Biển Đông: Quan hệ Việt-Trung hữu hảo, Bắc Kinh giảm bớt áp lực với Hà Nội

Việt Nam và Trung Quốc vừa đánh dấu kỷ niệm 75 năm thiết lập quan hệ ngoại giao giữa hai nước (18/1/1950-18/1/2025). Trong những ngày cuối năm ngoái, quan hệ quân sự giữa Việt Nam và Trung Quốc có vẻ ngày càng hữu hảo. Từ 23 đến 26/12/2024, tại thành phố Quảng Châu, tỉnh Quảng Đông (Trung Quốc), Hải quân Việt Nam và Chiến khu Nam Bộ của Quân đội Trung Quốc đã tổ chức Phiên họp thường niên lần thứ 17 về tuần tra liên hợp trên vùng biển vịnh Bắc Bộ. Trong thời gian đó, theo báo chính thức của Việt Nam, ngày 24/12, lực lượng Cảnh sát biển Việt Nam và Hải cảnh Trung Quốc đã tổ chức chuyến tuần tra chung lần thứ 4 năm 2024 trên khu vực biển phía Bắc Vịnh Bắc Bộ, nhằm "tăng cường phối hợp trong việc chống tội phạm và vi phạm pháp luật trên biển, đặc biệt là trong giai đoạn cuối năm". Tiếp đến, hai chiến hạm của Hải quân Trung Quốc đã cập cảng Tiên Sa ngày 28/12/2024, bắt đầu chuyến thăm thông thường (neo đậu kỹ thuật) tại thành phố Đà Nẵng đến 31/12.Nhưng đáng chú ý hơn cả là vào đầu tháng 12, Trung Quốc và Việt Nam đã mở “đối thoại chiến lược 3+3” đầu tiên, một cơ chế chưa từng có trong ngoại giao của cả hai nước. Đối thoại song phương về quốc phòng, ngoại giao và an ninh công cộng đã được tổ chức ở cấp thứ trưởng ngay trước cuộc họp lần thứ 16 của Ủy ban chỉ đạo hợp tác song phương Trung Quốc-Việt Nam.Theo nhận định của hai nhà nghiên cứu Ấn Độ Rahul Mishra và Harshit Prajapati trên trang Asia Times ngày 31/12/2024, cuộc đối thoại mới này "thể hiện mối lo ngại của hai nước láng giềng, vốn đang vướng sâu vào các tranh chấp lãnh thổ và tài nguyên ở quần đảo Trường Sa và Hoàng Sa trong bối cảnh địa chiến lược toàn cầu ngày càng thay đổi".Hà Nội đang lo ngại cuộc chiến thuế quan của Trump có thể chuyển trọng tâm từ Trung Quốc sang Việt Nam, bị nghi là  điểm trung chuyển cho những hàng hóa thực sự do Trung Quốc sản xuất. Đồng thời Việt Nam cảnh giác với thái độ ngày càng quyết đoán của Trung Quốc ở Biển Đông. Về phần mình, Bắc Kinh đang tìm cách ngăn chặn các tranh chấp ở Biển Đông vượt khỏi tầm kiểm soát của mình và đang hướng tới mục tiêu vô hiệu hóa trước khả năng Hoa Kỳ khai thác tình hình. Cũng theo hai tác giả nói trên, trái ngược với nhận định rằng đối thoại 3+3 cho thấy Việt Nam liên kết chặt chẽ hơn với Trung Quốc, những nhà quan sát dày dạn kinh nghiệm coi cơ chế này là phản ứng thực dụng của Hà Nội đối với các lợi ích chồng chéo hơn là sự thay đổi trong chính sách đối ngoại của Việt Nam. Chuyên gia về Việt Nam Carl Thayer đã mô tả chính xác đây là "kết quả tự nhiên", chứ không phải là dấu hiệu cho thấy Việt Nam đang dịch chuyển vào quỹ đạo của Trung Quốc. Đối thoại 3+3 rõ ràng nhằm mục đích ổn định quan hệ song phương,Đây cũng là ý kiến của tiến sĩ Vũ Xuân Khang, hiện là học giả thỉnh giảng (visiting scholar) về quan hệ quốc tế tại đại học Boston College, Hoa Kỳ, khi trả lời phỏng vấn RFI ngày 17/01/2025:"Cuộc họp theo hình thức 3+3 bao gồm đại diện từ bộ Ngoại Giao, bộ Quốc Phòng và bộ Công An. Lần đầu tiên hai nước Việt