The Nuclear Regulatory Commission does not use any legacy IT, having either decommissioned or modernized all of its systems, according to the independent agency's chief information officer. The Biden administration has finalized guidance for federal agencies' 2024 artificial intelligence use case inventories. While much of the document remains the same as the draft, the final version includes several changes, such as narrowing the scope of excluded use cases and adding a section on deadline extension requests for compliance with risk management practices. The guidance also establishes a clear deadline for inventories to be submitted to the White House Office of Management and Budget: Dec. 16, 2024. Meanwhile, five leading software and tech advocacy organizations are urging Senate and House leadership to pass bipartisan, bicameral legislation aimed at improving federal agency oversight and management of software purchases before this congressional term comes to a close. Officials said students would “still have an opportunity to read, discuss, and analyze the play” about the aftermath of the 1998 murder of gay Wyoming college student Matthew Shepard “during the school day.” Which GOP senator blocked Sen. In the early morning hours of Tuesday, a group of conservative senators ran out of procedural options for debating a $95 billion funding bill for Ukraine, Israel, and the Indo-Pacific. In the middle of the night, Sens. Ron Johnson, R-Wis.; Mike Lee, R-Utah; Rand Paul, R-Ky.; Pete Ricketts, R-Neb.; Marco Rubio, R-Fla.; Eric Schmitt, R-Mo.; Rick Scott, R-Fla.; and JD Vance, R-Ohio, articulated their opposition.When they ran out of options, the tandem of Senate Majority Leader Chuck Schumer, D-N.Y., and Minority Leader Mitch McConnell, R-Ky., moved swiftly to pass the bill on a vote of 70 to 29. That included 22 Republicans who voted for foreign aid without addressing America's own border crisis.The measure now moves to the House of Representatives, where Speaker Mike Johnson, R-La., has pledged to hold the line at the urging of conservatives.National security expert Elbridge Colby, co-founder and principal at The Marathon Initiative, spoke with The Daily Signal about what's playing out on Capitol Hill and why he thinks this legislation misses the mark. The Rich Zeoli Show- Hour 3: During a Spaces conversation on X with David Sacks and Vivek Ramaswamy, Elon Musk warned that the United States may be “sleepwalking” its way into “World War III.” Several weeks ago, Rep. Jamaal Bowman (D-NY) pulled a fire alarm in the Cannon House Office Building just prior to the House holding its vote on a stopgap spending measure to avoid a government shutdown. Although Rep. Bowman has claimed he pulled the alarm in error, some have speculated that it was a tactic to delay the House vote—providing Democrat members of the House additional time to read through the Republican proposed legislation. On Thursday, Bowman pleaded guilty to falsely pulling the fire alarm at a congressional office building—a misdemeanor. He will have to pay a $1,000 fine, serve a three-month probation, and write a letter of apology. Brooke Singman of Fox News reports: “The FBI maintained more than 40 confidential human sources on various criminal matters related to the Biden family, including Joe Biden, dating back to his time as vice president, according to information obtained by Sen. Chuck Grassley…Grassley learned that an FBI task force within the Washington Field Office sought to, and in some cases, successfully, shut down reporting and information from those sources by falsely discrediting the information as foreign disinformation. President Volodymyr Zelenskyy has worked to shore up US support for Ukraine on a whirlwind visit to Washington this week, delivering an upbeat message on the war's progress while facing new questions about the flow of American dollars that for 19 months has helped keep his troops in the fight against Russian forces. The Ukrainian leader received a far quieter reception than the hero's welcome he got last year, but also won generally favorable comments on the aid he says he needs to stave off defeat. His arrival was treated with more pomp at the White House, where a red carpet arrival on the South Lawn, followed by time in the Oval Office, an expanded gathering in the East Room and one-on-one time for the two first ladies, was a more grand reception than world leaders typically get. Zelenskyy, in long-sleeve olive drab, went to the Capitol with a firm message in private talks with Republican and Democratic leaders. The Ukrainians have a solid war plan, and “they are winning,” lawmakers quoted him as assuring them, at a time that the world is watching Western support for Kyiv. President Joe Biden and first lady Jill Biden welcomed Zelenskyy and his wife, Olena Zelenska, later at the White