Feasibility study for the Caddisfly Wetlands deferred

Cortes Currents

Roy L Hales/Cortes Currents - Wetlands are key resources to address climate change and help maintain surface water flow during dry periods. But they are also largely disappearing.  According to a recent study in Nature, since 1700 approximately 3.4 million square miles of wetlands have been lost in the United States, Europe and China. The Department of Environment and Natural Resources estimates that 70 % of the wetlands in southern Canada disappeared prior to 1990. In densely populated areas, that figure is close to 98%. Unfortunately wetlands are often found in the same areas where humans like to live and this problem has been amplified by the critical need for affordable housing.  Both of the most populated Discovery Islands are attempting to assess their water budgets while they look at further development. Quadra Island is mapping its wetlands, as well as carrying out rainfall, streamflow and aquifer studies. On Cortes Island, the Community Housing Society is seeking funding to carry out a study of Cortes Island's water resources.  Meanwhile the opportunity to apply for a $30,000 grant for the proposed Caddisfly Creek restoration project may have been lost, or at least deferred, because of Campbell River's concerns about the possible impact on their plans for development.   $5,000 of the funding was for removing logs and vegetation from culvert exits to the Salish Sea, but the bulk of the application was to fund a feasibility study.  At the SRD  Board meeting of August 21, Regional Director John Rice of Area D asked, “Caddisfly affects Area D, just like it affects the city of Campbell River, but this is only a feasibility study.  Why are we  potentially holding up their opportunity to get money to do a study that is going to include both Area D and the city of Campbell River?”  Campbell River Director Ben Lanyon responded, “This feasibility study is one step towards making it even harder for Campbell River to meet its housing targets. We're choosing the environment versus housing in alot of cases, unfortunately. This isn't currently a salmon bearing stream, but changing its status will directly affect the city of Campbell River.”  To which Director Doug Chapman, also from Campbell River, added that Mayor Dahl said they have almost 840 housing units ready to go. “We're waiting for the Minister of Environment's approval. If there's an open ditch that has a pollywog in it, that delays everything.” There was a presentation in favour of the project earlier in the meeting. Katie Lavoie, Executive Director of the Greenways Land Trust made the introduction, “We're coming to you today to present on a project that we're applying for funding through the SRD.”  Shawn Koopman, Protective Services Co-ordinator for the SRD, made an application to the province's Disaster Relief and Innovation Fund on behalf of the Caddisfly Creek Restoration Project.   Katie Lavoie: “I  see a lot of familiar faces, you probably know what Greenways does. We are a Campbell River based environmental nonprofit. We've been around for 28 years. We do a lot of restoration, a lot of community work, a lot of partnering with First Nations and all levels of government and volunteer groups.”  Caddisfly Streamkeeper Greg Roberts provided some of the details. “I'm a resident of Area D. We moved beside Caddisfly Creek around 2021. I felt very fortunate to have this beautiful little ditch beside my house. I started to do some research and thought, well, I'd start by cleaning up some invasive plants and maybe doing some plantings because all that's there at this point are some deciduous trees. One thing leads to another, and I realized that Caddisfly, like many creeks on the east coast of Vancouver Island, was historically a very productive salmon habitat, particularly for Coho. That's been dramatically changed over the years through logging, road development, and urban development.

For the first time in a long time, East Knoxville residents cut off from downtown through the demolition of mostly Black neighborhoods in the 1960s and '70s will be able to move more easily throughout the city to take advantage of new amenities, new infrastructure and new job opportunities. But amending the generational pains of urban removal, touted as urban renewal at the time, is just a sliver of the expansive overhaul known as "Reconnecting Knoxville" that will add walkways to highways, replace parking lots with parks and bring Knoxville's complicated African American history to the forefront of a city trying to navigate the crossroads of progress while remembering − and learning from − past mistakes. President Joe Biden says the U.S. “shall respond” after a drone attack Sunday left three U.S. Army soldiers dead and more than 30 others wounded at a base in Jordan. Iran-backed militias were reported to be responsible for the deadly drone attack, and in response, Robert Greenway says, the U.S. needs to make Iran “feel the cost” of its actions. (Iran denied any responsibility for the attack.)Greenway, director of the Allison Center for National Security at The Heritage Foundation, says the attacks will continue if Iran does not feel swift and certain consequences. (The Daily Signal is the news outlet of The Heritage Foundation.)Greenway, who served on the National Security Council in the Trump administration, says he would advise Biden, first, to “stop paying them [Iran] money. Two, we need to stop paying other governments money that ends up in the hands of perpetrators like Kataib Hezbollah.”And finally, Greenways says, the "[Islamic Revolutionary Guard Corps] serving officers, the arm of the Iranian government that executes these attacks … need to be attacked, and they need to be held accountable for the attacks.” Greenway joins “The Daily Signal Podcast” to share what we know about the attack on the U.S. base in Jordan and how the Biden administration is likely to respond. Dive into an enlightening 30-minute journey as we unearth the paradigm shift in Portugal's drug policy - a revolution that radically challenged global drug norms over two decades ago. In a world grappling with the adverse effects of drug prohibition, Portugal courageously paved a new path, decriminalizing all drugs and pivoting to a public health approach. In this deep-dive episode, we uncover the layers of Portugal's innovative strategy. From its commitment to harm reduction to its groundbreaking shift away from criminal punishment, we assess the real-world outcomes of such an approach. Has drug decriminalization led to rampant drug use, or has it produced a decline in drug-related deaths and HIV rates? How have Portugal's bold measures influenced its social fabric and public health outcomes? We further explore the often contentious yet vital subjects of safer supply, involuntary treatment, and drug legalization - topics making waves in North America's current policy debates. Safer supply initiatives are being implemented in various jurisdictions, providing regulated and less harmful substances as an alternative to dangerous street drugs. Involuntary drug treatment programs, which compel individuals into treatment against their will, are a controversial strategy being contemplated by several jurisdictions. And then there's the ultimate frontier - drug legalization, a step further from Portugal's decriminalization model and an option being seriously considered in some North American regions. Join us as we reflect on the lessons from Portugal's pioneering journey and discuss their potential application in the North American context. Our mission? To foster an informed dialogue that could shape the future of drug policy across continents. Let's challenge the status quo together. Parks and recreation is vital to community health and well-being. Local park and recreation agencies connect every member of the community to essential programs, services and spaces that enhance quality of life. And, local parks and recreation provides so many opportunities for experiencing the benefits of physical activity. According to the guidance from the Community Services Preventive Task Force, park and recreation and public health professionals play a role in ensuring all community members have equitable opportunities to get active. The Active Parks! Increasing Physical Activity Through Parks, Trails, and Greenways recommendation states that combining 1) essential infrastructure improvements with 2) additional activities — like structured programming, community engagement, access enhancements and more — can increase the use of parks, trails and greenways for physical activity. To support park and recreation and public health professionals in advancing this recommendation, NRPA developed the Active Parks! Implementation Guide. The guide includes a step-by-step process professionals can follow to equitably increase physical activity, plus case studies, sample actions and more. The guide also supports the Centers for Disease Control and Prevention's (CDC) Active People, Healthy NationSM initiative, which aims to help 27 million people become more physically active by 2027. We are so excited to have worked with CDC on this new resource, and I was thrilled to learn more on today's episode in my conversation with Ken Rose, who leads CDC's Physical Activity and Health branch and oversees national efforts to increase physical activity. Tune in to our conversation below to learn: Why partnerships between public health and parks and recreation is critical to increasing physical activity and advancing health equity in communities The origins of the Active Parks!
