Datavant, one of the world's leading health data platform companies, has announced its expansion into Ireland with the opening of its global R&D centre in Galway. The company plans to initially hire up to 125 people at its Global Development Centre in Galway by the end of 2027. Recruitment is already underway with a range of diverse engineering roles now open. Datavant Ireland will be working out of the Portershed initially with plans to open a city centre location before the end of the year. The project is supported by the Irish Government through IDA Ireland. Datavant CEO Kyle Armbrester is making the announcement at an event in Galway's Portershed this morning (March 31st), which will be attended by Minister for Enterprise, Tourism and Employment Peter Burke T.D. and IDA CEO Michael Lohan. Members of Datavant's Executive Leadership Team also in attendance include Matt Vail, Chief Technology Officer; Arnaub Chatterjee, General Manager and President of Life Sciences, Ecosystem and Public Sector; and Susan Yun, Chief People Officer. The company is also announcing the appointment of its new Vice President, Engineering and Galway Technical Lead, Ciaran O'Toole, who will be based out of the Galway office. Ciaran will lead the effort to build the Datavant engineering team in Ireland with a focus on building the company's life sciences technology roadmap and integration with the enterprise technology organisation. Prior to joining Datavant, Ciaran was VP of Software Engineering for Globalisation Partners, a Boston-based global recruitment and talent company, where he led the build-out of the company's Irish engineering team and launched its Galway site. Throughout his career, Ciaran has worked on building out and maintaining multifunctional, high-performing engineering teams. Datavant is the world leader in secure, compliant healthcare data exchange and has more than 8,000 employees. It is making the world's health data secure, accessible and actionable. Datavant's vast and diverse health data exchange in the U.S. serves as a "network of networks," enabling seamless, privacy-preserving data exchange between life sciences, payers, and providers through its platform. By connecting disparate patient-level datasets ,EHRs, claims data, lab results, clinical trial data, consumer data, social determinants of health data, and more, in a privacy-compliant manner, Datavant helps each stakeholder in healthcare unlock insights and opportunities that weren't previously possible. Datavant's new Irish-based Global Development Centre will support the company's overall global development approach to product development and will operate as an integrated part of Datavant's tech and product development team. The decision to create a Global Development Centre outside of the U.S. was influenced by a desire to tap into top tech talent and to follow around-the-clock productivity. Two of the key reasons why Datavant chose Galway specifically were because of the rich talent pool in Galway and Ireland - especially highly-experienced people in the area of health tech - and because of its proximity to Datavant customers in the EU. Hiring has already begun for the new roles which will initially be in engineering, the majority of which will focus on building Datavant's Privacy and Linkage technologies to support its Life Sciences, Ecosystem and Public Sector business. The company is also recruiting for technology roles to support security and corporate systems. The Galway-based team will significantly expand upon Datavant's established presence of UK-based professionals, including engineers, data scientists, privacy experts, and product management specialists. On March 18, 2025, the Election Commission of India announced that its officials will hold talks with UIDAI experts for linking the Electoral Photo Identity Cards (EPIC) with Aadhaar.  This linking is supposed to be voluntary, but there is some confusion as to whether the voter will really have any choice in the matter.  There are also concerns that linking EPIC with Aadhaar could lead to voter profiling, selective disenfranchisement, targeted campaigns, data privacy violations, and possibly undermine the autonomy of the Election Commission. Applicants could receive up to $125K for dwelling units Beacon and seven other municipalities in Dutchess County have been awarded $6 million from a state program to help low- and moderate-income residents construct or upgrade accessory dwelling units. Applications for the funding from Plus One ADU should be available later this year, after the Poughkeepsie nonprofit that will administer the program locally finalizes contracts with the state and municipalities. Single-family homeowners who qualify will be able to apply for up to $125,000 per project. The other Dutchess municipalities awarded this funding are the towns of Amenia, North East, Pine Plains, Poughkeepsie, Stanford, Union Vale and the Village of Rhinebeck. On Wednesday (Feb. 26), City Administrator Chris White said he was unsure whether the state or the nonprofit, Hudson River Housing, would evaluate applications. The city's role will be to promote the program, he said. The $6 million award, announced Feb. 14, is part of the third round of funding for the Plus One program; the state allocated $85 million in the 2022-23 budget. Applicants who receive funding will be required to confirm for 10 years or longer that the ADU is being used as housing and not short-term rentals, with site visits