House, where Zelenskyy described thanking members of Congress for their “big, huge support”. Photo / AP “The American people are determined to see to it that we do all we can to ensure the world stands with you,” Biden assured Zelenskyy, projecting White House support of Ukraine to other nations as well. “That is our overwhelming objective.” The serious tone was evident earlier, too, at the Pentagon, where Defence Secretary Lloyd Austin greeted Zelenskyy without the usual ceremonial band and other fanfare. At the Capitol, House Speaker Kevin McCarthy, who faces opposition among far-right Republicans aligned with former President Donald Trump on support for Ukraine, notably chose not to join House Minority Leader Hakeem Jeffries in greeting the Ukrainian president when he arrived. McCarthy also confirmed that he declined Zelenskyy's request for a joint session of Congress, as happened during the Ukrainian president's dramatic visit to Washington last winter, saying there wasn't time for that on short notice. But McCarthy praised the answers that Ukrainians delivered to lawmakers. “It was direct, I thought it was honest, they were answering the questions,” McCarthy said. “I heard a lot of positive things. Republican House lawmakers described questioning Zelenskyy on the way forward for Ukraine's counteroffensive, as the fight to roll back invading Russian forces moves closer to the two-year mark without major breakthroughs in Russia's heavily mined lines. Photo / AP It is Zelenskyy's second visit to Washington since Russia invaded Ukraine in February 2022 and comes as Biden's request to Congress for an additional US$24 billion for Ukraine's military and humanitarian needs is hanging in the balance. Back home, Russia launched its heaviest strikes in a month in the hours before Zelenskyy's arrival at Congress, killing three, igniting fires and damaging energy infrastructure as Russian missiles and artillery pounded cities across Ukraine. Zelenskyy in his White House stop stressed Ukraine's need for strengthened air defence systems to fend off Russian missiles and drones. White House national security adviser Jake Sullivan underscored that Biden would seek to drive home with Zelenskyy's visit that the US and the world “send the unmistakable message that in the 21st century, a dictator cannot be allowed to conquer or carve up his neighbour's territory”. “If we allow that here. it will happen elsewhere in ways that will undermine the fundamental security, not to mention the values that the American people hold so dear,” Sullivan said. Biden has called on world leaders to stand strong with Ukraine, even as he faces domestic political divisions at home. A hard-right flank of Republicans, led by Trump, Biden's chief rival in the 2024 race for the White House, is increasingly opposed to sending more money overseas. Zelenskyy faces challenges in Europe as well as cracks emerge in what had been a largely united Western alliance behind Ukraine. Poland's prime minister has said his country is no longer sending arms to Ukraine, a comment that appeared aimed at pressuring Kyiv and put Poland's status as a major source of military equipment in doubt as a trade dispute between the neighbouring states escalates. Photo / AP Zelenskyy's visit comes with US and world government leaders watching as Ukrainian forces struggle to take back territory that Russia gained over the past year. Their progress in the next month or so before the rains come and the ground turns to mud could be critical to rousing additional global support over the winter. Russian President Vladimir Putin, who believes he can outlast allied backing for Kyiv, will be ready to capitalise if he sees Ukraine is running low on air defence or other weapons. The administration announced another US$325 million in what's known as presidential drawdown assistance for Ukraine. Secretary of State Antony Blinken said the package would include additional air defence, artillery ammunition, cluster munitions and other arms. Since the start of the war, most members of Congress supported approving four rounds of aid to Ukraine, totalling about US$113 billion, viewing defence of the country and its democracy as an imperative, especially when it comes to containing Putin. Some of that money went toward replenishing US military equipment sent to the frontlines. The political environment has shifted markedly since Zelenskyy addressed Congress last December on his first trip out of Ukraine since the war began. He was met with rapturous applause for his country's bravery and surprisingly strong showing in the war. His meeting with senators on Thursday took place behind closed doors in the Old Senate Chamber, a historic and intimate place of importance at the US Capitol, signifying the respect the Senate is showing the foreign leader. Zelenskyy received