Dr. Sandie Morgan is joined by Ambassador John Cotton Richmond as the two discuss the 2024 Trafficking in Persons Report. John Cotton Richmond Ambassador Richmond is an attorney and diplomat focused on ethical business, human rights, democracy, and rule of law. He served in the country's highest position dedicated to combating human trafficking as a U.S. Ambassador where he led U.S. foreign policy in the global fight for freedom. As a Partner at Dentons, Ambassador Richmond helps companies keep their supply chains and workforces free of human trafficking. He was named one of the federal “Prosecutors of the Year,” after a decade successfully trying complex police misconduct, cross-burning, neo-Nazi hate crimes, forced labor, and sex trafficking cases across the country. Ambassador Richmond is a Senior Fellow at the Atlantic Council, frequent expert for the United Nations, and frequent speaker on justice, freedom, leadership, faith, and vocation. Key Points The TIP Report evaluates 188 countries on their anti-trafficking efforts, including prosecution, protection, and prevention, and ranks them based on their progress compared to previous years. The rankings influence U.S. foreign policy, with tier three countries facing sanctions. Victim identification has improved with 133,943 victims identified this year, but this number represents less than 0.5% of estimated global victims. The TIP Report notes a rise in identified labor trafficking victims (31% of the total), highlighting a shift from primarily sex trafficking cases. The report does not specify industries, but labor trafficking occurs in various sectors, including domestic work and agriculture. Although prosecutions have slightly increased to 18,074, they are still below previous highs. Convictions remain significantly lower compared to past years, indicating insufficient accountability for traffickers. Improved funding and strategic resource allocation are necessary to increase victim identification and support. Search and rescue responds to missing persons report following flash flood

On Monday, Grand County Search and Rescue began looking for two individuals who were reported missing following Friday's flash flood. Their car was found near the Steel Bender off-roading area, and soon after, GCSAR found an abandoned UTV associated with the missing man and woman. The search is still ongoing. The incident follows another recent flood-related rescue. On Friday, 20 hikers were evacuated from Grandstaff Canyon after getting trapped by high water. According to Grand County Search and Rescue commander Brad Hines, flooding caused the shallow creek in Grandstaff Canyon to surge to over 15 feet deep in some areas. Grand County Search and Rescue safely evacuated everyone after the six and a half hour operation, and no one was injured. Photo courtesy of the Grand County Sheriff's Office.

Secretary of State Antony Blinken addressed the 2024 Trafficking in Persons Report on June 24. The state department says this report represents the world's most comprehensive resource of anti-trafficking efforts around the globe. It covers 188 countries and territories, including the United States.The Supreme Court agreed on June 24 to hear a challenge by the federal government to a Tennessee law that prohibits the use of puberty blockers and medical treatments for minors who identify as transgender. The decision comes as several states have enacted legislation regarding transgender individuals' treatments, participation in school sports, use of gender-specific bathrooms, and drag shows.Gunmen opened fire on places of worship in two cities of Russia's southernmost Dagestan province on Sunday, killing at least 15 police officers and four civilians, including an Orthodox priest, in what appeared to be a coordinated attack.

Kaitlyn Zedalis Kaitlyn Zedalis is the associate director of research, learning, and advocacy for the Covenant House Action and Research Tank (CHART) at Covenant House New Jersey, where she oversees agency initiatives related to research, program evaluation, and advocacy. Kaitlyn has assisted organizations across North America on the topics of human trafficking, screening and assessment, trauma informed care, and best practices for serving victims of human trafficking. She has a master's degree in social work from Stockton University, where she currently serves as an adjunct professor, and is a licensed social worker and licensed clinical alcohol and drug counselor. Key Points The Covenant House Action and Research