Now the radio propagation report, compiled by G0KYA, G3YLA and G4BAO on Thursday the 23rd of April Last week's HF propagation was dominated by the effects of a high-speed stream from a large coronal hole on the Sun. This pushed the Kp index up to 4 and 5 at times, with the result that maximum usable frequencies, or MUFs, were lowered. The ionosphere struggled, and often the MUF over a 3,000km path was below 21MHz. Yes, there were some openings up to 10m, but they were generally weak. Checks showed that paths opened up to Brazil, Kenya and Chile on the 10m band using FT8, but the signals were well down in the noise and barely workable. Get used to this, as it could be the norm for the next few years! Meanwhile, the solar flux index increased to 116 by Thursday, the 16th of April, no doubt aided by active sunspot group 4420. Next week, NOAA forecasts that the solar flux index could rise to 125. It also predicts that the Kp index may remain low due to a lack of coronal hole activity. Fingers crossed that we don't have any coronal mass ejections over the next week. If this pans out as predicted, we could have some decent HF conditions over the next seven days. Yes, the MUFs may be lower, but 14, 18 and perhaps 21MHz could be usable, with very occasional openings on 24 and 28MHz. DX to be worked this week includes TX9W from the Marquesas Islands; VP9KF in Bermuda; 7P8WR from Lesotho; C5B, C5C and C5D in The Gambia; D60DX in Comoros; and JD1BMH operating from Ogasawara And now the VHF and up propagation news from G3YLA and G4BAO The strong region of high pressure will remain with us for the next two weeks. So tropo should be considered a first-choice mode for a while. The main criteria for the quality of any resulting tropo is moisture. This is because moisture is a component in the calculation of the refractive index of the air. High pressure usually produces dry air above any temperature inversion, but we may not always get the moisture below the inversion. The end of last week was good with reports of beacons in Norway and Sweden into JO02 on 1.3GHz because of moisture present below the inversion. However, if the dry easterly wind returns, it may not go so well. Meteor scatter should continue to be uplifted by the declining Lyrids meteor stream, which peaked last week, and rain scatter is off the menu since the charts are dominated by high-pressure systems. Aurora is showing as occasional weak alerts, but apart from the odd fluttery signals on the LF bands, nothing too interesting at the moment. As usual, watch for the Kp index going up to 5. Keeping the best until last, we are approaching the period when Sporadic-E usually becomes a mode of interest. Work is well underway on a rewrite of the Propquest website, which should be ready soon. This will be the go-to place for the daily updates during the 2026 Sporadic-E season. EME now, and the Moon is moving into a lower noise position. Declination is high, but falling, and path losses will increase as we move away from the Moon's perigee, its closest point to Earth, which occurred on Friday, the 17th of April. Apogee, the Moon's furthest point from Earth and the point of highest path losses, occurs on Sunday, the 17th of May. And that's all from the propagation team this week.

Look no further than Compliance into the Weeds! In this episode of Compliance into the Weeds, Tom Fox and Matt Kelly look at the Declination awarded to Balt SAS and the OFAC enforcement action involving TradeStation.  First, they review a Corporate Enforcement Policy declination for French medical-equipment company BAL SAS and the company's U.S. subsidiary after self-disclosing, cooperating and remediating misconduct involving a U.S. subsidiary executive and a Belgian consultant allegedly funneling about $600,000 in bribes to a French public hospital official using sham consulting agreements, invoices, and poor documentation; BAL disgorged about $1.21 million in profit on roughly $1.68 million in revenue and disclosed while its internal investigation was still ongoing, raising timing and high-margin red-flag issues. Second, they cover OFAC's $1.1 million settlement with TradeStation for accidentally disabling sanctions-screening controls for nearly a year, enabling hundreds of transactions from Iran, Syria, and Crimea; despite having layered tools on paper, IT changes and lapsed subscriptions undermined those controls, underscoring the need for ongoing monitoring, testing, and auditing.  Key highlights: Balt FCPA Case Disclosure Timing Profit Margin Red Flags Controls and France Angle TradeStation Overview How Screening Failed Monitoring and Accountability Costs and OFAC Lessons Resources: Matt in Radical Compliance Tom in the FCPA Compliance Report Tom   Instagram Facebook YouTube Twitter LinkedIn A multi-award-winning podcast, Compliance into the Weeds was most recently honored as one of the Top 25 Regulatory Compliance Podcasts, a Top 10 Business Law Podcast, and a Top 12 Risk Management Podcast. Looking for some hard-hitting insights on compliance? Look no further than Compliance into the Weeds! In this episode of Compliance into the Weeds, Tom Fox and Matt Kelly look at the recently announced new Southern District of New York standard for Declinations. They look at SDNY U.S. Attorney Jay Clayton's newly released self-disclosure/cooperation/declination policy and its implications for corporate