Phil Torres is a scholar of "global catastrophic risk," meaning that he studies the various ways in which terrible things could happen to humanity: nuclear war, global warming, asteroids, killer robots, pandemics, etc. His books include The End: What Science and Religion Tell Us About the Apocalypse and Morality, Foresight, and Human Flourishing: An Introduction to Existential Risks. Both are available free on his website. His upcoming book is Human Extinction: A History of Thinking About the End of the World.On today's episode, Phil joins to talk about how we can think rationally about the risks we face as a species, and figure out what to prioritize. Over the last decade or so, many more scholars have turned to thinking seriously about global catastrophic risks, trying to determine what threats we need to address. As Phil discusses, it's in many ways a good thing that more people are taking catastrophe seriously. As we can see from the COVID-19 pandemic, often we overlook these things until it's too late, and failures of preparation lead to millions of avoidable deaths.But Phil has also become critical of some of the popular ways of thinking about "existential risk." Institutions like the Future of Humanity Institute at Oxford and the Center for the Study of Existential Risk at Cambridge have sprung up, and and many in Silicon Valley have started taking an interest in these questions. Certain tendencies associated with the "rationalist" or "effective altruist" movements claim to be interested in "existential risk," but Phil argues that they end up drifting into a kind of techno-utopianism rather than thinking seriously about how to stop the real harms that we face in the near future. Phil has argued, including in an article for Current Affairs, that while you may often hear people like Elon Musk talking about "existential risks to humanity" and about our "long term future," when you closely examine what they mean by this, it turns out to be a bizarre and dangerous secular theology. Phil, who was previously aligned with the effective altruist and rationalist movements himself, has become stingingly critical of those he sees as misusing rationalism and thereby taking the study of catastrophe in a deeply concerning direction. (He wrote a popular article last year for Salon about the New Atheists, in which he documented the ways in which many of them present right-wing prejudices as mere "reason.")In this conversation, Phil explains why he became interested in "global catastrophic risk," how he came to reject some of the mainstream approaches to studying it, and what he thinks the most important threats facing humanity are. A key (new-ish) proposition in EA discussions is "Strong Longtermism," that the vast majority of the value in the universe is in the far future, and that we need to focus on it. This far future is often understood to be so valuable that almost any amount of preference for the long term is justifiable. In this brief post, I want to argue that this strong claim is unnecessary compared to a weaker argument, creates new problems that are easily avoided otherwise, and should be replaced with the weaker claim. (I am far from the first to propose this.) The 'regular longtermism' claim, as I present it, is that we should assign approximately similar value to the long term future as we do to the short-term. This is a philosophically difficult position which nonetheless, I argue, is superior to either status quo, or strong longtermism. Philosophical grounding The typical presentation of longtermism is that if we do not discount future lives exponentially, almost any weight placed on the future, which almost certainly can be massively larger than the present, will overwhelm the value of the present. This is hard to justify intuitively - it implies that we should ignore the near-term costs, and (taken to the extreme) could justify almost any atrocity in the pursuit of a miniscule reduction of long-term risks 1 The typical alternative is presented by naïve economic discounting, which assumes that we should exponentially discount the far future at some finite rate. This leads to claims that a candy bar today is worth more than the entire future of humanity starting in, say, 10,000 years. This is also hard to justify intuitively. A third perspective roughly justifies the current position; we should discount the future at the rate current humans think is appropriate, but also separately place significant value on having a positive long term future. This preserves both the value of the long-term future of humanity if positive, and the preference for the present. Lacking any strong justification for setting the balance, I will very tentatively claim they should be weighted approximately equally, but this is not critical - almost any non trivial weight on the far future would be a large shift from the status quo towards longer-term thinking. This may be non-rigorous, but has many attractive features. The key question, it seems, is whether the new view is different, and/or whether the exact weights for the near and long term will matter in practice. Does 'regular longtermism' say anything? Do the different positions lead to different conclusions in the short term? If they do not, there is clearly no reason to prefer strong longtermism. If they do, it seems that almost all of these differences are intuitively worrying. Strong longtermism implies we should engage in much larger near term sacrifices, and justifies ignoring near-term problems like global poverty, unless they have large impacts on the far future 2 . Strong neartermism, AKA strict exponential discounting, implies that we should do approximately nothing about the long term future. So, does regular longtermism suggest less focus on reducing existential risks, compared to the status quo? Clearly not. In fact, it suggests overwhelmingly more effort should be spent on avoiding existential risk than is currently available for the task. It may suggest less effort than strong longtermism, but only to the extent that we have very strong epistemic reasons for thinking that very large short term sacrifices are effective. What now? I am unsure that there is anything new in this post. This is: Response to Phil Torres' ‘The Case Against Longtermism', published by HaydnBelfield on the effective altruism forum. This short post responds to some of the criticisms of longtermism in Torres' minibook: Were the Great Tragedies of History “Mere Ripples”? The Case Against Longtermism, which I came across in this syllabus. I argue that while many of the criticisms of Bostrom strike true, newer formulations of longtermism and existential risk – most prominently Ord's The Precipice (but also Greaves, MacAskill, etc) – do not face the same challenges. I split the criticisms into two sections: the first on problematic ethical assumptions or commitments, the second on problematic policy proposals. Note that I both respect and disagree with all three authors. Torres piece is