L'Afrique du Sud ne parvient pas à trouver de réponse à la crise du chômage de masse qui la frappe. Le pays connaît l'un des taux de chômage parmi les plus élevés au monde, et selon les derniers chiffres disponibles, il a encore augmenté, entre avril et juin de cette année. De notre correspondante à Johannesburg,Désormais, 33,5 % de la population active est sans emploi. Ce taux grimpe même jusqu'à 42,6 % si l'on prend la définition plus étendue qui inclut ceux qui ont abandonné toute recherche. Nikelwa, 27 ans, a terminé sa formation de commise de cuisine il y a six mois. Depuis, sa recherche intensive de travail n'a rien donné. « Quand je postule à des offres, on me dit avoir besoin de personnes avec de l'expérience, donc il n'y a pas d'opportunités », témoigne-t-elle. Elle s'inquiète de ne pas réussir à trouver un emploi rapidement : « J'ai un fils, et tout cela est très frustrant, car il grandit, je ne sais pas comment il va pouvoir aller à l'école. » Par dépit, elle veut désormais tenter autre chose, en suivant une formation en production audiovisuelle à Soweto.Les chiffres du chômage, en Afrique du Sud, viennent de connaître une troisième hausse consécutive et leur plus haut niveau depuis deux ans. Plusieurs facteurs peuvent l'expliquer. « On sait que l'éducation continue d'être un facteur : moins il y a de niveau d'études, plus il y a de risques de chômage. Les jeunes sont aussi davantage touchés, car ils ont moins d'expérience sur le marché du travail, explique Ariane De Lannoy de l'Unité de recherche sur le travail et le développement en Afrique australe (Saldru) de l'université du Cap. Mais, bien sûr, à un niveau macroéconomique, on a surtout une situation où l'économie ne progresse pas assez pour encourager la création d'emplois, et même quand il y a de la croissance, elle n'est pas inclusive. »Et une fois par mois, retrouvez les conseils aux jeunes diplômés dans 8 milliards de voisins.Des couches sociales différemment concernéesLe FMI prévoit une croissance inférieure à 1 % pour 2024. De plus, les très fortes inégalités au sein du pays ont des conséquences lorsqu'il s'agit de trouver un emploi. Sharmi Surianarain peut en témoigner, elle qui travaille pour Harambee, une organisation qui tente d'aider les jeunes dans leur recherche. « Cela implique du temps et de l'argent, pour payer par exemple les données mobiles sur le téléphone. Il y a aussi une exclusion géographique, car beaucoup de jeunes vivent loin des zones où se trouvent les emplois », a-t-elle pu constater. Les barrières se posent également en termes de genre lorsqu'il s'agit de trouver du temps et de l'argent pour chercher du travail. « Et même quand ils décrochent quelque chose, c'est très souvent un contrat temporaire, sans oublier l'existence d'un écart de rémunération entre les sexes », poursuit-elle.Résultat : des segments de la société sont davantage à risque d'être touchés par le chômage. « Dans les recherches que l'on mène auprès de jeunes sans éducation, emploi, ou formation, on observe qu'ils ont plus de chances de se retrouver dans cette situation s'ils sont noirs, de sexe féminin, s'ils résident dans un foyer où il y a des enfants de moins de 7 ans, et vivent en dessous du seuil de pauvreté », souligne la chercheuse Ariane De Lannoy.Le parti de l'ANC a réagi après la publication de ces chiffres en déclarant ne pas se concentrer sur des fluctuations par trimestre, pour travailler sur une « plus longue période ».À lire aussi Employabilité en Afrique : le défi des diplômés chômeurs

Eight years ago, local historian and writer John Gurda sat down with 88Nine to share stories from Milwaukee's neighborhoods. The idea for the series came after the release of Gurda's 2015 book, Milwaukee: City of Neighborhoods, which chronicles 37 contemporary portraits of Milwaukee's neighborhoods.With the weather warming and conditions ripe for exploring the city, we decided it was the ideal time to look back at this collection and share Gurda's very well-informed perspective on these well-known areas of Milwaukee. After starting on the south end of town, this episode finds us moving north.North MilwaukeeAlthough this neighborhood borrows the name of our fair city, its history is rooted in independence. In fact, it's one of just two Milwaukee neighborhoods (Bayview is the other) that were once independent suburbs.Both of those areas have industrial foundations, with North Milwaukee's clustered around the intersection of two railroad lines: one going to Minneapolis and the other to Green Bay. This crossing defined the neighborhood and is still visible in a map of its rectangular setup, with a big iron “X” running through it. The transportation benefit had people moving from other parts of town to the newly established North Milwaukee, which remained independent from 1918 to 1929.HarambeeThis long, narrow neighborhood stretches from North Avenue to Capitol Drive and I-43 to Holston Street. While its name comes from the Swahili word that means “pulling together,” neither the name nor its cultural heritage were present in the early days. Instead — like many parts of Milwaukee — it was originally settled by Germans in the mid-1800s.More than a century later, the neighborhood became an epicenter for civil rights in the 1960s and 1970s, fighting against institutional racism such as segregation in schools and housing. Around that time that, it officially adopted the name “Harambee” and remains a stronghold of Black culture and commerce in Milwaukee.
How might a young person's future look different with exposure to and training in the arts? This is the proposition at the heart of the mission of Milwaukee Youth Arts Center. In this episode of Creative MKE, Elisabeth speaks with Chad Tessmer, the Executive Director at MYAC. They discuss how equitable engagement in the arts has a measurable positive impact on young people's development—and on their entire lives. Located at the corner of Doctor Martin Luther King, Jr. Drive and Walnut Street, MYAC is at the intersection of several Milwaukee neighborhoods including Halyard Park, Brewer's Hill, Harambee, Schlitz Park, and The Deer District. Since its founding in 2005, the space has served as a home to First Stage and Milwaukee Youth Symphony Orchestra, as well as many other local arts organizations. While MYAC is not in the business of trying to “turn every student into a performer at Carnegie Hall,” the organization seeks to give young people means to explore their voices and express themselves artistically in a safe, inclusive and professional environment. And because the employees at MYAC are creatives themselves (some of them alumni!), they believe in the promise and purpose of the institution, and “pay it forward” every day by shaping high quality and equitable access to transformative arts experiences. As the organization evolves, MYAC seeks new ways to engage with young artists across their developmental trajectories in to support their creative professional development. Dr. John Perkins, author of 17 books, founder of Voice of Calvary and Harambee, and Christian activist in the Civil Rights movement welcomes our thirty-nine travelers in Jackson Mississippi. At age 92, he brings a Sunday morning message, entertains questions, and signs books. The bus goes to downtown Jackson to the Masonic Temple, headquarters for the Mississippi NAACP, SNCC, and SCLC. The group is welcomed by a group of senior citizens who were active in the Civil Rights Movement in the 50s, 60s, and 70s. They are, each one, "Living Legends." The following morning, the group arrives at the Emmett Till Intrepid Center in Money, Mississippi, a memorial to young Emmett Till who was brutally murdered and became an icon of the movement. Fourteen of the thirty-nine travelers share their reflections, ending with a beautiful dinner at the home of Albert Tate's (Founding Pastor of Fellowship Monrovia) mother.
