Good afternoon, I'm _____ with today's episode of EZ News. Tai-Ex opening The Tai-Ex opened marginally lower this morning from yesterday's close, at 40,883 on turnover of 11-billion N-T. The market lost ground on Monday, as investors reacted to a decline on Wall Streeet at the end of last week and opted to shun big tech stocks. With analysts saying the decline cames as the market is pulling back from recent record highs and moving into consolidation mode. MOFA talks hopes for Trump to talk with Lai Deputy Foreign Minister Chen Ming-chi says the government would welcome a direct call between U-S President Donald Trump and President Lai Ching-te. The statement comes as Chen told reporters that Trump's recent remarks that arms sales to Taiwan could be used as a bargaining chip with China and he was still undecided on new arms sales to the island. Trump also appeared to suggest that he was seeking to speak with Lai about the issue - albeit (雖然,儘管) without actually naming him. According to Chen, Trump's remarks had "caused some unnecessary concern" in Taiwan, despite the government believing that "nothing has changed." The deputy foreign minister is also stressing that the government is seeking confirmation from Washington about whether Trump wants to speak to Lai and is also using all available channels to understand what the U-S side is actually thinking. Taiwan students win eight awards at world robotics competition Taiwan students have won eight awards at this year's Robofest World Competition - which took place at the Lawrence Technological University in Michigan. They bagged two gold medals, one silver, and one bronze at the international robotics competition. Dozens of Taiwanese elementary, junior high, and senior high school students competed against teams from 25 countries. Taiwan's representative office in Chicago has presented congratulatory messages to the award-winning students, commending (讚揚) their dedication (奉獻、投注(時間、精力等)) and encouraging them to continue striving for excellence in their future endeavors. Israel Intercepts Flotilla Headed to Gaza The Israeli military has intercepted boats in international waters off the coast of Cyprus, part of a flotilla attempting to break Israel's naval blockade of Gaza. More than 50 vessels departed from Turkey last week. Organizers say the boats were intercepted Monday 250 nautical miles from Gaza's shores. Cypriot authorities confirmed the interceptions on Monday took place outside its territorial waters. Israel's Foreign Ministry called the flotilla a provocation (挑釁) while Turkey condemned the intervention as piracy. The blockade has been in effect since 2007, restricting movement in and out of Gaza. Previous attempts to breach the blockade have failed. Organizers hope to draw attention to Gaza's living conditions. Tanzania's President, Dangote hold talks in Dar es Salaam amid refinery debate Tanzania's President held investment talks in Dar es Salaam amid growing regional competition over a refinery project's location (地點). Isaac Lukando reports. Mexico Uruguay Aid Arrives in Cuba A ship carrying humanitarian aid from Mexico and Uruguay has arrived in Havana to help ease Cuba's spiriling crises. Cuba's food industry minister says the aid arrives during a time of great economic hardship, worsened by the U.S. blockade. The aid will prioritize children, the elderly, and vulnerable (易受影響的,易受傷害的) families. Cuba's economic and electric crises have deepened this year after the U.S. invaded Venezuela in January, halting (停頓) critical oil shipments. But investors bought other chip stocks (晶片股), which gave the market strong support. ---- MOFA says Taiwan is working with allies to build drone supply chain center The Ministry of Foreign Affairs says Taiwan is working to become the Asia-Pacific center for the democratic drone (無人機) supply chain (供應鏈). The head of MOFA's Drone Diplomacy Task Force, Chiang Zhen-wei, made the statement at the Taiwanese-German Aerospace Conference in Taipei. Chiang said Taiwan plays an important role in the global "non-red" drone supply chain because of its strong manufacturing abilities. He said the task force is using Taiwan's experience in "chip diplomacy" to help develop the drone industry. He added that drones could become an important part of Taiwan's national defense (國防). At the same time, Taiwan is working with allies and like-minded countries to promote drone-related projects. ---- Lai gives top honor to Michael Fonte for supporting Taiwan-U.S. ties President Lai Ching-te has given one of Taiwan's highest honors (榮譽) for foreign nationals (外國人士) to Michael J. Fonte. Fonte is a former head of the DPP's mission in the United States. He received the Order of Brilliant Star with Grand Cordon at a ceremony at the Presidential Office. Officials said Fonte was honored for his important work in promoting Taiwan-U.S. relations. Fonte first came to Taiwan in 1967 as a missionary (傳教士). He worked with farmers in Taichung, Changhua, and Miaoli. ---- White House says deal may be coming to end Iran conflict (衝突) U.S. President Donald Trump says talks with Iran are making progress. Reports say a one-page memo (備忘錄) is being prepared. It could help end the war in the Middle East. But Trump is also warning that he could resume (恢復) attacks on Iran. His comments came 24 hours after his Secretary of State said Operation Epic Fury had ended. Simon Marks reports from Washington. ----- Search continues for missing U.S. soldiers in Morocco More than 600 military personnel (軍事人員) from several countries are searching for two U.S. soldiers missing in Morocco. They disappeared during U.S.