Alaska's main Native healthcare organization is set to receive a $400 million settlement from the federal government for unpaid expenses to provide medical services. The U.S. Department of Justice announced the settlement Tuesday. The Alaska Desk’s Alena Naiden from our flagship station KNBA reports. The Alaska Native Tribal Health Consortium (ANTHC) filed a lawsuit in 2021 claiming that the federal government did not fully compensate the organization for administrative costs over seven years of providing medical services. This settlement follows several U.S. Supreme Court decisions in favor of tribal health contractors like the consortium. Lloyd Miller is a tribal attorney who handled three cases involving costs that the government had refused to pay. “To be sure, a significant amount of money is owed to tribes, and the latest settlement you heard about is just one of many settlements that have been achieved throughout the United States over the last two years.” ANTHC provides health services in clinics throughout the state and at the Alaska Native Medical Center in Anchorage. The organization also runs rural infrastructure projects in villages, including improving water and sewer systems. The consortium entered an agreement with the federal government under the Indian Self-Determination and Education Assistance Act. Under that agreement, ANTHC is responsible for providing healthcare that the federal government would otherwise provide, through agencies like the Indian Health Service (IHS). The consortium said in its court complaint the government failed to reimburse administrative costs for healthcare services between 2014 and 2022, with the exception of one year. The consortium's attorneys dismissed its case this month after a settlement was reached, according to court documents. Natasha Singh is president and CEO of the Alaska Native Tribal Health Consortium. She said in a prepared statement that the settlement helps make sure that “resources accurately reflect the true cost of operating a complex Tribal health system and advancing self-determination in healthcare.” Singh said the details of the settlement are still being finalized, but it helps the consortium to expand their services for Alaska Native people. Tribal attorney Miller says this and other cases follow a 2024 U.S. Supreme Court decision that the federal government owed money to the Carlos Apache and Northern Arapaho tribes in Arizona and Wyoming. “When the court held that those two tribes had been underpaid, the court was saying that every tribe in the United States that has a contract with [IHS] has been underpaid.” Miller says many tribes have filed or reactivated litigation with IHS in the last two years. The Ketchikan Indian Community (KIC) rolled out a new program this month where people can pay for and assemble care packages to those in need, as KRBD's Hunter Morrison reports. Emily Edenshaw is the tribe's administrator and CEO. To her knowledge, there is no other program like it in Alaska. She says that the initiative is aimed at tourists “We often invite tourists to our homelands, but there’s really a need for service tourism. You have the second largest tribe in Alaska that’s really tried to innovatively create an experience for our tourists to leave a community in a better place than they found it.” Care packages are $25 and include necessities like toothpaste, deodorant, socks, and sanitary products. People who purchase the care packages can also leave a handwritten note. Edenshaw says each dollar raised from the program will go to support the tribe's permanent supportive housing project, a 28-unit housing complex for seniors, set to open next month. The care packages can be purchased at KIC's newly opened gift shop at the corner of Dock and Main Streets downtown. That space was once home to the tribe's seasonal warming shelter, which closed in the spring. The tribe will open another temporary warming shelter in the fall, although they haven't determined a location yet. Edenshaw says the new care package program is a way to carry on the legacy of the former warming shelter space. She says a little bit of support can go a long way. “For those who might be wanting to do this, make it a family affair. You know, use this as an opportunity to instill the value of giving back, to your children. You know, bring your families by the gift shop and use it as an educational opportunity while also making an impact in people’s lives.” Edenshaw says visitors to the tribe's gift shop will see information about the new program as soon as they walk through the door. (Ryan Heinsius / KNAU) Arizona regulators approved a higher level of arsenic in groundwater under a uranium mine near the Grand Canyon. As KNAU's Chris Clements reports, it comes despite firm tribal opposition. In its decision allowing the higher levels, the Arizona Department of Environmental Quality agreed with the owner of the Pinyon Plain Mine that the increase in arsenic is naturally occurring. That is despite two comments from groundwater scientists urging regulators to require more proof from Energy Fuels Resources, the mine owner. The scientists wrote that it is likely the mine is contributing to the higher levels, but an executive with Energy Fuels told KNAU in May that the higher arsenic levels are not the result of mining activity or discharge. The Havasupai Tribe