It's been more than 10 months since Canadians got a close look at the federal finances in last fall's economic statement. At that time, they learned the deficit for the 2023–24 fiscal year had ballooned by over 50 per cent.Now, as the Carney government prepares to table its first fiscal blueprint, there's talk once again of rising spending and soaring deficits. A recent Desjardins forecast estimated the deficit for the current fiscal year could exceed $70 billion. That's a more than 65 per cent increase from what was forecast in Fall Economic Statement 2024. This news comes amid government promises for “generational investments” but also a request to ministers to find “ambitious savings.”So, what should Canadians be watching for in the November budget? And, more importantly, as billions of dollars continue to flow from federal coffers, are parliamentarians well positioned to give this spending the scrutiny they're meant to deliver on behalf of Canadians under our Westminster system?To discuss this, former parliamentary budget officer Yves Giroux joins Inside Policy Talks. Giroux served seven years as PBO, finishing his term just last month.On the podcast, he tells Ian Campbell, digital editor at MLI, that it's less important which fiscal anchor the government chooses, but simply that it picks one and sticks to it over a period of time. With many forecasts predicting that Ottawa is set to drop yet another one of its fiscal anchors – this time, a declining debt-to-GDP ratio – Giroux says this "erodes the confidence of financial markets in the seriousness or the control that the government has over its own finances."Campbell and Giroux also discussed a number of long-standing issues with the federal fiscal cycle that make it difficult for parliamentarians to exercise a high degree of scrutiny over government spending. Giroux said with only two people in Ottawa holding real sway over what ends up in the budget – the prime minister and finance minister – it's vital to make improvements to the fiscal cycle so parliamentarians can exercise a greater degree of oversight in this process.

GESTIONNAIRES EN ACTION. Le narratif derrière la montée du prix de l’or depuis le début de l’année reste bien présent, malgré le coup de frein encaissé cette semaine. Luc Girard, gestionnaire de portefeuille à Noël Girard Lehoux, Valeurs mobilières Desjardins, soutient que la hausse récente du prix de l’or est portée par trois vents favorables. «Le premier vent, c’est la perspective de baisse des taux des banques centrales. Le deuxième, c’est le relâchement des taux réels alors que le troisième est lié à la ‘dédollarisation’, c'est-à-dire les achats massifs d'or par les banques centrales émergentes pour réduire leur dépendance au dollar américain», explique-t-il. Il précise que lorsqu’il parle des taux réels, il s’agit des taux d’intérêt moins l’inflation. «Par exemple, si le bond du trésor américain à un an offre 4,1% d'intérêt et que l'inflation est à 2,9%, vous avez un taux réel qui est à 1,2%. Ce taux réel influence directement l'or qui, lui, ne verse aucun intérêt», dit-il. Lorsque les taux réels diminuent, il devient donc plus attrayant de détenir de l'or. «Mais cette semaine, les taux réels ont remonté, ce qui a fait perdre un peu d'éclat au métal jaune», explique-t-il. Il ajoute que la remontée est attribuable aux données américaines sur l'emploi et l'inflation qui ont été plus fortes que prévu, ce qui pourrait repousser les baisses attendues du taux directeur. L’or reste en hausse de 56% depuis janvier Malgré la correction subie cette semaine, le prix de l’once d’or reste en hausse de 56% depuis le début de 2025. «La hausse est soutenue par des facteurs structurels. Les banques centrales des pays émergents, comme la Chine, la Turquie et l'Inde achètent de l'or pour diversifier leurs réserves et aussi réduire leur dépendance au dollar américain. Ce sont des acheteurs qui sont constants, qui sont souvent même insensibles aux soubresauts des prix à court terme», dit-il. Luc Girard constate que le recul du prix de l’or a touché durement le secteur des ressources naturelles à la Bourse de Toronto, même si ce dernier reste aussi en forte hausse depuis janvier. «Quand le prix du métal grimpe, les marges des producteurs augmentent et les actions suivent le mouvement de façon parfois même décuplée. Toutefois, l'effet inverse est vrai aussi. Une petite baisse du prix de l'or peut entraîner un recul beaucoup plus marqué des titres des producteurs aurifères. Le secteur canadien des ressources naturelles est d'ailleurs un des grands gagnants de 2025 jusqu'à présent. C'est logique parce que l'or représente 74% de la valeur marchande de ce secteur», constate le gestionnaire de portefeuille. Il raconte que les investisseurs ont divers moyens d’investir