Tank, or CHART, is an initiative of Covenant House New Jersey that conducts research, develops evidence based strategies, and seeks solutions for complex problems such as homelessness and human trafficking. Labor trafficking by forced criminality is any labor trafficking where the labor a person is required to perform is a crime, heavily intertwining criminalization and victimization. Covenant House New Jersey's research found that a supportive adult relationship in an individual's life serves as a protective factor from trafficking. In many cases, a victim is forced or coerced to remain in the situation they are in for fear of getting in trouble with the law, as they see themselves as engaging in criminal behavior rather than as a victim. 緣起:見到柬埔寨人口販運集團的新聞;除了說當事人貪和愚蠢,究竟還有些甚麼值得討論的地方?人口販運集團與神奇國度,究竟又有甚麼關係? 01,美國國務院剛剛發表一份 2022 年販賣人口報告(Trafficking in Persons Report),柬埔寨被歸類成第三級別(tier 3) ;即是當地政府對於販賣人口罪案檢控不力,對誘拐的人亦完全沒有提供保護。02,先此聲明,販賣人口,不只是落後國家才有的現象。甚至連美國本土,一樣有販賣人口的罪案;尤其是南部地區。但絕大多數自由民主國家,政府都會視販賣人口為嚴重罪行;任何人曾涉及過販賣人口罪行的人,理論上是終生不得踏進美國國境。03,在販賣人口報告中被別為第三級別的國家,當地政府不但沒有阻止販賣人口嘅勾當,社會權貴往往亦參與在其中;所以這份報告針對的,不只是事態嚴重程度,亦關乎政策方針和執行。04,今年度的販賣人口報告,其中一個特別題目是「一帶一路」的代價。當中雖然沒有點名指中共有份參與人口販賣活動,但有特別提到新疆,以及中國大陸國企一帶一路項目中,涉嫌剝削奴工的自由和權利,包括扣留証件、極長工時、無償工作甚至是暴力及性侵。05,另外,越南、汶萊和澳門均被報告列入黑名單;香港也在第二級別的觀察名單。06,柬埔寨的販賣人口事件,其實並非最近才出現。坊間有傳,甚至香港也有人被騙到當地。另一個傳聞則指,由於在過去兩年某國近乎自我封鎖,令人口販子要到其他地方另覓供應。但畢竟台灣享有言論自由,荒謬的事很快便會曝光。07,從今次傳媒和民間的反應,直覺告訴我,情況就有如 2010 年香港人目睹馬尼拉人質事件一樣,會反思港府因沒有外交地位,令海外港人不受保護的問題。既然當時的慘劇喚醒了不少香港人的本土意識,民進黨政府若懂得把握這個契機,雖然未必爭取得到甚麼外交話語權,但至少可以令國民黨在台灣國際地位這個問題上進退兩難。08,坊間講到那些被販賣到柬埔寨的人所遇到的各種遭遇,有些應該離事實不遠,但有些講法卻令人懷疑。但在沒有證據的情況下,很難驗證。我感興趣的反而是,如何從經濟學的角度,去了解奴隸制度。為甚麼有奴隸制度?如果說奴隸制度是有利可圖,為甚麼有些地方漸漸廢除奴隸?難怪純粹是因為人道主義?那麼為何有些地方在廿一世紀還延續了奴隸?究竟這些地方有甚麼特點?最後就是,假如不幸被賣身為奴,可以如何脫身?09,人類自有文明以來,世界各地絕大多數的時間,都有不同形式的奴隸制度。甚至可以說,沒有奴隸的現代社會,才是異數。廢除奴隸的歷史,由十八世紀開始;最初英國不承認奴隸主對奴隸的擁有權,但對海外殖民地卻「隻眼開隻眼閉」。甚至有個說法指,美國獨立革命的其中一個原因,就是因為當時美國某些庄園地主相信英國本土廢除奴隸的風氣,遲早會影響到美洲。當南部州份的力量加入了獨立陣營,才讓美國分離主義壯大起來。10,美國獨立的過程是一個漫長的過程,亦絕非單一、兩個原因而起/但從當時的社會經濟結構,可以見到以農業為主的南部,經濟產業也更依賴奴隸。但是以製造業和貿易為主的北方,其實對奴隸制度不置可否,甚至再北一點的加拿大以木材及皮毛出口為主,幾乎完全用不著奴隸;由南到北的政治取態,反映了政治最終還是由經濟產業結構所主導;所謂意識形態,只是披在外面的包裝。11,為何奴隸制度漸漸被取締?就在美國獨立的同時,在大西洋的另一邊,阿當史密斯(Adam Smith)也出版了《原富論》;當中有一章就是講到了奴隸制度。史密斯指,奴隸的生產力,肯定不如自由人,因為奴隸沒有進步的動力,管理的成本亦極高。史密斯的觀察,如今看來,其實沒有甚麼大不了,但這段文字反映了在當時的世界,並存著兩種產業模式,奴隸制度以及自由人所主導的初階資本主義。12,奴隸提供的,只是簡單的勞動力。其實人類自古以來都透過不同的方法去取代勞動力。簡單如用牛馬,又或者原始的機械。大家有沒有想過,資本最原始的象徵代表符號,就是牛。如果今天只要記得一個概念,那就是曾經有一段日子,資本的定義就是任何能夠減少勞動力的替代品。13,資本主義冒起,其一個大勢就是減少對勞動力的依賴。勞動力不可靠,管理成本亦極高。原始的經濟作業中,奴隸提供的勞動力,價值極低,由於回報低,結果不論是奴隸主和奴隸,其實都是過著貧困的生活。14,美洲庄園主人,究竟是如何管理奴隸?是否只是靠暴力?1974 年歷史經濟學家 Robert Fogel 和 Stephen Engerman 在 Time on the Cross 指,以奴隸經營的庄園不但是有利可圖,而且出產的效率以當時來講,亦勝過北方的州份的自耕農。所以有一段時間,南部州份的奴隸,生活質素不下於北方的人。15,不要誤會,Fogel 和 Engerman 並非支持奴隸制度。他們只是想透過了解奴隸制度的存在和消失,分析經濟的演進。所以,下一個問題就是:奴隸制度是如何漸漸被取締?16,「奴隸制度是因為林肯而結束。」教科書希望你相信的事,往往都是片面的。1860 年代美國的統一之戰,也就是很多人所講的南北戰爭,很多人都會說是為解放黑奴而戰,但很少人意會到,這也是人類史上首個「工業化的戰爭」。如果你明白到以上所講關於勞動力和資本的關係,就明白到由於以奴隸經營的庄園經濟,產能效率不及以機械操作的大規模種植,所以才漸漸消失。換句話說,美國在十九世紀大規模地以機械取代勞動力,才是解放奴隸的最主要原因。17,由非洲販賣人口到美洲的奴隸貿易,其實早在十八世紀末式微。由十九世紀開始,輸出勞動力的地方,由非洲變成東歐、愛爾蘭以及中國。18,在很多人的想像中,販賣人口,就是可惡的白人,在亞非落後地區拐帶無知的土著。其實絕大多數時候,奴隸販子和被販賣的奴隸,都是同文同種的自己人。甚至乎在販賣者眼中,將鄉里送到異地,可能是幫了他們一把,至少他們不用在家鄉捱餓,又或者受戰火蹂躪。例如十九世紀中,中國人到美國西部做礦工、鐵路建築工的日子,也正是大清與太平天國進行內戰的時候。然後到光緒元年(1877-78年),也就是史稱「丁戊奇荒」的日子,又有另一大批中國人流亡海外。在大西洋的另一邊,愛爾蘭在 1848 年大饑荒前後,亦有不少人到北美謀生;愛爾蘭人當時在美國被稱為「白種黑奴」,但介紹他們到美國的,往往也是愛爾蘭人。19,以上提到的國際勞動力人口流動,並非全部都是由於人口販賣;但十九世紀中後,由於機械使用的普及,美國開始有各種政策,嘗試阻撓低技術新移民流入。 1860 年代後統一之戰後,排拒低技術勞動力的政策亦越來越多。20,所以,廿一世紀仍然有奴隸經濟,我的確是感到有點不可思議。當然,有些工作暫時仍然不能以機器取代,例如賣淫。但不是所有色情行業都是靠販賣人口提供勞動力,所以從公共政策角度出發,色情行業合法化,重點是要確保當事人不是被強迫,以及不構成公共衛生問題。這也是多年來香港的政策方針:賣淫不犯法,但依賴妓女為生者就必須重罰。21,被賣身到柬埔寨的,不只是女人;男人被賣到當地,究竟又有甚麼價值?有報道說被賣到當地的男人,多數是被迫從事網上及電話詐騙案。這個講法,聽來也是合理。畢竟電騙也是勞動力密集的工作;我聽聞甚麼微訊女之類的,也有透過這些暗黑 call center 來操作。22,更誇張的說,有被賣到柬埔寨的人,每日被抽血,甚至活摘器官。這種講法,我卻認為有點匪夷所思。首先,血和器官,可以賣到甚麼地方?總不可能賣到發達國家的醫院吧。人體器官,更不是像機器零件那樣,可以說要換就隨便替換,也不能先摘下來,雪藏備用。另外,像移植肝臟、心臟等複雜的手術,更難掌握的,應該是相關的技術和設備。如果是要賣血和活摘器官,柬埔寨本身也有過千萬人口,實在犯不著走到老遠花那麼多心思力氣要誘騙外面的人吧。當然,也可能是我的想像力不夠豐富。畢竟,不能證明存在的事,也不代表可以證明是不存在;the absence of evidence is not the evidence of absence 。23,「那麼你如何解釋犯罪集團要誘騙中國、台灣甚至香港的人去當地做後現代的奴隸工?」更應該問的是:「中國、台灣和香港人,有些甚麼是當地人所沒有的?」那應該是中文的能力吧。假如像報道中所講的,很多被騙到當地的人,結果都是從事網騙、電騙,而對象就是中港台的人,那就合情合理。24,網騙、電騙犯罪集團,當然可以在中港台設立 call center ,但這樣做一來易被執法機關所緝捕,一網成擒。二來,假如騙徒是自由人,他們成功釣到獵物之後,大可將收穫據為己有,不用分贓予集團。所以,集團要大規模人力密集形式運作,其中一個模式就是將騙局的前線人員禁錮在一個偏遠的地方,迫使他們上繳犯罪得來得所有收入。25,也有案例是被禁錮的人向家人索取贖金,這也可以視為一種收入模式,但也反映了相關犯罪集團,真正的核心技能其實是懂得如何將犯罪得來的錢,洗得一乾二淨。所以,要打擊這些罪行,最終還是以金融手段,追查資金去向。26,另外,有些被禁錮的前線騙徒,工作就是誘騙更多人加入;某程度上令罪行的產業結構,變成層壓式的金字塔銷售。所以,下一個另有趣的問題是,假如不幸被賣身為奴,究竟如何可以脫身?