Brazilian economist and IPCC lead author Roberto Schaeffer examines what constitutes a “fair share” of emissions reductions under the Paris climate process, and how fairness is defined. -- This December, at COP 28 in Dubai, countries will consider the results of the first “global stocktake,” which is a global report card that compares real climate commitments and actions with the level that's in fact needed to achieve global net zero and avoid the worst of climate outcomes. Following COP, countries will be expected to intensify their efforts to reduce their climate impacts and keep the targets of the Paris Climate Agreement in sight. As they consider their future commitments, countries will grapple with their capacity to reduce emissions, whether that level is in fact “fair” in a global sense, and what the climate implications of their efforts may be. Roberto Schaeffer, a professor of energy economics at the Federal University of Rio de Janeiro, explores paths to deliver the dual imperatives of fairness, and maximum carbon reductions, in the global climate context. Schaeffer is a lead author for the Intergovernmental Panel on Climate Change Assessment Reports, and a co-recipient of the Nobel Prize. His work focuses on frameworks to maximize individual country contributions to the global climate effort. As COP 28 draws closer, climate negotiators race to finalize a financing structure to help countries that suffer climate change-related damages. --- In late November this year's global climate conference, COP 28, will begin in Dubai. The headline issue at COP will be the global stock take, which is a country by country review of progress toward fulfilling emissions reduction pledges under the Paris Climate Agreement. Yet while much attention at COP will be focused on emissions reductions, a second issue, and one that has long been critical to developing nations, will finally and concretely share the limelight. The issue is that of loss and damage finance, or financial support for countries that sustain damage resulting from a changing climate. In Dubai negotiators are expected to endorse a financing framework, and purpose-built fund, to explicitly address the recovery needs of countries impacted by climate change. Michael Franczak, a research fellow at the International Peace Institute, explores loss and damage finance and the race to deliver a formal finance mechanism in time for COP28. He also explains why the issue of loss and damage finance has been so contentious, and discusses innovative means to provide loss and damage funding on the scale that's needed. El Salvador becomes the first country to accept Bitcoin as an official currency. Inspiration4 is launched by Space X and becomes the first all-civilian spaceflight. I come back online and write a piece for Science+Nature all about the Overview Effect. OCTOBER: I go to the cinema for the first time in two years to see James Bond. I visit a wedding. I stroll through history by walking the Ridgeway, treading a route that's been used by thousands for millennia. NOVEMBER: World leaders gathered in Glasgow for the COP26 climate conference and emit nothing but hot air. I try NaNoWriMo – National Novel Writing Month – and tap out 14,000 words all about humankind and its attempts to project our condition into the universe. DECEMBER: News of a new coronavirus variant seizes headlines once more. World leaders begin to hermit their kingdoms again. Vaccination efforts intensify, case numbers quintuple. I go to two Christmas parties and get a booster jab. The biggest space telescope ever built opens a new era in astronomical exploration. Our collective human story has always been marred with setbacks and challenges but 2021 is proof that the wheels of human progress will restlessly turn. It was also a reminder that it's up to us to steer the vehicle. Together with many others, these two women worked tirelessly and brilliantly—against frighteningly low odds—to get 196 UN member states to unanimously sign the 2015 Paris Climate agreement. Two hundred Texans lost their lives unnecessarily during the February Texas power outages, dying from bad energy policy that prevented their homes from being heated. Jacki reviews a trend-setting law that just passed in Texas that stops cities from actually exacerbating the problem; the law literally puts a ban on bans – on natural gas and other forms of energy. It makes it illegal for local municipalities to implement the Paris Climate agreement unilaterally, restricting access to life-saving natural gas and other reliable sources of energy. Jacki speaks with Sanjay Narayan, a member of the Texas Radiation Advisory Board, about why the nation should build more nuclear energy, the most reliable form of energy during the February power outages in Texas. Next, the AFL-CIO and Texas Public Policy Foundation are working to destroy a proposed law in Texas that will give $44 billion in government handouts over the next few years to foreign companies and others in exchange for rolling out even more unreliable energy sources – despite February’s deadly energy shortage. While this program is praised for “creating jobs,” Brent Bennett, Ph.D., policy director for Life:Powered, says the state routinely grants waivers for the job creation requirement, especially to wind energy producers, leaving taxpayers footing an enormous bill for which they get nothing in return.
