After years of scheduling needed preventive maintenance and sitting out the Roadcheck blitz, last year Mike "Mustang" Crawford hauled through his first Roadcheck in years. As we did after last year's 72-hour inspection blitz, we'll be riding along again in this Overdrive Radio edition through three days' worth of scale reports from our friendly on-highway chicken-house correspondent. "So we're going down the road, we've got a mudflap missing, and we've got an ABS lamp on the trailer lit up. What does that mean?" This edition of Overdrive Radio starts with that question, leading to just a small bit of the wisdom of the many years of experience of former truck operator and longtime compliance consultant Jeff Davis. With his Fleet Safety Services business, operating out of a home base in Ohio, Davis has been a regular presenter at the National Association of Small Trucking Companies' annual conference now for years. At the NASTC show this past November he addressed a packed house of owner-operators and other small fleet owners on the topic of practical steps to take to avoid inspections. The answer to his question, as duly, immediately noted by one of the owners in attendance: "Inspect me." Regular listeners will recall those trailer malfunction indicators were a focus of the Roadcheck 2023 inspection blitz, and leading into the event Overdrive found that warning-light systems on trailers accounted for well more than half of all air-brake-related ABS violations: https://www.overdriveonline.com/csas-data-trail/article/15447541/toughest-states-for-securement-violations-get-roadcheck-ready There's a reason for that, as Davis noted. When something's awry, that light comes on, giving an easy visual cue for an officer to inspect. Truck show platform personalities come and go, but Hope Zvara's mission to improve truckers' quality of life with a program that leans on small, incremental changes in their daily routines continues to gain traction. The CVSA International Roadcheck is an annual inspection event conducted by the Commercial Vehicle Safety Alliance (CVSA) across North America. During the event, law enforcement agencies in the United States, Canada, and Mexico conduct a 72-hour inspection spree on commercial vehicles to ensure they meet safety standards.The inspections are carried out by trained and certified inspectors who check commercial vehicles and drivers for compliance with federal, state, and local regulations. In addition to the vehicle inspections, drivers are also checked for their qualifications, including their licenses, hours of service, and other relevant documents. This month John sits down with Jennifer Smith of JIT Truck parts to talk about equipment safety, the importance of keeping your equipment maintained, and what you can expect during CVSA roadside inspections May 17-19The Commercial Vehicle Safety Alliance (CVSA) has announced this year's International Roadcheck dates as May 17-19 with a focus on wheel ends.International Roadcheck is a 72-hour high-visibility, high-volume commercial motor vehicle inspection, and enforcement initiative. Commercial motor vehicle inspectors in Canada, Mexico, and the U.S. will conduct North American Standard Inspections of commercial motor vehicles and drivers at weigh and inspection stations, on roving patrols, and at temporary inspection sites.Each year, CVSA focuses on a specific aspect of a roadside inspection. This year, the focus will be on wheel ends. Wheel end components support the heavy loads carried by commercial motor vehicles, maintain stability and control, and are critical for braking. Violations involving wheel end components historically account for about one quarter of the vehicle out-of-service violations discovered during International Roadcheck, and past International Roadcheck data routinely identified wheel end components as a top 10 vehicle violation.During International Roadcheck, commercial motor vehicle inspectors examine large trucks and motorcoaches and the driver's documentation and credentials using CVSA's North American Standard Inspection Program procedures which are the uniform inspection steps, processes and standards established to ensure consistency in compliance, inspections and enforcement. Using the North American Standard Out-of-Service Criteria, also established by CVSA, inspectors identify critical out-of-service violations that if found, require the inspector to restrict the driver or vehicle from travel until those violations or conditions are addressed.Vehicles that successfully pass a North American Standard Level I or Level V Inspection without any critical vehicle inspection item violations may receive a CVSA decal. In general, a vehicle with a valid CVSA decal will not be re-inspected during the three months while the decal is valid. Instead, inspectors will focus their efforts on vehicles without a valid CVSA decal.