dans l’or, estimant que la stratégie variera selon les objectifs recherchés. «Si votre objectif est une protection macroéconomique qui est pure, il va falloir privilégier l'or physique ou les FNB adossés au précieux métal. Si vous cherchez un effet de levier sur le cycle économique, à ce moment-là, vous pouvez aller vers les FNB de minières. Si vous êtes dans la logique de la sélection des titres, il faut absolument regarder chacune des sociétés avec leurs coûts de production, la qualité des actifs et surtout leur discipline financière», affirme-t-il. Encore le temps d’acheter l’or? Luc Girard soutient que les investisseurs qui songent à investir dans l’or ne doivent pas perdre de vue qu’il s’agit d’une valeur refuge. Les données volées lors de la fuite massive de données personnelles chez Desjardins en 2019 circulent toujours sur le dark web, soulevant des inquiétudes. Même si le service de surveillance d'Equifax offert est arrivé à échéance, il existe des moyens efficaces pour se protéger contre les vols d'identité. La solution la plus simple et la plus efficace pour éviter les problèmes est de verrouiller son dossier de crédit auprès des deux agences principales: Equifax et TransUnion. Au Québec, ce service de verrouillage est offert gratuitement, un avantage unique au Canada. «Quand on verrouille son dossier de crédit, il n'y a personne qui peut faire un prêt en notre nom, qui peut ouvrir une nouvelle carte de crédit ou s'acheter une auto», explique Marie-Eve Fournier. Nicholas Milot, cofondateur de Yack et spécialiste des tests d'intrusion, Cyndie Feltz, également cofondatrice de Yack avec une expertise en gestion exécutive, et Dominique Derrier, RSSI chez Neotrust, apportent un éclairage pragmatique sur cette question cruciale. Le mythe du coût prohibitif L'un des principaux obstacles psychologiques pour les PME est la perception que la cybersécurité nécessite des budgets comparables à ceux des grandes entreprises comme Desjardins. Cette croyance est renforcée par l'abondance de solutions coûteuses sur le marché, souvent assorties de minimums d'utilisateurs qui peuvent rapidement faire grimper la facture à des centaines de milliers de dollars. Face à ces chiffres, de nombreuses PME concluent que la sécurité n'est tout simplement pas à leur portée et abandonnent l'idée d'investir dans ce domaine. Pourtant, cette vision est fondamentalement erronée. Comme le souligne Cyndie Feltz à travers une analogie pertinente avec la santé, la cybersécurité s'apparente davantage à une bonne hygiène de vie qu'à un traitement de luxe. Certes, on peut dépenser des sommes importantes pour des coachs sportifs personnalisés et des programmes d'entraînement sophistiqués, mais les bases d'une bonne santé reposent simplement sur une alimentation équilibrée, une paire de chaussures de course et de la régularité. La cybersécurité fonctionne selon le même principe : il s'agit d'adopter de bonnes pratiques quotidiennes plutôt que d'accumuler des solutions technologiques onéreuses. Le piège du “buffet de cybersécurité” Le marché propose environ 300 types de produits différents en matière de sécurité informatique. Face à ce buffet gargantuesque où tout semble briller et attirer l'attention, il est facile pour une PME de se sentir dépassée et de faire des choix inadaptés à ses besoins réels. Le problème ne réside pas uniquement dans le coût d'acquisition de ces solutions, mais aussi dans les ressources nécessaires pour les administrer correctement. Les experts constatent régulièrement que les PME acquièrent des outils sophistiqués qu'elles n'ont ni le temps ni les compétences d'utiliser efficacement. Une solution non configurée ou mal administrée n'apporte aucune valeur, quelle que soit sa qualité intrinsèque. De plus, les vendeurs, naturellement motivés par leurs objectifs commerciaux, peuvent convaincre les entreprises d'acheter des produits performants mais inadaptés à leur contexte spécifique. Nicolas Milot observe dans ses tests d'intrusion que les entreprises compromises disposent souvent de solutions de sécurité en place, mais que celles-ci ne sont pas correctement exploitées. Le manque de temps pour se “mettre les mains dedans” et maintenir ces outils à jour rend les investissements initiaux largement inefficaces. Les fondamentaux accessibles Avant même de considérer l'achat de nouvelles solutions, les PME peuvent mettre en place des mesures de base à faible coût. Dominique Derrier suggère de commencer simplement par des politiques internes et des mémos, même si leur efficacité reste limitée. L'important est de ne pas se cacher derrière l'excuse du coût pour ne rien faire du tout. Une approche progressive, étape par étape, permet d'avancer sans dépenses excessives. Les experts s'accordent sur quatre piliers fondamentaux que toute