On January 16th, 2025, the world lost one of the greats; American filmmaker David Lynch passed away at the age of 78, leaving behind a decades-long career of truly unique films and television series' including Twin Peaks, Eraserhead, Mulholland Drive, Blue Velvet, Inland Empire, and many more. Many of us at Third Impact are big fans of Lynch's work, and Sully wanted to take some time to reflect on his life, his art, and his influence on various anime and Japanese video games over the years. I have put off preparing a podcast for some time, but not because it is sensitive. I deal with quite a few sensitive topics. It goes with the territory. But in this case, a reason for my hesitation is that I have a written briefing document that is the basis of this podcast. It is very thorough and is fully available to anyone through Deep Blue. But I have thought for some time that transferring that written document to a podcast would be a good thing. My hesitation is that I will be reading and improvising from a printed text into the spoken word. I am worried about jumps and stops and stumbles along the way. In this podcast show, I highlight the federal office -- Office of Management and Budget (OMB) which is the largest office within the Executive Office of the President of the United States -- that provides the framework for the racial classifications in our United States and then I provide the definitions (according to OMB) for each racial and ethnic population in the United States. This podcast show challenges the framework, the definitions of the racial populations as well as provide a strong suggestion as to removing this responsibility for the Office of Management and Budget and placing it in another federal office or agency such as the National Institutes of Health!