condemned the regulators’ decision and said it would pursue every legal avenue it can to protect water in the Grand Canyon. (Photo: Monica Sue Minyard) This year’s Native Youth Generational Leadership Summit in Port Angeles, Wash. brought young Native people from across the country together to build community, learn about substance use prevention, and practice everyday skills, as Isobel Charle reports. The summit was hosted by the Lower Elwha Klallam and Spokane Tribes with support from the American Indian Health Commission. Tia Skerbeck with the Lower Elwha Klallam Tribal Council says the two-and-a-half-day summit included traditional practices that not all Native young people get to experience, like storytelling and talking circles. “We rely on those teachings and those practices to help carry through the prevention messages that we’re sharing with the youth and helping them develop some skills to become resilient. They’re not just little kids running around. They’re our future leaders.” Skerbeck adds the youth also shared what issues they would like to see their communities prioritize. She says while the summit was focused on youth, it was multi-generational and included elders who offered guidance and support. Audrey Gales is a 19-year-old Lower Elwha Klallam community member. Gales' auntie, Jacqueline Salyers, was killed by police in 2016. She says learning about issues related to Missing and Murdered Indigenous People and Women while calling for justice for her auntie and all Native victims of violence is close to her heart. She has been to a number of similar events over the years and encourages other young people to attend. “Especially if you’re Indigenous and it’s a Native summit, always attend. It’s always worth it. You learn so much, meet so many people.” She adds another highlight was learning how to make a salmon net out of stinging nettle and celebrating the return of fish populations to the Elwha River after her Tribe led the campaign to remove two dams there. The Community Care Package Initiative invites visitors and local residents to assemble care packages with items such as socks, toiletries, hygiene products, and snacks for people experiencing homelessness in Ketchikan. According to the tribe, proceeds from the program will support its Permanent Supportive Housing project, which is expected to open in August and provide housing and supportive services for 28 people. The initiative builds on KIC’s efforts to address homelessness, including operating Ketchikan’s only overnight cold weather shelter for the past two years. A South Dakota tribal leader discussed working with the state government on health care and law enforcement during a speech Wednesday, as South Dakota Searchlight's Meghan O'Brien reports. Rosebud Sioux Tribe President Kathleen Wooden Knife delivered the annual State of the Tribes address to lawmakers. She backed two pieces of legislation that impact tribal nations. She wants support to move toward a tribal-managed care model. That would pool Medicaid funding and allow tribes to negotiate costs for off-reservation care. She says support for managed care is essential for tribal members. “Imagine that when a patient is looking for an appointment, the managed care call center helps find the best appointment, with the least waiting time.” State. Rep. Will Mortenson (Cheyenne River Sioux Tribe/R-SD) from Fort Pierre is sponsoring a bill to help with the effort. “I think this is among the most groundbreaking proposals that will come before the legislature this year.” President Wooden Knife also supports a bill that would add tribal police to the state's legal definition of a certified law enforcement officer. That would add protections, like making it easier to prosecute people who assault tribal officers on non-tribal land. State Rep. Peri Pourier (Oglala Sioux Tribe/R-SD) from Rapid City, who recently switched her party affiliation from Democratic, is on a state committee studying the overrepresentation of Native American children in foster care. There is no legislation on that this year, but she says committee members are making progress. “They're getting in the room, they're having the conversations they need to have, and they're coming up with mutually beneficial solutions.” There are nine tribal nations in South Dakota. Nearly 10% of people in the state identify as Native American. The Ketchikan Indian Community recently purchased and will convert the former Salmon Falls Resort into the state's first tribally led addiction healing center. (Photo: Hunter Morrison / KRBD) Alaska has one of the highest rates of fatal drug overdoses in the country, but addiction treatment services in Southeast Alaska are limited. As KRBD's Hunter Morrison reports, the Ketchikan Indian Community (KIC) is looking to change that by opening the state's first tribally led addiction healing center. About 15 miles north of downtown Ketchikan, Second Waterfall gushes into a rocky shoreline. The natural wonder can be seen – and heard – from inside the clubhouse of the former Salmon Falls Resort, a longtime tourist destination for fishing, dining, and lodging. A long and blue staircase out the door leads directly to the large fall. The 11-acre facility has gone through many hands over the years and was foreclosed on in November. KIC purchased the property, in cash, two days after finding out it