Nam Trung Quốc thực hiện đối thoại theo hình thức này. Đây là một chỉ dấu rõ ràng là hai nước vẫn coi nhau là đối tác ngoại giao ưu tiên. Đối thoại 3+3 cũng cho thấy cam kết giữa hai bên về hợp tác duy trì ổn định khu vực để tránh đối đầu quân sự, cũng như cam kết bảo vệ chế độ Cộng sản ở mỗi nước. Phải nói rõ là nếu có thay đổi chế độ ở Việt Nam hay Trung Quốc thì khả năng xung đột quân sự đều sẽ tăng cao. Việt Nam, Trung Quốc giữ được hòa bình khi hai nước giữ được ổn định chính trị dưới sự lãnh đạo của Đảng Cộng sản. Khi quan hệ ngoại giao Việt-Trung nồng ấm, sức ép của Trung Quốc trên Biển Đông đối với Việt Nam sẽ dịu xuống và ngược lại, khi quan hệ hai nước xấu đi, Trung Quốc sẽ ra tăng sức ép lên Việt Nam ở Biển Đông." Ví dụ, vào ngày 02/10 năm ngoái, Việt Nam đã phản đối vụ Trung Quốc tấn công ngư dân Việt Nam gần quần đảo Hoàng Sa vào ngày 29/09, khiến họ bị thương nặng. Bộ Ngoại Giao Việt Nam đã mạnh mẽ cáo buộc lực lượng thực thi pháp luật Trung Quốc cướp bóc sản lượng đánh bắt và thiết bị của ngư dân Việt Nam. Trung Quốc đã phủ nhận các cáo buộc đó, khẳng định  ngư dân Việt Nam đã "xâm nhập trái phép"  vào vùng biển của Trung Quốc và họ đã có phản ứng "chuyên nghiệp và kiềm chế" và không gây ra thương tích. Theo hai nhà nghiên cứu Ấn Độ Rahul Mishra và Harshit Prajapati trên trang Asia Times ngày 31/12/2024, các cuộc tấn công của Trung Quốc vào ngư dân Đông Nam Á “thể hiện một hình thức cưỡng ép nhẹ nhàng, với tiềm năng leo thang hạn chế, vì hành động này "liên quan đến thành phần dân sự, chứ không phải quân sự”. Các hành động của Trung Quốc chống lại các tàu cá Việt Nam phản ánh nỗ lực gây sức ép buộc Việt Nam duy trì chính sách đối ngoại trung lập, đồng thời nhằm mục đích gây chia rẽ giữa Hoa Kỳ và Việt Nam, nhưng không tác động trực tiếp đến các tranh chấp rộng lớn hơn. Trong một bài viết đăng ngày 02/01/2025 trên trang mạng Fulcrum, chuyên phân tích về tình hình Đông Nam Á, nhà nghiên cứu Ian Storey, thuộc Viện Nghiên cứu Đông Nam Á ở Singapore, cũng dự báo qua hàng tựa: “ Biển Đông năm 2025: Còn hơn là như thế, có thể tồi tệ hơn”. Theo ông Storey, căng thẳng giữa Trung Quốc với Philippines về Biển Đông sẽ vẫn gia tăng vào năm 2025 và có thể tăng cao hơn nữa, đặc biệt là nếu chính quyền Marcos Jr. chấp nhận đề nghị của Hoa Kỳ cung cấp tàu hộ tống hải quân cho các nhiệm vụ tiếp tế cho Bãi Cỏ Mây. Những điểm có thể gây ra tranh chấp gia tăng khác giữa Philippines và Trung Quốc bao gồm Bãi Sa Bin, nơi tuần duyên Philippines sử dụng làm điểm trung chuyển cho các nhiệm vụ tiếp tế và Bãi cạn Scarborough, nơi mà hải cảnh Trung Quốc không còn cho phép ngư dân Philippines vào. Cũng theo nhà nghiên cứu Storey, một vấn đề cần theo dõi vào năm 2025 là liệu Trung Quốc có phản đối hoạt động bồi đắp đảo của Việt Nam tại quần đảo Trường Sa hay không. Diện tích mà Việt Nam bồi đắp hiện chiếm gần một nửa diện tích mà chính Trung Quốc đã cải tạo để xây dựng thành 7 đảo nhân tạo trong giai đoạn 2013-16. Nếu xây dựng đường băng trên các thực thể đó, Việt Nam sẽ có thể triển khai sức mạnh không quân xa hơn nhiều vào Biển Đông.