S7 Ep44: Fifty years of Chinese growth: The gradualist reform strategy explained

VoxDev Talks

In 1978, a farmer in rural China could not sell a sack of grain above the state quota, choose an employer, or move to the nearest city without a permit. In this week's VoxDev Talk, Kaiji Chen and Tao Zha (both Emory University and Atlanta Fed) explain how China dismantled barriers like this one at a time. Gradualist reform first gave farmers the right to sell surplus grain at market prices. Small state firms were privatised 19 years later, while the largest kept state backing. This style of reform powered two distinct growth engines: first, labour moving off the land, then a wave of capital into infrastructure and property. The result: half a century of unprecedented growth -- but it also produced the debt, inequality and trade tension now working against China's growth model. The research behind this episode:Chen, Kaiji, and Tao Zha. 2025. "China's Macroeconomic Development: The Role of Gradualist Reforms." Journal of Economic Literature 63 (4): 1331-62.To cite this episode:Phillips, Tim, Kaiji Chen, and Tao Zha. 2026. "Fifty years of Chinese growth: The gradualist reform strategy explained." VoxDev Talk (podcast).About the guestsKaiji Chen is Professor of Economics at Emory University and a research fellow at the Federal Reserve Bank of Atlanta's Center for Quantitative Economic Research. His research spans financial contracts, business cycles and China's macroeconomy, with recent work on housing policy, credit allocation and household consumption in China.Tao Zha is the Samuel Candler Dobbs Professor of Economics at Emory University and executive director of the Center for Quantitative Economic Research at the Federal Reserve Bank of Atlanta. He is a research associate at the National Bureau of Economic Research and was elected a Fellow of the Econometric Society in 2017. His research spans macroeconomics, financial economics and econometrics, with a long standing focus on China's economy.Research cited in this episodeThe household responsibility system. Piloted in Sichuan and Anhui from 1978 and adopted nationwide by 1980, this reform kept land collectively owned but contracted it to individual households, who could sell output above a fixed state quota at market prices. It replaced work point pay with a direct link between effort and income, and the productivity gains it released freed the rural labour surplus behind China's first wave of industrialisation.Township and village enterprises (TVEs). Rural, collectively owned firms that absorbed workers leaving agriculture through the 1980s and 1990s, often with local governments acting as guarantors for bank credit the firms could not secure alone. TVE employment grew from 28 million in 1978 to 135 million by 1997, and TVE output rose from under 6% of GDP to 26% over roughly the same period. The hukou system. China's household registration system, introduced in 1958, ties access to housing, healthcare, education and grain rations to a person's registered location, rural or urban. It made moving to a city without an urban permit practically impossible. Restrictions eased in stages from the late 1990s, and the formal rural urban distinction was removed nationwide only in 2014."Grasp the large, let go of the small." The policy, initiated in 1997, under which China privatised or allowed the bankruptcy of small and medium state owned enterprises while retaining state control of the largest, most capital intensive firms in sectors such as infrastructure, energy and real estate.WTO accession and permanent Most Favoured Nation status. China joined the World Trade Organization in 2001. From 2002, permanent MFN status with the United States removed the annual threat of tariff spikes on Chinese exports, a stability that Chen and Zha's paper credits with accelerating China's shift from labour intensive exports toward electronics and other capital intensive goods. The 2009 stimulus and local government financing vehicles. In response to the global financial crisis, China launched a four trillion RMB fiscal package alongside a sharp expansion of bank lending. Much of the resulting infrastructure spending ran through local government financing vehicles, off budget entities set up to borrow for public projects; the debt they built up is now central to China's financial stability risks.Total social financing. International Monetary Fund. 2026. "People's Republic of China: 2025 Article IV Consultation." IMF Country Report No. 26/044. The IMF's broadest measure of credit in the Chinese economy, the figure Kaiji Chen cites as roughly 315% of GDP in 2025.More VoxDev Talks episodesThe Four Pests campaign and China's Great Famine, in which Shaoda Wang traces a darker chapter of Chinese economic history, the mass eradication of sparrows during the Great Leap Forward and the millions of deaths that followed. The rise and fall of China's overseas lending, in which Sebastian Horn explains how China became the developing world's largest bilateral creditor, and why that lending boom has now gone into reverse.Related reading on VoxDev.orgThe Mandarin model of growth, on how China's system of promoting local officials for delivering growth shaped decades of investment led expansion. How China became the world's factory: Trade, industrial policy, and growth, on the trade liberalisation and industrial policy that took China from export processing to global manufacturing leader. The bubble dynamics of China's housing boom, Edward Glaeser on the construction surge behind the price rises Chen and Zha describe in this episode.