compliance. While the core elements, prompt voluntary disclosure, cooperation, remediation, and restitution, mirror existing DOJ expectations, they highlight a significant change: SDNY now treats “aggravated circumstances” as certain categories of crimes that are categorically ineligible for declinations, including foreign corruption/FCPA, sanctions evasion, terrorism, sex trafficking with minors, smuggling, drug cartels, and forced labor, rather than focusing on offense traits such as senior management involvement or recidivism. They note potential inconsistencies with DOJ's corporate enforcement approach, uncertainty about disclosure timing despite references to promptness and pre-investigation disclosure, broad discretion in enforcement, and the risk of forum shopping. Is the DOJ really changing its playbook on FCPA enforcement, or is it business as usual under a new administration? In this episode, Michael digs into two headline developments that say a lot about where things are headed - the first FCPA declination under the Trump Administration and the first indictment. Both shed light on how DOJ is applying its policies in practice, what companies should expect, and why individuals are squarely in the crosshairs. Taken together, these cases remind listeners that while priorities may shift, the fundamentals of disclosure, cooperation, and accountability remain very much alive. You'll hear him discuss:Why Liberty Mutual's $4.7 million disgorgement shows DOJ is sticking closely to its Corporate Enforcement PolicyHow voluntary disclosure and cooperation continue to all but guarantee a declinationThe details behind Liberty Mutual's misconduct in India and the factors DOJ weighed in its decisionWhat the Pemex indictment tells us about DOJ's push to hold individuals accountableThe role of disgorgement in DOJ resolutions and whether the policy might be applied with more flexibility going forwardHow luxury goods and personal perks were used in the Pemex scheme and why DOJ zeroed in on those detailsWhat these developments signal for companies trying to strengthen compliance programs in a shifting enforcement landscapeResourcesMichael Volkov on LinkedIn | TwitterThe Volkov Law Group

This was caused by a combination of coronal mass ejections and a strong solar wind from a coronal hole. The coronal mass ejection, or CME for short, followed a solar flare from sunspot 4100 on the 31st of May at 0005 UTC. The explosion lasted more than three hours. Type 2 radio emissions from shock waves within the CME cloud suggested it was travelling at 1,938 kilometres per second, or 4.3 million miles per hour! Eventually, the Bz swung south. This meant that the interplanetary magnetic field more easily coupled with the Earth's magnetic field. The result was that the Kp index got up to 7.67 on the 1st of June. The auroral effects were reported as being due to a co-rotating interaction region, or CIR – a region in space where fast and slow solar wind streams collide, creating a compressed area with enhanced plasma and magnetic fields. The Kp index was 7 or more for four three-hour periods. This pushed the maximum usable frequency over a 3,000km path below 14 MHz at times, which wasn't conducive to good DXing. On Thursday, the 5th of June, it looked like we were past the worst, and the Kp index was back to a more reasonable 2.33. Meanwhile, the solar flux index declined from a recent high of 164 on the 31st of May to a low of 134 on the 5th of June. HF propagation was being driven by the geomagnetic conditions, with a general lowering of the maximum usable frequency. Next week, NOAA predicts that the solar flux index will start the week at around 155 and remain around 150. More worryingly, geomagnetic conditions are again predicted to be unsettled after this weekend, with a maximum Kp index of 6 on the 13th of June. So, unsettled geomagnetic conditions, plus the HF summer doldrums, mean HF DX via F2-layer propagation may be hard to find. So, make the most of the 10m Sporadic-E short-skip openings instead! And now the VHF and up propagation news from G3YLA and G4BAO Last week offered an example of what a good Sporadic-E season should look like. On Tuesday, the 3rd of June in particular, the 6m band sounded like the 20m band and, at its peak, activity extended all the way up to the 2m band. This coming week has an unsettled flavour with several areas of low pressure and weather fronts involved, together with heavy showers in between. This means rain scatter will be a supported mode on the GHz bands. There is a slight hint of a slow improvement during the week, but not really any high pressure showing up until right at the end of the coming week. So, there is a chance of Tropo propagation for the 2nd 144MHz Backpackers Contest on Sunday, the 15th. Meteor scatter is always interesting in June, with four showers to play with during the month. The early ones are the Arietids, which peaked on Saturday, the 7th of June – good news for the 50MHz UK Activity Contest on Thursday the 12th. The Zeta Perseids peak tomorrow, the 9th of June, and there will be a couple of other showers later in the month. This is probably also why the Sporadic-E prospects improve about now. Aurora has also been much in evidence recently. Despite the light summer evenings and short nights, the chances of radio aurora continue to be important, so monitor for high Kp