Ông Storey ghi nhận: "Cho đến nay, Trung Quốc vẫn giữ im lặng, ít ra là về mặt công khai, có thể là vì họ không muốn phá vỡ mối quan hệ chính trị với Việt Nam vốn đang phát triển khá thân thiện. Hoặc có thể là họ không muốn gây chiến với Việt Nam vào thời điểm đang phải tập trung đối phó với Philippines. Hoặc có thể là Việt Nam đã tránh được cơn thịnh nộ của Trung Quốc vì họ không phải là đồng minh của Hoa Kỳ. Thời gian sẽ trả lời liệu sự kiên nhẫn của Bắc Kinh với Hà Nội có kéo dài được lâu hay không".Trả lời phỏng vấn RFI Việt ngữ ngày 17/01/2025, tiến sĩ Vũ Xuân Khang giải thích vì sao cho tới nay Trung Quốc chưa công khai phản đối Việt Nam về vấn đề này:"Đây là một trong những điểm chính trong chính sách của Trung Quốc đối với Việt Nam. Trung Quốc ghi nhận các nỗ lực ngoại giao của Việt Nam nhằm trấn an Trung Quốc, bất chấp Hà Nội tăng cường quan hệ với Mỹ và Nga. Chính sự mềm mỏng, hòa dịu của Trung Quốc đối với Việt Nam về việc bồi đắp đảo trên Biển Đông là chỉ dấu cho thấy Trung Quốc cũng không muốn đi tìm một xung đột, hay không muốn đẩy Việt Nam vào phe của Mỹ hay các đồng minh của Mỹ.Đây chính là một sự đáp lễ cho chính sách ngoại giao trung lập của Việt Nam. Trung Quốc cũng mong muốn giữ cho biên giới phía Nam của họ ổn định, nên cũng muốn quan hệ Việt-Trung được hòa hiếu và ổn định như hiện nay. Việc Trung Quốc đối xử với Philippines một cách cứng rắn trong khi với Việt Nam một cách mềm dẻo cũng là cách rất hiệu quả để Việt Nam thấy rằng nếu Việt Nam không thân Mỹ như Philippines, thì Trung Quốc sẽ không bắt nạt Việt Nam như với Philippines.Rõ ràng, từ góc nhìn của Việt Nam, nâng cấp quan hệ quốc phòng với Mỹ chưa chắc đã đủ để bảo vệ Việt Nam khỏi Trung Quốc, nhưng nếu giữ cho quan hệ với Trung Quốc hòa hảo, thì Việt Nam có thể tăng cường bồi đắp đảo mà không quá lo về việc Trung Quốc trả đũa.Vào cuối năm 2024, đã có những chỉ dấu là Trung Quốc lo ngại Việt Nam có thể cho Mỹ hay Nhật Bản sử dụng các đảo ở biển Đông nhằm kiềm chế Trung Quốc khi cần và các đảo bồi đắp của Việt Nam có thể giúp Hà Nội "bành trướng" trên biển. Tuy nhiên, đây mới chỉ là quan điểm của các học giả Trung Quốc, chứ vẫn chưa có phát ngôn chính thống nào từ truyền thông nhà nước Trung Quốc. Có thể Trung Quốc muốn đánh tiếng cho Việt Nam một cách tế nhị là việc họ im lặng trước các hành động bồi đắp của Việt Nam không có nghĩa là họ đồng tình. Tuy vậy, điểm mấu chốt vẫn là tình trạng tổng thể của quan hệ Việt-Trung hiện nay hữu hảo và ổn định. Chừng nào Việt Nam vẫn tiếp tục khẳng định Trung Quốc là ưu tiên ngoại giao cao nhất, hơn cả Mỹ và Nga, thì Trung Quốc sẽ duy trì chính sách hiện nay với Việt Nam, tức là sẽ không thúc ép Việt Nam hay gây áp lực lên Việt Nam quá lớn ở Biển Đông như là với Philippines. Chính sách Việt Nam của Trung Quốc rất nhất quán: Trung Quốc muốn cho Việt Nam thấy rằng Việt Nam đi với Mỹ thì chưa chắc bảo vệ được chủ quyền ở Biển Đông, nhưng nếu Việt Nam hữu hảo với Trung Quốc thì Trung Quốc sẽ nhượng bộ Việt Nam ở Việt Nam, khác trường hợp giữa Trung Quốc với Philippines."

