Alexander Vindman, a Ukrainian American who was born in Kyiv, is a retired U.S. Army lieutenant colonel and former director for European affairs with the U.S. National Security Council (NSC). As a foreign area officer specializing in Eurasia, he served in the U.S. embassies in Kyiv and Moscow. Mr. Vindman received a Master of Arts degree in Russian, Eastern European and Central Asian studies from Harvard University. He also has a doctoral degree in international affairs from Johns Hopkins University. In this interview, Mr. Vindman discusses why the Trump Administration is putting pressure on President Zelenskyy to accept its framework for an initial 30-day ceasefire and an eventual peace agreement with Russia. One is the irrelevance of the United Nations. Two, the fact that Europe has in effect reverted to being a backwater in the scheme of things. Three, the US may have finally escaped from being a British “Imperial Fortress”. Four, it would be generally a good idea for Europe to bury the hatchet with Russia, as they usually lose wars with Russia.The United Nations, which is to say the “liberal rules-based international order” [sic] set up by the winners in World War II, may have reached the end of its useful life. The UN is going the way of its feckless predecessor, the League of Nations. There were resolutions and counter-resolutions at the UN and its Security Council, but none of it mattered. It signals the end of globalization, and the end of Europe's brief dominance.After Vladimir Zelensky made a spectacle of himself in Donald Trump's Oval Office (which may have been instigated by Keir Starmer and others encouraging Zelensky to, as it were, stand up to Trump), there was the remarkable, hastily organized summit in London to drum up support for Ukraine. Alas, it showed instead the relative impotence of western Europe: despite their brave words, they cannot defend Ukraine without US support.The participants were: Britain, France, Germany, Poland, Denmark, Sweden, Italy, Turkey, etc and Euro-grandees such as Ursula von der Leyen. It is unclear whether this motley crew can raise more than a few infantry brigades/squadrons of aircraft, and some munitions. Enough perhaps for a peace-keeping force after a standstill/ceasefire, but not for a defensive force if war were to continue.A major problem with Europe is that they are living off of old glory. There was no reason to include both Britain and France in the UN Security Council with veto power after WWII, except for misguided American generosity. But there is a much bigger problem: after a brief ‘European Century' (or to be precise, three or four centuries) of global importance, they are reverting to their natural, diminished state.The economic center of gravity of the world, according to McKinsey and The Economist, has moved decisively to Asia from where it was in the post-war era (somewhere in the Arctic Sea near Iceland around 1950 and 1960). The Industrial Revolution enabled European conquest, and this caused a break in the pattern of Asian prominence.The magisterial “Economic History of the World” by Angus Maddison for the EU showed how India was the biggest economic power in the world from 1 CE (where they started their study) up until the 1500s or 1600s. India and China dominated the world economy until European colonialism hollowed out both, especially India. Now the pendulum is swinging back. And with economic power comes military power, as well as influence.My contention is that Europe isn't really a separate ‘continent', but only an appendage to Asia, and it should be called “Northwest Asia” henceforth.A major reason for British power, apart from their guns, steel and ruthlessness, was their cunning use of far-flung ‘imperial fortresses' such as in Malta, Gibraltar, Bermuda, Halifax, St Helena, Mauritius, Singapore, etc from which they could project power around the world. Interestingly, they were able to gaslight the United States into being another such fortress despite formal independence. Whitehall has led Foggy Bottom by the nose. In effect, NATO has been the instrument for thisThe US now seems to have woken up, and is pushing back. Starmer was told by Trump that the best outcome is for the war to end and the misery to stop for Ukraine, despite loss of territory. In any case, territory in Europe has been very fluid, and they have been fighting interminable wars there such as the 30 Years' War, 100 Years' War, etc. Notably, the Crimean peninsula was ‘donated' to Ukraine by Khruschev, himself a Russian-speaking Ukrainian.There are age-old blood feuds in Europe. I realised this in the Soviet days when I had a study partner in grad school, a Ukrainian-American woman. By mistake I referred to her as a ‘Russian' and she was most offended. I think this is because western Europe has been fighting with Russia forever, based partly on race (Russians are seen as ‘tainted' by Asian blood) and religion (Russian Orthodox Church vs Catholics and other Protestants).Unfortunately for them, western Europeans have continually lost their wars to Russia: most notably, Napoleon and Hitler were decimated. Exactly three years ago, Russia mounted a full-scale invasion of Ukraine, triggering a war that has killed more than 12,000 civilians, displaced 4 million people internally and created nearly 7 million refugees, according to the United Nations. Today, Russian forces occupy roughly 20% of Ukraine. Last week, President Trump falsely accused Ukraine of starting the war, called its president, Volodymyr Zelensky, a “dictator” and initiated talks with Russia – but not Ukraine – to end the conflict. Two members of the Ukrainian American community in the Portland area join us to share their perspectives: Tatiana Terdal, president of the Portland-Lviv Friendship City Association and a board member of the Ukrainian Foundation; and Yulia Brockdorf, a Ukrainian American psychotherapist in Hillsboro who is the co-founder and president of DAWN, a nonprofit which delivers medical supplies and humanitarian aid to Ukraine. Brockdorf and Terdal will speak at a war commemoration event on Monday, which will be held at Pioneer Courthouse Square in Portland from 5-8 p.m.

