La situación crítica en las cárceles uruguayas volvió a la agenda de noticias esta semana. Este miércoles seis reclusos murieron en un incendio en la Unidad Nº4 del complejo carcelario de Santiago Vázquez. El caso está siendo investigado por la fiscal de Homicidios de 2° turno, Mirta Morales. La principal hipótesis es que los fallecidos fueron atacados por otro grupo de presos y, por motivos que buscan establecerse, se encerraron dentro de su celda. Se presume que allí fueron rociados con algún líquido inflamable y luego prendidos fuego. Ayer entrevistamos aquí al presidente del Sindicato de Trabajadores Penitenciarios, Germán Gutiérrez, quien pedía declarar la emergencia carcelaria, ya que a su juicio, el Estado “perdió el control en los centros” penitenciarios. El caso expuso en toda su gravedad una situación inaceptable que se arrastra hace años. Los programas de gobierno de los partidos políicos tienen varios puntos en común sobre lo que hay que hacer en materia de políticas carcelarias. Las plataformas contienen medidas que están sobre la mesa hace años. De hecho, muchas de ellas figuran en numerosos dictámenes judiciales y en las recomendaciones que presenta anualmente el comisionado parlamentario para las cárceles, Juan Miguel Petit. Entonces: ¿por qué sigen pasando los años y no se resuelven los problemas de fondo de las cárceles de nuestro país? ¿Por qué la sociedad uruguaya no reclama una solución urgente en esta materia?