Đối thoại 3+3 cũng cho thấy cam kết giữa hai bên về hợp tác duy trì ổn định khu vực để tránh đối đầu quân sự, cũng như cam kết bảo vệ chế độ Cộng sản ở mỗi nước. Phải nói rõ là nếu có thay đổi chế độ ở Việt Nam hay Trung Quốc thì khả năng xung đột quân sự đều sẽ tăng cao. Việt Nam, Trung Quốc giữ được hòa bình khi hai nước giữ được ổn định chính trị dưới sự lãnh đạo của Đảng Cộng sản. Khi quan hệ ngoại giao Việt-Trung nồng ấm, sức ép của Trung Quốc trên Biển Đông đối với Việt Nam sẽ dịu xuống và ngược lại, khi quan hệ hai nước xấu đi, Trung Quốc sẽ ra tăng sức ép lên Việt Nam ở Biển Đông." Ví dụ, vào ngày 02/10 năm ngoái, Việt Nam đã phản đối vụ Trung Quốc tấn công ngư dân Việt Nam gần quần đảo Hoàng Sa vào ngày 29/09, khiến họ bị thương nặng. Bộ Ngoại Giao Việt Nam đã mạnh mẽ cáo buộc lực lượng thực thi pháp luật Trung Quốc cướp bóc sản lượng đánh bắt và thiết bị của ngư dân Việt Nam. Trung Quốc đã phủ nhận các cáo buộc đó, khẳng định  ngư dân Việt Nam đã "xâm nhập trái phép"  vào vùng biển của Trung Quốc và họ đã có phản ứng "chuyên nghiệp và kiềm chế" và không gây ra thương tích. Theo hai nhà nghiên cứu Ấn Độ Rahul Mishra và Harshit Prajapati trên trang Asia Times ngày 31/12/2024, các cuộc tấn công của Trung Quốc vào ngư dân Đông Nam Á “thể hiện một hình thức cưỡng ép nhẹ nhàng, với tiềm năng leo thang hạn chế, vì hành động này "liên quan đến thành phần dân sự, chứ không phải quân sự”. Các hành động của Trung Quốc chống lại các tàu cá Việt Nam phản ánh nỗ lực gây sức ép buộc Việt Nam duy trì chính sách đối ngoại trung lập, đồng thời nhằm mục đích gây chia rẽ giữa Hoa Kỳ và Việt Nam, nhưng không tác động trực tiếp đến các tranh chấp rộng lớn hơn. Trong một bài viết đăng ngày 02/01/2025 trên trang mạng Fulcrum, chuyên phân tích về tình hình Đông Nam Á, nhà nghiên cứu Ian Storey, thuộc Viện Nghiên cứu Đông Nam Á ở Singapore, cũng dự báo qua hàng tựa: “ Biển Đông năm 2025: Còn hơn là như thế, có thể tồi tệ hơn”. Theo ông Storey, căng thẳng giữa Trung Quốc với Philippines về Biển Đông sẽ vẫn gia tăng vào năm 2025 và có thể tăng cao hơn nữa, đặc biệt là nếu chính quyền Marcos Jr. chấp nhận đề nghị của Hoa Kỳ cung cấp tàu hộ tống hải quân cho các nhiệm vụ tiếp tế cho Bãi Cỏ Mây. Những điểm có thể gây ra tranh chấp gia tăng khác giữa Philippines và Trung Quốc bao gồm Bãi Sa Bin, nơi tuần duyên Philippines sử dụng làm điểm trung chuyển cho các nhiệm vụ tiếp tế và Bãi cạn Scarborough, nơi mà hải cảnh Trung Quốc không còn cho phép ngư dân Philippines vào. Cũng theo nhà nghiên cứu Storey, một vấn đề cần theo dõi vào năm 2025 là liệu Trung Quốc có phản đối hoạt động bồi đắp đảo của Việt Nam tại quần đảo Trường Sa hay không. Diện tích mà Việt Nam bồi đắp hiện chiếm gần một nửa diện tích mà chính Trung Quốc đã cải tạo để xây dựng thành 7 đảo nhân tạo trong giai đoạn 2013-16. Nếu xây dựng đường băng trên các thực thể đó, Việt Nam sẽ có thể triển khai sức mạnh không quân xa hơn nhiều vào Biển Đông.