a warm welcome from both parties on his stop in the Senate. Minority Leader Mitch McConnell and Majority Leader Chuck Schumer flanked him as he walked in. A few lawmakers of both parties wore clothes with blue and yellow, the colours of the Ukrainian flag. Today I decided to look at the midterm 2022 election to see what what worked, what didn't and what we learned. With the current state of portions of our electorate programmed to do whatever their statists masters tell them, we need to figure out the best way to counteract that. We need look no further than to Governor Ron DeSantis and the state of Florida. When we want to talk about what worked, Florida provides no doubt where the red wave was most easily seen, followed next by Texas and then maybe Georgia, save for the Senate race, which is heading toward a run-off. Florida has a red wave because Ron DeSantis was bold, strong, optimistic and was unapologetic in his belief in Constitutionalism. He chose to be a leader and to govern as he saw best for the people of Florida. He didn't take orders or capitulate to the Federal government. He didn't try to play middle-of-the-road moderate politics to try not to step on too many toes. What didn't work is relying on a message of Democrat incompetence. No matter how many times we can point out the results of the policies of the Biden Administration, there is a segment of our nation, thanks to Covid, who will still do what the state demands them to do. They will kneel before their statists masters and excuse their incompetence outright. Just pointing out the bad policies is not good enough for that segment of the electorate. They need to be shown positive examples and proven ideas. In other words, the GOP needed to show voters they stand for something. What we learned is the Democrat strategy of spending over $40 million dollars of its own money on Republican candidates worked out in more cases than it didn't. Democrats meddled (in a way) with the elections, by supporting the weaker GOP candidate during the primary, bolstering their victory. We also learned Minority Leader Mitch McConnell spent very little money on those candidates when compared to the war chests provided to the Democrats out of the DNC. We also learned something interesting based on whether or not a voter was married. Married men broke for Republicans by +20. Married women broke for Republicans by +14. Unmarried men broke for Republicans +4. But, unmarried women broke for Democrats by an astounding +37! The Democrat party has done an excellent job telling unwed women they can achieve ultimate independence by staying single and putting their faith in them. Think about the irony of that message – Do what we tell you and we will take care of you because you don't need someone else in your life doing that. Finally, we are keeping a close eye on the Kari Lake run in Arizona for governor. While Secretary of State Kattie Hobbs refused to recuse herself as the Democrat opponent for the Governorship, balloting problems and slow counting is making Arizona a laughingstock once again. However, recent data points seem to indicate the vast majority of mail-in and drop-off ballots are breaking for Lake by anywhere from 60% to 75%. With nearly 400,000 left to tally and only a 13,000 vote deficit, this bodes well for the candidate the media loves to hate. The Senate passed rare bipartisan legislation on Tuesday aimed at countering China's growing influence by investing more than $200 billion in American technology, science and research.The final vote was 68-32. Independent Sen. Bernie Sanders of Vermont was the only member of the Democratic caucus to vote against the bill. Nineteen Senate Republicans joined Democrats voting for passage.Passage is a victory for Majority Leader Chuck Schumer, a New York Democrat who co-wrote and strongly backed the measure, and for President Joe Biden, who made reaching across the aisle a central promise of his governing strategy, although he has faced criticism for moving unilaterally on his largest agenda items to this point.The sweeping legislation -- called the US Innovation and Competition Act -- aims to confront China's influence on multiple fronts and "will supercharge American innovation and preserve our competitive edge for generations to come," Schumer said.The bill still needs to pass the House before going to Biden's desk. The House Foreign Affairs Chairman Gregory Meeks introduced a corresponding bill in the House last month but it's not clear when that legislation will get a vote.A final vote on the competition bill was delayed until after the Memorial Day recess to accommodate Republican critics of the bill who insisted on having more floor time to air their concerns. That delay allowed the Senate to vote on whether to advance the January 6 commission legislation, which failed