當然,趁月黑風高逃跑,不是沒有可能;但這種在電影橋段中才有的情節,成功機會率極低,代價輕則被痛打一頓,但亦有可能被處決示眾,以警剔其他被禁錮者,不要輕舉妄動。28,贖身可行嗎?從奴隸主的角度,奴隸是可以被買賣的資產;在人手不足的時候,奴隸主會向其他奴隸主收購勞動力。但這種買賣,往往只會局限於少數圈內的人,奴隸主很少會讓外人賣走控制其在手上的奴隸,也就是所謂的贖身。因為一旦讓奴隸有贖身的機會,不但增加了的奴隸主被報復,也破壞了產業的結構。所以,奴隸主會為了維護共同的利益結構,阻止被控制的奴隸投奔自由。所以,向犯罪集團交贖金的家屬是買不到家人的自由和安全。被賣身為奴的人,29,正如以上所講,被賣身為奴者,其中一個可以重獲自由的機會,就是加入犯罪集團,成為其中一份子。就像以上所提到,奴隸主為確保勞動力穩定供應,總要依賴某些人去被誘拐同聲同氣同文同種的人;能夠回到自己所屬的地方做招攬的工作,就是被賣身為奴者的唯一生路。30,這樣講彷彿很黑暗,但柬埔寨的奴隸騙徒集團,其實最終還是「自己人騙自己人」;換句話說,很可能根本就是操縱在某些中國人的手裡。從另一個角度看,若非有中國這個龐大的市場,又怎會有人想到在柬埔寨設立電網騙局中心?美國財政部,雖然已經對個別涉及販賣人口的集團首腦,進行制裁,但此等對個人的經濟制裁,儘其量只是增加相關人士的洗黑錢成本;正如剛才所講,犯罪集團的核心技能,是洗黑錢。只要當地政府隻眼開隻眼閉,犯罪集團仍然是生意如常。況且被騙的又不是美國國民,美國政府的執法機關亦愛莫能助?諷刺是,反而受害者眾的神奇國度,卻對問題視而不見。31,關於奴隸經濟,其實可以講的題目還有許多。有人笑言,各種工商專業,朝七晚十一的生活,儼如後現代的奴隸。但別忘了,這些後現代資本主義社會奴隸,僱主會給予他們每人一個健身會會藉,好讓他們能消耗多餘的能量。或者,不同年代出賣勞動力的形式也有所分別,就正如過去「被賣豬仔」的是農民、礦工和鐵路建築工,今天就是到網上騙財,做微訊女。32,假如今天只記得一件事,請記得:勞動力很卑賤。靠出賣勞動力謀生的人,生活固然是坎坷,靠剝削勞動力的奴隸主,亦不會非常富有。資本是取締勞動力最有效,亦最龐大的力量。當社會由勞力為主走向資本密集,就不再有奴隸這回事。資本主義讓人由勞動力變成消費者,這才是現代社會最偉大亦最可愛的革命。 This is a public episode. March 10th, 2022 - In response to last year's Trafficking in Persons Report, when Thailand was downgraded to the Tier 2 Watch List, the agenda has focused on intensifying efforts to move up towards Tier 1. The report offered recommendations to improve the country's standing by: increasing law enforcement's capacity to investigate and prosecute, investing in multi-disciplinary training, increasing understanding of the linkages between forced labor and trafficking, facilitating government collaboration, and increasing trauma-informed care and treatment of survivors at every step of the way through the legal and recovery process. Inspired by the story of William Wilberforce,  leader of the movement to abolish the slave trade. after watching the movie "Amazing Grace", Santa Fe College Professor Richard Tovar embarks upon a quest to make an impact on the world and live for something greater than himself.  More than a decade later, Tovar sits down to talk about the global problem of human trafficking and recalls the early days of founding the non-profit organization FIGHT (Fight Injustice and Global Human Trafficking).  His conversation touches upon how human trafficking while a global problem, has very real local impacts and discusses some of the societal stereotypes, cultural acceptance and legal frameworks..On January 20, 2022 the Santa Fe College Institute of Public Safety is hosting Human Trafficking Awareness Training (HTAT) aimed at training federal, state, local, tribal or military law enforcement officers or agents.  The training will cover current indicators for human trafficking, an overview of Federal statutes and applicable state law related to trafficking. The training is oriented with case studies, videos, and student-centered learning activities tailored to your community's unique challenges, followed by a panel discussion with state, local, & federal subject matter experts. US human trafficking report elicits anger from several countries

For decades, Cuba has sent thousands of health workers to other countries on medical missions, responding to disasters and other situations. The humanitarian efforts mask a program that relies on forced labor and that has earned Cuba billions of dollars, according to Maria Werlau, executive director of the US nonprofit Cuba Archive.“Many people allege that these doctors go voluntarily, without recognizing that these doctors are a captive labor force.”Maria Werlau, executive director, Cuba Archive“Many people allege that these doctors go voluntarily, without recognizing that these doctors are a captive labor force,” she said. “A lot of them don't even make enough to feed their families.” Related: 'Global ring' involved in smuggling 39 found dead in truck, court toldThe US has deemed these medical missions “human trafficking” before. But a report released by the State Department on Thursday may use the strongest language yet. US Secretary of State Antony Blinken spoke directly to the issue: “They send doctors and other medical personnel abroad, fail to inform them of the terms of their contracts, confiscate their documents and salaries, threaten them and their family members when they try to leave,” he said.Cuban officials reacted vehemently, accusing the US of lying, defaming and slandering their country. And they're not the only ones expressing outrage since the Trafficking in Persons Report — or TIP report — was released. But the report is also being hailed for speaking more stridently and directly to some issues than ever before.