Tens of thousands have been killed, entire cities have been reduced to ruins and millions of Ukrainians became refugees. In Minnesota, a doctor has been helping those who have lost limbs in the war. The Protez Foundation, based in Oakdale, has provided hundreds of Ukrainian soldiers and civilians prosthetics. Department of Homeland Security officials have ordered a pause for a range of programs that have allowed immigrants to settle in the United States temporarily, including a key program that has provided an expedited entryway for Ukrainians known as Uniting for Ukraine. It's due to an executive order from President Donald Trump. The program allows Ukrainian immigrants to enter the United States temporarily if they have financial sponsors. Hundreds of thousands of Ukrainians have entered the U.S. through the program since its launch in April of 2022. Now, many of those immigrants feel as if they are in limbo and are unsure what the future holds. It's still unclear how, when or if some of these policies will affect those already living here, but many members of Minnesota's Ukrainian community are concerned. Minnesota saw an influx of Ukrainian refugees seeking asylum after Russia invaded Ukraine in 2022. Joining MPR News host Nina Moini to talk about it's impacts is Iryna Petrus. She fled Ukraine after Russia invaded and moved to Minnesota in 2022. Petrus now works at the Ukrainian American community center in northeast Minneapolis as a program manager for the Long-Term Care Workforce Program.

Last Saturday marked the second anniversary of Russia’s invasion of Ukraine. Tens of thousands of Ukrainian soldiers have been killed and more than 6 million refugees have fled the fighting since the war began. Yulia Brockdorf is a Ukrainian American psychotherapist who lives in Hillsboro. She is also the co-founder and president of DAWN, a nonprofit that has been sending medical supplies, water filtration equipment and other humanitarian aid to Ukraine. She made four trips last year, including one in November when she traveled to the frontlines in Eastern Ukraine to provide counseling to troops and former POWs. Brockdorf shares her perspective on the mental health toll the fighting is taking on civilians turned soldiers, as well as the ongoing need for military aid to Ukraine.