-African military exercises. The search is now in its fifth day. Teams are looking in underwater caves and along the Atlantic coast near the training area. Officials believe the soldiers may have been on a recreational hike (休閒健行) and may have fallen into the ocean. The African Lion military drills include more than 7,000 personnel from over 30 countries. The drills are set to end Friday. The ministry says the visit shows that ties (關係) between Taiwan and Paraguay remain strong, despite pressure from China. Pena will lead a group of business representatives to Taiwan for a four-day visit. He will meet with President Lai Ching-te and other senior officials. Officials say the talks will focus on investment, international cooperation (合作), and ways to strengthen relations between the two sides. The visit comes after reports that Beijing has been pressuring Paraguay to cut ties with Taiwan and recognize China instead. ---- Taipei to launch new anti-rat campaign Taipei Mayor Chiang Wan-an says the city will launch a new round of sanitation (環境衛生) measures to deal with rat problems. The city will also introduce "rodent control specialists" to help residents. The move comes after many people posted online about seeing more rats in parts of Taipei. Chiang says households will be able to apply for a specialist to visit their home. The specialist will check for signs of rats and give advice on prevention (預防) and control. Officials say the specialists will help find where the rats are coming from, improve home environments, and support better pest control. ---- Trump pauses Project Freedom, citing progress on Iran deal U.S. President Donald Trump says the U.S. is pausing (暫停) Project Freedom. The project has involved the U.S. Navy escorting (護送) ships through the Strait of Hormuz. Trump wrote on social media that the pause is because of "great progress" on a possible deal with Iran. Nick Harper reports from Washington. ---- Princess of Wales to make first overseas trip since cancer treatment Britain's Princess of Wales will travel to Italy next week. It will be her first official overseas visit since her cancer diagnosis (診斷) and treatment. Kensington Palace says Kate will spend two days in Reggio Emilia in northern Italy. The visit will focus on her work in early childhood development. The trip will highlight the "Reggio Emilia approach." This is an educational idea that focuses on relationships, the learning environment, and the community in a child's development. Kate said in 2024 that she was receiving chemotherapy (化療) for cancer. Last year, she said she was in remission (病情緩解). She has slowly made more public appearances since then. But this will be her first overseas trip without Prince William. MOFA thanks US senators for marking Taiwan election anniversary The Ministry of Foreign Affairs has been thanking a bipartisan group of U-S senators for introducing a resolution commending (讚揚) Taiwan on the 30th anniversary of its first direct presidential election. The resolution was proposed by senators Tammy Duckworth, Tim Kaine and John Curtis. The resolution commemorated Taiwan's first direct presidential election on March 23, 1996, and praised Taiwan for setting an example of self-governance for the Pacific region and beyond. The foreign ministry says it welcomes the international community to continue supporting democratic Taiwan with concrete actions, and that it will continue working with the U-S and democracies worldwide to promote regional peace, stability and prosperity. Asustek warning that PC prices are expected to rise by 25-30% in Q2 And, Asustek Computer is warning that P-C prices here in Taiwan are expected to rise by between 25 and 30-per cent in the second quarter of the year. The technology company is attributing (歸因) the price hikes to a sharp rise in the cost of components, especially memory chips. According to Asus Technology, P-C brands faced higher costs in the first quarter, and prices will continue to rise in the second quarter due to a global supply shortage of dynamic random access memory chips and solid state drive hard disks. MOFA welcomes new SVG leader's pledge to maintain diplomatic ties The Ministry of Foreign Affairs say it welcomes a recent pledge (保證) by Saint Vincent and the Grenadines' new prime minister that his government will maintain diplomatic relations with Taiwan. Godwin Friday assumed office in late November and he made the Taiwan comments during a recent radio interview. Friday has been quoted as saying that diplomatic relations with Taiwan remain, as do relations with all countries with which Saint Vincent and the Grenadines has diplomatic ties. According to the foreign ministry, it will continue close communications with the Saint Vincent and the Grenadines' government to deepen bilateral cooperation for the benefit of both peoples. Panama-flagged cargo ship refloated off Hualien without oil spill A Panama-flagged bulk carrier that ran aground off Hualien County on New Year's Day has been successfully refloated and towed into Hualien Port. Authorities says no oil pollution has been detected. The C-S-E Prosperity Express was refloated by two tugboats under coast guard escort after passing hull inspection and safely berthed (停泊) at Wharf No. 22. According to the Maritime Port Bureau, no oil leakage was observed during or after the operation, despite the