Hello and welcome to a special bonus episode of YXE Underground.A few nights ago, my wife and I were able to attend a really wonderful event hosted by artist group called The 525.It was the closing reception to a group photography and video exhibition called Unbecoming…held in an empty business space on Third Avenue. The exhibition was co-curated by Saskatoon's Rowen Dinsmore and Molly Schikosky. Now, if Molly's name sounds familiar, it's because she has worked with me on many episodes of the podcast taking photos, as well as creating the YXE Underground video that was released a few months ago. Molly is amazing and we really wanted to support her…And I must say the evening was so much fun! The exhibition featured 10 female identifying artists from Saskatoon: Leo Lauren ConquergoodHannah AlexXiao HanBerit JohnsonEmily JohnsonMona KhanMolly SchikoskyDarby SutherlandTammy ZdunichEmma ZuckEach artist had their own space within the exhibition showcasing their photography and videography talents. Weaver's three wishes include the rapid modernization of the infrastructure, the fielding of SLCM-N, and for listeners to read the Strategic Posture Commission Report.Mr. Weaver began his career working as a Congressional staffer in both the House and Senate, working for Reps. Pete Stark (D-CA) and Charles Bennett (D-FL) and Senator Carl Levin (D-MI). He spent 18 years as a Senior Analyst and Division Manager at SAIC in both San Diego, CA and Omaha, NE. While a contractor in Omaha, Mr. Weaver co-authored the Defense Department's Deterrence Operations Joint Operating Concept and was the Director of the USSTRATCOM Strategic Deterrence Assessment Laboratory (SDAL).Mr. Weaver returned to government in 2007 at US Strategic Command, serving as a Senior Analyst (GS-15) and as the Deputy J5 (SES-1). He was appointed by President Obama to be OSD Policy's Principal Director for Nuclear and Missile Defense Policy (SES-2) and closed out his full-time career serving over 6 years as the Deputy Director for Strategic Stability in the Joint Staff J5. As the war enters its second winter and third year, are we now facing the prospect of battles lasting until at least 2025? The prospect of an immediate decisive military breakthrough for Ukraine has disappeared. Kyiv's offensive – launched in the summer – has largely subsided, with Ukraine's troops exhausted from over six months of intense fighting. At the same time, Ukraine's key international support pillars are under pressure. Depleted Western armouries will have far less to provide to Ukraine in the year ahead. Western political unity is being questioned, with struggles in the US Congress to ensure that Kyiv receives the critical military and economic assistance that it will need in 2024. And the EU is facing questions about whether there will be the unanimity to agree a €50-billion aid package and to open membership negotiations. Within Ukraine there are growing signs of concern about the current direction of the war. With the military campaign appearing to face a period of prolonged stalemate, in this episode of Global Security Briefing we are joined by Mark Galeotti, RUSI Senior Associate Fellow and Principal Director, Mayak Intelligence.

Cornered like a rat, Vladimir Putin is more dangerous than ever. We want his regime to be unstable, fragile, and collapsing – but 14 months of war have shown it is remarkably resilient. We wanted the Russian people to rise up against tyranny, but more than a million fled the country instead. Analysts, politicians, and the media have been wrong about so much when it comes to Russia. What are we still getting wrong. Mark Galeotti is an author and academic – by training an historian – but in practice an interdisciplinary scholar with interests encompassing politics, criminology, security studies, international relations, and anthropology. He is a specialist in transnational and organized crime, security affairs, Russian Politics, Russian History, Intelligence and Security. Mark has a PhD in Government from LSE and has worked as a Senior Lecturer and Head of Department of History at Keele University. He is a Principal Director at Mayak Intelligence, and is an Honorary Professor, SSEES at UCL. He is a Senior Associate Fellow at the Royal United Services Institute. He has also been Professor of Global Affairs at New York University from 2009 to 2016.

Over three decades, Lucian has served in the White House, the Pentagon, and in Congress providing budget, policy, and management leadership for U.S. national security programs. He served as an Assistant Secretary of Defense managing the world's largest real property portfolio valued at a trillion dollars. Lucian was responsible for identifying and mitigating risk to national security programs, as well as improving energy and environmental resilience, in the construction, sustainment, and modernization of facilities and related infrastructure. Lucian also served the Secretary of Defense as a strategic advisor for critical mission assurance and cybersecurity programs, as an Assistant Secretary of the Navy, and in the Office of Management and Budget at the White House overseeing national security, nuclear, and intelligence programs. From 2003 to 2014 he served on the professional staff of the United States Senate Committee on Armed Services responsible for legislative and budget oversight over a wide portfolio of national security programs.Lucian founded The Niemeyer Group, LLC in 2014, providing public and private sector clients strategic advisory services for economic and business development. He also serves as a founding Principal Director for the non-profit organization, United Coalition for Advanced Nuclear Power to promote the use of clean, safe civilian nuclear power.Lucian is an Air Force veteran with 21 years of active and Virginia Air National Guard service. A lot of OT systems have been around for 40 and 50 years, back when security wasn't even a concept much less designed into the architecture. Cybersecurity is not just a one time thing, it needs to be maintained and it needs to be upgraded and allowed to evolve. It's like a fitness routine, you don't get healthier or more fit by visiting the gym only once in your life. Pointing out vulnerabilities in a building's cybersecurity is a huge benefit to the owner. In the most dangerous scenario, somebody could get hurt and in other more probable scenarios, the news of a cyberattack on a building could significantly impact its value. We as a society need to address cyber safety the way that we look at safety in other aspects of our culture. In some areas, safety isn't an option and we should look at cyber safety the same way. "There are processes in place already in our society where we're rewarding good behavior. The invasion of Crimea and the Donbas in 2014 has now been overshadowed by the full-scale war across Ukraine. But understanding the shadowy and obscure ways in which the conflict began and developed prior to 2022 may help to highlight potential risks for a post-conflict order. Russia's hybrid warfare strategy may have played a leading role in igniting and fuelling the conflict, but crime and insurgency are intimately interconnected in the Kremlin playbook. The boundaries between mafia criminality, the security forces and government are hopelessly blurred in Russia, and nowhere more so than in the occupied territories of Ukraine. The Kremlin is opportunistic and co-opts all kinds of actors, from businesses and gangsters to politicians and educators as tools and proxies. A Ukrainian victory will not only require the seizing back of territory, but an effort to root Russian assets, networks and accomplices and roll back propagandist media and the penetration of the occupied territories by criminal elements. I'm joined by world-renowned academic Mark Galeotti today to unravel this murky and terrifying Ruskii Mir. Mark Galeotti is an author and academic – by training an historian – but in practice an interdisciplinary scholar with interests encompassing politics, criminology, security studies, international relations, and anthropology. I can't list all his numerous achievements, but he is a Principal Director at Mayak Intelligence, and is an Honorary Professor, SSEES at UCL. Make Galeotti has written on a dizzying array of topics and published numerous books covering Russian foreign and security policy, the Soviet war in Afghanistan, Soviet and Russian militaries, organised crime, as well as the Russian leaders: Mikhail Gorbachev and Vladimir Putin. At present Mark is working on a survey of Russia's military since 1991 – which is likely a challenge given the rapid degradation of that military in Ukraine since February, and he's also researching the security and intelligence services and their impact on Russian politics and society.
