The city of Chico has no contract to provide cooling center services while the city is under a heat advisory due to triple-digit heat. Negotiations with the nonprofit Safe Space have been stalled. That's despite the city initially telling NSPR the contract had been finalized. Also, at it's latest meeting, the city council criticized this year's grand jury report that focused heavily on the city's response to the homelessness crisis and is planning its response, and the U.S. Environmental Protection Agency added Afterthought Mine in Bella Vista to its Superfund National Priorities list yesterday.

Some question whether the Park Fire might not have grown so intense or spread as far if there'd been a prescribed burn near the gully where it started. Also, evacuees have been telling NSPR about their experiences leaving and what they returned home to in the wake of the fire. And a changing weather pattern near the fire is concerning officials. As dry winds and triple digits return to the North State, experts are cautioning the region to be prepared for new growth.

Also, numerous people at Chico's alternative campsite off Easton and Cohasset roads have reported being sick with diarrhea for weeks. NSPR visited the site and found unsanitary conditions, and researchers at Chico State worry a recent Supreme Court ruling that municipalities may enforce anti-camping ordinances may halt Chico's progress.

Adia White, News Editor at North State Public Radio unpacks the response to the wildfire, the lessons learned from previous blazes, and what comes next as residents begin to recover. NSPR is a partner station to CapRadio. Sac County Stops Water Deliveries to Homeless Encampments Earlier this month, Sacramento County stopped delivering water to homeless encampments. This stoppage came at the start of a severe heat wave which has seen temperatures reach the triple-digits, and already led to the death of at least one person. Reporter Theresa Clift covers homelessness for the Sacramento Bee and joins Insight to talk about why the deliveries have stopped, and what can be done to protect the county's most vulnerable residents. ‘Folk on the Farm' Concerts A third-generation family farm in El Dorado County is hosting a series of concerts this summer, offering visitors the chance to enjoy live music and a drink in the country. Today, we hear from District 5 incumbent Doug Teeter, and a new nationwide study on homeless mortality rates has found that unhoused individuals on average live 27 years fewer than housed individuals.
Positions up for election in Butte County include five judicial seats and three supervisors, nearly all are running unopposed. Also, this week NSPR speaks with those running for a seat on the Butte County Board of Supervisors. Today we hear from District 4 hopeful Joanna Warrens, and in Shasta County, a citizens commission created by right-wing politicians is recommending that county officials violate state law by hand-counting election ballots.

Also, Butte County's behavioral health director spoke with NSPR about the possible complications of a proposition residents will vote on this March, and this week free or low cost cervical cancer screenings are taking place at Ampla Health in Chico. According to Butte County's public health department, county residents are dying of cervical cancer at one of the highest rates in the state.

Update on CapRadio Financial Challenges CapRadio Interim General Manager Tom Karlo gives an end-of-year update on the financial challenges facing the NPR-member station, which is home to both news and music channels, and operates North State Public Radio in Chico. CapRadio is an auxiliary of Sac State, which holds the public media station's license. Chico State holds the license to NSPR. This summer, CapRadio laid off 12% of its staff and canceled longtime music programs. An audit commissioned by the California State University system found numerous instances of financial mismanagement, largely tied to an ambitious yearslong move to a new downtown headquarters and creation of a live venue, which now has an uncertain future. Fighting Smoke Tainted Wine As wildfire smoke becomes the norm in California, winemakers are having to deal with the impact the smoke has on their product. Now, researchers at UC Davis are experimenting with ways to help protect wine grapes from the smell and taste of smoke, putting the state's multi-billion dollar industry at risk. CapRadio's Environment Reporter, Manola Secaira, joins Insight for the latest advances in technology to fight against smoke-tainted wine and the effort to keep the costs down. Plus, we'll get a virtual taste-test of what smoke-tainted wine really tastes like. Sacramento Business Incubator CLTRE Club Small businesses are core to the local economy. But it's not for the faint of heart. Getting a business off the ground and becoming successful can be tough to do alone, especially when taking on the added overhead of a storefront. A new nonprofit wants to make those hurdles less daunting for local entrepreneurs. Roshaun Davis, co-owner and founder of Unseen Heroes, discusses launching a sister non-profit CLTRE Club in midtown Sacramento, which is a business incubation pilot program and community space in partnership with the Capitol Area Development Authority (CADA). CapRadio, NSPR Layoffs and Music Program Cancellations Last week, CapRadio laid off 12% of its staff and canceled four music shows due to ongoing financial issues. The layoffs span music, news hosts, digital and include North State Public Radio based in Chico, which CapRadio operates. The Saturday program cuts are “Mick Martin's Blues Party,” “K-ZAP,” “At the Opera,” and “Hey, Listen!” In August, Tom Karlo was appointed interim general manager of CapRadio. Karlo retired from KPBS in San Diego after 47 years with the public media station. He joins Insight to explain the financial challenges that led to these cuts. Thousands of people fled the Ridge November 8, 2018. In one day the population of the neighboring City of Chico exploded. In terms of shelter, Chico was already in a housing crisis before the fire, now that’s been exacerbated as those who were displaced search for any type of dwelling to live in that they can find. Ed Mayer is the Executive Director of the Housing Authority of the County Of Butte. NSPR’s Sarah Bohannon spoke with him to find out more about the current housing crisis and about vacancy rates before the fire.
RVs, mother-in-law units, couches, spare rooms — six months after the Camp Fire those who were displaced are still scrambling for housing, living wherever they can. NSPR’s Marc Albert went to the Matador Motel in Chico where he met Lorrie Peters Summers whose been living with her family in a room there since the fire.
This week we get our regular update from government officials and they also answer your questions about debris removal, rebuilding and housing. Earlier this morning NSPR’s Marc Albert spoke with Rebeca Kelly of FEMA, Justin Jacobs of CalOES, Casey Hatcher of Butte County and Colette Curtis from the Town of Paradise to get the latest.
The Camp Fire displaced thousands from their homes in November. Some are now living in other places across the United States, but many have stayed in the area and are now living in Chico, where housing is extremely limited. This lack of housing has led to recreational vehicles popping up as momentary dwellings all over the city. NSPR recently received a question from an NSPR listener asking about temporary housing options for people—this person was specifically interesting in knowing whether or not shipping containers or tiny homes were viable options.
Today, those determined to return home are gathering to talk about reconstruction the town. But many residents also met earlier this week at Paradise Alliance Church to weigh in on recovery plans. NSPR’s Marc Albert has more on both meetings.
Climate change is a topic that is increasingly becoming part of the discussion about rebuilding Paradise – and last week it was a large focus, as Chico State held its annual This Way To Sustainability Conference .
