Hasta hace poco, cuando EEUU se metía en guerra trataba de ser selectivo en lo que atacaba. Machacaban al enemigo en sus cuarteles y le pulverizaban las bases aéreas, pero los puentes, las refinerías y las centrales eléctricas quedaban en pie. No era solo cuestión de imagen. El Derecho Internacional Humanitario prohíbe convertir a la población civil en blanco de guerra. Israel y Estados Unidos respetaron, más o menos, esas líneas durante las primeras semanas de la guerra contra Irán. De hecho, cuando los israelíes atacaron el yacimiento de Pars del Sur y los iraníes amenazaron las instalaciones gasísticas de Catar, fue el propio Trump quien mandó parar a sus aliados. Pero el segundo mes de guerra ha traído una música bien distinta. El 2 de abril la aviación estadounidense voló el puente B1 de Karaj, un puente de grandes dimensiones inaugurado en 2015 cerca de Teherán. Tres días después, en una entrevista con el Wall Street Journal, Trump soltó una frase que lo cambiaba todo. Estaba dispuesto a reventar todos los puentes y todas las centrales eléctricas iraníes, y a dejar el país de tal guisa que tardaría veinte años en reconstruirse. Es decir, guerra total, vaciar la despensa al enemigo para que no pueda pelear ni queriendo. El problema es que esta estrategia tiene un agujero de tamaño considerable. El régimen de los ayatolás no se sostiene sobre la economía civil iraní, que llevaba años en estado calamitoso, sino sobre los Guardianes de la Revolución, los Pasdaran, que son un Estado dentro del Estado. Para ellos esta guerra es un negocio redondo. Controlan la mitad de las exportaciones petroleras (unos 30.000 millones de dólares el año pasado) y el crudo está en máximos, con lo que ingresan casi el doble que antes. Poseen además una serie de conglomerados industriales, desde fundiciones de aluminio hasta farmacéuticas y alimentación, cuyos beneficios se han disparado al desaparecer los competidores extranjeros. Han impuesto, además, un peaje informal de dos millones de dólares por barco que cruce Ormuz. El iraní de a pie no ve nada de eso, sufre lo indecible en su día a día. Más de once mil ataques aéreos han paralizado el país, el rial se ha terminado de hundir, la inflación ronda el 60% y el Gobierno ha apagado internet para evitarse protestas. Hay sospechas de que los apagones de Teherán no los provocan tanto los bombardeos como el propio régimen, que está reservando la electricidad para sus fábricas de armas. Israel asegura haber destruido el 85% de la capacidad petroquímica iraní y las dos mayores acerías del país están fuera de combate. Ahí está la trampa. Estados Unidos puede seguir bombardeando hasta dejar Irán en la edad de piedra, pero mientras no toque el petróleo, los Pasdaran seguirán ingresando. Y si lo toca, los ayatolás prenderán fuego al Golfo entero y eso se notará en todo el mundo. Lo más inquietante no es este espanto, sino que este espanto puede resultar sostenible durante mucho tiempo. Ma nel frattempo l'Iran ha attaccato i siti produttivi dei Pesi del Golfo.La direttrice dell'Intelligence americana Tulsi Gabbard ha dichiarato che gli obiettivi americani e israeliani in Iran non coincidono. "Gli obiettivi delineati dal presidente differiscono dagli obiettivi stabiliti dal governo israeliano", ha affermato durante un'audizione dinanzi alla commissione Intelligence della Camera. "Il governo israeliano si è concentrato sul neutralizzare la leadership iraniana. Trump ha invece dichiarato che i suoi obiettivi consistono nel distruggere la capacità dell'Iran di lanciare missili balistici, la sua capacità di produzione di tali missili e la sua marina militare", ha aggiunto la funzionaria.Rinforzi sul terreno Secondo Reuters, l'amministrazione Trump starebbe valutando l'invio di rinforzi in Medio Oriente. L'obiettivo sarebbe garantire la sicurezza dello Stretto di Hormuz con operazioni aeree e marittime, ma anche con l'occupazione di parte delle zone costiere dell'Iran. Tra gli obiettivi ci sarebbe anche un'invasione dell'isola di Kharg, terminale da cui passa il 90% del petrolio iraniano. Per tentare di ridurre i costi di petrolio, gas e altre materie prime negli Stati Uniti, il presidente Donald Trump ha temporaneamente sospeso le sanzioni alla compagnia petrolifera statale venezuelana (Reuters) e una legge sul trasporto marittimo (Jones Act), autorizzando le navi battenti bandiera straniera a trasportare merci tra i porti statunitensi (Bloomberg). Il Jones Act prevede che il trasporto di petrolio nelle spedizioni nazionali sia effettuato con navi costruite negli Stati Uniti, di proprietà americana e con equipaggio a stelle e strisce. Una regola anti «rincari ombra», con l obbligo per le società petrolifere di inviare ogni giorno al ministero delle Imprese i prezzi consigliati e una sanzione pari all 1 per mille del fatturato quotidiano per chi non lo fa. E un credito d imposta del 20%, anch esso temporaneo, per gli acquisti di carburante di autotrasportatori, agricoltori e pescatori. Sono i tre pilastri del decreto legge approvato ieri sera in consiglio dei ministri per frenare la corsa dei prezzi di benzina, gasolio e gpl. In mattinata un vertice a Palazzo Chigi fra la premier Meloni e il ministro dell Economia Giorgetti aveva messo in fila le opzioni, discusse anche a Milano dal vicepremier Salvini con le compagnie petrolifere e tradotte in un testo arrivato alle 19 a Palazzo Chigi. Il risultato è un decreto da circa 500 milioni, che dovrebbe alleggerire il costo dei carburanti intorno a una media da 1,9 euro per litro di gasolio, e 1,65 euro per la benzina. La riduzione sulle accise è intorno ai 20 centesimi al litro, e porta lo sconto a 25 centesimi con il trascinamento sull Iva (l imposta, al 22%, si calcola anche sulle accise). Per il gpl, l effetto è da 12 centesimi al litro. Il menù del provvedimento contempla poi icrediti d'imposta, al 20%, per autotrasporto, agricoltura e pesca. Non c'è spazio invece, almeno per ora, per il rifinanziamento della carta «Dedicata a te», presente in alcune bozze iniziali. Il taglio è temporaneo, perché il costo non è indifferente e i pronostici sull'evoluzione della guerra in Medio Oriente sono a dir poco incerti. Dopo Pasqua si vedrà.
