West Wits Mining Ltd (ASX:WWI) chairman Michael Quinert joins Proactive's Tylah Tully to discuss a successful $1.5 million capital raise to advance the flagship Qala Shallows operations, within the Witwatersrand Basin Gold Project in South Africa. As well as supporting the company's transition to gold producer status, the funds will also cover consultant fees related to the due diligence process for bank funding, working capital, and corporate and offer costs. Earlier this year, the South African Development Finance Institution (DFI) commenced due diligence for the Qala Shallows mine development, a crucial step in securing project funding. This is now substantially complete and the DFI is expected to proceed with its approval process within the current quarter. A commercial bank is also conducting its own due diligence, aiming to participate in a syndicated senior debt loan with the DFI. Today we're discussing another current Cardinal of the Catholic Church, one of the 120 or so people who will choose the next Pope when the time comes. Mario Grech was born on February 20, 1957, in Qala, Malta, Qala being a small community on the eastern edge of the island of Gozo, Gozo being the *second* largest island in Malta after, well, the Island of Malta, with Malta itself being a small island nation a bit south of Sicily. At a young age, the family moved to Ta' Kerċem, another small community on the same island. Malta is an outsize name in the history of the Catholic Church, thanks to its hosting of the military order of Saint John of Jerusalem, aka the Hospitallers or more simply the Knights of Malta in the early modern period. Their holding out against Suleiman the Magnificent's Ottoman Empire–who, in fairness, had *successfully* kicked the Hospitallers out of the Greek Island of Rhodes earlier in his career–that success at the Great Siege of Malta was so famous that noted enemy of the Church Voltaire once said “Nothing is better known than the siege of Malta” (Annals of the Empire, 1753) Also, to get this out of the way, there was recently a Maltese Cardinal by the name of Prosper Grech. I haven't seen it explicitly confirmed that the two Cardinals *aren't* related, but I haven't seen anyone suggest that they are either. So… maybe, but probably not? Grech *is* a common Maltese surname, to the extent that a random third party commenting on the passing of the older Cardinal also had the last name of Grech. Anyways, let's actually talk about today's cardinal some, shall we? The island of Gozo has fewer than 40,000 people altogether, but in heavily Catholic Malta, that's enough to support a local seminary, which is where Mario went when he decided to start his priestly studies. Unusually, he did both his philosophy and theology studies at that same institution. It wasn't until after his 1984 ordination that he went further afield, being sent to Rome to study both canon and civil law at the Pontifical Lateran University. Following the pattern of some of our more bookish Cardinals, Father Grech then obtained a doctorate in canon law from the Angelicum. While studying his doctorate and for a span after, Father Grech ministered at the cathedral, at the National Shrine of Tá-Pinu, and also served as a parish priest at the parish of Kercem. You're not going to be too surprised that he also taught canon law at the local seminary and held a number of roles within the Diocese of Gozo during this period as well. In 2005 his white phone rang and Pope Benedict made him Bishop of Gozo. He was consecrated on January 22nd 2006, with his predecessor, Bishop Cauchi, serving as his principal consecrator. I got curious because by longstanding custom–and, well, canon law–new bishops are consecrated by three existing bishops to ensure apostolic succession, and there's only two dioceses in Malta. It turns out the retiring bishop Cauchi- who had ordained Mario Grech as a priest too, by the way– it turns out he was joined not only by the Archbishop of Malta but also by Malta's Apostolic Nuncio, which makes sense and eventually I'll come to expect that. Bishop Grech has traveled a fair bit during his tenure, visiting emigrants from Malta living in the USA twice, and Australia once, along with a couple trips to South America. From 