was up for grabs. KIC President Gloria Burns says the new facility will blend Western and traditional healing practices that will focus on an individual's needs. “It met all of the qualifications we needed to be able to really move forward on a wellness center. For some people, they're going to say that ‘my dissociation for not speaking my language is so profound that I can't get by, and that is my path to healing.' Some will say to us, ‘I dream of fish every day in the morning glory, I need to be on the water, I need to be providing for my family.'” A 2020 study from a Ketchikan nonprofit found that addiction treatment is one of the most pressing health needs in the area, but the island has just two addiction treatment facilities. Southeast Alaska's only detox center, in Juneau, closed about a year ago. Unlike some tribally run healing centers, which are only open to tribal members or Native people, KIC's new facility will be open to everyone. “We recognize that it takes the entire village to make somebody well. You can't make the body well by just making the hand, and the arm, and the foot well. You have to make everything well.” The tribe is still fleshing out a plan for what the healing center will look like and how it will operate, but Burns hopes it will be open next fall. The European Institute of Innovation and Technology (EIT) has chosen the winning consortium that will lead EIT Water, the new Knowledge and Innovation Community in the Water, Marine and Maritime sectors and ecosystems. This marks a major step towards securing the continent's water future, and to deliver innovations that can respond to environmental, economic and social pressures of Europe's water systems. The EIT's tenth Knowledge and Innovation Community (KIC) will apply an integrated approach across freshwater, marine and maritime sectors and ecosystems to solve water-related challenges. EIT Water will support entrepreneurial education and skills development, innovation projects as well as business creation by connecting innovators, researchers, and educators to Europe's largest innovation network. EIT Water Launched Building on the EIT's proven model of powering innovation, talent, and entrepreneurship, this new KIC will contribute directly to the EU's priorities for a greener, more digital, and more resilient Europe - turning local potential into European impact. With an on-the-ground presence in all EU Member States, the EIT ensures that new technologies and innovative solutions are developed and rapidly deployed where they are needed most. The KIC will focus on the following areas: water scarcity, drought, and floods; marine and freshwater ecosystem degradation; the circular and sustainable blue economy. Meet the Winning Team Behind EIT Water The winning team, Allwaters consists of 50 partners from 24 countries, including leading industry partners, universities, research organisations, ports, non-governmental organisations, SMEs, amongst others. Independent experts reviewed the proposals, and the top teams presented to the EIT Governing Board before the final selection. Jessika Roswall, European Commissioner for Environment, Water Resilience and a Competitive Circular Economy, said: 'Water connects all parts of our society and economy - from food and energy to industry and biodiversity. With EIT Water, Europe is strengthening its ability to manage and protect this shared resource more sustainably and innovatively. This new community will play an important role in the implementation of the Water Resilience Strategy and the building of a water-smart economy in Europe. La estrella más deseada ahora mismo entre los aficionados a la astronomía se llama T Coronae Borealis. Es una estrella muy modesta, de apenas magnitud 11, así que sólo puede verse con telescopios bastante potentes. Pero T Coronae Borealis tiene algo que otras estrellas no tienen: currículum. En 1866 se iluminó de repente y pasó a tener magnitud 2, perfectamente visible a simple vista; al cabo de unas semanas perdió su brío y volvió a la oscuridad. En 1946 el mismo proceso ocurrió de nuevo, y la pregunta es: ahora que estamos cerca de 2026 ¿va a repetirse de nuevo el fenómeno? T Coronae Borealis es lo que en astronomía se conoce como una *nova*, una estrella que aumenta su brillo repentinamente para luego volver a apagarse. Es, de hecho, una nova *recurrente*, de las que esconden algún mecanismo que hace que se enciendan periódicamente. En el programa de hoy os explicamos cuál es ese mecanismo, pero también os advertimos que las novas no son mecanismos de relojería: unas pocas son bastante regulares, pero las demás se adelantan o se retrasan, a veces durante años. Os contamos también por qué en estas primeras semanas de 2025 ha habido bastante expectación con su posible "aparición" en el cielo. En el momento de publicar este capítulo, 26 de abril de 2025, la erupción todavía no ha ocurrido. En La Brújula ya os hablamos una vez sobre las novas, aunque en aquella ocasión eran las novas rojas, un fenómeno ligeramente diferente al de T Coronae Borealis. Fue en el episodio s06e22, y en aquellos momentos se predecía que la estrella doble KIC 9832227 se encendería en forma de nova roja en el año 2022. Esa predicción no se cumplió, y con el tiempo se descubrió que los datos iniciales eran erróneos. Actualmente no se cree que vaya a encenderse en los próximos años.