“This report is important because it acknowledges problems that have long existed, but that the TIP report has rarely embraced,” said Martina E. Vandenberg, founder and president of the Human Trafficking Legal Center in DC.The report says many countries failed to adapt to the COVID-19 crisis, allowing a dramatic increase in the number of people trafficked or at risk of falling into modern slavery. And while anti-trafficking organizations faltered, traffickers thrived, in part by drastically increasing online sex trafficking. “Traffickers ... adapt their tactics, they take advantage of new risks and new vulnerabilities that emerge ..."Kari Johnstone, acting director, Office to Monitor and Combat Trafficking in Persons“Traffickers adapt,” said Kari Johnstone, acting director of the Office to Monitor and Combat Trafficking in Persons, at a press conference. “They adapt their tactics, they take advantage of new risks and new vulnerabilities that emerge. It is incumbent upon governments, and all of us who care about human trafficking, to similarly adapt and respond to prevent trafficking, prosecute the traffickers and protect the victims.”Related: South Korea reels from latest high-tech, online sex trafficking caseThis year's TIP report includes a new section that focuses specifically on LGBTQ people. Another part added this year draws a connection from modern-day trafficking to systemic racism and the legacies of colonization, Indigenous dispossession, and the trans-Atlantic slave trade. “I think that is a step forward. Denying these intersections and these root causes of trafficking allows us to continue — as a government, as a country — to continue perpetuating these harms."Jean Bruggerman, executive director, Freedom Network USA, Washington, DC“I think that is a step forward. The Turkish foreign ministry blasted the US, calling the accusations unfounded — and unacceptable. It added that the report is, quote, "the most striking example of hypocrisy” and “double standards."Related: US human trafficking report is misleading, advocates sayThe Thai foreign ministry also angrily dismissed the report as unfair, after it downgraded and placed Thailand on a watchlist for catching and charging fewer suspects. Thailand's inaction contributed to a stunning overall drop in the apprehension of traffickers worldwide last year. Prosecutions fell below 10,000 for the first time since at least 2013. Convictions were down from the previous year by almost half, to barely more than 5,000.“It's clear that COVID opened the door to the largest wage theft in history, and so walking COVID back — walking the abuse of workers back — is going to be incredibly difficult ... We need much more than rhetoric. We need real structural changes.”Martina E. The existence of child soldiers has not been reported on much of late, but has been raised by the US State Department in its 2020 Trafficking in Persons Report, and by the UN in its report on human rights violations in Yemen (the UN report”).[1] The use of children as soldiers is commonplace. The UN in 2016 reported that: An upsurge in global conflicts and brutal war tactics continues to make children extremely vulnerable to recruitment and use by armed groups to work as porters, messengers, and cooks, and also in armed conflict as combatants and in sexual slavery, causing the children lifelong trauma. The Rome Statute of the International Criminal Court classifies the recruitment of children into fighting forces as a war crime and a crime against humanity. The International Labour Organization’s Convention No. 182 defines child soldiering as one of the worst forms of child labour. The African Charter on the Rights and Welfare of the Child outlaws child soldiering, and the Optional Protocol to the Convention on the Rights of the Child established 18 as the minimum age for children’s participation in hostilities. In the UK You must be at least 16 years old to join the Army as a soldier. You can start your application when you're 15 years and 7 months. In Australia, you can join the Army at 17 but can start your application earlier if you wish. As mentioned in the UK sixteen-year-olds are allowed to join the Army, but under the terms of the UN Optional Protocol on the Involvement of Children in Armed Conflict, known as the ‘child soldiers treaty’, the UK does not send under-18s to warzones although there have been incidences where it has happened. The UN Convention on the Rights of the Child defines a child as being every human being below the age of 18 years. This, arguably, begs