An influential and predictive set of events are currently playing out in Florida around climate, real estate, and insurance, which the rest of the nation would be well-served in keeping within their sights. As the third largest and notoriously weather-beaten state, Florida has added 3.1 million new residents within the last decade—an amount greater than the entire population of Arkansas. This population boom in conjunction with more frequent, climate-fueled disasters, is placing an unprecedented and potentially unsustainable strain on the Florida insurance market. Within the last few years at least 15 commercial insurance providers have either pulled out of the state or closed, after experiencing historic underwriting losses amid various natural and legal circumstances. A lack of private insurance options has driven home and auto premiums two to three times higher than the national average in parts of the state, while significantly diminishing the quality of coverage. While the governor and state legislators are taking steps to repair private insurer's ability to remain solvent by providing a subsidy to purchase reinsurance or attempting to clamp down on consumer litigation, a larger aspect of the equation seems to remain ignored. The state has become adept at recovering after a storm, but many experts argue there is still much to be desired in Florida's climate adaptation and resilience efforts. This could potentially lead to an “insurance bubble,” as more human and physical capital flocks to its threatened shores. In this episode, Ten Across founder Duke Reiter and disaster law professor Latisha Nixon-Jones assess the way forward for Florida regulators and homeowners as the conditions for an insurable market are appearing to deteriorate.

Following the spate of extreme, damaging and costly weather events in the North Island this year we shouldn't let a big disaster go to waste, Tower Insurance CEO Blair Turnbull argues.Speaking in the latest episode of the Of Interest podcast, Turnbull says the realisation from frequent and extreme weather such as the Auckland anniversary floods and Cyclone Gabrielle is that we are seeing climate change, and we need to understand it better and adapt."We're starting to rethink how to respond to some of these flood events. One thing's very clear, Mother Nature always wins. So we can't just sit there and try and pipe away this excess water, we have to think differently," Turnbull says.Auckland Council's Making Space for Water programme to help manage floods is "quite innovative," he adds.Turnbull says the spate of extreme weather events is changing the way reinsurers, who provide insurance for insurers, look at New Zealand, which will lead to further price rises."This has been a bit of a surprise to some of them [reinsurers]," Turnbull says.Parametric insurance and risk based pricing are two ways Tower's responding to potentially higher reinsurance costs.Parametric insurance is a type of insurance contract that insures a policyholder against the occurrence of a specific event by paying a set amount based on the magnitude of the event, as opposed to the magnitude of the losses in a traditional indemnity policy.Turnbull says a parametric insurance pilot in Fiji has gone well, with Tower set to also start offering it in Samoa and Tonga and likely NZ to."We do think it [parametric insurance] has application for here in New Zealand in areas that could have higher propensity for flooding and cyclones and where traditional comprehensive insurance may become too expensive for some households and communities. We would like to explore the option for offering parametric cover," says Turnbull."We're talking to a couple of iwi groups, which is quite exciting and they're giving us feedback."Tower's risk-based pricing, linked to the risks of individual homes, already includes earthquakes and floods, and is being extended to cover coastal inundation and slips. Turnbull says risk-based insurance for drivers, using telematics, could also follow.Meanwhile, Turnbull suggests NZ is moving closer to having areas regarded as uninsurable by private sector insurers after the recent run of extreme weather events."I think we are [closer than a year ago] ... I think it's really important that as a country, as insurers, as communities, that we do acknowledge them [the weather events], [and] don't let that big disaster go to waste. According to the Ecosystem Marketplace, the global voluntary carbon market (VCM) has quadrupled in value since 2020. However, not all carbon credits are created equal, and this is causing significant harm to the VCM's integrity. Because the quality assurance of carbon credits relies on a patchwork of standards set by independent organizations, many are of poor quality and can even be net-carbon positive. This immaturity in the market has even allowed for such irrational practices as deliberately cutting down forests, only to sell their regrowth as offsets. Many people seem to be confused as to the difference between an appraisal and an inspection. So today, I will be going over what you need to know about these two processes. First, we always recommend you have an inspection performed any time you buy a home. This makes sure the property is safe and in working condition. Insurability, though, is one thing people sometimes forget about the inspection process. So talk to your insurance company and make sure the home is insurable. Inspections are optional, but we always recommend them. Appraisals, on the other hand, are a requirement whenever you are doing a financed purchase. An appraiser is selected through a randomized process by the bank to ensure impartiality. “Inspections are optional, but we always recommend them.” The appraiser will come in and place a value on the home. They want to make sure the home is sufficient in value to act as collateral for the bank and also that the home is safe, sound, and secure for an owner-occupied loan. Inspections are more thorough and time-consuming than an appraisal. Once an appraiser has finished looking at your home, they may make a few requests. These requests must be satisfied in order for the loan to go through. However, these requests are rare. Your agent can help you negotiate them if this situation arises. When an inspection is over, on the other hand, the results are just suggestions. Nothing the inspector recommends is a requirement. A buyer may ask for a credit, ask the seller to have items fixed, or simply accept the property as-is. It can also play a role in personalizing treatment: sequencing the genome of a cancer, for example, can yield information that leads to personalized, targeted therapy. He addresses concerns that genetic information can affect employability or insurability and reviews existing safeguards. Dr. Ostrer is a professor of pathology and of genetics at Albert Einstein College of Medicine and director of genetic and genomic testing in clinical pathology at Montefiore Medical Center.