2013 to 2016, Bishop Grech was President of the Episcopal Conference of Malta, which l, I mean, part of me says with just the two dioceses they would have had a hard time getting a euchre game going at their meetings, another part of me says there's probably a few more folks than I'm imagining if you count retired bishops and auxiliaries, and I don't know if they invite senior priests to take notes or what. Someone's got to bring the snacks, is all I'm saying. Anyways, in 2016, Pope Francis published Amoris Laetitia, a post-synodal apostolic exhortation, in other words a Papal follow-up letter recapping the goings on of a synod, a gathering of bishops. In this case, the synod in question was the Synod on Family and the reason we're talking about Amoris Laetitia is because it seemed to open the door to communion for Catholics who had been divorced and then gotten civilly remarried, at least in certain cases and with careful discernment. That's getting into a theological issue, the finer points of which you could definitely spend a lot more time going into than I will here, but in short most Catholic bishops were and I think it's fair to say still are wary of allowing such an accommodation. I mean, I'm here for it, but I make no secret of being a big old softy when it comes to accommodations in general–and honestly I think it's fair to say Pope Francis has a similar mindset. But again, most bishops are of a more conservative bent. Except for our friend Bishop Grech, who was instrumental in helping implement exactly that sort of accommodation for divorced and civilly remarried Catholics–in certain cases, as specified– in Malta–though it's worth noting he's also on the record as being against divorce generally, which is pretty well expected of Catholic bishops. Just, you know, to be clear. Anyways, Bishop Grech's time in Malta's surprisingly existent Bishops' Conference did not go to waste, because he also served on the Conference of European Churches (CEC) and the Commission of Bishops' Conferences of the European Union (COMECE). In 2019, he made the big time, being named the Pro-Secretary General of the Synod of Bishops–not for the Malta, not for the EU, but for the whole Catholic Church: a sufficiently big enough job that he stepped down as Bishop of Gozo in order to take it on. The next year, he was named member of the Pontifical Council for the Promotion of Christian Unity and in that same year–2020, if you lost count– he was named full on Secretary General of the Synod of Bishops, so the top dog post. A couple months later, Pope Francis gave him his red hat, making him a Cardinal deacon with Santi Cosma e Damiano as his deaconry. The next year, Mario was also added to the The Supreme Tribunal of the Apostolic Signatura, the highest judicial authority in the Catholic Church apart from the Pope himself, should he choose to intervene, which he usually doesn't, but, you know, he could. As a dedicated Curial Cardinal, Cardinal Grech also serves on the Congregation for Divine Worship and the Discipline of the Sacraments, as well as the Dicastery for Bishops. Mario Cardinal Grech is eligible to participate in future conclaves until he turns 80 in 2037. Today's episode is part of Cardinal Numbers, and there will be more Cardinal Numbers tomorrow. David Tyson retired from the CIA's Directorate of Operations in 2020 after a 25-year career. The majority of his service was overseas; most of his postings and deployments were in Central Asia, the Caucasus region, and South Asia. David was a member of Team Alpha, the first group of U.S. personnel inserted behind enemy lines in Afghanistan after 9/11. During that deployment, David and the team worked closely with U.S. Special Forces (ODA 595) along with Afghan allies. David began his intelligence career as a linguist and interpreter, achieving fluency in Russian, Uzbek, Turkmen, Turkish, and Farsi/Dari. He is a recipient of the CIA's Distinguished Intelligence Cross, the Agency's highest award for valor, and the Agency's Distinguished Career Intelligence Medal. Prior to working for the Agency, David served in the U.S. Army, both enlisted and as an officer. He has a BA in International Relations and Russian Language from West Chester State