the question is the west in some cases sending mixed messages by recruiting 16 and 17 year olds to their armed forces? The argument is that the armed forces offer young people exemplary career opportunities and that may be so in the UK and Australia. The reality in the likes of Somalia is very different. In those parts of the world where the UN conventions and protocols are not so readily respected, children can be illegally abducted and forced to join up. Or, it may be that due to the impact of conflict on their communities, children join 'voluntarily' (often under pressure from family or members of the group) in order to secure food, to escape an abusive relationship, for revenge if many of their family members have been killed or for safety and money. As well as live combat, the role of a child soldier can include working as a spy, planting landmines, performing domestic duties and delivering messages. Child soldiers are highly vulnerable to abuse with reports of sexual exploitation, and being used as human shields on the front line of fighting. If they manage to escape, former child soldiers often live in fear of retaliation against themselves or their families. Turning to the UN report, it calls on the Security Council to refer alleged actions by all parties in the conflict, including the Houthis rebels and Saudi Arabia, to the International Criminal Court for possible war crimes prosecutions. The UN report also urges the Security Council to expand sanctions against individuals involved in the conflict and to establish a criminal investigations body. The UN report authors said there were “reasonable grounds” to believe that the Yemeni government and the Iran-backed Houthis, along with the governments of Saudi Arabia and the United Arab Emirates, were responsible for a range of rights violations, including unlawful deaths, disappearances and imprisonment, along with sexual violence and the use of child soldiers.[2] If the UK and Australia for argument’s sake lifted the minimum age for joining the armed forces to 18 it would unlikely make any difference to the plight of child soldiers in countries where conventions and protocols are not respected. The UN report calls for: [the parties to the conflict to] Cease and prevent the recruitment and use of children in the armed conflict; further, ensure the demobilization and effective disarmament of boys and girls recruited or used in hostilities, and the release of those captured; implement effective programmes for their rehabilitation, physical and psychological recovery, and reintegration into society. All decent and same people would agree with that call, but is it worth the paper it is written on? The tragic reality is that the child soldiers have rights written on paper but no means to enforce them. The UN report recognises that “No right exists without a remedy” yet calls on the warring parties who recruit child soldiers and exploit them in the worst possible way to do the decent thing. The challenge for the UN and the international community is to enable the child soldiers to have the means of access to the remedy. There can be no means of access to justice if the child is dependent on the warring parties viz his/her abuser. In relation to Yemen, the UN report calls for “the creation of a special tribunal such as a “hybrid tribunal” to prosecute cases of those most responsible” for the various atrocities. That may be right and proper but how does that look from a child soldier’s perspective? Maybe, the UN and the international community when asking itself what should be done when children’s rights are abused should ask children? In a recent podcast, following the publication by the US State Department 2020 Trafficking in Persons Report,   we discussed “trauma bonding” in the context of human trafficking. It is recognised that victims can become physical and psychological dependence on their captors hence out of the trauma of being enslaved a relationship develops. It may seem perverse but on analysis, we can understand why this happens if the victim is dependent on the trafficker or slave master for food, shelter, or physical safety if not survival. In this podcast, Alan and Michael explore “trauma bonding” in other contexts such as the abusive relationship. “Trauma bonding” is thought to occur in relationships when there are periods of intense love and excitement with a person followed by periods of abuse, neglect, and mistreatment if not sexual and physical violence. The cycle of being devalued