Tyler Cowen, author, economist and philanthropist, talks about the inspiration for his new book and the importance of talent identification in business. He believes that talent assessment is an art rather than a science and that institutions like the Florentine Renaissance, which had a competitive process for identifying talent, have been particularly good at this. Tyler also mentions the success of identifying American business talent in the Midwest during the 20th century. China has also done a remarkable job in identifying CEO talent in a world where almost no one had an MBA, and India is currently the single hottest blossoming talent spot. He discusses the trend of companies investing in spotting talent overseas, particularly for smaller companies. With the pandemic and work from a distance, the chance of hiring talent in Indonesia or the Philippines is much higher than it was just a few years ago. However, it is harder to evaluate talent in other countries due to cultural differences and difficulty in interpreting references. And while talent is evenly distributed around the world, opportunity is not. Companies need to adapt their strategies to better identify and mobilize talent, as well as invest in international talent identification. Screening Applicants and Recruiting Talent Tips The increasing trend of independent professionals entering the international market and the importance of investing in pre-existing networks of soft contacts, Tyler suggests that companies should focus on building talent scouts or people who can help navigate different geographies around the world. He shares an example of hiring an Indian person who is well connected in India through his blog and podcast, which serves as a filter for potential applicants, reaching the people who are already aware of the company and will take the first step of contact. He also discusses the importance of screening applicants before the interview process, focusing on established track records, but with emphasis placed on behavior and actions taken and not merely words, and entrepreneurs who demonstrated curiosity and initiative, and those who can work independently but understand how they fit into a team. He emphasizes the importance of using soft connections to winnow down the field as much as possible. For the initial screening phase, Tyler suggests using pre-existing soft networks, such as those within the company or those who know them and can speak credibly about them. This approach is the highest yield way of approaching a problem where there are a large number of potential applicants and ensures that the candidate knows enough about the company and fits in. Skills Assessment and Onboarding Talent Tyler also emphasizes the importance of clear writing skills and how companies like Amazon and Stripe prioritize this aspect. He also shares a few tips to use during the interview process, and the use of practical exercises after the interview round, such as diagnostics or walk-throughs, to assess the candidate's performance. In terms of evaluating the talent within the company, Tyler suggests investing in high levels of trust and focusing on what can be done now to build trust with employees. He shares onboarding advice, and states that focusing on mid-year or annual evaluations is not always the best approach to assessing talent. Advice on Conducting Business Internationally Tyler shares tips on how to travel and learn about a place. He suggests walking a lot, even in places not in guidebooks, and speaking to a broad range of people. He also advises buying a physical guide book in advance and reading it, as people rely too much on the internet when traveling. Tyler also uses soft networks to connect with people who may be readers or people living in that area to help him. He shares a few stories of philanthropic adventures, including one example of a successful small venture is Timothy, a Ukrainian American economist. He discusses the idea that successful small ventures are often made up of people who are similar in personality types, such as early PayPal, Peter Thiel, Reed Hoffman, and Elon Musk. While this idea may not be radical, it is true that some things work well when people are cut from the same bolt of cloth. In summary, Tyler emphasizes the importance of building a soft network and connecting with people who can help him in various ways. He also mentions that some successful small ventures are made up of people who share similar personality types, which is not necessarily radical but is sometimes not always true. He talks about the concept of status quo bias and how Americans are moving less frequently. He shares his experiences with starting new projects, such as Marginal Revolution University, which is now the number one economics education site on the internet. He also talks about the importance of finding mentors, current funded projects, and future collaborations. Cracking Cultural Codes and Conducting Business Internationally Cracking cultural codes is an important aspect of understanding a culture. Tyler shares an example of how traveling to different countries helps bond with people and understand their thoughts and feelings. He believes that showing genuine interest in a country's culture can help break down barriers and encourage more ambitious individuals. A high leverage act is to raise someone's ambition. He explains that management is better in some countries than others and how it changes over time. He also identifies the business scene of various countries on the rise, and how Danish business is different from American business. Hiring Tips and Advice for Parents Shifting back to hiring, Tyler emphasizes the importance of screening for resourcefulness and relentlessness in interviewing. He suggests that older individuals should be considered due to their track record and ability to capitalize on their full market value, and suggests taking note of “weird interests”, and looking for the level of detail in answers. On family life, he shares his advice for parents on how to help develop talented kids, emphasizing the importance of encouraging curiosity and deep interests. He advises parents to introduce their children to their talented friends, allowing them to explore different professions and interests on their own. Last month, the Canadian parliament embarrassed itself during an official visit by Ukrainian Prime Minister Volodymyr Zelensky when the entire legislative body gave a standing ovation to a veteran of the Waffen SS, the paramilitary wing of the Nazi movement. Prime Minister Justin Trudeau later apologized for incident. To understand what happened, it's important to realize that Canada, like other Western nations, has a long history of sheltering Nazi war criminals. This was not a matter of negligence but official policy. During the Cold War, these hardened Nazi criminals were seen as valuable allies against the Soviet Union. This policy is all the more shameful because during World War II, the vast majority of Ukrainians who took up arms did so in the Red Army against Nazism.Lev Golinkin, a Ukrainian-American reporter, has been doing excellent work for The Forward and The Nation bringing this shameful history to light.