PME devrait prioriser : L'authentification multifacteur (MFA) : Protéger l'identification des utilisateurs avec des mots de passe robustes et le MFA représente un investissement minimal avec un impact sécuritaire maximal. Ces outils sont souvent déjà disponibles dans les licences Microsoft ou Google que les entreprises possèdent. Les mises à jour régulières : Nicolas souligne avec humour qu'il profite justement des entreprises négligentes en matière de mises à jour pour démontrer la facilité avec laquelle on peut compromettre leurs systèmes. Maintenir ses logiciels à jour ne coûte rien, mais sauve beaucoup de problèmes. Les antivirus et solutions de détection (EDR/XDR) : Même Windows Defender, bien que pas optimal, vaut mieux que rien et est souvent déjà inclus dans les licences existantes. L'essentiel est de le configurer correctement et de surveiller les alertes. Les sauvegardes (backups) : Point crucial soulevé par tous les intervenants, les backups devraient relever de l'opérationnel TI plutôt que de la sécurité. Ils doivent être correctement configurés, testés régulièrement, et surtout ne jamais être joints au domaine Active Directory, une erreur courante aux conséquences désastreuses. Les pièges à éviter Les experts mettent en garde contre plusieurs écueils. L'utilisation de l'intelligence artificielle comme argument de vente pour les PME constitue un signal d'alarme : ces entreprises n'ont pas besoin de ce type de fonctionnalités sophistiquées, même si certaines formes d'analyse comportementale existent depuis longtemps dans les outils de sécurité sous d'autres appellations. Un bon conseiller ne cherchera pas à vendre de nouvelles solutions, mais plutôt à optimiser l'existant. La configuration correcte de Microsoft ou Google, dont les paramètres par défaut laissent souvent à désirer, peut transformer radicalement la posture de sécurité sans investissement supplémentaire. Conclusion Le message est clair : mieux vaut faire peu de choses mais les faire bien, plutôt que de multiplier les outils partiellement déployés. La question fondamentale pour chaque PME devrait être : “Que se passerait-il si nous perdions toutes nos données ?” Cette réflexion sur ce qui est véritablement précieux permet d'orienter les investissements de manière pragmatique. La cybersécurité n'est pas une question de budget illimité, mais de choix judicieux et d'utilisation optimale des ressources disponibles. Alimentation Couche Tard (ATD, 74,11$) a dévoilé le 2 septembre des résultats financiers légèrement supérieurs aux prévisions pour le premier trimestre de son exercice 2026. «Ce que je retiens avant tout, c'est la fin d'un cycle de recul aux États-Unis. On parle d'une progression de 0,4 % des ventes de magasins comparables (ouverts depuis plus d’un an). C'est modeste, oui, mais c'est surtout symbolique. On assiste à un point d'inflexion après sept trimestres consécutifs de baisse», résume Luc Girard, gestionnaire de portefeuille à Noël Girard Lehoux, Valeurs mobilières Desjardins. Il ajoute que le chiffre d'affaires est en léger recul à 17,3 milliards de dollars américains (G$US), tout en étant aussi supérieur aux prévisions des analystes, tout comme le bénéfice par action de 0,78$US. «Ce n'est pas un trimestre spectaculaire, bien évidemment, mais c'est rassurant. Ce qu'on voit ici, c'est une entreprise qui continue d'exécuter, même dans un environnement macroéconomique complexe. Pour les investisseurs, c'est un signal clair de résilience», juge-t-il. La seule ombre au tableau se situe du côté des marges bénéficiaires sur les ventes de carburant aux États-Unis. «C'est vraiment l'élément central du trimestre. Les marges sur le carburant ont reculé d'environ 10%. Elles sont passées de 41,5 cents à 37 cents le gallon. Forcément, le recul a un effet direct sur le bénéfice de l’entreprise. Mais attention, il faut remettre tout ça en perspective. On sort d'une période où les marges étaient exceptionnellement élevées, qui étaient dopées par l'inflation énergétique et aussi les tensions sur l'offre», explique-t-il. Les résultats de Couche-Tard étaient aussi les premiers à être dévoilés depuis l’abandon de l’acquisition de Seven & i Holdings, qui possède entre autres la bannière 7-Eleven. «Cette décision montre beaucoup de maturité stratégique. On parlait quand même d'une transaction de 46G$US, qui aurait quand même alourdi le bilan de façon significative. Dans le contexte actuel, où vous avez un coût de financement qui demeure élevé, où l'inflation maintient une pression sur les coûts opérationnels et où les marchés sont de plus en plus exigeants, on pense vraiment que c'était la bonne décision à prendre», analyse Luc Girard. Il souligne aussi que la direction de Couche-Tard a recommencé à racheter massivement de ses actions après la fin du premier