every two years. Gov. Kathy Hochul has supported ADUs as a relatively easy way to create affordable housing. They are often used to house an older relative but can provide income if used as long-term rentals. The City Council on Monday began a discussion of ways to further simplify Beacon's ADU approval process. In 2022, the council approved zoning-code amendments to streamline the lengthy Planning Board review that had been required for ADUs, but permits have been issued for only four units since then. Twenty-nine were approved in the three decades after the city began allowing ADUs in 1989. "We are not seeing the uptake of ADUs that was maybe thought [would happen] when these regulations were originally developed," said Natalie Quinn, the city's planning consultant. "I think there was a thought that it would be hugely popular and there would be one on every other lot." Because of the low participation, many municipalities are trying to make approvals easier, she said. Monday's meeting gave council members the opportunity to weigh in on several questions about regulations and ways to simplify them. The council seemed inclined to allow ADUs on any lot with a single-family structure. Currently, accessory units are not allowed in the Linkage or Fishkill Creek Development zones, among other areas. Council members appeared OK with keeping a requirement that the property owner must live in the primary structure or the ADU. They agreed to lower the minimum accessory apartment size from 200 square feet to match the state building code, which is 150 square feet. The city's current maximum is 1,000 square feet. The council also seemed to agree that some applications - for example, those for ADUs above a certain size or requiring a new structure rather than a renovation - should require Planning Board review. Council members leaned toward eliminating the requirement of one parking space per unit but said that, if an application must go to the Planning Board, a parking requirement should be considered. Finally, they agreed to continue requiring a $750 application fee and $3,000 escrow payment for Planning Board applications to cover the time of city attorneys and planning and engineering consultants. Despite those restrictions, by streamlining the process so that the building inspector can review and approve most applications, "you're removing the application fee, the escrow and engineering fees" for applicants, noted City Attorney Nick Ward-Willis. "That's where you're getting your most significant savings." Ward-Willis said he would bring a draft law to the next council workshop on March 10. California and Quebec have expressed interest in linking to Washington's carbon market. “Linking California's, Quebec's and Washington's carbon markets would enable deeper and faster cuts in climate pollution while creating a more stable, predictable market for all,” said Katelyn Roedner Sutter, the Environmental Defense Fund's California director. “Three major climate leaders joining forces would create a huge momentum boost for climate action.” One factor complicating linkage efforts is the requirement that CCA funding go to individuals from communities facing environmental harm or health impacts and the organizations serving those communities in what is termed “environmental justice.”

BUFFALO, NY- February 19, 2024 – A new #research paper was #published in Oncotarget's Volume 15 on February 5, 2024, entitled, “Neurotrophic-tyrosine receptor kinase gene fusion in papillary thyroid cancer: A clinicogenomic biobank and record linkage study from Finland.” Selective tropomyosin receptor kinase (TRK) inhibitors are approved targeted therapies for patients with solid tumors harboring a neurotrophic tyrosine receptor kinase (NTRK) gene fusion. Country-specific estimates of NTRK gene fusion frequency, and knowledge on the characteristics of affected patients, are limited. In this new study, researchers Wei Zhang, Arndt A. Schmitz, Roosa E. Kallionpää, Merja Perälä, Niina Pitkänen, Mikko Tukiainen, Erika Alanne, Korinna Jöhrens, Renate Schulze-Rath, Bahman Farahmand, and Jihong Zong from Bayer HealthCare Pharmaceuticals Inc., University of Turku, Turku University Hospital, Technical University Dresden, and Western Finland Cancer Centre identified patients with histologically-confirmed papillary thyroid cancer (PTC) from Finland's Auria Biobank. “The study objectives were to determine the frequency of NTRK gene fusion in patients with PTC in Finland, and to describe co-occurring genetic alternations, clinical characteristics, disease progression, and treatment pathways in NTRK gene fusion positive patients.” TRK protein expression was determined by pan-TRK immunohistochemistry. Immuno-stained tumor samples were scored by a certified pathologist. Gene fusions and other co-occurring gene alterations were identified by next generation sequencing. Patient characteristics and vital status were determined from linked hospital electronic health records (EHRs). Patients were followed from 1 year before PTC diagnosis until death. 6/389 (1.5%) PTC patients had an NTRK gene fusion (all NTRK3); mean age 43.8 years (and none had comorbidities) at PTC diagnosis. Gene fusion partners were EML4 (n = 3), ETV6 (n = 2), and RBPMS (n = 1). Of 3/6 patients with complete EHRs, all received radioactive iodine ablation only and were alive at end of follow-up (median observation, 9.12 years). “In conclusion, NTRK gene fusion is infrequent in patients with PTC.
