From Issue 1 of the Police Science Dr Magazine "I believe evidence-based policing is a trending topic and we should follow this path because it is necessary for you to have strong evidence to support our decision-makers and once we have academia beside us it's really important, because we are not alone and we start in this process right now. This is something really new here in Brazil, in Rio de Janeiro specifically. I don't see any initiative so far, so what we are trying to do is to bring academia closer to the police to work together and to investigate together, to study together, to discuss. I think this is the path that once we have better informed decisions based on academic evidence, it will help us a great deal, I believe." "We have a strong problem here concerning drug dealers, concerning illegal firearms, so we need to better investigate how these firearms, how drugs arrive here in Brazil, specifically in Rio de Janeiro, because we don't have international borders, we are on the coast, we are bordering the Atlantic Ocean, so borders in Brazil are far away from my home town, my home state, and we don't produce drugs, we don't have coca plantations, we don't produce firearms but we have a lot of problems with drugs and firearms here, so we need to study more in depth what's happening and take some actions based on informed academic decisions." "It's really a huge problem, because we have huge borders and our borders are porous. For you to have a rough idea, Brazil has 17,000 km of land borders and we share borders in Brazil with 10 different countries in South America, among these 10 we have Colombia, Peru and Bolivia, the three major producers of coca in the world. So, cocaine arrives pretty easily in Brazil, just in terms of comparison, the United States South border with Mexico has roughly 3,000 km of land borders and Brazil has 17,000 km of land borders with 10 different countries, and three major producers of coca, so just considering these numbers you can understand how huge is our challenge here in Brazil to control our borders, to avoid international trafficking, to counter international organised criminals is really huge problem."   www.PoliceScienceDr.com/mag1

In today's episode, we look at the the criminal actorsshaping urban enclaves in Rio. I wanted to provide a little backstory, because this actually connects to work and research I was deeply involved with before starting my PhD. As part of the bureaucratic deployment resulting from the 2016 peace agreements signed between the armed revolutionary forces of Colombia (FARC) and the Santos government in Colombia, I was lucky enough to live in the amazon region of Caquetá on and off for several years. As I worked with coca-growers there in the Caguán region, I was researching the process of urbanization of the main city in the Colombian Amazon, Florencia after the coca boom of the 1970s, and I found that many of the newly created guerrillas of the period, including the FARC and the M-19, had included city-making in their political repertories and helped found one of the biggest informal neighborhoods of the city. A little later, I also researched the construction of hundreds of miles of road network by collaborations between the FARC, the local government, and coca communities in this same region.  I mention these because I think there is a risk ofthinking that criminal governance – and all its variants – are extra-ordinary and for that reason marginal phenomena. Like this is something that happens at the geographic and political margins of our cities and our countries, and that, while interesting, it ultimately is not that central to the praxis of urban planning, partly because it happens outside of the state.  I think this is wrong on both fronts. First of all, theseare not minor issues -  a recent cross-national study of 18 Latin American countries found that almost 15% of respondents lived under some form of criminal governance; which adds up to between 70 and 100 million people. Second, this is not something that happens “outside” thestate, but in relationship to it in ways that overlap, conflict, and relate in specific situated ways. My work with the Amazon cities and road networks showed me not only that the border between legal and illegal can be very porous, but ultimately that the process of state-formation can be intimately enmeshed with the governance of these armed actors.   Furthermore, “Planning” is not something only done withinCity government offices; or that the forms of territory-making outside of those offices lacks a logic or coherence. Instead, we need to seriously reckon with the fact thatin our Latin American cities, criminal organizations – as well as amultiplicity of other actors which also include the residents themselves – are all part what goes into making our cities; and that only by acknowledging this reality can we begin to think about what we should do about it. And in that context, I bring you Priscila Coli Rocha's brilliant ethnography, titled Making the City, Making a Constituency:Milícias-created Enclaves and Urbanization in the Peripheries of Rio de Janeiro, Brazil. Priscilla undertook years of field work in Rio's peripheries, where criminal governance of different actors, including the Milícias, has been an important phenomenon for decades now. Among her contributions, Priscilla argues that there is a typology of milícia which not only governs parts of the city, but with distinct origins and ways of operation that include the active production of enclaves in the city.  Priscila Coli holds a PhD in City and Regional Planning from theUniversity of California, Berkeley. She is currently an Assistant Professor at PUC-Rio and the Federal University of Rio de Janeiro, and her research focuses on the role of criminal organizations in urbanization processes in the Global South.

