The Sichuan basin in southern China is a region of deep geological and seismological complexity, which has so far prevented researchers from understanding its tectonic past. Through fresh analysis of previous observations, combined with the latest modelling techniques, a team led by Dr. Zhe Su at the National Institute of Natural Hazards, Beijing, suggests for the first time that the entire Sichuan basin is slowly rotating. Their result could explain the origins of one of the deadliest earthquakes in living memory, and could also help seismologists to better predict when earthquakes will strike the region in the future.

Transport infrastructure and systems are typically designed to withstand local weather events based on historical records of climate. However, historical climate data is no longer a reliable predictor of future impacts due to climate change. Extreme weather events are projected to become more frequent and intense, increasing the vulnerability of transport networks and the communities they serve. Austroads has developed Climate Change and Natural Hazard Risk Assessment and Adaptation Planning Guidelines. The guidelines set out a framework for transport agencies to consider when undertaking climate change and natural hazard risk assessments and developing adaptation plans with examples provided throughout. The guidelines are intended to be flexible, guiding the application of both high-level and detailed risk assessments of physical and transition risks. This webinar, presented by Allan Klindworth and Upeshika Heenetigala, will step through the process set out in the guidelines, highlighting key concepts with examples and supporting resources. There will be question and answer opportunities during the session.

New Zealanders should be grateful insurance companies remain committed to New Zealand given the country's risk exposure, John Lyon of Ando Insurance says.In the latest episode of the Of Interest podcast I asked Lyon how well general insurers are serving New Zealanders, how competitive the market is, and how the public should judge strong financial results from their insurers. As well as being CEO of Ando, an underwriting agency, he's also the former CEO of Lumley Insurance. Statistics NZ's Consumers Price Index shows insurance costs rose 14% in the June year, making them a key contributor to households' cost of living pressures and the stubbornly high non-tradable inflation that meant the Reserve Bank held the Official Cash Rate at 5.50% for as long as it did."I think we should be grateful that there are insurance companies who are still committed to the New Zealand market, because what we need is a healthy, strong insurance market because the risks are so great in New Zealand," Lyon says."When you think about the risks we're exposed to from volcanoes that are overdue, to the well known earthquake exposures, the evolving cyclone and climate change issues, [and] we don't really fully understand tsunami risk. There's lots of evidence that there have been major tsunamis along the coast of New Zealand. At what frequency would we expect something like that to happen? We don't know. That's not been particularly well modelled. That's a major risk to the country.""There's a whole bunch of factors in there that we can talk about in terms of what New Zealand Inc needs to do to protect itself from the environment we live in. And climate change is a big part of that. But it's also all of the other generic risks that are there in front of us. So we have to think about how we manage them as well," says Lyon.With the likes of IAG, Suncorp and Tower having recently reported strong financial results, how should we judge how well they're doing financially?"One of the things that the reinsurers did [last year], as well as putting prices up, was they went to the insurance companies and they said, 'you now need to hold more of the risk to your own account'.""The Suncorps and IAGs, and indeed our business, was faced with a situation where if we had been holding, say, $100 million of the risk to our own account before reinsurance comes in, the reinsurers might have put that up to $500 million. So if you think about that, then if you've got an exposure of $500 million for any one event, you're not going to get $500 million every year.""So typically what insurance companies will do is they say, 'well, maybe over five years, we'd expect to have $100 million on average. So it'll be one big event every five years. That's $500 million. We'd spread that cost over five years.' So in every year you'd put a cat allowance [catastrophic event allowance] in of $100 million. If you don't have a cat event, you've got $100 million profit and then the next year you might have no event and you got another $100 million profit. But in year five you've got a $500 million event and you lose $500 million.""That's the market that we have moved to. The insurance companies need to be very profitable in the good years because the cost of managing the bad years is a lot higher. So it's not just reinsurers that suffer when there is a big event. The insurance companies hold more to their bottom line and that's a challenge for all the businesses in that respect," Lyon says."So it's hard to judge insurance on a year on year basis."Lyon suggests the most significant barrier to enter the general insurance market is New Zealand's risk profile, noting a number of international insurers look at NZ and see the economy is relatively small."It'll never be a major strategic value add to a global company in terms of incremental growth. Working with the NHERI SimCenter and DesignSafe, the CHEER team is developing a software framework called Stakeholder-based Tool for the Analysis of Regional Risk, or STARR. STARR modeling extends regional loss models like R2D, INCORE, and Hazus to include a focus on decision making. STARR models describe the complex and often conflicting ways that stakeholders in vulnerable coastal areas make decisions. Stakeholders are households, insurers, and government agencies. Volcano city virtual field trip Travel to Tāmaki Makaurau Auckland to discover more about the fiery past of Auckland's Volcanic Field Ngā Tapuwae-o-Mataoho. There are over 50 volcanoes within the Auckland Volcanic Field (AVF). The AVF has been active for around 200,000 years. The most recent and largest volcano is Rangitoto, created around 600 years ago from at least two eruptions. As Māori became established in Aotearoa New Zealand, the maunga were valued as natural places for pā, with their rich volcanic soils and their unique form and height for easy defence. Evidence of a hot magma source deep beneath Tāmaki Makaurau Auckland suggests there could potentially be an eruption in the future. Before a new eruption starts, scientists will be using forecasting models to try to predict when and where a new volcano will appear. Objective To find out how large parts of the city would be affected by the likely next eruption, and how to be prepared for the impacts of volcanic activity. Key learning Explore science and mātauranga behind the Auckland Volcanic Field Ngā Tapuwae-o-Mataoho. Look at evidence of past volcanic eruptions. Hear stories about volcanoes from mana whenua. Visit Rangitoto, Tāmaki Makaurau Auckland's youngest and largest volcano. Explore the inside of a lava cave. Investigate the impacts of a future eruption in Tāmaki Makaurau Auckland. Meet experts in hazard preparedness and learn about how you should plan to manage the impacts of a volcanic eruption. Student-led inquiry Empower your ākonga to take charge of their learning journey. Encourage them to ask meaningful questions, explore resources, and embark on their own journey of volcanic hazard preparedness. Curriculum alignment This virtual field trip aligns with the refreshed New Zealand Curriculum. It covers a range of learning areas, predominantly science and social sciences. Access guidance that supports teaching and learning to align with curriculum goals.

