On January 18, 2018, the entire State of Hawaii received an ear piercing alert on their cell phones. "BALLISTIC MISSILE THREAT INBOUND TO HAWAII. SEEK IMMEDIATE SHELTER. THIS IS NOT A DRILL." Those with a keen memory will recall that the Aloha State was NOT, in fact, wiped off the map by a missile strike. It was a false alarm. But what it revealed about the Wireless Emergency Alert (WEA) system should concern every strategic communicator. Because while the WEA system has the potential to be a powerful lifesaving tool, it is routinely misused by emergency managers and misunderstood by the public. With little to no federal oversight, the manner in which this system is used is left up to more than 1,600 local jurisdictions. As a result, users are being bombarded with too many notifications that are not germane to their immediate safety, and that is conditioning us to ignore potentially life-saving alerts in the future. So in this episode, we parse lessons from Hawaii's WEA SNAFU with Commander Bhavini Murthy, a medical epidemiologist and researcher with the U.S. Public Health Service, and Dr. John Anderton, the Associate Director for Communication at the Centers for Disease Control's Office of Readiness and Response. We learn from an expert on WEA messaging what jurisdictions nationwide are doing incorrectly. Dr. Jeanette Sutton is an Associate Professor in the College of Emergency Preparedness, Homeland Security and Cybersecurity at the State University of New York at Albany. The anti-LGBTQ law, enacted in May, has drawn widespread denunciation from local and international rights organisations and Western governments, though it is popular domestically. Museveni said in a statement that Uganda was trying to reduce its borrowing in any case and would not give in to pressure from foreign institutions. “It is, therefore, unfortunate that the World Bank and other actors dare to want to coerce us into abandoning our faith, culture, principles and sovereignty, using money. The World Bank said on Tuesday that the law, which imposes the death penalty for certain same-sex acts, contradicted its values and that it would pause new funding until it could test measures to prevent discrimination in projects it finances. The World Bank has an existing portfolio of $5.2 billion in Uganda, although these projects will not be affected. The anti-LGBTQ law, enacted in May, has drawn widespread denunciation from local and international rights organisations and Western governments, though it is popular domestically. Museveni said in a statement that Uganda was trying to reduce its borrowing in any case and would not give in to pressure from foreign institutions. “It is, therefore, unfortunate that the World Bank and other actors dare to want to coerce us into abandoning our faith, culture, principles and sovereignty, using money. They really underestimate all Africans,” he said. Museveni said that if Uganda needed to borrow, it could do so from other sources, and that oil production expected to start by 2025 would provide additional revenues. He added he hoped the World Bank would reconsider its decision. In June, the United States imposed visa restrictions on some Ugandan officials in response to the law. President Joe Biden also ordered a review of U.S. aid to Uganda.

This week, we're talking with one of the most prolific independent gun litigators in the country. Alan Beck set about successfully undoing the country's stun gun bans in the wake of the Supreme Court's 2016 Caetano ruling. He also challenged Hawaii's effective ban on gun carry in Young. Now, he's back taking on the Aloha State's strict gun laws in the wake of 2022's Bruen. And he's winning. This week alone he notched victories in two different cases against Hawaii. First, a Ninth Circuit Court of Appeals panel ruled the state's total ban on butterfly knives violates the Second Amendment. Then a federal judge appointed by Barack Obama found Hawaii's post-Bruen "sensitive places" gun-carry restrictions, including in restaurants, also run afoul of the Second Amendment. Beck explains the ins and outs of those rulings as well as their significant implications for future cases in Hawaii and beyond. Then he describes a new suit he just filed against a Hawaii county trying to force concealed-carry permit applicants to waive nearly all of their privacy rights, including what they've told their lawyers or even priests. Episode Notes People who want knowledge about the travel industry on Wednesday got a valuable new resource to obtain critical information. Skift unveiled Ask Skift, an artificial intelligence chatbot that will answer your questions focused on the travel sector, says Skift founder and CEO Rafat Ali. Ali writes that a user can ask questions on Skift's website such as “How is Airbnb planning to leverage AI?” or “Who is IHG's CEO?” Ask Skift has been trained on the entirety of Skift archives over the last 11 years, including daily stories and research reports. The chatbot will also provide other specialized travel industry content and data in weeks to come. Ali said the emergence of generative AI is enabling Skift to have a question and answer-based relationship with readers that wasn't feasible before.  Next, JetBlue Airways believes it's taken a big step to boosting revenue. The company has made major updates effective Wednesday to its already lucrative loyalty program, reports Edward Russell, editor of Airline Weekly, a Skift publication.  JetBlue's updated loyalty program includes new elite Mosaic tiers and perks, including free business class upgrades and free helicopter transfers between JFK Airport and Manhattan. Russell writes that the driving force behind JetBlue's loyalty updates is the opportunity to earn more revenue. The New York-based carrier generated $100 million in loyalty-related revenue in the first quarter. That's a 14 percent year-over-year increase.  Finally, the Hawaii Tourism Authority is continuing to market the Aloha State despite not being allocated funding from the state legislature for the next two years. The agency is planning to award a huge contract to market Hawaii to the U.S. mainland, writes Global Tourism Reporter Dawit Habtemariam.  Habtemariam reports Hawaii Tourism Authority executives decided at a recent board meeting to award a marketing contract worth up to $51 million. The organization also plans to move forward with a $34 million contract for destination management as well as a nearly $3 million contract to market the state to Canadian travelers. Habtemariam adds the contact winners will be selected on May 22.