ship carrying more than 200-metric tons of residual fuel. The carrier is operated by China Steel Express. US Rebuts Russian Claims of Ukrainian Attack on Putin Residence U.S. national security officials have determined that Ukraine did not target a residence belonging to Russian President Vladimir Putin in a drone attack last week. That's according to President Donald Trump. The rapid study by World Weather Attribution focused on heavy rainfall from cyclones Senyar and Ditwah in Malaysia, Thailand, Indonesia and Sri Lanka starting late last month. The analysis found that warmer sea surface temperatures over the North Indian Ocean added energy to the cyclones. Floods and landslides triggered by (觸發於) the storms have killed more than 1,600 people, with hundreds more still missing. Taiwan raises long-term care tax deduction to NT$180,000 Lawmakers have approved an amendment that will raise the annual long-term care deduction to 180,000 N-T. The deduction previously stood at 120,000 N-T and the amendment to Article 17 of the Income Tax Act is aimed at easing (減輕) the financial burden of households supporting a dependent who requires long-term care. The change will apply retroactively from January 1 of this year and start to take effect in tax filings in May of 2026. Under Article 17 of the Income Tax Act, taxpayers may claim the deduction to taxable income for themselves, their spouses, or dependents officially recognized by the Ministry of Health as requiring long-term care due to physical or cognitive impairment. According to a UN report 1400 people were killed during the demonstrations last year, most by security forces firing live ammunition. Hasina claims she's innocent. Neha Poonia has more. Canada Budget Vote Passes Canadian Prime Minister Mark Carney won a vote on his budget in Parliament that could have triggered (觸發) a possible election. Carney's Liberal government does not have enough votes to pass the budget on its own but it passed 170-168 with the support of a Green Party member of Parliament and some New Democrat abstentions. The Liberals don't have a majority of seats in the House of Commons and must rely on an opposition party to pass legislation. The budget vote is considered a vote of confidence in the minority Liberal government. Carney's Liberal Party scored a stunning comeback victory in an election last April in a vote widely seen as a rebuke of U.S. President Donald Trump. The statement follows reports that the government is hoping the office will follow the formula of its counterpart in Lithuania, called the "Taiwanese Representative Office in Lithuania." However, Estonia is reportedly insisting on using the title "Taipei" due to concerns about a backlash from China. DPP claims 'most' people oppose opposition pension proposals The D-P-P legislative caucus says a recent survey shows a majority (多數) of people oppose bills proposed by the K-M-T to end annual cuts to civil servant pensions. The survey was conducted by the D-P-P. According to D-P-P lawmaker Wu Si-yao, it found that 59.7-per cent of respondents supported continuing pension reforms initiated by the D-P-P in 2016, while only 31.7-per cent thought they should be stopped. Wu says stopping reforms will exacerbate inequality between active and retired workers, civil servants and workers receiving labor, farmer and national pensions. Philippine Typhoon Death Toll Rises Philippine officials say the death toll from flooding and damage caused by Typhoon Kalmaegi has risen to at least 114. They drive large-scale deforestation and generate billions in illicit profits each year. The effort was announced ahead of the U.N. COP30 climate summit in Brazil. Reports says he sought classified information from several officials at the Mainland Affairs Council concerning details about direct cross-strait flights. The suspect reportedly attempted to bribe at least one official with a payment of 100,000 N-T multiple times between 2012 and 2014. MOFA allocates funds to buy representative office space in Boston The Ministry of Foreign Affairs says it has allocated a budget of 156-million N-T for the purchase of a property (房產) to house its representative office in the U-S city of Boston. The Taipei Economic and Cultural Office in Boston is currently located in a rented building. According to the foreign ministry, the funding means it will be able to a property in the city, pending approval of the budget by the Cabinet and Legislature. Kate Fisher reports Congo M23 Establish Oversight Congo and the Rwanda-backed rebel group M23 have agreed to establish an oversight mechanism for a potential permanent ceasefire. The agreement was announced Tuesday by a Congolese government spokesperson and confirmed by a M23 spokesperson. The ceasefire monitoring body will include representatives from Congo, M23 and the International Conference on the Great Lakes Region. The U.N. peacekeeping mission in Congo will participate. The agreement is an important step toward a peace deal after recent efforts to end fighting in eastern Congo stalled. MOFA slams Cambodia for sending Taiwan fraud suspects to China The Ministry of Foreign Affairs has lodged a protest with the Cambodia government after it deported a group of recently arrested Taiwanese telecoms fraud suspects to China. According to the ministry, some of a group of 180 recently arrested Taiwanese fraud suspects were deported to China late Sunday and early Monday in three groups along with arrested Chinese fraud suspects. The