A package of bills introduced by Sen. Marsha Blackburn, R-Tenn., last week would freeze federal hiring and salaries for one year and reintroduce a merit-based compensation structure for federal employees, among other provisions. Blackburn on Thursday announced a single bill as part of her DOGE Act, but a spokesperson from her office clarified in an email to FedScoop that she plans to introduce seven bills under that umbrella. The package would establish a pilot program for civilian employees in the federal government, codifying what President-elect Donald Trump attempted to establish during his first term with Schedule F. The House and Senate Armed Services Committees moved forward a provision paving the way for an independent study assessing the potential creation of a sixth U.S. military service focused on cyber. Both houses of Congress passed nearly identical provisions in their respective versions of the fiscal 2025 National Defense Authorization Act earlier this year, and they were incorporated into the final conferenced bill that was reconciled between both chambers and released Saturday evening. The House passed a similar provision last year that was axed during this conference process for the annual defense policy bill, effectively killing it until it was revived this year. Late last year, the commander of U.S. Cyber Command observed that the current state of U.S. military cyber organization is unsustainable. “All options are on the table,” he said, “except the status quo.” The existing structures have led to recruitment challenges, inconsistencies in compensation and service requirements, and personnel with inadequate training and support. Bipartisan members of Congress have for a decade expressed deep concern about the inability of the existing military services to recruit, train, and equip sufficient personnel to meet growing cyber challenges.America's cyber force generation system is clearly broken. FDD's Center on Cyber and Technology Innovation is releasing a comprehensive report that explores the viability of establishing an independent cyber service: U.S. Cyber Force. After runs on Uncanny X-Men and Alpha Flight (among others), he was recruited to Image, where he worked on the big guns like Spawn, Cyberforce, PITT, Prophet, Savage Dragon, and Wetworks. Waterhouse, avec ses antécédents dans le domaine de la Défense nationale, nous offre un éclairage unique sur ce qui se passe dans les tréfonds du Web depuis le début des hostilités. Ce qui retient aussi l'attention, c'est l'implication d'autres nations dans cette cyberguerre. "L'Iran et la Russie semblent soutenir le Hamas, tandis que des éléments de la Cyberforce indienne aont été repérés en train de cibler des sites affiliés au Hamas". Ce qui est clair, c'est que la guerre n'est plus seulement physique, elle est aussi numérique, et elle concerne désormais la planète entière.

“Cyberspace is the domain of modern warfare” is a popular headline in recent times. Recent state and non-state cyber attacks have given support to this notion, but beyond vague national cyber strategies and new cyber commands, not much is publicly known about a state's military cyber capacity. To get a better understanding of the current state of militarization in cyberspace, Lawfare fellow in cybersecurity law Alvaro Marañon sat down with Max Smeets, senior researcher at the Center for Security Studies at ETH Zurich and the director of the European Cyber Conflict Research Initiative. They explored Max's new book, “No Shortcuts: Why States Struggle to Develop a Military Cyber-Force.” They also discussed the barriers of entry for states to participate in cyber conflict, how we should go about thinking about military cyber capacity, and how external actors can influence a state's cyber capability development process.