Mais de 60 bombeiros estão envolvidos no combate ao fogo, que já danificou parte do telhado. O velódromo foi utilizado para competições durante os Jogos Olímpicos em 2016. Confira nesta edição do JR 24 Horas: O aumento de casos de chikungunya no Rio de Janeiro tem preocupado as autoridades de saúde. Os casos registrados até abril já superaram o total de confirmações de todo o ano passado. Segundo o EpiRio, Observatório Epidemiológico da Cidade do Rio de Janeiro, foram 509 casos confirmados em 2026, contra 312 em 2025, uma alta de quase 69%. A incidência passou de 4,9 para 8 casos por 100 mil habitantes. Apesar do aumento, não houve registro de mortes neste ano. Em 2025, uma pessoa morreu. Entre os principais sintomas da doença estão febre acima de 38,5°C e dor intensa nas articulações. E ainda: Governo de São Paulo oferece 20 mil vagas de estágio para alunos do Ensino Médio.

Rio is bold. It's beautiful. It's emotional. But it is not passive travel. You need a plan. This is Step 5: Solo Travel. My favorite days in Rio were going to Copacabana and Ipanema, plus visiting Christ the Redeemer and praying in the small chapel at the top, where no one else was there. Embrace the Safety Reality with Confidence Rio does showcase visible poverty and inequality, but don't let that intimidate you. Staying alert and taking smart precautions can ensure a safe experience. Here are some helpful tips: - Keep jewelry minimal to avoid drawing attention. - Opt for a crossbody bag with a secure zipper. - Use your phone discreetly; keep it tucked away unless in use. - Take Uber for nighttime travels instead of random taxis. - While daytime at the beach is lively and fun, stick to populated areas after dark. I had no problems with theft or any scary times in the city. It is Step 5 travel, for sure. Remember, a blend of confidence and awareness will enable you to enjoy your time in this dynamic city! Strategically Visit the Icons You've seen the breathtaking photos. Be sure to visit these 4 places: - **Christ the Redeemer**: Arrive early or later in the day to dodge the heat and throngs of tourists. - **Sugarloaf Mountain**: Enjoy the smooth ride and savor the extraordinary sunset views. I didn't visit, but I did see it every day from Niteroi. Listen to that episode later. - **Selarón Steps**: Experience the vibrant colors and energy; be sure to visit during the day. This was an unexpected delight, and a bit of a tourist trap. The nearby Metropolitan Cathedral of Saint Sebastian (Catedral Metropolitana de São Sebastião) is the main church located near the Selarón Steps (Escadaria Selarón) in Rio de Janeiro, Brazil. It is a distinctive, conical-shaped, modern cathedral situated just a short distance away in the Lapa neighborhood. You can walk there from the steps as I did, even though it was midday and very hot. Break up the travel into two-hour segments and stay refreshed. - **Rio Botanical Garden**: This peaceful, underrated gem boasts flat walking paths perfect for a reflective afternoon. Water: Respect the Ocean- I swam every day here. If you have a love for the ocean, Rio will not disappoint! Just remember that Atlantic currents can be strong, so stay safe by: - Swimming near lifeguard stations. I loved being at Ipanema and Copacabana beaches, and nearby hotels for some r and r. - Steering clear of isolated areas. - Keeping an eye on your belongings; don't leave them unattended. - Renting a beach chair from credible vendors for comfort. Morning walks on the beach are magical and provide a quieter atmosphere to enjoy. Translation apps are a great aid, but personal effort to learn the language shows respect for Brazil's rich culture and will be warmly appreciated. **Cultural Awareness** Brazilians are warm, expressive, and affectionate. You might hear comments or whistles that are cultural rather than threatening. Always trust your instincts—if something feels off, don't hesitate to remove yourself from the situation. Dress stylishly but simply to blend in and enjoy your surroundings. **Final Thought for Solo Women in their prime** Rio is not about conquering fear, but about being well-prepared. When you stroll along Copacabana at sunrise, feeling the refreshing Atlantic breeze, you'll discover something important: you are capable of so much more than you realize.    —————— My missteps: Travel Mistakes to Avoid in Rio: Beat the midday heat.   Travel early in the morning and don't try to beat the midday heat.