University, and two master's degrees from Indiana University, in Central Asian Studies and Russian Studies. David was born and raised in Pennsylvania and currently lives with his family in rural Virginia. Anton Chekov's famous lines in his book are… “If you say in the first chapter that there is a rifle hanging on the wall, in the second or third chapter it absolutely must go off. If it's not going to be fired, it shouldn't be hanging there.” Well, I guess our today's guest has an innate and instinctive quality to decide what's in the frame and what's not. Be her earlier stint as a photojournalist or her avatar as a production designer for numerous films since 2006. I am pleased to have Meenal Agarwal with us on Audiogyan. She has been a production designer for many films like Ankhon Dekhi, Hitchki, Pari, Bulbul, Dum Laga Ke Haisha, and most recently the Netflix film Qala. Questions What does a film mean to you? What are the other 2 things that matter the most to you in a film apart from the story? I guess, in the early days of cinema, there was not really an explicit role of a production designer (at least in India). Most of the stuff was done by the director and the cameraman. How did it come to be? Why did we feel the need for production designers? Scale? More attention to detail? Quality of the narrative? What is production design in the context of a film? How are they different from Art directors or set designers? Who are the key stakeholders of a production designer? How much of a role do they have in refining / changing the narrative? Any example from Aakhon Dekhi or rk-rkay or Dum Laga ke haisha? How much space is important in your work? When do you decide to make a replica or use the original? Can you briefly explain what are the steps to arrive at the final output? What's kind of a process? Maybe take a recent example of Qala which is set in the 1940s in Calcutta. How do you decide what stays and what's not required in the frame keeping the larger story in context? Since you are creating a whole world out there - How big is the team generally for small-scale production and large-scale production? All might seem possible in the pre-production stage but during the shoot, budgets might just shoot up. What compromises does a production designer do? Again with any example? What is more satisfying as a creative designer - working on relatively large budget films like Hitchki and Shakuntala Devi or bootstrap films like rk/rkay? What is the future of Production Design when everything is going digital? First, it was actors on green screen and now humans are replacing AI-driven characters. If you have the conclusion by giving some tips for those who wish to get into this space, what would be those? The movie and the soundtrack of Netflix's Qala is one to be counted among the OTT's finest productions. But what does the word 'qala' mean? When pronounced as kala which means art, it becomes an instant association as the movie is about art. Qala, however, has its origins in Arabic which means a fortress or a castle which in Hindustani is called qila. With Amit Trivedi's painfully haunting soundtrack underlying the brilliant wallpaper-like cinematography by Siddharth Divan, the movie is a sure treat for the eyes. In this episode of The Burn Bag Podcast, A'ndre talks with former CIA Paramilitary officer and Alpha Team Leader J.R. Seeger on the CIA's 2001 insertion into Afghanistan in the aftermath of the 9/11 attacks and the early days of the Afghanistan War. Seeger, who's had a 27 year career in federal service, led Alpha Team, one of the first CIA paramilitary teams to be dropped behind enemy lines in Afghanistan, and provides us with an oral history of the pre-war intelligence operations and CIA's efforts to consolidate the Afghan Resistance's efforts against the Taliban. Seeger, who can't necessarily discuss some of the specifics of his role on the ground in Afghanistan, nevertheless guides us through the history of the operations, including a discussion on the uprising at Qala-i-Jangi compound near Mazar-i-Sharif that resulted in the death of his team mate Mike Spann -- America's first casualty in the twenty year Afghanistan War. Since retiring from federal service, J.R. Seeger has written a litany