values above about 5. The advice for some who have not yet worked Sporadic-E is to check the 6m band around teatime. There are, of course, usually two primary periods when Sporadic-E is more likely: one in the morning, and the second in late afternoon and evening. A morning opening may repeat in the afternoon in similar locations, although usually the weather trigger may have moved a little in the meantime. Check the jet stream charts at propquest.co.uk  by following the Sporadic-E blog tab. The daily commentary will highlight the important directions each day. You can hopefully test out the system on Thursday, the 12th of June, in the 50MHz UK Activity Contest. EME path losses were at their maximum with apogee, when the Moon is at its furthest from the Earth, on Saturday, the 7th of June. Declination reaches a minimum on Wednesday, the 11th, so Moon windows are short and peak elevation is low. 144MHz sky noise peaks around the 11th and 12th of June. EME conditions were classed as poor this weekend and are classed as poor-to-moderate on the 14th and 15th of June. And that's all from the propagation team this week.

The world of FCPA enforcement is always changing, and in this episode of Corruption, Crime and Compliance, Michael Volkov catches us up on three recent enforcement actions. From Corsa Coal's rare declination to SEC settlements with Flutter Entertainment and Rio Tinto, each case offers important insights into the current state of FCPA enforcement. He shares how voluntary self-disclosure, appropriate due diligence processes, and enhancements to compliance programs and accounting controls can help companies avoid penalties and strengthen their position. You'll hear Michael discuss these ideas:Companies are encouraged to voluntarily self-disclose bad behavior to the DOJ, which may result in a declination and significant reductions in penalties.Corsa Coal earned a rare declination from the DOJ after cooperating in the prosecution of two former executives and meeting their burden to establish inability to pay. Their disgorgement was significantly reduced from $31 million to $1.2 million.Flutter Entertainment, which acquired PokerStars, was fined $4 million by the SEC for improper payments to Russian-based consultants made by Stars Group, its previous owner. Stars Group failed to conduct due diligence or maintain appropriate written contracts for third parties, leading to bribery violations.Acquiring companies should conduct appropriate due diligence on the acquired company's FCPA compliance.Rio Tinto paid $15 million to settle FCPA violations arising from a bribery scheme involving a senior Ghanaian government official. Despite red flags indicating that the consultant was advising the Ghanaian official and preserving Rio Tinto's ability to operate in Guinea, Rio Tinto eventually approved two lump sum payments totaling $10.5 million.Companies should pay attention to red flags when paying high commissions to sales agents involved in extractive industries.Rio Tinto implemented enhancements to their compliance programs and accounting controls after FCPA violations.KEY QUOTES:"As part of DOJ's push on voluntary self-disclosures in changes to its corporate enforcement policy, they really are encouraging companies to come in and voluntarily disclose when they find bad behavior." - Michael Volkov"...when acquiring a company, you've got to conduct due diligence and make sure that you do not find any FCPA violations or any problems like that." - Michael Volkov"Rio Tinto strengthened its ethics and compliance organization, enhanced its code of conduct, as well as its policies and procedures, gifts and hospitality, due diligence, and use of third parties. In addition, Rio Tinto enhanced its whistleblower program and improved its monitoring systems and internal controls related to payments to third parties. Finally, Rio Tinto enhanced its anti-corruption risk assessments and transactions testing and increased training of employees and third parties." - Michael VolkovResources:Michael Volkov on LinkedIn | TwitterThe Volkov Law Group

GB2RS News Sunday the 5th of June 2022 The news headlines: Amateur radio to be shown on television Thank you to all the Society's volunteers Platinum Jubilee activities underway The hobby of amateur radio, and portable operating in particular, will receive some television coverage today, Sunday the 5th of June. The long-running BBC Countryfile programme airs at 6 pm on the main BBC 1 channel. It will be based from Flat Holm Island in the Bristol Channel, the site of Marconi's first radio transmissions over the sea. Presenters Ellie Harrison and Matt Baker will be with leading Summits on the Air operator Ben Lloyd, GW4BML as he sets up a portable station on the island in order to contact SOTA activators on hill and mountain summits around the UK. Volunteers Week takes place between the 1st and the 7th of June every year. It's a chance for the RSGB to recognise the fantastic contribution volunteers make to the work of the Society. From news readers to the National Radio Centre, the regional teams to committees and everything in between, the RSGB would like to thank the hundreds of people who make a difference in amateur radio every week, not just during Volunteers Week. If you would like to join them, go to rsgb.org/volunteers to see what vacancies are available. The RSGB's Platinum Jubilee activities