insightful and thought-provoking, as well as polemical; Ord's book is a great restatement of the ethical case, though I disagree with his prioritisation of climate change, nuclear weapons and collapse; and Bostrom is a groundbreaking visionary, though one can dispute many of his views. Problematic ethical assumptions or commitments Torres argues that longtermism rests on assumptions and makes commitments that are problematic and unusual/niche. He is correct that Bostrom has a number of unusual ethical views, and in his early writing he was perhaps overly fond of a contrarian ‘even given these incredibly conservative assumptions the argument goes through' framing. But Torres does not sufficiently appreciate that these limitations and constraints have largely been acknowledged by longtermist philosophers, who have (re)formulated longtermism so as to not require these assumptions and commitments. Total utilitarianism Torres suggests that longtermism is based on an ethical assumption of total utilitarianism, a view in which we should maximise wellbeing based on adding together the wellbeing of all the individuals in a group. Such a ‘more is better' ethical view accords significant weight to trillions of future individuals. He points out that total utilitarianism is not a majority opinion amongst moral philosophers. However, although total utilitarianism strongly supports longtermism, longtermism doesn't need to be based on total utilitarianism. One of the achievements of The Precipice is Ord's arguments pointing out the affinities between longtermism with other ethical traditions, such as conservatism, obligations to the past, virtue ethics. One can be committed to a range of ethical views and endorse longtermism. Trillions of simulations on computronium Torres suggests that the scales are tilted towards longtermism by including in the calculation quadrillions of simulations of individuals living flourishing lives. The view that such simulations would be moral agents, or that this future is desirable, is certainly unusual. But one doesn't have to be committed to this view for the argument to work. The argument goes through if we assume that humanity never leaves Earth, and simply survives until the Earth is uninhabitable – or even more conservatively, survives the duration of an average mammalian species. There are still trillions of future individuals, whose interests and dignity matter. ‘Reducing risk from 0.001% to 0.0001% is not the same as saving thousands of lives' Torres implies that longtermism is committed to a view of the form that reducing risk from 0.001% to 0.0001% is morally equivalent to saving e.g. thousands of present day lives. This a clear example of early Bostrom stating his argument in a philosophically robust, but very counterintuitive way. Worries about this framing have been common for over a decade, in the debate over ‘Pascal's Mugging'. However, longtermism does not have to be stated in such a way. The probabilities are unfortunately likely higher – for example Ord gives a 1/6 (~16...

Catastrophic Climate Change. Superintelligent AI. It's the end of the world as we know it on this edition of Parallax Views as author and researcher Phil Torres joins us to discuss the emerging field of study known as existential risks. The concept of existential risk, which philosopher Nick Bostrom describes as "One where an adverse outcome would either annihilate Earth-originating intelligent life or permanently and drastically curtail its potential", may seem like the stuff of a dystopian sci-fi story, but in an age of rising right-wing populism, declining democracies, and anthropomorphic climate change it may be worth considering the topic seriously. Additionally, Phil and I also delve into his recent run-ins with New Atheist. Despite being influenced by the New Atheists, Phil has been more than willing to criticize where he feels they get things wrong. In particular Phil recently took issue with what he argues is the poor and sloppy scholarship of juggernaut New Atheist public intellectual Steven Pinker's Enlightenment Now. Phil and I discuss why he critiqued Pinker's latest book, the fallout from it, and his run-ins with other New Atheist and "rationalist" adjacent figures like Peter Boghossian. Moreover, we also cover the topic of artificial intelligence (AI) and whether it is a threat to human life. Phil argues that, while the popular conception of a Terminator-style Skynet scenario isn't likely, there are real risks involved with the development of artificial intelligence. In a recent detailed critique, Phil Torres lays out all the ways in which Pinker's chapter on existential risks from Enlightenment Now, gets the discipline of existential risks entirely wrong. As this one of my areas of interest I examine Torres' arguments, but also I add a religious aspect to the entire thing which Torres intentionally avoids. In the end it's apparent that Pinker made repeated errors in the chapter, and that Torres despite being in a much better position could also probably learn something from looking at religion.

Phil Torres is a man you can expect to hear a lot more of in the North Carolina music scene. For the past few years he's been blazing musical trails as Baobab alongside his partner Whitney Trettiien, but recently he broke out of the “folktronic” territory and has begun to craft heady dance tracks under the moniker Crowdsource. On this electronically themed show, I spoke at length with Phil about the origin of his electronic obsession, how he crafts these infectious beats and some of his sampling sources. Alongside the songwriting aspects of his music, the conversation frequently delved into more logistical territories of electronic composition. For starters, many have harped on the lack of showmanship involved with live electronic sets, a qualm that's quite frankly ill-founded. Phil discusses his live set-up along with some of his major inspirations for delving into the EDM side of the electronic spectrum. Phil Torres, in addition to fronting Baobab, has a MS in neuroscience and spent a year as a visiting graduate student in the philosophy department at Harvard.  He has just published his first book entitled A Crisis of Faith: Atheism, Emerging Technologies and the Future of Humanity.  Whitney Trettien joins Torres on-stage for live shows.  She is a Ph.D. student in English at Duke University.  Despite their busy lives and amazing intellect, they still find time to wow us lesser mortals with their inspiring music.  They are a spectacle to see live as they loop guitars and synths over vocals complete with live drumming.  In addition to the music, Torres also makes some interesting videos to accompany some of his songs.Baobab can be seen touring at various venues around the Triangle.  With a double album release party coming up on the 22nd with Virgins Family Band at the Local 506, we can look forward to some great things ahead.  This album, aptly titled BAYOHBAHB, will be released by Hand Eye Records.
