very quickly. Maybe it's a little bit of entitlement, but that sort of leads to aggressive driving behavior. Speeding. Cell phone use, not paying attention. And it doesn't take much to sway outside your lane in a blink of an eye which could change lives for the worse." Flad talked about what it feels like when traffic is driving by you,"When you're a novice you notice it more often. So you will be spooked by traffic. You'll be more cognizant of well, now trucks are going by, the noises. It's a lot of sensory overload in some cases. Because you have a job to do out there, and yet you have traffic within an arm's shot of you. And, as time progresses, you do get a little more comfortable working around. It doesn't make it any more dangerous. But some of that does go away. But, when you do stop and think and when you look at motorists driving alongside the work zone that you're working in, and you see some of the behaviors, that a lot of them might not even be looking at the windshield because they're looking down at their phones or, and things like that, changing their radio stations. It's a little scary. And you think why are they not caring enough? I am out here. I'm trying to better the world through keeping up our infrastructure. Try and do my job. I know they have their jobs to do. Please respect my job. And please allow me the safety to do what I need to do." According to federal highway safety officials, the most common mistakes made in work zones include speeding, following too closely, failure to yield the right-of-way, improper or unsafe lane movements, and driver inattention. Drivers cite poor visibility in work zones, altered traffic patterns, uneven surfaces, sudden stops and poorly marked hazards in work zones for many of the crashes. Schleffer pointed to what PennDot does to make work zones safer,"We do a lot of advance notice that we're going to be out there, even if it's an emergency repair that we have to do. We get information out to the media and to the public as soon as we possibly can. So there's signs, there's a lot of lights that are out there. Sometimes people say, well, how can you have all these trucks out there and they're only working in one spot? Well, per federal standards, there are and state standards, certain amounts of protection. So you have something called an attenuator truck. When you see the chevron on the back of that is there to protect the work zones and protect the workers in the work zone. Because that can take a hit and it can take the force of the hit provided somebody doesn't bounce off of them and into the workers. But, we follow standard operating procedures and try and have the right number of vehicles out there so that somebody isn't just going along in their lane and not paying attention. Tenho hesitado, porém, em trazer um tema tão volátil ao 45 Graus, tendo em conta um dos princípios do podcast: que cada episódio seja o mais perene possível -- isto é, que perca pouco em ser ouvido 1, 2 ou 5 anos depois de ter sido gravado.  E, no entanto, este é, de facto, um tema incontornável -- e um evento que, qualquer que venha ser o desfecho, veio alterar a Ordem Mundial de maneira irreversível.  E imprevisível, também? No início da guerra -- que apanhou (quase) todos de surpresa -- provavelmente sim, mas agora que passam já 3 meses do início da invasão, numa altura em que as posições da Rússia, da Ucrânia e o Ocidente e, igualmente importante, o resto do mundo começam já a ficar claras, achei que era uma boa altura para finalmente trazer o tema ao podcast.    Nesta conversa com Lívia Franco, abordámos três aspectos essenciais para compreender a guerra e as suas implicações geopolíticas: Primeiro, as motivações da Rússia para a invasão.  Eu sei que este é um tema pisado e repisado, mas é mais complexo do que transparece da análise muitas vezes apressada das televisões, por isso vale a pena aprofundá-lo com a calma e profundidade que um podcast proporciona.  A verdade é que as motivações russas são complexas e difíceis de discernir. Há quem veja na invasão simplesmente a loucura de um déspota isolado pela pandemia, que vê neo-nazis em todo o lado. Mas essa explicação é, necessariamente, curta. Já todos vimos também a invasão ser descrita numa lógica mais consequente como a vontade de Putin em recuperar o território da antiga URSS; mas também é muitas vezes descrita como uma reacção à ameaça trazida pela suposta intenção da Nato de expandir a leste. Da mesma forma, há quem diga que a preocupação da cúpula russa está não tanto no território ou estritamente na ameaça bélica, mas sobretudo na aproximação dos governos e da política ucraniana nos últimos anos na direcção das democracias liberais ocidentais. E há mesmo quem sugira, como faz a convidada, que a guerra tem também a intenção de afirmar o poder russo num mundo a convergir para dois polos: EUA e China. Vale, por isso, a pena tentar perceber melhor estas explicações políticas e, sobretudo, o modo como se relacionam entre si. O segundo aspecto que abordámos na conversa é o passo seguinte: qual poderá ser o desfecho da guerra? Nesta altura, parece quase certo que nem a Rússia nem a Ucrânia irão poder cantar vitória e que o desfecho terá de decorrer, por isso, pela via negocial. E aí, que cedências, que compromissos poderão estar em cima da mesa? O que poderá ser aceitável para ambos os lados e, desejavelmente, dar alguma estabilidade geopolítica. E, finalmente, o terceiro tópico que discutimos, que está relacionado com este, é o mais importante de todos: que implicações terá esta guerra na Ordem Mundial?  A convidada lembra a certo ponto a famosa tese do cientista político norte-americano Francis Fukuyama, no seu livro de 1992, «O fim da História». Segundo esta tese, a queda da URSS, que acabava de ocorrer -- e, com ela, do modelo comunista -- trazia consigo a convergência do Mundo inteiro para a ordem liberal do modelo ocidental: com democracia, economia de mercado, defesa dos direitos humanos, respeito pela integridade territorial dos Estados e da auto-determinação dos povos. No meu livro, pego na tese de Fukuyama para mostrar que esta era demasiado optimista no que diz respeito à suposta superioridade prática das democracias, como tem ficado evidente com a expansão dos populismos este século.  