and then rewarded over and over works over time to create a strong chemical and hormonal bond between a victim and his or her abuser. This is why victims of abuse often describe feeling more deeply bonded to their abuser than they do to people who actually consistently treat them well. We use the term relationship in its broadest sense because the reality may be that it is a misnomer. You could have for example a situation where criminal offences are being committed, say, in the case of a so-called relationship between a teacher and pupil. The pupil may well see what is taken place with the teacher as a “relationship” be blind to the grooming (and exploitation) that is occurring. Is the acceptance of exploitation in a relationship a symptom or aspect of “trauma bonding”? Michael makes the point that “trauma bonding” can be misunderstood as a kind of “Stockholm Syndrome” and explains why this is so In attempting to answer the question Alan and Michael discuss research that suggests a significant minority of gay men experience violence in their relationships. A study, published in the July 2018 issue of The American Journal of Men’s Health, indicates that gay male couples experience domestic violence at rates comparable to heterosexual couples. Researchers gathered data about Intimate Partner Violence (IPV) from both members of male couples, rather than from just one member. 46 percent of couples surveyed said they had experienced IPV over the preceding year, whether as emotional, sexual or physical abuse or in some other form. The study also found that internalized homophobia is a common factor in abusive behaviour, both among perpetrators and victims. A 2016 study in the US identified a cause of violence in a relationship as a homophobic stigma. This is in line with research elsewhere. It is of course extraordinary that in the western world in the 21st century that there are people embarrassed by their sexuality. Research suggests abusive partners within an LGBTIQ relationship may use homo/bi/transphobia or heterosexism to exercise power and control over a partner. For example, the practice of "outing" or disclosing HIV status, or threats to do so may occur. An LGBTIQ partner may use their partner's sexuality or identity as a form of control by limiting their access to friends and social networks, or by threatening to tell their partner's employer, parent, children, landlord or friends about their same-sex relationship or trans identity. Internalised homophobia can manifest within an abuser as "contempt for an intimate partner" An abusive partner may also use homophobia or transphobia to control and isolate a partner by suggesting that they will not be believed or that they shouldn't report the violence as they will be discriminated against by services and the law. Further to this, fear of isolation and homophobia in the wider community may contribute to victims staying with an abusive partner. Other research suggests that there is an appreciation or expectation of emotional intimate partner violence to be commonplace. Research has also shown that violence can be normalised and this begs the question if this is so, does this mean that there is an absence of “trauma bonding”? If the normalisation blunts the distinction between aggressor and victim we can see how it might be difficult to answer the question affirmatively. Yet what appears to be a contradiction suggests that normalisation is, in fact, a symptom. The victim has “accepted” the violence to sustain what they see as the relationship. It’s arguably no different to the trafficking victim taking food and shelter from their captor day in day out in order to survive. A relationship of dependency exists through unacceptable behaviour. To conclude and by answering the question “trauma bonding” generally is now understood in terms of attachment theory, and the ways in which abuse triggers intense fear and attachment that, perhaps, ironically can prompt the victim to seek the perpetrator’s protection. A final thought is that labels and, maybe, “trauma bonding” is one, can conjure –up a meaningful diagnosis or an answer to a complex problem, but our discussion shows that they need to be used with care.

