Susan L. Brooks is the Associate Dean for Experiential Learning and a Professor of Law at the Drexel University Kline School of Law in Philadelphia, PA. She joined the faculty during the law school's inaugural year to develop and oversee all the experiential and public service aspects of the curriculum. Professor Brooks teaches Family Law as well as innovative courses on holistic representation, professional formation, reflective practice, effective communication, and access to justice. She has written extensively and has conducted workshops in the U.S. and across the globe to promote "Relational Lawyering," an integrative humanistic approach to legal practice and education, which includes habits of mind and tools to strengthen emotional intelligence, cross-cultural lawyering, and resilience. She is also a leader in the field of Therapeutic Jurisprudence and is an inaugural member of the Global Advisory Council for the International Society of Therapeutic Jurisprudence (ISTJ). Her most recent articles are entitled "Mindful Engagement and Relational Lawyering," and "Fostering Wholehearted Lawyers: Practical Guidance for Supporting Law Students' Professional Identity Formation." A number of Republicans in the House have announced their retirements... and turns out many are in suburban districts, where the GOP’s support has been dwindling. In June, we saw one of the more high-profile Republican retirements when Congresswoman Susan Brooks, who represents Indiana’s 5th congressional district, announced that she would not seek reelection. In fact, 4 of the 11 retirements are Congressman in Texas. This on top of 5 Texas Republican retirements in 2018 and two districts where Democrats flipped the seat. Could this turn Texas -- a historically red state -- blue, or at least purple? This week, we break down these Republican retirements. This week started with Trump's attacks on Black leader House Oversight Committee Chair Elijah Cummings, whose panel has several ongoing investigations targeting Trump and his family. Trump used dehumanizing language like “rats” and “infest” to disparage Cummings' home district of Baltimore, then broadened his attack during the week to other prominent Black men including Al Sharpton, who he called a “con man” and CNN host Don Lemon who he called “dumb.” Trump refused to back off, escalating his racist attacks — gaslighting the country that he is not the racist, but Cummings is — as news of hate-based shootings and instances of overt racism spread in an anxious and increasingly divided country. A new label for Senate Majority Leader Mitch McConnell — Moscow Mitch — struck a nerve with the leader, and as the media and Democrats questioned his unwillingness to secure the country's election, his other ties to Russia came under scrutiny. Headwinds for impeachment continued post Mueller's testimony as over half the House Democrats formally called for the start of an impeachment inquiry, while Trump continued to deny Russia interference happened or is happening now. Trump pushed out the Director of National Intelligence, Dan Coats, one of the few remaining voices who stood up to Trump on foreign policy, and perhaps the last non-partisan stop-gap to future Russia interference. The future of the Republican Party came into question this week, as Rep. Will Hurd, the only Black American member of the House for the GOP, became the ninth Republican to say he will not seek re-election in 2020. Supreme Court hears case to decide if pregnancy discrimination is sex discrimination. Stella Bliss went all the way to the Supreme Court of Canada when she was denied benefits under the Unemployment Insurance Act because she was experiencing pregnancy-related health problems. In 1979, the Supreme Court ruled that although only women could get pregnant, any inequality Bliss experienced stemmed from “nature,” not from sex discrimination. In other words, discrimination based on pregnancy was not discrimination based on sex. Years later, Susan Brooks, Patricia Allen and Patricia Dixon were working as part-time cashiers for Safeway Ltd. in Brandon, Manitoba, when they became pregnant. Under the company insurance plan, employees were eligible to receive a portion of their wages in the event of sickness or accident. However, pregnant women were not eligible for this coverage if their disability occurred during the 17 weeks surrounding the expected delivery of their baby. All three women applied for pregnancy-related disability benefits during their 17-week period, but were refused. Instead, they received Unemployment Insurance coverage that turned out to be less than the company’s plan specified. They complained to the Manitoba Human Rights Commission, and on June 15, 1988, found their case before the Supreme Court of Canada. It took a year, but the court ended up siding with the women, stating that Safeway had discriminated against them due to their pregnancies. At the same time, the court overturned the 10-year-old Bliss case ruling, saying that discrimination based on pregnancy would henceforth be considered discrimination based on sex in Canada. WASHINGTON, DC – The Ripon Society held a breakfast discussion focusing on the mental health care crisis in the United States and the effort gaining momentum on Capitol Hill to reform the way people are treated and cared for in this country. The effort is being led by Congressman Tim Murphy (PA-18), who led the discussion and was joined by two other key voices in the debate – Congresswoman Susan Brooks (IN-5) and Congressman Larry Bucshon (IN-8). Murphy opened the discussion by talking about the scope of the problem, and the investigation he is leading as Chairman of the Energy & Commerce Subcommittee on Oversight and Investigations to come up with a solution and restore some common sense – and compassion – to the law.