Orienting Prayer   #RTTBROS #nightlight Orienting Prayer  1.  Protected by Prayer  Verse: "Unto thee, O Lord, do I lift up my soul. O my God, I trust in thee: let me not be ashamed, let not mine enemies triumph over me." (Psalm 25:1-2 KJV) When enemies and treacherous people surround us, our first response should be to seek God's protection through prayer. Like David, we can be real with God about the hatred and affliction we face. Triggers of anxiety are meant to launch us into prayer, unleashing God's peace to guard our hearts. As we pray, God grants us situational awareness to avoid the enemy's ambushes that hide in pleasant places. Prayer is a powerful tool for God's protection in this dangerous world. 2. Piloted by God's Paths Verse: "Shew me thy ways, O Lord; teach me thy paths. Lead me in thy truth, and teach me: for thou art the God of my salvation; on thee do I wait all the day." (Psalm 25:4-5 KJV)  In prayer, we ask God to pilot us - to show us His ways, teach us His paths, and lead us in His truth. This waiting on God is not passive, but active - serving Him while expecting His guidance. Like a waiter attending to diners, we attentively wait on God all day long. As we pray for God's direction, the good and upright Lord teaches sinners His way and guides the humble in His paths of steadfast love and faithfulness. 3.  Pardoned by Mercy Verse: "Remember, O Lord, thy tender mercies and thy lovingkindnesses; for they have been ever of old. Remember not the sins of my youth, nor my transgressions: according to thy mercy remember thou me for thy goodness' sake, O Lord." (Psalm 25:6-7 KJV) An awareness of our own sin should lead us to seek God's mercy and forgiveness in prayer. We don't pray based on our own goodness, but on God's grace and mercy. Like David, we can distinguish between sins of ignorance in our youth and willful sins of maturity, while still boldly asking for God's pardon for both. We pray confidently, not because we deserve it, but for the sake of God's own goodness. What amazing mercy that grants us what we could never earn! 4.  Provided with Prosperity  Verse: "What man is he that feareth the Lord? him shall he teach in the way that he shall choose. His soul shall dwell at ease; and his seed shall inherit the earth. The secret of the Lord is with them that fear him; and he will shew them his covenant." (Psalm 25:12-14 KJV) Beyond protection, guidance, and pardon, God's prayer promises include provision and prosperity. Those who fear the Lord receive His instruction and wisdom for life's decisions. Their souls will dwell in abundant wellbeing and their descendants will enjoy an inheritance. God shares intimate fellowship and secrets with those who revere Him, including revealing the blessings of His covenant. Prayer positions us to experience the fullness of God's rich provision. https://linktr.ee/rttbros   Be sure to Like, Share, Follow and subscribe it helps get the word out. https://linktr.ee/rttbros

State flipping public-input process for upgrading I-65, I-70 through Indianapolis

The process for designing and upgrading interstates in Indiana hasn't exactly been a two-way street. Typically, the Indiana Department of Transportation draws up plans for its projects and then the public has an opportunity to provide feedback. You'll recall the uproar in 2017 when INDOT presented its plans for reconstructing the North Split, where I-70 and I-65 meet in the northeast corner of downtown. Nearby residents were vehemently against some elements of the project and proposed a fundamentally different alternative. INDOT was able to accommodate the Rethink 65/70 Coalition's concerns on some aspects of the project, but it proceeded largely as originally proposed. As the state now begins to plan for future upgrades to other portions of I-65 and I-70 that run through Indianapolis, it's conducting a long-term study to get public input on the front end of the process. Piloted in part with the infrastructure firm HNTB, the ProPEL Indy study is collecting public input in a wide variety of venues to identify ideas for improvements that would impact quality of life, economic growth, mobility, and safety. In this week's episode of the IBJ Podcast, we're joined by Tim Miller, senior project manager for HNTB and the project manager for the ProPEL Indy study, as well as Natalie Garrett, communications director for INDOT. In addition to discussing the process so far, they share some of the ideas they've already received, related to signage, the location of interchanges, pedestrian right of way and the way these corridors represent—or fail to represent—the city as a whole. The IBJ Podcast is brought to you by Taft.

Bill Schuffenhauer is an American bobsledder who has competed since 2000. Competing in three Winter Olympics, he won the silver medal in the four-man event at Salt Lake City in 2002.Schuffenhauer's Olympics dream as a track and field athlete came to an end in 2000. While training for Sydney, he suffered a nasty ankle injury and could barely walk. When his friend told him that the U.S. Olympic team was practising bobsledding in Park City, he took the chance to go and observe. While there, the team members noticed his 6-foot, 200 pound frame and asked him he wanted to be a pusher. He accepted and trained with the team from then on.He was not originally slated to be a regular member, but was promoted when one of the U.S. four-man team members tested positive for steroids. Piloted by Todd Hays, that crew won a silver medal at the Salt Lake Games. At the 2006 Winter Olympics in Torino, Italy, Bill's two-man team placed 14th, after which he retired. He had two children and he felt responsible for them. Bobsledders earn only a meager amount, but Bill made the tough decision to continue to aspire for qualification for Vancouver. He fought through a neck injury (2 herniated disks) with the help of a chiropractor and a team physician. In January 2010, in St. Moritz, Switzerland, Bill and his 3 USA teammates placed sixth and qualified for Vancouver and it was officially announced on January 17, 2010 that Bill's team would represent the United States at Vancouver. They finished 13th in the four-man event."The dream is happening right now. I'm here. That's all I wanted," he said. Then he added, "It would be nice to get a medal of any colour." Hosted on Acast. Crewless robotic Mayflower ship reaches Plymouth Rock