have started with the GB70 Special Event Stations up and running. The call signs to look for are GB70E in England, GB70M in Scotland, GB70W in Wales, GB70I in Northern Ireland, GB70J on Jersey, GB70U on Guernsey and GB70D on the Isle of Man. You can find out more about these special events at gb70.co.uk. Many amateurs are already using the Regional Secondary Locator, the letter Q. If you would like to join them, the free-of-charge Notice of Variation to your licence that is needed is available via the RSGB website, see rsgb.org/jubilee. If you would rather, you may use the suffix /70 to celebrate the Queen's Platinum Jubilee. An NoV is not necessary for the /70 addition to your callsign. The RSGB's Tonight@8 will be live on Monday the 6th of June. Professor Ian Morison, G0DMU will give a review of the history of Jodrell Bank, one of the world's premier radio astronomy observatories. From its founding in 1945 through the completion of the Mk I radio telescope in 1957 to the building of the Merlin array in the 1980s and 1990s, Ian will discuss some of its most exciting discoveries. Due to recent poor propagation on the original 3727kHz frequency and increasing local background noise levels on the 80m band generally, the National Radio Centre net has moved to 7130kHz. The net is on air every weekday morning starting at 10.30 am on 7130kHz. The net is open to all licensed radio operators, whether to join in with the chat or just for a signal report.  Belgium's communications regulator has said 50.200MHz and 51.075MHz will be used until the 18th of June during a military exercise in Elzenborn. In Belgium, the amateur radio service has a secondary status in this band with the military services having primary status. Radio amateurs are asked to avoid the use of these frequencies if possible and to listen carefully to whether the frequency is in use if they still wish to use the frequencies concerned. And now for details of rallies and events  Please send your rally and event news as soon as possible to radcom@rsgb.org.uk. Now the radio propagation report, compiled by G0KYA, G3YLA, and G4BAO on Wednesday the 1st of June 2022. What a difference a week makes! Last week we were looking at a solar flux index of 137 and a mass of sunspots. This week the SFI is standing at 101 with only three active regions visible, and one of those is about to rotate out of view. Geomagnetic conditions have been relatively stable, but a little unsettled with a maximum Kp index of three over the past few days as this report was being prepared. The solar wind stream remained elevated above 500km/s due to a coronal hole stream combined with possible weak Coronal Mass Ejections, or CME, effects. As a result, HF conditions have been a little lacklustre with the Chilton Ionosonde showing a critical frequency of between four and five Megahertz. This equates to a maximum usable frequency of around 18-21MHz over a 3,000km path. As we said, nothing to write home about. But all is not lost as the experts feel this will be a short-lived decline in solar activity and normal service will soon resume! NOAA thinks the SFI will decline a little more by the end of this week, before coming back with a roar from around Tuesday the 7th of June. It predicts the SFI could be 110 on Tuesday the 7th and then rise to 150 by the 14th. So next week could see the bands opening up again, at least for a while. Geomagnetic conditions are predicted to remain quiet with a maximum Kp index of two, at least until the 10th when it could rise to perhaps four or five.  It looks like the Jubilee weekend may offer fairly flat HF conditions, but this may improve as we head into next week. And now the VHF and up propagation news. There are no signs at the moment of really strong long-lasting areas of high pressure so any Tropo is likely to be temporary. On today's forecast charts, the only one that shows up develops over Scotland during the holiday weekend but declines as the weekend finishes. The rest of the weather story is focused upon showery activity and with the prospect of some being heavy and thundery, it bodes well for rain scatter, but could also play havoc with HF CW NFD static levels. The early days of June are regarded as prime time for Sporadic-E, and with this season getting off to a slow start, it's high time we saw some activity.  There are a few jet stream segments over Europe during the week to come, but nothing looks too strong. This may be compensated for by the increase in the background meteor input in this period and, hopefully, there will be plenty to celebrate. After the excitement of last week's “will they, won't they” Eta Aquarids meteor shower, this week is going to be something of a back to normal situation.  June is usually a slow month for meteors with no major showers. However, the daytime Arietids, which is a minor meteor shower, may provide some useful radio reflections on Tuesday and Wednesday, the 7th and 8th. Sky noise will be quite low this week with the Moon full next Tuesday, the 14th of June. Declination reduces throughout the week as the moon moves towards perigee. Path loss for Moonbounce will reduce as the week progresses. Once again, low declination will favour stations with little or no antenna elevation, potentially increasing operation time beyond that around moonrise and moonset. And that's all from the propagation team this week.