Half of these people are sold into the sex trade, the majority of whom are women and children. Ireland is not immune to this global catastrophe. The annual Trafficking in Persons Report, published recently by the US Department of State, further downgraded Ireland to ‘Tier 2 – watch list”, criticising the country for major failings in its treatment of human trafficking victims. Human trafficking is a growing criminal activity and justice issue here in Ireland.  The need for public awareness is paramount. The statistics are frightening and overwhelming. How do we respond to such an issue?  An Irish charity MECPATHS (Mercy Efforts for Child Protection Against Trafficking with the Hospitality Sector) took one small step.  Hotels are known as one of the places where women and children are sex trafficked.  MECPATHS is working with hotel groups to deliver training programmes for hotel staff on the indicators and protocol of reporting child sex trafficking. Do Disturb is about the importance of increasing public awareness and understanding that no matter how overwhelming this global issue is, there is something we can do to bring about change. Extracts from the ‘Do Disturb': “When we look at the global number it is estimated that over 40 million people suffer from human trafficking, also referred to as Modern Day Slavery, today.  If we think of the times of the transatlantic slave trade which were shocking times, during the two centuries, there was about 15 million people in slavery. So the problem is worse now. “If we turn it back to here in Ireland, I have met women who have been trafficked into and within Ireland and used as a commodity.  The people controlling them have often been Irish people, the people using the service have been Irish people. .. We have now turned people into a commodity and that generates income and profit to $150 billon a year”. Kevin Hyland OBE: Kevin is a renowned international specialist in the fight against modern slavery and human trafficking. His expertise has been shaped by 30 years experience as an officer in London’s Metropolitan Police Service, notably, as head of the Human Trafficking Unit. In 2014 Kevin was appointed as the UK’s Independent Anti-Slavery Commissioner.   In 2015 Kevin was appointed Officer of the Order of the British Empire (O.B.E.), acknowledging his outstanding service in combating human trafficking. “I know from working overseas that human trafficking and child trafficking is on the rise. This year marks 20 years since the US first made a historic commitment to ending modern slavery.“We’ve accomplished so much in the last 20 years,” said John Richmond, US ambassador-at-large of the State Department's Office to Monitor and Combat Trafficking in Persons, during the June 25 release of the 2020 Trafficking in Persons Report.Related: 'American exceptionalism': EU travel bans show US is abdicating global leadership, former CDC head says“Our engagement on this has made a difference. This report and the US have made a positive difference.”Every year, the US issues an annual report that ranks countries by their progress fighting human trafficking. Countries in the lowest category are restricted from receiving US aid.The 2020 report lists 22 countries receiving improved rankings for their work on the issue over the past year.“The department put this out on time without any delays in the midst of a global pandemic and that itself serves to show the priority this administration and the secretary has placed on this issue,” Richmond said, reminding the audience that President Donald Trump had also hosted a summit on human trafficking, and issued an executive order to combat online child exploitation.But advocates across the globe warn that with the pandemic and economic downturn, there’s an urgent risk that more people will fall prey to human traffickers. They say the report is poorly timed, and counterproductive.“At this moment, at the 20th anniversary, the State Department wants to tell a story of success and progress. People now trapped in countries to which they have migrated, but completely unemployed,” she said. “And the likelihood is that those people will be more vulnerable to indentured servitude and more vulnerable to forced labor when the world begins to open up again.”Vandenburg also takes issue with the US giving itself the highest possible ranking. Many advocates felt that the US deserved to be downgraded this year.Jean Bruggeman is the executive director of Freedom Network USA. She says many of the president’s border and immigration policies increase wait times and denials, putting more people at risk for trafficking, including vulnerable populations, like LGBTQI people.