This talk argues that the ethnic conflicts of Southeast Europe are not the result of “ancient hatreds,” but of a specific historical configuration shaped during the Ottoman period. Under Ottoman rule, earlier forms of statehood did not disappear but survived in memory and identity in a kind of “suspended animation,” while at the same time demographic structures were significantly reshaped. Conflict emerged where these two processes intersected. In regions such as Kosovo, Bosnia, Vojvodina, and Transylvania, one group could claim historical precedence based on earlier statehood, while another could claim legitimacy based on later demographic dominance. The Greek–Turkish case shows a similar pattern, where a Byzantine territorial memory and Turkish nationhood collided over territories that became ethnically mixed during the Ottoman rule. The result is a particular type of conflict: not between truth and falsehood, but between competing and internally coherent forms of historical legitimacy — where both sides can plausibly claim that the land is, in different senses, their own. Csaba B. Horváth, PhD earned his PhD in International Relations at Corvinus University of Budapest after completing degrees in History and Political Science at Eötvös Loránd University. He is a member of the General Assembly of the Hungarian Academy of Sciences. His research focuses on geopolitics, with a particular emphasis on the Indo-Pacific as well as on Central and Eastern Europe. He has held visiting research fellowships at several universities in Australia, China and Taiwan, and earlier in his youth, spent two years living in Japan, where he acquired conversational proficiency in Japanese. He is also a regular participant in international conferences and held public talks across the Indo-Pacific, including in Australia, China, India, Korea, Malaysia and Singapore. V neděli nás čekají patrně nejdůležitější letošní parlamentní volby v Evropě – maďarské. Zároveň už několik měsíců sledujeme zvýšené napětí mezi Maďarskem a Ukrajinou, oboustranné provokace obou zemí a naschvály, které si dělají. Ať už jde o zastavení ropovodu Družba ze strany Ukrajiny nebo o zadržený bankovní převoz ukrajinských peněz přes Maďarsko. Přitom se ovšem hraje také o maďarskou menšinu žíjící na Zakarpatí. Nejde o nové věci, složité vztahy mezi Maďary a Ukrajinci jsou založeny historicky. O tom všem a mnohém dalším hovoří v nové epizodě podcsatu Hej, Slované Lukáš Novosad s ukrajinistou Petrem Kalinou a hungaristou Jiřím Januškou.Z historických příčin žije na ukrajinském Zakarpatí početná maďarská menšina, až dvě stě tisíc lidí. „Zakarpatí je velice zajímavý region, národnostně složitý, a Ukrajina ho jednou bude muset řešit, ať už válka dopadne jakkoli,“ podotýká k tomu Petr Kalina a připomíná: „Příkladem složitého regionu, kde spolu všichni vycházejí, protože k tomu byly vytvořeny podmínky, je srbská Vojvodina. Ukrajina se však z logických příčin neustálého svého ohrožení snaží budovat unitární stát, proto nemá vyřešen svůj poměr k menšinám. Nepřiznává jim práva, což je v případě Maďarů voda na uherský mlýn.“ Výsledkem je, že Maďarsko nabídlo ukrajinským Maďarům maďarské pasy, ačkoliv z hlediska ukrajinského práva lidé mít dva pasy nesmějí. „Nikdo to ale moc zatím neřešil,“ říká Kalina. „Každopádně Ukrajina maďarské vyhrocení vůči sobě vnímá jako ruský vliv. Ať už právem či neprávem.“„V Budapešti, ale vlastně v celém Maďarsku to vypadá, že ve volbách kandiduje Volodymyr Zelenskyj, protože město je oblepeno jeho obličejem. Ale zajímavé je, že před lety jsem úplně stejný plakát s úplně stejným sloganem viděl v Maďarsku s Georgem Sorosem, letos použili jenom jiný obličej,“ přibližuje Jiří Januška vizuální podobu předvolbeních časů v Maďarsku. „Vždycky totiž musí být nějaký nepřítel, před kterým Orbánova strana Fidesz brání a chrání Maďary. Dlouhá léta to byla migrace, byl to George Soros, od roku 2022 je to Zelenskyj. Před čtyřmi lety ostatně invaze Ruska na Ukrajinu a okamžité vyhrocení maďarské kampaně proti válce pomohlo vítězství Fideszu, jinak by volby dopadly trochu jinak.“Jak dopadnou volby letos? Rising through the ranks of the Communist Party, he became Serbia's president in 1989 and quickly moved to consolidate power by revoking the autonomy of Kosovo and Vojvodina. His leadership fueled a wave of Serbian nationalism and played a major role in the wars in Croatia, Bosnia, and later Kosovo, supporting Serbian forces involved in ethnic violence and atrocities.Milošević's regime was marked by authoritarian control, suppression of opposition, and state-controlled media. Though he maintained popular support in the early years by presenting himself as a defender of Serbs, his policies led to international isolation, UN sanctions, and ultimately NATO intervention. In 1999, following a brutal crackdown on ethnic Albanians in Kosovo, NATO launched a bombing campaign against Serbia.Domestically, economic hardship and political repression led to growing dissatisfaction. After a disputed election in 2000, massive protests forced Milošević to resign. He was arrested in 2001 and extradited to the International Criminal Tribunal for the Former Yugoslavia in The Hague, where he faced charges of war crimes, including genocide. Parliamentary elections were held in Serbia on 17 December 2023 to elect members of the National Assembly. While they were initially scheduled to be held by 30 April 2026, Aleksandar Vučić, the president of Serbia, called a snap election in November 2023, after previously announcing that snap elections could be either held in 2023 or 2024. In addition to the parliamentary elections, the Vojvodina provincial and local elections were held in 65 cities and municipalities, including the capital, Belgrade. Data released by the election commission on Wednesday showed President Aleksandar Vučić's Serbian Progressive party (SNS) won 46.75% of the vote, while a pro-European opposition coalition, Serbia Against Violence, got 23.66%.   