President Donald Trump has routinely said he supports immigration, as long as it's legal, including when Marc interviewed the former president for the Washington Post. Then in the pages of National Review, Marc's AEI colleagues Michael Strain and Ramesh Ponnuru debated the extent to which Trump supported legal immigration during his presidency and now on the campaign trail. So, we are bringing Strain and Ponnuru onto the pod to debate the extent of Trump's support for legal immigration, and how he might and should address immigration reform in a potential second term. Ramesh Ponnuru is a nonresident senior fellow at the American Enterprise Institute, where he studies politics and public policy with a particular focus on the future of conservatism. Concurrently, he is the editor of National Review, where he has covered national politics and public policy for 25 years, and a columnist for the Washington Post.Michael Strain is the director of Economic Policy Studies and the Arthur F. Burns Scholar in Political Economy at the American Enterprise Institute. The illegal immigration crisis at the southern border overshadows discussion about the existing legal immigration system in the United States. But on this episode of the Center for Immigration Studies' podcast, Phillip Linderman, a Center board member and retired State Department senior Foreign Service officer, discusses two outdated legal immigration programs, ‘extended' family reunification and the visa lottery, with guest host Jessica Vaughan, the Center's director of policy studies.The U.S. accepts more than 1.1 million legal immigrants every year, over two-thirds of whom enter via family-based categories -- meaning they enter because of who they are related to, not because of any skills they possess or humanitarian needs they might have. Linderman explains how the legal immigration system currently in place exists primarily to grow the number of family members of immigrants in the U.S. As Vaughan points out, each legal immigrant brings an average of 3.4 additional immigrants into the country through chain migration.This episode also covers the controversial Visa Lottery program. Linderman and Vaughan question its value, highlighting how the program's poor vetting has attracted criminal activity. Four policy suggestions emerge from the discussion on legal immigration:Prioritize spouses and minor children, as opposed to extended family units that include parents, adult sons and daughters, and adult siblings;Shift toward skill-based immigration, aligning with proposals such as the RAISE Act;Eliminate the Visa Lottery;Simplify the immigration process.In her closing commentary, Vaughan flags a concerning rise of sanctuary policies in Utah. Andy specialized in obstetric anesthesiology. In 1988, Andy answered a recruitment call to fill a critical need for anesthesiologists in the Naval Reserve during the Reagan administration. He went on to establish and command The Johns Hopkins Medical Naval Reserve Unit. In 1990, his unit was called up to active duty in order to assist with Operation Desert Shield (and later Operation Desert Storm) at Bethesda Naval Hospital. Harris attained the rank of Commander (O-5) before leaving the Reserves after seventeen years.Unhappy with the status quo in Annapolis, Andy decided to take on the establishment and run for the Maryland State Senate in 1998, where he served for 12 years. Maryland's First Congressional District first elected Andy to serve in the House of Representatives in 2010. He is the is the current Chairman of the Agriculture, Rural Development, Food and Drug Administration, and related agencies subcommittee on Appropriations. He also serves on the Labor, Health and Human Services, Education, and Related Agencies subcommittee as well as the Homeland Security subcommittee on Appropriations. Andy was married to his late wife, Cookie, for over 33 years, and he is the proud father of five children, stepfather of one, and grandfather to ten. Andy lives with his wife, Nicole, and their dog in Dorchester County. In his free time, he enjoys spending time on the Chesapeake Bay with his family and repairing old cars with his sons.-Brooks D. Simpson is an ASU Foundation Professor of History at Arizona State University, where he is a member of the College of Integrative Sciences and Arts faculty. A member of the honors faculty at Barrett, The Honors College, during the spring 2017 semester he served as associate dean (interim) at Barrett's Downtown campus.