Jay Rosen discusses the increased antitrust enforcement by the DOJ in the healthcare arena. Rosen shouts out to Rachael Smith, Gilnet Sainvil and High-Five Man which reminded Rosen of Johnny Bank from his childhood 2. Matt Kelly takes a deep dive into the SEC proposed rules cyber security disclosure.  Kelly gives a ‘mild' rant to the SEC for proposing companies should have to disclose with 4 days after a cyber breach even if law enforcement asks a company not to do so. 3. Armstrong goes on his most epic rant ever using 2 funerals and a birthday party to excoriate Tory Politicians to not simply talk the talk but follow the rules when it comes to Covid-19 protocols. 4. Karen Woody wades into Elon Musk and his dalliances about investing in and potentially buying Twitter. Woody rants about the recent Declination with Disgorgement given to a MarshMac subsidiary in the UK, the Jardine Group Holdings  and says this is simply a NPA and should be monikered as such. 5. Jonathan Marks discusses the difference between Tone at the Top and Conduct at the Top and why so many companies are falling short in the latter. She introduces Rachel Zucker's lecture on the confessional mode in poetry (“What We Talk About When We Talk About the Confessional and What We Should Be Talking About”), francine j. harris's lyric dense with complicated emotions (“katherine with the lazy eye. short. and not a good poet.”), and Monica Sok's poem of gentle power in the face of trauma (“The Woman Who Was Small, Not Because the World Expanded”). Queen closes by reading “Declination,” which approaches her chosen keywords through the lens of making art. Watch the full recordings of Zucker, harris, and Sok reading for the Poetry Center on Voca:Rachel Zucker, lecture (2016)francine j. harris (2015)Monica Sok (2020)You can also find a reading by Khadijah Queen on Voca, which was given in 2016.

Inflation in Aug was 8.3% and is still rising today Meat Reserves are at a dangerously low level after farmers were made to kill their livestock supposedly because of COVID-19. The shipping issues are not due to the truckers they are manufactured by the U.S. Government. The cost from Shanghai to New York for a single shipping container has went from $2,000.00 to as much as $12,500.00. The Biden administration has destroyed our domestic economy, gas, oil and coal industries, and industry as a whole in the United States. Now farmers are being forced to not grow crops or destroy the crops they have. They get more money for destroying crops with lawn mowers to reduce the carbon footprint. That's where Laura steps in. 6:11 - When Laura works with travel advisors' clients to sell them insurance, she has an astounding close rate. How does she do that? 9:44 - Insurance commissions can have a pretty big impact on agencies' profits. 11:04 - It can be daunting for advisors to shift through insurance policies and read the fine print. Industry attorney Jeffrey Ment recommends agents have their clients do their own insurance research and plan-picking. What does Laura think? 13:15 - All about cancel-for-any-reason (CFAR) benefits. 16:41 - What does the future hold for CFAR? Will there be major changes? 21:19 - Why does change take so long when it comes to travel insurance? 22:47 - This is the bare minimum insurance Laura suggests for travelers. And it could be a gift to a client from their travel advisor. 25:23 - Declination waivers are important for liability purposes.