“I do not think that the United States is engaged in sustained efforts. And I think the report tells you that when they say that, you know, they maintained prosecution efforts, at best, they reduced efforts to provide protection. And the only prevention work they do is federal agency training, which is not actually prevention. It was embarrassing to be on [the] tier-three or the tier-two watchlist. What is Human Trafficking?  When one hears the words ‘human trafficking,’ people often think of criminal organizations selling and shipping women and children out of the U.S. Although we are not wrong in thinking the previous thought is true, sadly that is just part of a much larger picture. According to The State.gov Policy Issues for Human Trafficking, trafficking in persons and modern slavery are umbrella terms that are used to refer to both sex trafficking and compelled labor.  In the article What is Modern Slavery we get a more in-depth look at exactly what falls under the umbrella of human trafficking as a whole, such as the following:  Sex Trafficking- When a person is misled, forced, and/or threatened to engage in prostitution.  Child Sex Trafficking- When anyone under the age of 18 is baited and forced to perform a commercial sex act. Forced Labor-The use of physical and psychological threats, dishonesty, and/or abuse of the legal process (migrants are targeted) to force people to work.  Bonded Labor or Debt Bondage-The debt of a family member imposed on a person or the exploitation of an initial debt a person incurred Domestic Servitude-When a domestic worker (housekeeper, nanny, cook, and etc.) is not allowed to leave, not given a day off, is abused, not paid minimum wage and/or not paid at all.  Forced Child Labor-Forced labor of children in the custody of non-family members for the financial benefit of persons outside of the children's families. Unlawful Recruitment and Use of Child Soldiers-Children recruited by force, deception, or coercion to be soldiers, porters, cooks, messengers or spies. Both boy and girl soldiers are sexually abused by the perpetrators (rebel groups, paramilitary organizations, and some government armed forces).  The above list breaks down the different areas of trafficking and what it in-tells.  Traffickers Lure Unsuspecting Victims into a Life of Modern Slavery  Homeless girl standing against a wallPhoto by Eric Ward on Unsplash In episode 2 we talked about the face of homelessness in America. Sadly, among those persons are a large number of youths. There are a number of reasons those young people find themselves on the street. Some run away from abuse in the home or foster care placements. Whereas others are forced out onto the street because of their sexual orientation, gender identity, or both. The traffickers lure the teens by offering food, shelter, and a job; then they are indebted and trapped into a life of slavery; when all they wanted was to have a meal, rest in a safe place, and make some money to live. According to the June 2019 Trafficking in Persons Report in the U.S., a large number of child sex trafficking victims were in the foster care system at one time or another. Another method some traffickers often use is to place ads (modeling, dating, or acting) in the newspaper, magazines, and online--to lure innocent victims, such as in the case of two men in Miami. In the NationalReview.com article, the men lured 50 women over a five-year span into sex trafficking by offering modeling jobs. Those young women obviously wanted careers in modeling but they were deceived. The women were drugged and raped. The criminals filmed the rapes and sold the videos to porn stores all over the country as well as the internet. The men were later charged for the crimes.   In the Fortune.com article, Human Trafficking Is an Epidemic in the U.S. It’s Also Big Business by Jaclyn Gallucci, we learned that the circumstances that cause youth to end up in susceptible situations also cause them to become adults who become prey to human traffickers. Dr. Sharon Cooper, founder, and CEO of Developmental and Forensic Pediatrics called this a pipeline of vulnerability.

Kenya is flagged as a source, transit, and destination country for persons subjected to forced labour and sex trafficking in East Africa by the Trafficking in Persons Report of 2018. We continue to host illegal recruiters who maintain networks in Uganda and Ethiopia. They recruit Kenyan, Rwandan, Ethiopian and Ugandan workers through fraudulent offers of employment in the Middle East and Asia. This happens despite a directive by the government to register all agencies linking Kenyans to employment opportunities overseas.
