Question: What is the Rapid Response program and how does it support businesses facing layoffs or closures? The Rapid Response Program aims to respond to downsizing and closures that impact our region's workforce, enabling those affected to return to work as soon as possible. The program's benefits are two-fold: supporting employees impacted by job loss and benefiting businesses as they navigate business changes. We know that layoffs are a difficult decision for employers to make. By working with our Rapid Response Team, employers can implement strategies before a layoff to prevent downsizing or ensure their employees are supported and connected to other available employment opportunities if a layoff is truly needed. Additional employer benefits include: Minimizing disruption during workforce transitions. Implementing cost-friendly aversion strategies that reduce turnover and recruitment costs. Connections to financial aid, training and incentives. The program helps employees who experience layoffs find new positions that match their skill sets. Employees may also receive early intervention to help them make informed decisions concerning their future and employment services including training and income support. Through the combined efforts of local workforce boards, economic development organizations and other stakeholders, Rapid Response helps communities address the broader economic impact of significant layoffs or closures, supports efforts to revitalize local economies and helps employees find opportunities to reenter the workforce quickly. Question: What steps does the Rapid Response program take to support impacted employees? If layoffs are unavoidable, a worker orientation meeting will be organized, where the CAMW! team will meet with affected employees and connect them with information and support in finding a new job. Rapid Response meetings with the workforce are designed to help the employees file for Unemployment Insurance and get established with their local Michigan Works! Agencies. Some of the resources provided in meetings include: Basic assessment, job development, advanced screened referrals, group activities and job search support. Comprehensive personalized assessments, counseling, case management, literacy activities, out-of-area job search and relocation assistance. Training opportunities like on-the-job training, workplace training with instruction, registered apprenticeships, skill upgrading & retraining so workers can perform transitional jobs. CAMW! staff will also provide information on the WIOA Dislocated Workers program, an initiative designed to help workers get back to work as quickly as possible after losing their jobs due to layoffs, plant closures or other economic factors. A new program from WorkForce West Virginia connects unemployed residents with helpful resources…WVU-Parkersburg president says the sweeping renovations taking place on campus are all about vision…and Mister Bee Potato Chips launches a new chip flavor that pays tribute to Mothman…on today's daily304. #1 – From WORKFORCE WV – WorkForce West Virginia has announced a new initiative to increase access to and understanding of the Unemployment Insurance program. The primary goal of this outreach effort is to ensure that more West Virginians understand if they are eligible for the program, know how to apply and have the necessary information to complete their applications.  The UI program serves as a vital financial support system for individuals and their families during periods of unemployment or underemployment, providing a safety net until full-time employment is secured.  Individuals who meet the eligibility criteria are encouraged to file their UI claims online at uc.workforcewv.org. The IT Center is expected to open for classes in the fall.  A second phase, occurring simultaneously, will be setting up the new daycare facility in the former OVU Library space. Jackson said OVU's chapel space will be left intact as a meeting space and to be rented out for weddings. The old OVU kitchen could be updated at some point into a commercial kitchen facility and they are looking for someone who might be able to convert the former cafeteria into a restaurant. “What we are doing here has the potential to change Vienna for generations, because it is a project that allows for a housing development over time, allows for schools to be located and it allows for many businesses to have opportunities here in Vienna,” she said. Shawn Boehringer, Esq., Executive Director of Legal Aid of Southeastern PA, discussed the programs offered by the non-profit civil legal services agency. Serving Montgomery, Delaware, Bucks and Chester Counties, LASP works with mostly low-income individuals seeking non-criminal help. Areas of services include Housing, including landlord/tenant and foreclosure prevention, Family Law, including protection from Domestic Violence, Benefits, including Unemployment Insurance and SSI, ‘Fresh Starts’ clean slate work and bankruptcy help, and programming for special populations - including veterans, older adults. As housing advocates, LASP will work with individuals and their banks or landlords to prevent foreclosures and evictions; they help with applications and appeals for utilities and services. They help clients apply and receive benefits for military service or for disability, negotiate delinquent tax claims, credit disputes and bankruptcy. For families they address domestic abuse issues and custody and they can represent the child’s interests in child welfare cases. We discussed the economic benefits of Legal Aid services, a dollar spent on civil representation can save the community at large about $12 in emergency services and other support. Shawn discussed their efforts to empower people through clinics and events on wills, credit and fraud, veteran services and expungement. He notes there are seven legal aid district offices in PA, plus like agencies in NJ and Delaware. They rely on staff and pro-bono hours and he tells us to call early and before a situation hits a deadline or court date. There is a hotline that he encourages us to use to discuss a possible legal issue. You can also access them online. LASP is funded through grants administered by Federal, State, County governments, foundations and individual charitable donations. They are seeking volunteers, too, legal, para-legal and others to support their events and special programming. An estimated 1.1 million undocumented immigrants work in California, with large numbers laboring in low-wage jobs like agriculture, construction, and food service. But none of those workers are eligible for unemployment insurance, even though their wages contribute to the system. That's why workers and advocates have been pushing the state to step in. Senate Bill 227 would use state funds to extend unemployment benefits to undocumented workers: provide unemployed workers $300 per week for 20 weeks. A tax specialist says the likely GST on contributions to the Government's proposed unemployment scheme, is just a matter of consistency. The scheme will pay New Zealanders who lose their job, 80 per cent of their former income for up to seven months. Official Information Act papers show officials recommend against allowing employees to claim a deduction on the GST paid on levies. National says it's a tax on a tax. But Deloitte's Allan Bullot told Tim Dower if you go and buy private income protection insurance, you'll always pay GST on the premiums. However, Ira Katznelson's book, "When Affirmative Action was White", challenges this argument. He explainins how Northern Democrats conceding to Dixiecrat desires to exclusion of Blacks from critical support provision led to White benefiting more than Blacks, serving as a form of white Affirmative Action. In the first of two conversations on the topic, we compare the history and impacts of the New Deal for White with the history and impact of Affirmative Action for minorities. This comparison reveals the New Deal's support of white communities was more impactful than affirmative action's support of minority communites, which is likely to be severely curtailed by a conservative Supreme Court. Support the show

The topic of the state's unemployment insurance trust fund has come up many different times in CSI's work, including a previous episode of this show. Yet despite the tremendous amount of attention on the issue from external parties and business leaders, Colorado remains 1 of only 9 states with an outstanding federal loan balance to the US treasury, that was used to support the state's unemployment insurance trust fund which went insolvent in August of 2020. That balance is just over $1B. In 2020 legislators chose to not make the $225M payment to PERA required under SB18-200. A current bill under consideration proposes to make up for that missed payment plus the lost investment returns.  Though not as substantive a transfer as we discussed in previous episode, this would go far in reducing some of the pending risk to taxpayers and PERA members. (found here).  With the 2022 legislative session winding down, Common Sense Digest welcomes Loren Furman, President & CEO of the Colorado Chamber of Commerce, and Chris Brown, CSI's Vice President of Policy & Research, on the show to discuss both issues.
