**Historic Change in Illinois: Cash Bail Eliminated Statewide**  Explore the implications of the groundbreaking Pretrial Fairness Act as experts discuss its impact on racial equity and justice reform. This show is made possible thanks our members! To become a sustaining member go to https://LauraFlanders.org/donate   Thank you for your continued support!Description:  What happened when Illinois ended cash bail? As Laura's guests explain, this deeply discriminatory and unjust system puts “a ransom on people's heads,” disproportionately impacts Black and Brown people, and favors the wealthy who can buy their freedom while leaving the poor to languish in jail. Bail reform has faced tremendous pushback over the years, but Illinois implemented the first-of-its-kind Pretrial Fairness Act, ending cash bail statewide in 2023. The historic win didn't happen overnight. In this episode some of those most involved explain what it took and describe the surprising results. Sharone R. Mitchell Jr., the Cook County Chief Public Defender was the lead policy expert for the Coalition to End Money Bond. Mitchell also heads the state's largest public defender office. State Senator Robert Peters represents Illinois' 13th District and was one of the main sponsors of the Pretrial Fairness Act. He chairs the Senate Labor Committee. Bryce Covert followed this important and under-covered story for The Nation magazine. What has Illinois to teach the nation? All that plus Laura's commentary: Illinois has moved out of the Middle Ages. What's holding the rest of the nation back?“I do think that there has been a severe backlash to the Black Lives Matter movement, to criminal justice reform that's pretty nationwide . . . That said, Illinois is out there doing this, and I think people are taking note . . . So as long as this stays in place and we have good data about the outcomes and people keep supporting it and don't give into the opposition that wants to push to roll it back, then we will have proof that this can happen, that this can work.” - Bryce Covert“Literally the hardest job I had was talking to mothers and grandmothers and partners about whether they should be paying this a thousand dollars for bond or a thousand dollars for rent. We were forcibly extracting money out of the people that needed it the most. And I'm so glad that we are now in a system where we realized that we can make these really important decisions without quite frankly putting ransoms on people's heads.” - Sharone R. Mitchell Jr.". . . The president was involved in criminal behavior. Rudy Giuliani was involved in criminal behavior. They had no problem being able to either pay out or pay within the legal system. Working class people on the other hand, many of them who are innocent, many of them who are just trying to live their life or trying to move on, they can't. A billionaire who's able to game the court system and be able to get out has no business trying to lecture the working class of this country.” - Robert PetersGuests:• Bryce Covert: Contributor, The Nation• Sharone R. It's the second round of selecting speakers for an upcoming TEDx event. I'm there with our committee on either side of me, facing a speaker standing in front of us. I ask her: “Why are you the right person to speak on this topic?” She says she's not a professional speaker. She doesn't like being on stage at all, and in fact, her knees are shaking just talking to us. And then she goes on: “This issue of human trafficking in our city is vitally important. It is dangerous, and we need to raise awareness on what's happening, how it's happening, why it's happening, and what we can do about it. No one else was coming to talk about this so here I am.” Because of her expertise on this topic, her commitment to affecting change, and her role within the city, she was selected to speak at this particular upcoming TEDx event. Sometimes, it's the conversations we don't want to have that are the most necessary. Tackling delicate, even dangerous issues is where change can begin with a new perspective, insight, or action.  It all starts with a story.  And my special guest today, James Joyce III, has direct experience with having delicate conversations. In this episode of the Storytelling School Podcast, you'll hear about his perspective on telling tough stories and get answers to questions like: How can stories break down barriers? How has music served as a cultural storytelling vehicle for Black Americans? And what role does storytelling play in being a journalist or political candidate? And in my humble opinion, a front-runner for that number one problem is men's inability to listen to and connect deeply with other men.Today,  I have a pioneer in the men's space who instantly became a Brother of mine after we connected. Marc Paisant is the first man who will tell you that even if you're a 6-foot-5 black guy, you need to talk about your feelings, and you need to have intimate relationships with other Brothers in your life. Here's just a bit of what we be tackling in this episode:

An exculpatory witness has emerged in the case against Daniel Penny, the Marine Subway hero that's facing manslaughter charges for rescuing passengers from crazed and violent Jordan Neely. The witness, who apparently filled out a police report, claimed Penny did all he could to avoid Jordan Neely until it was impossible to do so because he began threatening passengers. She quotes Neely as saying “I would kill a motherf-er. I don't care. I'll take a bullet. I'll go to jail.”The witness also claims that several passengers took video of the incidents and threats leading up to Penny subduing