The 2023 Serbian elections were highly contentious and sparked major controversy due to a number of reasons that created doubts about the electoral process's fairness and openness. President Aleksandar Vui's Serbian Progressive Party (SNS) won a resounding win, maintaining its political control. However, the elections were criticised by opposition parties and international observers for charges of media censorship, limited freedom of expression, and unequal access to the media, all of which favoured the incumbent party. There were allegations that state resources were being exploited to assist the SNS campaign, jeopardising the electoral environment's impartiality. Furthermore, the opposition parties expressed worries about voter intimidation and irregularities, calling the election results into question. In order to help unpack these controversies and what these elections mean for both Serbia and the Balkans region as a whole, we are joined once again by Dr Alexander Mesarovich.Alexander Mesarovich earned his PhD (Politics) at the University of Edinburgh. His thesis analysed the impact of informal political networks on the EU accession processes of Slovenia, Croatia, and Serbia. Since finishing his PhD, Alexander has been a teaching assistant at the University of Edinburgh and the University of Stirling and has worked as a Lecturer in Politics at the University of Strathclyde. Alexander was previously on the IRP discussing the international risks associated with EU enlargement in the Balkans.  You can listen to that conversation at episode 141. 

Dusan Jocic is a videographer for the best 3v3 basketball player of all time Dusan Bulut. He's probably one of the first social media managers in Serbia. A job that probably didn't exist there until recently. Bulut and Dusan have been making and investing in content long before it was lucrative to do so. Anja je želela da igra fudbal, mama nije dala, pa je sa bratom ušla u vaterpolo, dok je Lolita probala folklor i išla u muzičku školu… Kao mlade su napustile svoje gradove, Anja je zbog ljubavi prema sportu putovala četiri puta nedeljno iz Sombora u Novi Sad, dok je Lolita imala i epizodu u Senti dok im se putevi nisu ukrstili. Nova epizoda podkasta otpornog na pretnje i napade "Dobar loš zao" je pred vama! Prvi deo emisije Nenad Kulačin i Marko Vidojković su, u nedostatku šire podrške, posvetili samima sebi, odnosno analizi pretnji koje Vidojkoviću stižu jer je pokušao da objasni da je bojkot "Vučićevih orlića" patriotski čin, a zašto je Nenadova kućna adresa lepljena po stepeništima, nisu uspeli da odgonetnu. Onda je na red stiglo Svetsko prvenstvo u fudbalu i Vidojkovićevo revidiranje stavova o reprezentaciji, a zatim Aljbin Kurti i njegova dijagnoza Srbije. Momci su zaključili da je super što naša južna pokrajina ima tako britkog premijera. Gost, novi predsednik Lige socijaldemokrata Vojvodine, Bojan Kostreš! Kostreš je sa sobom doneo flašu žute zrenjaninske česmovače da časti domaćine, ali za time nije bilo potrebe, pošto mu oni nisu priredili toplog zeca, već toplu dobrodošlicu LSV tamo gde joj je i mesto, na čelo vojvođanske demokratske opozicije. Tauris, 2019), Vassilis Petsinis analyses the evolution of Vojvodina's identity over time and the unique pattern of ethnic relations in the province. Although approximately 25 ethnic communities live in Vojvodina, it is by no means a divided society. Intercultural cohabitation has been a living reality in the province for centuries and this largely accounts for the lack of ethnic conflict. Vassilis Petsinis explores Vojvodina's intercultural society and shows how this has facilitated the introduction of flexible and regionalized legal models for the management of ethnic relations in Serbia since the 2000s. He also discusses recent developments in the region, most notably the arrival of refugees from Syria and Iraq, and measures the impact that these changes have had on social stability and inter-group relations in the province. In his book, National Identity in Serbia: Vojvodina and a Multiethnic Society between the Balkans and Central Europe (I.B. Tauris, 2019), Vassilis Petsinis analyses the evolution of Vojvodina's identity over time and the unique pattern of ethnic relations in the province. Although approximately 25 ethnic communities live in Vojvodina, it is by no means a divided society. Intercultural cohabitation has been a living reality in the province for centuries and this largely accounts for the lack of ethnic conflict. Vassilis Petsinis explores Vojvodina's intercultural society and shows how this has facilitated the introduction of flexible and regionalized legal models for the management of ethnic relations in Serbia since the 2000s. He also discusses recent developments in the region, most notably the arrival of refugees from Syria and Iraq, and measures the impact that these changes have had on social stability and inter-group relations in the province.