Ông Storey ghi nhận: "Cho đến nay, Trung Quốc vẫn giữ im lặng, ít ra là về mặt công khai, có thể là vì họ không muốn phá vỡ mối quan hệ chính trị với Việt Nam vốn đang phát triển khá thân thiện. Hoặc có thể là họ không muốn gây chiến với Việt Nam vào thời điểm đang phải tập trung đối phó với Philippines. Hoặc có thể là Việt Nam đã tránh được cơn thịnh nộ của Trung Quốc vì họ không phải là đồng minh của Hoa Kỳ. Thời gian sẽ trả lời liệu sự kiên nhẫn của Bắc Kinh với Hà Nội có kéo dài được lâu hay không".Trả lời phỏng vấn RFI Việt ngữ ngày 17/01/2025, tiến sĩ Vũ Xuân Khang giải thích vì sao cho tới nay Trung Quốc chưa công khai phản đối Việt Nam về vấn đề này:"Đây là một trong những điểm chính trong chính sách của Trung Quốc đối với Việt Nam. Trung Quốc ghi nhận các nỗ lực ngoại giao của Việt Nam nhằm trấn an Trung Quốc, bất chấp Hà Nội tăng cường quan hệ với Mỹ và Nga. Chính sự mềm mỏng, hòa dịu của Trung Quốc đối với Việt Nam về việc bồi đắp đảo trên Biển Đông là chỉ dấu cho thấy Trung Quốc cũng không muốn đi tìm một xung đột, hay không muốn đẩy Việt Nam vào phe của Mỹ hay các đồng minh của Mỹ.Đây chính là một sự đáp lễ cho chính sách ngoại giao trung lập của Việt Nam. Trung Quốc cũng mong muốn giữ cho biên giới phía Nam của họ ổn định, nên cũng muốn quan hệ Việt-Trung được hòa hiếu và ổn định như hiện nay. Việc Trung Quốc đối xử với Philippines một cách cứng rắn trong khi với Việt Nam một cách mềm dẻo cũng là cách rất hiệu quả để Việt Nam thấy rằng nếu Việt Nam không thân Mỹ như Philippines, thì Trung Quốc sẽ không bắt nạt Việt Nam như với Philippines.Rõ ràng, từ góc nhìn của Việt Nam, nâng cấp quan hệ quốc phòng với Mỹ chưa chắc đã đủ để bảo vệ Việt Nam khỏi Trung Quốc, nhưng nếu giữ cho quan hệ với Trung Quốc hòa hảo, thì Việt Nam có thể tăng cường bồi đắp đảo mà không quá lo về việc Trung Quốc trả đũa.Vào cuối năm 2024, đã có những chỉ dấu là Trung Quốc lo ngại Việt Nam có thể cho Mỹ hay Nhật Bản sử dụng các đảo ở biển Đông nhằm kiềm chế Trung Quốc khi cần và các đảo bồi đắp của Việt Nam có thể giúp Hà Nội "bành trướng" trên biển. Tuy nhiên, đây mới chỉ là quan điểm của các học giả Trung Quốc, chứ vẫn chưa có phát ngôn chính thống nào từ truyền thông nhà nước Trung Quốc. Có thể Trung Quốc muốn đánh tiếng cho Việt Nam một cách tế nhị là việc họ im lặng trước các hành động bồi đắp của Việt Nam không có nghĩa là họ đồng tình. Tuy vậy, điểm mấu chốt vẫn là tình trạng tổng thể của quan hệ Việt-Trung hiện nay hữu hảo và ổn định. Chừng nào Việt Nam vẫn tiếp tục khẳng định Trung Quốc là ưu tiên ngoại giao cao nhất, hơn cả Mỹ và Nga, thì Trung Quốc sẽ duy trì chính sách hiện nay với Việt Nam, tức là sẽ không thúc ép Việt Nam hay gây áp lực lên Việt Nam quá lớn ở Biển Đông như là với Philippines. Chính sách Việt Nam của Trung Quốc rất nhất quán: Trung Quốc muốn cho Việt Nam thấy rằng Việt Nam đi với Mỹ thì chưa chắc bảo vệ được chủ quyền ở Biển Đông, nhưng nếu Việt Nam hữu hảo với Trung Quốc thì Trung Quốc sẽ nhượng bộ Việt Nam ở Việt Nam, khác trường hợp giữa Trung Quốc với Philippines."
