He was also a John Marshall Fellow of the Claremont Institute. He is currently a Senior Fellow of the Hungary Foundation, where he is spending a year living in Budapest. This Week's episode of the Parsing Immigration Podcast offers key findings from a European field-research trip by Todd Bensman, the Center's national security fellow. Bensman was a visiting fellow at the Budapest-based Migration Research Institute, and examined borders in Hungary, Slovenia, Poland, Croatia, Bosnia, Serbia, Kosovo, North Macedonia, and Greece.Bensman's research revealed a resurgence of illegal human traffic along the “Western Balkan Route”, reminiscent of the 2015-2016 crisis. The 380,000 migrant detections in Europe during 2023 are merely suggestive of much larger undetected flows indicated by the nearly one million asylum claims also filed during that year. The trip also revealed the intense political debates among the European Union's 27 members as they consider how to handle the rising challenge. Unfortunately, these debates have received little attention in the United States, where a U.S. border crisis is now entering its fourth year featuring many similar dynamics and policy factors.Conversely, Europe could learn from the U.S. experience. For example, the New Pact on Migration and Asylum, approved in December by EU members and the European Parliament, but not yet ratified, includes a regulation which would allow in all illegal-alien family units and unaccompanied minors almost without exception. This is the current policy in the U.S. under the Biden administration, and it has resulted in a strong pull factor attracting migrants to the southern border. The Burn Bag is collaborating with the Climate Migration Council to conduct several episodes on the security risks surrounding climate change, amidst severe heat and climate-related crises that are gripping the country and the world.This week, A'ndre spoke with Iván Duque, who served as President of Colombia from 2018 to 2022, on a range of topics related to climate change, the Latin American Migration Crisis, and the War on Drugs -- and how all three issues intersect with each other. President Duque outlines the key challenges he faced during his tenure and the specific actions his government took on environmental policy, energy consumption, and deforestation. The former President also provides his view on the environmental impacts of drug trafficking, highlighting the ecological cost of cocaine production, while also responding to claims that his government didn't do enough to stop the killings of land defenders and environmental activists. A'ndre and President Duque then open up a lengthy conversation on the Latin American Migration Crisis -- specifically discussing migration from Venezuela, and President Duque's actions to take in 2.5 million refugees from the country into Colombia. The President provides his view on whether the United States and Colombia should engage with Venezuelan President Maduro, and whether the world is doing their 'fair share' on engaging with the Latin American Migration Crisis. Rejecting claims that migration is a crisis for Europe, Europe's Migration Crisis: Border Deaths and Human Dignity (Cambridge University Press, 2020) instead suggests that the 'migration crisis' reflects a more fundamental breakdown of a modern European tradition of humanism. Squire provides a detailed and broad-ranging analysis of the EU's response to the 'crisis', highlighting the centrality of practices of governing migration through death and precarity. Furthermore, she unpacks a series of pro-migration activist interventions that emerge from the lived experiences of those regularly confronting the consequences of the EU's response. By showing how these advance alternative horizons of solidarity and hope, Squire draws attention to a renewed humanism that is grounded both in a deepened respect for the lives and dignity of people on the move, and an appreciation of longer histories of violence and dispossession. Vicki Squire is Professor of International Politics at the Department of Politics and International Studies, University of Warwick. Her research explores the politics of migration, displacement, asylum and solidarity activism across various contexts. She is author of several books, including Reclaiming Migration (2021, Manchester University Press), Europe's Migration Crisis (2020, Cambridge University Press), Post/Humanitarian Border Politics Between Mexico and the US (2015, Palgrave) and The Exclusionary Politics of Asylum (2009, Palgrave). She currently leads a large collaborative project, Data and Displacement, which explores the data-based humanitarian assistance to IDPs (internally displaced persons) in north-eastern Nigeria and South Sudan.