Neely and she hopes they come forward. She was shocked to find out Penny was being charged by Alvin Bragg, who had to have known that Jordan Neely had been placed on the top 50 list of homeless people in NYC. When Mike Golub's ex-girlfriend, Shannon Floyd, asked him to pick up their son from her home, Mike had to be a little taken aback. In the years since they'd broken up, Mike had only ever been to Shannon's home one time. Typically, Mike and Shannon did pick ups and drop offs at a neutral location. But that evening, Mike complied with Shannon's request. He headed toward the home she shared with her husband, Chad Floyd, and was never seen or heard from again. Then Kristin tells us a story that had first responders scratching their heads. It was April 4, 1989 when Kim Hallock told police that she and her ex-boyfriend, Chip Flynn, had been robbed and kidnapped by a Black man. She said that she and Chip had been hanging out at a park when a stranger threatened them with a gun. He ordered the two of them into Chip's truck, then got in with them, shifting gears, steering the truck and holding a gun on them as he made his way to a citrus grove. When the man parked the truck, Chip grabbed a gun that Kim had hidden underneath a pair of jeans. With his hands tied behind his back, he shot at the man. Though first responders found Kim's story odd, the detectives who were assigned to the case apparently didn't. And now for a note about our process. For each episode, Kristin reads a bunch of articles, then spits them back out in her very limited vocabulary. Brandi copies and pastes from the best sources on the web. And sometimes Wikipedia. (No shade, Wikipedia. We love you.) We owe a huge debt of gratitude to the real experts who covered these cases. Mark Harris has enjoyed watching horror movies since the age of about 10 or 12. Growing up in the 1980's with so few Black characters on TV or in movies, he always noticed when there was a person of color onscreen. It stood out even more in horror, and the Black character would inevitably end up dead since they were never the main character. As an African American horror movie fan, he decided to start keeping track of the countless ways in which Black characters were killed. In 2005, Mark started the website Black Horror Movies, where he reviews the portrayal of Black characters in genre movies all the way back to the beginnings of cinema. Mark's website provided a lot of the background information he and co-author Dr. Robin R. Means Coleman needed for their book, The Black Guy Dies First: Black Horror Cinema from Fodder to Oscar. While the subject matter is serious, The Black Guy Dies First is a fun read, written with humor and insight. It includes lots of pop culture references, timelines, photos and concrete examples of Black representation in horror. Mark and Ben discuss many of the topics and issues raised in The Black Guy Dies First. Horror movies have always been seen as the ugly stepchild of Hollywood, and many people still think of horror as inconsequential. But this also allows horror movies to be transgressive, and push boundaries because the expectations for it to perform with mainstream audiences are low. Scary movies have a tendency to explore different avenues and reflect society's fears and anxieties. Race in America is one of the biggest touchstones as far as fear and anxiety, so it's valuable to analyze it as part of the horror genre. The trope of “the black guy dies first” is a history of how Black characters have been marginalized in movies. Since they are never the lead character, they are disposable. One of the exceptions, Night of The Living Dead, was ahead of its time, because it had a Black character in the lead. This made it an outlier in the history of black characters dying. Other cliches and stereotypes Mark sees that marginalize African Americans in horror are: The Best Friend, The Voice of Reason, The Authority Figure (such as a Black cop), The Sacrificial Negro (the character who somehow decides not to save themselves, even if they could), and The Magical Negro (who is just there to help the white main character, such as in The Shining.) Mark does see the horror genre finally changing for the better- Jordan Peele's Get Out was a runaway smash, which has allowed for more Black leads in horror movies and across all film genres. And he was genuinely surprised that Peele's NOPE got any kind of Oscar buzz in 2023 (though it did not receive any nominations.) Other recent films such as His House, Master, and Nanny actively explore the social issues and history of Black trauma. Mark agrees that the best way to increase diversity in front of the camera is to increase diversity behind the camera. When people of color are writing and directing, it empowers the development of strong characters and provides opportunities for diverse points of view. In Hollywood, there has always been the excuse that too many Black leads in a movie would make it a “Black movie” and therefore not appeal to all audiences or do well internationally. But now, a lot of blockbusters have people of color as the lead, which seems to prove that this attitude is changing. At the same time, it's important for filmmakers to not necessarily try to make the next Get Out- often, social commentary can feel wedged into the storytelling, when it didn't need to be. Mark feels that the key to Black horror is to show range in the storytelling, but it doesn't always have to be so serious. As a genre, horror is the most self-aware of its tropes and tendencies, so it is constantly challenging itself to change things up and find better ways to scare you.
