»Vsi upajo. Rim 5, 5), pravi veliki apostol Pavel v knjigi vseh knjig. Upanje umre zadnje, je slovenski pregovor. Spes ultima dea so podobno rekli stari Latinci.

Writer and musician Kalaf Epalanga moves between Angola, Portugal, and Brazil, sounding out colonial histories and contemporary migrant experiences through kizomba and kuduro music, in Whites Can Dance Too (2023). ‘It took being caught at a border without proper documents for me to realise I'd always been a prisoner of sorts.' Kalaf Epalanga's debut novel follows a young man migrating from Africa to Western Europe, when he is suddenly stopped on his journey and demanded his papers by the immigration police. Finding work in various jobs, he does soon find community - and freedom - in the dance clubs of the cities. Whites Can Dance Too is an invitation to ‘embrace the other' and it's also a form of auto-fiction. Kalaf migrated from Angola to Portugal, the former a colony, known as Portuguese West Africa until 1951, which remained a province and state of the Portuguese Empire until 1975. First publishing in Portuguese, Kalaf details the legacies of this colonisation in contemporary culture, taking from the Latin tradition of writing the stream of consciousness, and challenging Anglophone standards with oral storytelling. Kalaf also talks about his relationship with translation - and why the English language edition is his favourite. Drawing on his background in electronic dance music, Kalaf relocates techno on the African continent, combining elements of the traditional African zouk and contemporary kuduro genres to design kizomba, or dance parties. We talk about sound as a vibration - a migration - which can articulate emotions and memories beyond words, and why curating exhibitions or DJ sets is a form of storytelling too. Traveling across continents, he shares some of his literary inspirations, from Ondjaki to Djaimilia Pereira de Almeida, and how he has connected with Afro-Brazilians since working in South America. We also discuss the relationship between diasporas in the Global South, and the importance of supporting cultural and literary industries. Whites Can Dance Too by Kalaf Epalanga, translated by Daniel Hahn, is published by Faber, and available in all good bookshops and online. Legal identity is universal, transcending national and socioeconomic borders. It is a central tenet of the UN's 2030 SDGs and cuts across over 70 development indicators, including birth registration. Evidentiary proof of citizenship is now a necessary tool to ensure access to health, education, and welfare services. As Laurence Chandy, director of Data, Research and Policy at the UN Children's Fund (UNICEF), recently stated: the prioritization of documentation within global policy, including the transition from paper to digital identity systems, is ‘one of the most under-appreciated revolutions in international development'. During a period of intense global political-economic reconfiguration, inter-governmental organizations, multi-lateral and national aid agencies have problematized under-documentation. They have contributed significant levels of financial and technical assistance to governments to improve civil registries and ensure that all citizens everywhere have their paperwork. Over this time, formal identification has come to be considered a ‘prerequisite for development in the modern world' (Gelb and Clark, 2013). It is now essential to development strategy planning and assumed in both policy and practice to constitute a common good for all beneficiaries. With a focus on the Caribbean, this book highlights how identification practices as promulgated by the World Bank, United Nations (UN) and the Inter-American Development Bank can force the thorny question of nationality, unsettling long-established identities, and entitlements. Notably, the book is the first to identify tensions in social policy over the use of social protection mechanisms promoting legal identity measures with disputes over race, national identity, and belonging. The book illustrates how, while keen to follow the World Bank's lead in promoting a legal identity for all – not least to continue benefiting from external funding and support – the Dominican Republic balked at pressure to recognize the national status of persons of Haitian ancestry. It used social policy programs and international donor funding to trace and register the national origins of persons of non-Dominican ancestry. This culminated in the now notorious 2013 Constitutional Tribunal ruling that retroactively stripped tens of thousands of persons of Haitian descent of their Dominican citizenship. Significantly, these measures not only affected undocumented or stateless populations – persons living at the fringes of citizenship – but also had a major impact on documented citizens already in possession of a state-issued birth certificate, national identity card, and/or passport as Dominicans. --- Send in a voice message: https://anchor.fm/negmawonpodcast/message Support this podcast: https://anchor.fm/negmawonpodcast/support

