The past week featured a couple of welcomed events for the financial markets, the historic Israel-Hamas peace accord, and a strong start to the third quarter earnings season, countered by the partial government shutdown extending into a third week along with credit concerns in the banking sector, along with whatever will be of the latest China-Trump trade negotiations. El presidente de los Estados Unidos asesta un nuevo golpe en su guerra comercial e impone un arancel adicional del 50% a Brasil. Un ataque que llega después de una jornada marcada por las tensiones diplomáticas entre ambos países debido al apoyo que Trump expresó por el exmandatario brasileño Jair Bolsonaro, enjuiciado por intento de golpe de Estado. Brasil por su parte, prometió reciprocidad arancelaria si estas amenazas llegaran a cumplirse. "Brasil no ha sido nada bueno con nosotros", dijo Trump a los periodistas este miércoles durante una cumbre con representantes de varios países africanos. Una acusación que se ha traducido en la implementación de un 50 % de aranceles sobre todos los productos brasileños. La medida, llega después de las tensiones entre ambos países por las declaraciones de Trump en favor del expresidente brasileño Jair Bolsonaro, pero Roberto Goulart, profesor en el Instituto de Relaciones Internacionales de la Universidad de Brasilia, asegura que el hecho está relacionado con las relaciones que Brasil tiene con China: “Trump tienta afectar todos los países que tienen relaciones estrechas con China, Brasil es uno de esos países. Entonces Trump en vez de hablar directamente a Brasil, utiliza un instrumento de política comercial para intentar convencer a la fuerza de que Brasil no tiene que tener relaciones con China”. El presidente de Brasil ya dejó claro tras la cumbre de los BRICS, la asociación comercial que comparte con 11 países, entre ellos Rusia y China; que su país "no quiere un emperador". Aun así, hay que plantearse que rumbo tomará Brasil para hacer frente a la guerra comercial de Estados Unidos. “Creo que Brasil no tiene otro camino, sino seguir negociando, seguir insistiendo en que la diplomacia tiene que resolver las cosas, pero Trump es un presidente chantajista, es un presidente que quiere siempre llegar a un resultado, muchas veces con diálogo o utilización de instrumentos coercitivos. Entonces, pero Brasil no puede ceder a las voluntades personales de Donald Trump”, agregó el analista. Posible reciprocidad arancelaria Por su parte, el presidente Luiz Inácio Lula da Silva advirtió este miércoles que Brasil puede actuar en "reciprocidad" si Trump cumple su amenaza de imponer aranceles de 50% a los productos brasileños. Lula indicó que el proceso en la Corte Suprema contra Bolsonaro, un ultraderechista que gobernó desde 2019 a 2022, "es solo competencia de la justicia brasileña y por lo tanto no está sujeto a ningún tipo de injerencia o amenaza". Bolsonaro podría enfrentar hasta 40 años de cárcel si fuera hallado culpable de liderar una "organización criminal" para impedir la asunción de Lula tras las elecciones de 2022. Brasil cuenta con una Ley de Reciprocidad Económica, aprobada por el Congreso, que da herramientas al Ejecutivo para responder a las barreras comerciales. Este texto fue aprobado luego de que Trump anunciara aranceles del 10% a las importaciones de varios países. Vinícius Rodrigues Vieira, profesor de relaciones internacionales en la Fundación Getulio Vargas de Sao Paulo explica que la ley de reciprocidad fue una iniciativa aprobada hace pocos meses, incluyendo el apoyo de parte de la derecha, más no la derecha que es muy aliada del agronegocio de los agroexportadores, que no tienen en los Estados Unidos su mayor mercado, sino en China". Para él, uno de los rubros más afectados sería el café, "es algo que aún exportamos a los Estados Unidos, entonces lo que pasará es que habrá una reciprocidad y eso todavía no quiere decir que Lula va a aplicar tarifas de 50% a los Estados Unidos. La reciprocidad puede darse en otros frentes, como por ejemplo, el comercio de servicios o más tasas”. De su lado, Trump ha advertido que sancionará cualquier represalia a estas medidas, que entrarán en vigor el 1 de agosto. Hasta entonces, Washington deja abierta la puerta a negociaciones.