trimestre. «On parle de près de 1G$US en rachats d'actions depuis la fin juillet. C'est un message qui est très clair. La direction estime que le titre est sous-évalué et elle agit donc en conséquence», affirme-t-il. L’oeil sur des actifs d’EG Group? Au mois d'août, divers médias ont parlé de la possibilité que la britannique EG Group puisse céder ses activités américaines de dépanneurs et de stations-services. Une telle acquisition serait, selon le gestionnaire de portefeuille, à la portée de Couche-Tard. «EG Group, effectivement, possède environ 1700 sites aux États-Unis et Couche-Tard a la capacité pour absorber ce type d'actifs sans fragiliser son bilan. La discipline est toutefois la clé. La société ne fera pas une acquisition à n'importe quel prix, surtout dans un contexte où les marchés sont plus volatils et que les investisseurs sont beaucoup plus attentifs à la qualité des actifs», raconte Luc Girard. Chris D in conversation with David Eastaugh Chris D. (born Chris Desjardins) is an American punk poet, singer, writer, rock critic, producer, and filmmaker. He is best known as the lead singer and founder of the early and long-running Los Angeles punk/death rock band the Flesh Eaters. The Flesh Eaters were a staple of the L.A. punk scene in the 1980s.[7] The band played alongside seminal bands like The Misfits and The Meat Puppets.[3] A number of original Flesh Eaters releases, like River of Fever, were recorded through Shakeytown Music/BMI.[4] Others were produced by Upsetter, Invasion/Bomp, Zippo/Demon or SST. From 1989 to 1993 and from 1997 to 2000, Desjardins performed live with varying line-ups of The Flesh Eaters. During the first of these periods, three more albums came out on SST Records: Dragstrip Riot (1991), Sex Diary of Mr. Vampire (1992), and Crucified Lovers in Woman Hell (EP - 1993).Two additional albums, Ashes of Time (1999) and Miss Muerte (2004), were released.

Episode 253: Desjardins thought its cooperative roots made it member-first by default. Then members started leaving. Desjardins is a 125-year-old financial co-op based in Quebec. It has deep community ties and a proud history. But that pride masked a painful truth: Members no longer saw it as customer-centric. The organization believed its cooperative structure guaranteed loyalty—until low NPS scores and rising member churn showed otherwise. Mathieu Staniulis and Séverine Clairet recount how Desjardins confronted its own mythology, restructured governance, and began treating feedback as a system, not a score. Desjardins' wake-up call came in the early 2010s. Despite its co-op status, members said the experience felt disjointed. Branches operated as near-independent entities. “It was really difficult to see the full scope of our company because we were presenting ourselves as different companies,” says Mathieu. CEO Guy Cormier led a bold move: unifying the 17 siloed organizations within Desjardins under a single governance structure. But structure alone wasn't enough. Internally, CX, risk, and profit still pulled in different directions. As Mathieu puts it, “People in charge of customer experience only talk about customer experience and NPS. People in P&L ownership talk about their performance—their bottom line. How can they improve their performance, especially on the financial metrics? And then you have the risk people trying to manage risk and deal with regulators always bringing new regulations, especially in the financial industry. And I believe we have to find a way to work together to balance customer experience, efficiency or financial metrics, and risk management.” The challenge became about integrating those forces to make balanced, member-first decisions—without sacrificing performance. Now Desjardins faces a new frontier: recreating intimacy in a digital world. Transactions moved online. But financial advice—the core of trust and loyalty—remains unsolved. Sure, one could label that bratty, if not cruel behavior, but as Sarah Desjardins pointed out during her Collider Ladies Night interview, we can't forget that Callie is a child, and she's a child that's been subjected to quite a few head-spinning and disturbing situations courtesy of her parents' (Melanie Lynskey and Warren Kole) twisted past and present.While Callie appears to be keeping it somewhat cool at the start of Season 3, there's no doubt there's a lot bubbling up underneath because, as Jeff explains, Callie just witnessed her mother's friends wearing animal masks chasing her through the woods with knives, she shot one of them, and then saw Natalie (Juliette Lewis) die. Sure, they arrived at Lottie's (Simone Kessell) wellness center with “five Dateline's worth of problems,” but the problems they added to that list while there changed the game big time for Callie.