of thriller novels, which include the MIKE4 series, which focuses on a family of special operations officers spanning between World War II and the present day.J.R.'s story and that of Team Alpha is also covered in Toby Harnden's book First Casualty. Dans les camps de déplacés de Qala-e-Naw, la capitale provinciale de Badghis, dans l'est du pays, les familles vivent dans le plus grand dénuement et en viennent à prendre des mesures inimaginables. De notre correspondante en Afghanistan, Mubarak et Asif vivent sous une bâche tendue au-dessus d'un trou large de 4 m² qu'ils ont creusé eux-mêmes dans la terre sèche de Qala-e-Naw, la capitale provinciale de Badghis. Mubarak, porte son fils sur son dos. Le petit garçon, renversé par une moto quelques mois plus tôt, est handicapé. La fillette, frêle, baisse la tête, se détourne… « Je n'ai pas le choix, je n'ai qu'un seul fils », regrette Mubarak. Elle espère obtenir une dot d'environ 4 500 euros. « J'aime tellement mon fils. Il est très important, insiste-t-elle. Les garçons font des études, ils vont travailler en Iran et envoient de l'argent à leur famille qui peuvent alors avoir une vie confortable. Les filles, elles, appartiennent à d'autres, elles partent vivre chez leur mari. » ► À lire aussi : Les Afghans n'ont plus suffisamment d'argent pour assurer leurs besoins alimentaires Dans le camp de déplacés internes, la misère est extrême. Les familles se sont endettées, et plusieurs ont marié de force l'une de leur fillette. Il y a un mois, Rabia, a aussi pris cette décision inimaginable. Elle a donné sa fille Khassagoul, âgée de 12 ans seulement, en mariage : « La personne à qui on a emprunté de l'argent, nous demandait chaque jour de la rembourser. C'est pour ça qu'on a donné notre fille a un homme qui a 40 ans. Il nous a prêté 50 000 afghanis. Il nous a dit "si vous n'avez pas d'argent pour me rembourser, donnez-moi votre fille." Personne chez moi ne travaille, mon mari est handicapé et mon fils n'a que 10 ans. » Rabia Aghamamat a quitté son village frappé par la sécheresse il y a quatre ans, fuyant aussi les combats qui opposaient alors les talibans aux forces gouvernementales de l'ex-république d'Afghanistan. La famille, démunie, a encore plus sombré dans la misère au cours des derniers mois. « Je ne suis pas contente d'avoir donné ma fille en mariage, elle n'est pas prête pour tomber en enceinte ni pour s'occuper d'une maison », déplore-t-elle. « J'ai pris cette décision parce qu'on mourrait de faim, pour mes autres enfants. Notre situation s'est dégradée. Le riz et l'huile coutent très cher. On dîne une fois tous les 10 jours, sinon on ne mange que du pain avec du thé. Parfois, on dort le ventre vide. On ne peut même pas acheter de l'eau potable. » À Badghis, où 90 % de la population ne mange pas à sa faim, de plus en plus de familles désespérées, donnent leur fillette en mariage, certaines même contre des sommes parfois dérisoires. ► À lire aussi : Afghanistan: état des lieux un an après la prise de pouvoir des talibans
L'une des pires sécheresses de ces dernières années a entraîné l'échec des cultures de blé pluvial, la chute des prix du bétail et des pénuries d'eau potable en Afghanistan. 19 millions de personnes - près de la moitié de la population du pays - sont en situation d'insécurité alimentaire grave et ont besoin d'une aide d'urgence. Reportage dans l'ouest du pays, dans la province de Badghis l'un des endroits les plus touchés par la sécheresse. De notre envoyée spéciale dans la province de Badghis, en Afghanistan Dans un champ de pastèques et de sésame, à Abassi, un village dans la province de Badghis, le sol est aride, les plantes sont jaunies et séchées par le soleil. « Cela fait trois ans qu'il n'a pas plu ici », nous dit Mohammad Rahim, un fermier afghan qui cultivait son champ familial jusqu'à ce qu'il ne produise plus rien. « Chaque année, nous tentons de cultiver, mais il n'y a aucun revenu. Ces graines de sésame sont desséchées, car il n'y a pas eu de pluie. Plus rien ne pousse ici », rajoute-t-il. Les responsables de la province de Badghis ont déclaré que plus de 90% des agriculteurs de la province ont été gravement touchés par la sécheresse. Ils sont particulièrement vulnérables, car la région ne dispose pas d'un