And what stories of lived experiences were important in developing this book?Listen to the episodeAbout the authorEve Hayes de Kalaf is a research associate based at the School of Histories, Languages and Cultures, University of Liverpool and a fellow of the Institute of Latin American Studies, University of London.About the interviewerDr. Tony Roberts is a Research Fellow in the Digital and Technology cluster at the Institute of Development Studies. He has been working at the intersection of digital technologies, international development and social justice since 1988 as a volunteer, lecturer, practitioner, trustee and researcher.About the bookOver the next ten years, states are carrying out large-scale registrations in alignment with the Sustainable Development Goals (SDGs). The SDGs aim to provide more than one billion people around the world with evidentiary proof of their legal and, increasingly, digital existence by 2030.This book identifies a connection between the role of international actors, such as the World Bank and the United Nations, in promulgating the universal provision of legal identity and links these with arbitrary measures to restrict access to citizenship paperwork from migrant-descended populations. The book provides the definitive analysis of the events leading up to the controversial 2013 Constitutional Tribunal ruling that rendered the Dominican plaintiff Juliana Deguis Pierre stateless. Hayes de Kalaf illustrates how measures that purposely blocked people of Haitian ancestry from accessing their legal identity not only affected undocumented and stateless populations – persons living at the fringes of citizenship – but also had a major impact on documented people; Dominicans already in possession of a state-issued birth certificate, national identity card and/or passport. The book illustrates the complex and contradictory ways in which ID systems are experienced, thus challenging the assumption within current development policy that the provision of ID to everyone, everywhere will lead to the inclusion of all citizens. AJ Soprano has never seen a gutter but he has seen The Matrix. This week on Pod Yourself A Gun, Samer Kalaf, Managing Editor of Defector Media, joins Matt and Vince to talk about one of their favorite subjects: beautiful little idiot AJ Soprano. Samer sets the bar high for future guests by not only taking notes for episode 3 season 9, "The Telltale Moozadell," but he’s actually seen all of The Sopranos. The episode itself is near perfect (solid B+), and features a young Lady Gaga as one of the girls AJ is trying to impress when he goes all Fred Durst and breaks stuff in the school late at night (on his mother's birthday?!?). The fellas learn from Vince’s wife that unlike young men, not all young women go through a needless destruction phase. Good for them, I guess, but everyone should get to break one window in their life just to feel that power. Speaking of power, Gloria can’t resist the power of Tony’s raw, animal sexuality, even at the zoo, when he’s surrounded by gorillas with the exact same posture and body type. Can Tony resist the urge to recognize his mother’s traits in Gloria? Resist the urge to break stuff long enough to listen and leave a five star review on Apple Podcasts. BSS took the stage and had the whole crowd had reached some type of higher state of conciousness and massive attack (playin on the main stage) asked the promotors to shut our tent down (shook ones!).. so 2 hours late - marlboro equally tore it up and then finally I had to go on in the postponed 5am slot! wtf.. my flight was at 7:30... was kinda wack .. i think hot chip had to wake me up at the airport cause kids were stealing my luggage.  ..But at the BSS show i swear it was the first time I recorded like 15 minutes of video with my cellphone and even after it died I sat there and still tried to record with it sittin the air.. this sound was a monster and it got every Portugese kid in the crowd on their knees then hoppin up and down and i was even proud to be Angolan!     I met Petty (lead singer of BSS) and she was wearing havianas with the brasillian flag substituyed with the angolan flag.. a kinda of symbol of how self realized the music is....shout out to my melhor homies, Kalaf, Lil Joao, and Conduter for showing me around lisbon, breaking down the kuduro and makin a crazy MAD ILL silLY remix for bonde do role thats out next month...... and I see you egg foo (holiday mix comin up next)