A crewless robotic boat retracing the 1620 sea voyage of the Mayflower has landed near Plymouth Rock. The sleek Mayflower Autonomous Ship met with an escort boat as it approached the Massachusetts shoreline on June 30, more than 400 years after its namesake's historic journey from England. It was towed into Plymouth Harbor — per U.S. Coast Guard rules for crewless vessels — and docked near a replica of the original Mayflower that brought the Pilgrims to America. Piloted by artificial intelligence technology, the 50-foot (15-meter) trimaran didn't have a captain, navigator or any humans on board. The solar-powered ship's first attempt to cross the Atlantic in 2021 was beset with technical problems, forcing it back to its home port of Plymouth, England — the same place the Pilgrim settlers sailed from in 1620. It set off from the southwest English coast again in April but mechanical difficulties diverted it to Portugal's Azores islands and then to Canada. “When you don't have anybody on board, you obviously can't do the mechanical, physical fixes that are needed,” said Rob High, a software executive at IBM helping to work on the project. “That's also part of the learning process.” On July 4, it departed Halifax, Nova Scotia for a successful 4-day journey to Plymouth Harbor. Nonprofit marine research organization ProMare worked with IBM to build the ship and has been using it to collect data about whales, microplastic pollution and other scientific research. Small autonomous experimental vessels have crossed the Atlantic before but researchers describe it as the first ship of its size to do so. The voyage's completion “means we can start analyzing data from the ship's journey” and dig into the AI system's performance, High said. He said the prospect of such crewless vessels navigating the seas on a continuous basis will make it easier to collect “all the kinds of things that marine scientists care about." This article was provided by The Associated Press.

Welcome to The Nonlinear Library, where we use Text-to-Speech software to convert the best writing from the Rationalist and EA communities into audio. This is: What “pivotal” and useful research ... would you like to see assessed? (Bounty for suggestions), published by david reinstein on April 28, 2022 on The Effective Altruism Forum. Update 28 Apr 2022 -- Only ~10 responses so far, many of which are general areas rather than specific papers/findings/projects. So the 'bounty expected return' is still high. Below, I give some work that I thought might be especially relevant, as examples. Update 22 Apr 2022: Bounty[1] What papers, findings, projects, or pieces of research (academic or non-academic) would you most like to see carefully and rigorously evaluated?[2] Which specific results do you rely on in making key decisions, or which ones do you think that large EA-aligned donors and organizations rely on heavily? I'm considering this particularly as... Demonstration and test-cases for the Unjournal in our first months, as well as our general agenda (see the previous request and my earlier post We have put a bounty on this, explained below Research projects the Unjournal should consider in its first year I plan to offer a bounty on successful suggestions for this, and entries will also be eligible for future bounties. Also: Great use cases for the/ (tied to the eminent Daniel Lakens); this initiative looks very promising to me. ^[But please note that the bounty will only relate to the Unjournal.) I'm looking especially for: specific papers and findings in these papers and projects that we lean on a lot empirical work that would benefit from an open-science/replicability assessment or an assessment of the methodology More on what I am looking for Some combination of work ... Focusing on social science, economics, and impact evaluation (without digging too deeply into technical microbiology or technical AI, etc.) Aiming at academic standards of rigor; perhaps it is in the process of peer review or aiming at it With direct relevance for choices by EA funders... or to crucial considerations "Empirical and/or quantitative": Makes empirical claims, analyses data, runs experiments/trials, runs simulations, fermi-estimations, and calibrations based on real data points "Applied/applicable (economics/decision science) theory": Makes logical mathematical arguments (typically in economics) for things like mechanisms to boost public goods provision in particular contexts. Unjournal would be particularly good for Work in replicable dynamic documents (Rmarkdown, Quarto, Jupyter, etc) ... or otherwise hard to fit into a 'frozen pdf' Ongoing projects you will 'continue to build on in the same place' Work that is hard-to-place in standard journals ... ... because it is interdisciplinary (but rigorous) and requires multiple dimensions of expertise to evaluate or because it is more impactful and robust than it is 'novel' .(And thus we particularly value suggestions for work like this.) The Bounty Full details, T&C, and other considerations are here; excerpted below. The prizes are: 1. “Piloted suggestion prize”: $250 x 1-3 . prizes for each of the 1-3 suggested research projects that we choose as piloting/proof-of-concept examples 2. “Participation prize”: A $150-$300 prize (see below) Drawn randomly among ... All people (other than those winning prize 1), who submit suggestions, where these suggestions are in a format we can consider. They must link a piece of research or a project and giving at least 1 sentence justifying it's relevance. Anyone who sends a posted letter (see footnote)[3] If we use two or more suggestions for piloting/proof-of-concept the Participation prize will be $150. If we use only one of the suggestions for piloting/proof-of-concept the Participation prize will be $250. If we do not use any of the suggestions for piloting/proof-of-concept the Participation prize will be $300. 3. (Potential) Additional prize qualification:...