Geotechnical engineer Alejandro Martínez joins us to discuss a new and multidisciplinary engineering subfield called biogeotechnics. “Bioinspired” research examines and mimics ways that plants, animals and bacteria successfully interact with soil. For example: how tree roots successfully resist wind loads. “Biomediated” research uses biological elements to improve soil. A good start to disaster preparedness is knowing the risks you should be prepared for based on where you live. That's a big part of Jonathan Sury's work. Jonathan is the Project Director for Communications and Field Operations at the National Center for Disaster Preparedness. He is currently pursuing a doctoral degree in Population and Family Health at the Mailman School of Public Health at Columbia University.   Jonathan leads a project called the Natural Hazards Index, which maps local vulnerability to various disasters at the sub-county level. Everything including extreme heat, earthquakes, landslides, tornadoes, and floods. The project's interactive map allows users to zoom in and assess climate, weather and geological hazards in their vicinity. The Reserve Bank has released an excerpt on insurance in its upcoming Financial Stability Report. It says insurers, Government, home buyers and lenders all need to up their knowledge, so that future insurance affordability challenges, can be better managed. My inspirations for this career path were the eruptions at Nevado del Ruiz in 1985 and Heimaey in 1973. In recent years, I have been mostly involved in research and teaching at High School level here in Iceland. Today, he is Wilson Chair of Hazard and Risk and Executive Director of the Institute of Hazard, Risk and Resilience at Durham University - but as he tells Jim Al-Khalili, a lifelong passion for discovery has taken Bruce from volunteering with the Peace Corps in West Africa and a Fulbright Fellowship in Argentina, to fieldwork in India; not only studying hazards themselves, but also the people they affect - and building up the character and resilience to overcome personal tragedy along the way... Over the years, his work in the field has opened up new ways of understanding such events: from statistical modelling to show how groups of hazards occur, to examining the cascading relationships between multiple hazards. In this episode, Rob and Jo discuss the CSB's investigation report on the 2020 toxic gas release and chemical fire at Bio-Lab Facility in Westlake, Louisiana. On August 27, 2020, strong winds from Hurricane Laura damaged buildings at the facility, causing rainwater to come into contact with the trichloroisocyanuric acid (TCCA) that was stored inside. A chemical reaction began, and the TCCA began to decompose, releasing heat that started a fire, while also releasing a large amount of hazardous gases that traveled offsite. Today, Rob and Jo provide some background about this Bio-Lab facility, discuss the events surrounding the incident, and cover the consequences of the incident. Then they discuss the CSB's five identified safety issues that contributed to the event, what types of companies might be at risk for similar events, and how any facility can prevent an incident like this one. Amer is also a published author in top journals in the field, including the International Journal of Disaster Risk Reduction, Disaster Prevention and Management, and Natural Hazards.   Majd Bargash is a civil engineer and a grad student at Prince Hussein Bin Abdulla II College of International Studies, University of Jordan, majoring in Conflict Resolution. Majd is a Project Management Institute (PMI) Certified practitioner and has over 12 years of experience in the construction industry. This episode features Dr. Lujia Feng, a Principal Research fellow at the Earth Observatory of Singapore, Nanyang Technological University, Singapore. She  is a geodesist who is trained as a geologist and geophysicist and now explores the atmosphere.