Episode Notes Social media influencers have become more powerful in marketing in recent years, with a growing number of companies looking to tap into their sometimes-enormous reach. That list includes destination marketing organizations, or tourism boards, that are developing more sophisticated marketing strategies for influencers as part of their plans to attract tourists, writes Global Tourism Reporter Dawit Habtemariam.  Habtemariam writes what influencers say about travel can have more clout than other types of advertising. San Francisco Travel CEO Joe D'Alessandro said the words of an influencer are more trustworthy for many people than an ad the organization may air. A 2022 Pew Research survey found 53 percent of social media users purchased something after seeing an influencer they follow post about it.  Habtemariam notes destinations are increasingly shopping for suitable influencers instead of just waiting to receive pitches from them. Discover Puerto is launching a request for proposal for an agency to assist with its influencer marketing strategy. Chief Marketing Officer Leah Chandler said the quality of influencers is much higher than compared to five or 10 years ago. Meanwhile, the U.S. national tourism marketing agency Brand USA has a program that loans out trusted international influencers to partner destinations.  Next, InterContinental Hotels Group CEO Keith Barr announced on Friday he's stepping down after six years at the helm, Skift co-founder Jason Clampet and Travel Experiences Reporter Selene Brophy report. Barr cited family as the reason why he's leaving his post at the UK-based company. He said during IHG's first-quarter earnings call that the time was right to return to the U.S. considering his daughters will be studying in the country. Barr, who joined IHG in 2000, added he has been living outside the U.S. for roughly 20 years. IHG's Americas CEO Elie Maalouf will succeed Barr effective June 30.  IHG reported that its first-quarter revenue per available room, an important industry metric, was up nearly 7 percent from 2019 levels. The company received a boost from its average daily rates rising 10 percent from pre-Covid levels. Finally, the Hawaii Tourism Authority will have fewer resources for its marketing effortsamid widespread frustration in the state with the industry. The agency has been excluded from the state budget, writes Global Tourism Reporter Habtemariam.  Habtemariam reports the Hawaii Tourism Authority now has to request funds from the state's budgeting and finance department. The governor and legislature will have to approve any funding requests. Habtemariam adds the state government will ensure the agency focuses more on destination management instead of marketing. Lawmakers in the Aloha State recently came close to passing a bill that would have dissolved the Hawaii Tourism Authority.

Today we meet with Amber Imai-Hong, an Avionics Engineer and Outreach Specialist. Born and raised on Hawaii Island, Amber developed skills in robotics, astronomy, and tinkering while attending Wa ia kea High School which lead her to join a small satellite team in her freshman year at the University of Hawaii at Manoa, where she majored in Electrical Engineering with a focus on Electrophysics. She graduated with her Bachelors of Science in 2012 and has been working with the Hawaii Space Flight Laboratory on spacecraft design, development, testing, operations, and community educational outreach. Over the past 14 years, Amber has worked on eleven satellite projects, three suborbital payloads, and has mentored several student teams who worked on the development of testing systems and spacecraft components. In May 2020, she became the Program Manager for the Artemis CubeSat Kit with the goalof developing a low-cost educational satellite kit for community college and undergraduate students with no formal aerospace program. In July 2021, she won one of the Governor's Emergency Educational Relief Grants to bring the satellite kit to middle and high schools across Hawai`i. Hands-on science education and community involvement are very important to Amber. She is actively involved in the robotics and STEM community. Engaging students and their parents in science and technology is critically important to helping undeserved communities.