“We want every vehicle on our roadways to be in proper working order for the safety of the driver operating that vehicle and everyone traveling on our roadways,” said CVSA President Capt. This year's Brake Safety Week is August 22nd-28th. During this period, inspectors will conduct the North American Standard Inspection on commercial motor vehicles. In the COVID-19 pandemic year of 2020, there were but two states in the entire nation where truck inspections numbers in the aggregate rose from 2019 levels. Every other state saw fall-offs ranging from just a few percentage points to more than a third in some places. Alabama's mostly mobile enforcement crew posted higher number, in part a result the state's investment in an expansion of the department. In this episode of Overdrive Radio, Captain Brent McElvaine of Alabama explains further reasons -- a continued emphasis on inspection screening via "virtual weigh stations" with weigh-in-motion or other technologies to better prioritize inspections of trucks and carriers troopers believe probably need it, for instance. There's more where that came from, however, in this episode, including a bevy of tips for owner-ops looking ahead to the May 4-6 Roadcheck event -- in one of Roadcheck's prinicipal areas of emphasis this year, lighting equipment, Alabama ranks very high. Nearly 1 in 4 of its violations written in recent years has been for a light out or other related infraction. You read a little about this week's podcast subject last week, likely, with reporting around the Operation Safe Driver Week traffic-enforcement event (focused on motorists as well as professional operators) ongoing as we speak. Namely -- the Level 3 inspection and Kansas Highway Patrol trooper and Public Information Officer Nick Wright, whose advice related to how to prep for an inspection was delivered in this conversation from early March. He and I were talking in the context of the three-day Roadcheck inspection event, then scheduled for early May, where the full Level 1 driver and vehicle inspection is what often enough is the focus of the event. Before it was postponed, though, CVSA had named the theme of the annual event as driver-related violations, from medical certification status to ELDs and hours of service – the things hit on by those Level 3 inspections. That just so happens to also be the inspection level most likely to accompany any roadside stop, which the Operation Safe Driver Week ongoing right now takes as its focus. [related-post id="289339"/]So let's go back in time to early March – the entire state of Kansas had just three confirmed cases of COVID-19, and, as KHP Nick Wright put it, as in my home base in Nashville, nary a bottle of hand sanitizer or roll of toilet paper could be found within a 100-mile radius of almost any city in America ... Along the way, Wright details answers to the following: **What are best practices for annotations of the log in an ELD when errors are made on the drive line, which can't be edited in an ELD? **What's the best inspection-preparation advice he could give a driver beyond what's obvious? **Do states actually run out of those CVSA clean-inspection stickers? Also, the coronavirus crisis has prompted states around the country to delay presidential primaries and other elections. We’ll discuss more of the pesky little violations truckers often face. 2019 Roadcheck is next week, June 4 – 6, and we sat down with Jeff Swan, a risk advisor with HNI who retired from the Wisconsin State Patrol with over 30 years of experience. Jeff talks inspections, encouragement, and unbelievable stories from his days patrolling. From Giving Tickets to Giving Advice Jeff has given his fair share of Level 1 inspections – he spent 34 years in the Wisconsin State Patrol as a trooper, then a sergeant, and finally an investigator with the motor carrier enforcement unit. Hear how his experience doling out tickets set him up to become a risk advisor with HNI. He’s changed from maintaining order through tickets to preventing disorder as a risk advisor. Keys to a Stress-Free Inspection Jeff shares how to keep an inspection “boring” – just the way it should be. Because the only one who may enjoy an “exciting” inspection is the officer getting a break from an otherwise mundane shift! Telling Tails After three decades in the state patrol, you know Jeff’s got stories. He’s seen some pretty odd things. Trucking-News with Ruthann Trucking-News weekly wrap-up with Ruthann has a packed house of information this week. Inaction blitz, A North Carolina Town is outlawing Truck parking at your house. All new thats all about trucking. DOT checking a rig Truck drivers living in the eastern North Carolina city of Rocky Mount will no longer be allowed to park their rigs at their homes, effective Oct. 8, after the passage of an ordinance on July 9. Rocky Mount’s city council adopted an ordinance that bans the parking of commercial vehicles and/or trailers longer than 25 feet or weighing more than 10,000 pounds, which includes Class 3-8 trucks, in residential areas. Also this year’s area of focus for the Commercial Vehicle Safety Alliance’s (CVSA) International Roadcheck (Roadcheck) is hours-of-service (HOS) compliance. The annual enforcement campaign, scheduled June 5-7, 2018, is a 72-hour inspection blitz of commercial motor vehicles (CMV) and drivers in jurisdictions throughout the United States. CVSA-certified CMV inspectors will primarily perform North American Standard Level I Inspections during the event. The procedures for a roadside inspection are the same as any other day of the year, but the likelihood of being stopped for the comprehensive driver and vehicle inspection increases during Roadcheck. CVSA uses the annual event to emphasize a specific category of violations. Roadcheck 2018 will focus on HOS compliance. It was the top reason drivers were placed out of service during last year’s Roadcheck, according to CVSA. The 2018 event allows enforcement a medium by which to educate drivers on the topic. “Although the electronic logging device (ELD) rule that went into effect on Dec. 18, 2017, does not change any of the underlying hours-of-service rules or exceptions, the ELD mandate placed a spotlight on hours-of-service compliance,” said CVSA President Capt.