Na nossa conversa, a convidada assinala como a tese de Fukuyama estava também errada na sua vertente geopolítica, uma vez que, apesar do sistema de instituições multilaterais que hoje existem, como a ONU, e da integração da economia mundial, ainda é possível a líderes autocráticos usar o seu poder e capacidade de acicatar sentimentos nacionalistas entre a população para invadir outros países, desrespeitando estes princípios.  A invasão da Ucrânia veio, assim, mostrar que esta expectativa era ingénua. Ao mesmo tempo, a acção da Rússia forçou os países, sobretudo aqueles com mais peso geopolítico, a porem as cartas na mesa: contra a Rússia (como a generalidade dos países ocidentais) ou a favor desta -- ou, pelo menos, assumindo uma postura ambígua, como países como a Índia têm tentado fazer. E o retrato que tem emergido é, aliás, menos harmonioso do que possa parecer aos olhos ocidentais, pois nem todos os países estão dispostos a alinhar na postura de condenação absoluta ao regime de Putin.  O que parece hoje quase certo é que a invasão da Ucrânia irá alterar a Ordem Mundial. Mas para onde? In this episode I am joined by Ed Galvin, CEO of DC Byte. Ed has a background in data centre real estate and a gap in the market resulted in Ed creating the Data Centre Analytical platform, DC Byte.We discuss how Ed was once planning on training as a chef but opted for studying theology at university and then an MA in property at Cass Business School. After starting his career in the commercial property market Ed then made the move to CBRE and entered the world of data centres. After seeing a gap in the market for a more consultative approve Ed established an advisory consultancy and then went on to create and launch the analytics platform DC Byte.We then discuss DC Byte and how the platform has changed the face of data centre research and analytics. We discuss the trends in the market, such as the geography of new developments, FLAP or FLAD, sustainability and power demand.We even touch on Starlink and how advances in technology will influence the data centre market in the future.Ed has a great holistic view of the industry and is clearly passionate about the sector. Description Rima Vesely-Flad teaches at Warren Wilson College exploring the intersections of Buddhism, race, and gender. Her teaching is deeply entwined with her current research on Buddhist teachers of African descent in the United states, particularly in the Vipassana tradition. Buddhism as it was adopted in North America has reflected the racism and discriminatory ideologies of this society. Rima researches how Black Buddhist teachers are doing things differently—and how Buddhist institutions in North America and contemporary Buddhist teachings are changing as a result. As more Black teachers are coming into positions of power in the US, authoring books, providing teachings, they are making new articulations of the dharma and carving spaces of liberation from dominant social messages. Black Buddhist teachers, many of whom also self-identify as queer, show how dharma can be a great vehicle for recognizing that historical harm was done and continues to be done, and to working with that recognition. They disrupt the status quo, bringing about new awareness based on embodied experience, and bringing attention to internalized racism and inter-generational trauma. With the tools that Buddhism provides to address, name, and be in discomfort, these teachers are making a different dharma possible: a space of resistance and healing to the pervasive ideologies of white supremacy. Teaching and reading this material with students, both white and marginalized, and gender non-conforming, Rima provides expansive opportunities for all to recognize the work that remains. Quotes “Let's take not only Black people who are marginalized in society and value their bodies and value their spirits and value their persons, but let's also take the most marginalized folks within Black communities and privilege their voices and their experiences so that in this movement not only do we have many, many self-identified queer leaders, but we also have an emphasis on transgender persons and the disproportionate violence especially against Black transgender women.” Rima Vesely-Flad “Spirit Rock just graduated a teacher group that was 90% people of colour. That's unprecedented!” Rima Vesely-Flad “IMS is about to graduate a teacher group that is 70% people of colour.” Rima Vesely-Flad “When I did the research for my book, which pertains only to people of African descent both who are recognized teachers but also who are long-time practitioners, it turns out that almost 63% self-identify as queer. That's a very big deal.” Rima Vesely-Flad “In that privileging of the body, these teachers are saying we work with the body, the body is our vehicle towards liberation and our social experiences and how we're constructed needs to get named as much as they need to be transcended. So that there is within these spaces a recognizing of how racism is internalized, the overt violence that gets enacted, the level of fear with which we move in our broader society, all of that gets named and put out there.” Rima Vesely-Flad “The practice of liberation is not simply to achieve these different states of mind, but it's also to say that liberation means a kind of transcending of those dominant, damaging messages that we have internalized so that we are not always in reaction to white supremacy.” Rima Vesely-Flad “One of the reasons I think these teachings from these Black teachers are so profound is that you can tell that they have managed to live in a different way. They are not always moving against white supremacy.