last month after Republicans blocked the bill.Many top Senate Republicans, including Minority Leader Mitch McConnell, warned for weeks that they would block the legislation unless they got more votes on GOP-backed amendments. Ahead of the bill's passage on Tuesday, McConnell again argued that Schumer closed debate on the bill too soon and the legislation is "incomplete."Despite this concern, the Kentucky Republican touted the importance of the legislation and said it "touches on key issues that will help determine our strategic footing for decades." He added that "it includes several smart targeted measures, but leaves many more on the table, and so it will advance as an imperfect approach to an extremely consequential challenge."Schumer has strongly pushed back against GOP criticism and pointed to a long list of amendments to the bill that had been voted on by that point, including 18 Republican amendments and four Democratic amendments.GOP senators weren't the only ones who wanted to see changes in the bill. Sanders had raised concerns over several provisions, including $10 billion in funds authorized for NASA that would likely benefit Jeff Bezos' space company as well as tens of billions to the US semiconductor industry.The effort was the product of multiple Senate committees, making it one of the few areas of successful bipartisan cooperation in the Senate. The base of the bill comes from legislation that Schumer and Republican Sen. Todd Young of Indiana introduced together last year, which was called the Endless Frontier Act.The bill from Schumer and Young, which included investments in a new tech directorate in the National Science Foundation to spur US technology innovation, was rolled up with bipartisan legislation from the Senate Foreign Relations Committee called the Strategic Competition Act. The package the Senate advanced also includes $54 billion in spending to spur the US semiconductor industry, according to a Congressional Budget Office estimate, in order to challenge China's increasing superiority in manufacturing and global supply chains. The second impeachment trial of President Donald Trump is in the books. He was not convicted of inciting the January 6th insurrection at the US Capitol, which wasn't a surprise to anyone who's been paying attention to the state of American politics recently. But it was perhaps a little surprising that 57 senators, including 7 Republicans, thought he should be held responsible by the Senate. So what did we learn? Why did Minority Leader Mitch McConnell play his hand the way he did? Why did the Republican parties in individual states censure their Republican Senators who said the former President was guilty -- is there anything else to read into that? And where do the parties go from here? House Republican leader Rep. Kevin McCarthy says Rep. Marjorie Taylor Greene’s past statements “do not represent the values or beliefs of the House Republican Conference,” suggesting she won’t be stripped of her committee assignments. A growing number of the GOP, including Minority Leader Mitch McConnell, are speaking out about wanting their party to expunge voices promoting wild conspiracy theories. Meanwhile, Greene says “I don’t think I have anything to apologize for” and that her social media posts do not reflect who she is as a person. Democratic Rep. Mary Gay Scanlon tells Anderson Cooper she doesn’t think Greene is interested in serving in Congress and instead is interested in being on Twitter and spouting whatever pops into her head. Plus, Republican Rep. Liz Cheney defended her decision to vote to impeach former Pres. Trump saying “I won’t apologize for the vote.” Cheney was among 10 House Republicans who sided with the Democrats to impeach Trump for inciting the insurrection at the Capitol that left five people dead. The House GOP Conference voted to keep Cheney as the third ranking Republican. CNN’s Chief Political Correspondent Dana Bash joins AC360 to discuss Cheney’s future and says this is about somebody who voted her conscience because she thought that a President, regardless of party, incited an insurrection on the building where she works. Now that the inauguration is behind us and the new administration is in place, attention is returning to the second impeachment of President Trump, and his trial in the Senate. Minority Leader Mitch McConnell suggested today that the trial be delayed until next month, to give House impeachment managers and Mr. Trump's legal team more time to prepare. KCBS Radio's Political Reporter, Doug Sovern along with along with KCBS Radio news anchors, Jeff Bell and Patti Reising, spoke with one of those impeachment managers, Congressman Eric Swalwell of Dublin, who was a prosecutor before running for elective office and has been named one of the managers for this second trial by Speaker Pelosi.