système d'irrigation, ce qui les rend dépendants des conditions météorologiques. Mais selon Mohammad, « c'est entre les mains de Dieu, pas entre celles des hommes », dit-il, en regardant ses plantations asséchées d'un air désolé. « Tous les jours, il fait de plus en plus chaud. C'est insupportable », s'exclame-t-il. Sans récolte pour subvenir aux besoins de sa famille, Mohammad n'a aucun autre revenu. Il ne sait plus quelle solution envisager. « Il n'y a pas de travail pour nous ici, on survit au jour le jour. On emprunte de l'argent aux gens riches. Je vais peut-être devoir vendre ma terre, mon enfant ou ma sœur, car on ne mange pas à notre faim, seulement du pain ». Selon l'agence de gestion du risque de sécheresse en Afghanistan, d'ici à 2030, les sécheresses annuelles dans de nombreuses régions du pays deviendront probablement la norme. À écouter aussi : L'économie afghane sous la pression des sanctions internationales Déplacés climatiques À quelques kilomètres du champ de Mohammad se trouve le camp de déplacés internes de Qala-e-Naw. 478 familles, qui ont dû quitter leurs terres, car elles étaient devenues inhabitables, vivent dans des trous qu'elles ont elles-mêmes creusés dans le sol, jonchés de bâches. Rabia, une mère de famille, vit dans ce camp depuis quatre ans. « L'un de mes enfants a bu de l'eau d'une rivière près de chez nous, elle était salée. Il est tombé malade, il avait faim et soif, il n'arrêtait pas de vomir ensuite », nous raconte-t-elle. L'accès à l'eau potable a toujours été un grand défi pour les habitants de Badghis. Dans certains districts, l'eau des puits est salée, impropre à la consommation. La fille de Mubarak, elle, n'y a pas survécu. « Ça fait cinq ans que nous sommes ici, nous vivons dans ce trou sous cette tente » nous montre-t-elle en regardant le sol jonché de tapis, la voix lasse. « Avant ça allait, car nous recevions de l'aide humanitaire, mais depuis que les talibans ont pris le pouvoir, il n'y a plus d'aide pour nous. Nous n'avons reçu que deux paquets de farine depuis. Rien d'autre ». Les experts prévoient que le réchauffement climatique rendra les sécheresses encore plus fréquentes et plus importantes, forçant les habitants des régions les plus touchées à chercher refuge ailleurs. Ils tirent la sonnette d'alarme en Afghanistan depuis des années. À écouter aussi : Réfugié climatique : un statut à inventer ? Sanctions internationales Bien que la sécheresse soit un problème depuis des années, elle devient chaque année plus menaçante, touchant environ 80 à 85% de la population locale. Si l'aide humanitaire internationale d'urgence parvient dans le pays, les projets de développement se sont, eux, complètement arrêtés. « C'est la faute des Américains, car ils ne reconnaissent toujours pas le gouvernement de l'Émirat islamique d'Afghanistan. L'argent des banques internationales est bloqué à cause de ça », explique Karim Aminulhak, un fermier taliban. Il rejette la faute sur les gouvernements occidentaux qui bloquent l'argent nécessaire au développement dans le pays. « Et c'est pour ça que notre situation est aussi mauvaise. Si notre gouvernement est reconnu, l'argent reviendra et pourra nous aider », complète-t-il. L'aide internationale qui maintenait les politiques publiques primordiales est interrompue, ayant mis fin aux projets de développement dans le pays et les réserves étrangères de la Banque centrale sont gelées. L'économie afghane, qui dépendait à 70% de l'aide internationale, a connu une chute spectaculaire depuis l'année dernière. La grande majorité des agences humanitaires opérant en Afghanistan ont utilisé des systèmes de transfert d'argent informels et largement non réglementés pour transférer des fonds en Afghanistan, payer les salaires et obtenir de l'argent liquide. Ces systèmes ne peuvent en aucun cas être adaptés à l'ampleur des opérations humanitaires de développement que les groupes voudraient mettre en place. Selon les experts, il est nécessaire de construire - et de reconstruire - l'infrastructure nationale afghane, créer des mécanismes efficaces d'irrigation. Récolter l'eau de pluie pendant la saison humide et la diriger vers les nappes phréatiques contribuerait grandement à atténuer les pénuries d'eau lors des futures sécheresses.