ministry says it doesn't know how many were sent to China over the past two days because the Cambodian government has refused to provide a full list of those who were deported. The foreign ministry is accusing the Cambodian government of bowing to Chinese pressure (壓力) by not providing that information and calling on Phnom Penh to released a list of all the deportees as soon as possible. Housing prices fell in foruth quarter of last year Housing prices declined in the fourth quarter of last year. According to Chinatrust Real Estate, the decline came after the housing market was hit hard following the central bank;s seventh round (輪) of credit controls - which were introduced in September. Data from the Ministry of the Interior's real estate information platform shows that averages housing prices fell to 338,600 N-T per ping in the fourth quarter and that was a 6.6-per cent decline from the third quarter. All six special municipalities registered falling housing prices in the September to December period. Kaohsiung's housing market saw the steepest decline at 10.4-per cent - while housing prices in Taipei City were down by 3-per cent in the fourth quarter. US Trump Bukele Rule Out Releasing Man MIstakenly Sent to Prison US President Donald Trump and El Salvadoran President Nayib Bukele have ruled out (排除…的可能性) releasing a man mistakenly sent to a maximum security prison in the Central American country. Algeria Expels French Officials Algeria on Monday announced the expulsion of 12 French officials, shattering recent hopes of a diplomatic thaw and plunging relations between the two nations to a new low. The country's foreign affairs ministry said in a statement that French consular agents had been given 48 hours to leave the country, in response to the arrest of an Algerian consular official in France. French counterterrorism prosecutors said three Algerians were arrested Friday on preliminary charges of “kidnapping or arbitrary detention … in connection with a terrorist undertaking (任務),” including one that French media has said was an Algerian consular official. The group is allegedly involved in the April 2024 kidnapping of an Algerian influencer, Amir Boukhors, or Amir DZ, a known critic of the Algerian government with 1.1 million followers on TikTok. The statement comes after an update to the Department of International Relations and Cooperation website listed the "Taipei Liaison Office" as the "Taipei Commercial Office." According to the foreign ministry, the South African government is seeking to "downgrade" the representative office and recategorize it as a "trade office" based in the commercial capital Johannesburg. South Africa has set a deadline of the end of this month for Taiwan to change the name of its representative office and relocate it. However, the foreign ministry is insisting that per an agreement signed the year before diplomatic relations with South Africa ended in 1998, Taiwan is permitted to operate a liaison office in Pretoria. Kaohsiung's Fengshan Marathon apologizes for PLA rifle trophies The organizers of Sunday's Fengshan Marathon in Kaohsiung have apologized for giving out trophies shaped like a Chinese military rifle. According to the Fengshan Road Running Association, it originally chose the design for the trophies because the 2025 edition of the annual marathon passed through three military academies. However, the association says it recognized the choice was "inconsiderate" and had apologized to those who received the trophies. The association also says it will contact all trophy recipients to replace the rifle-shaped trophies with alternatives. Taoyuan officials had previously revoked permits for companies Cleanaway, Taiwan Cube Energy and Li Jiang Development due to application issues. But Cleanaway submitted an appeal. The M-O-E-A overturned the decision by the Taoyuan City Government, allowing the projects to proceed. Taoyuan Mayor Chang San-cheng said the decision was regrettable. But he says he is committed to closely monitoring the construction of the plants to protect the health of city residents. S-R-F is a fuel made from commercial waste. It offers potential environmental benefits over coal. But it also raises concerns about pollution and recycling disincentives. Delegation led by Czech Senate vice president arrives in Taiwan Czech Senate Vice President Jiri Drahos arrived in Taiwan this week for a six-day visit at the head of a 19-member delegation. The Ministry of Foreign Affairs said the group will meet with President Lai Ching-te, Vice President Hsiao Bi-khim, Premier Cho Jung-tai, among others. MOFA said both sides will exchange views on issues of mutual concern including the economy and trade, technology, as well as education and culture. MOFA says the two sides will also deepen cooperation in areas spanning key industries, science development and talent cultivation (人才培育)… and culture and arts. SKorea Fires Warning Shots After Border Violation Last Week South Korean media reports say South Korean soldiers fired warning shots after North Korean troops violated the border line earlier this week. Yonhap news agency says North Korean soldiers briefly crossed the heavily fortified (強化的) border before retreating back to their territory on Sunday. Yonhap, citing South Korea's military, said South Korean soldiers had fired warning shots at the time. Other South Korean media outlets have published similar reports. The incident came amid rising tensions over North Korea's recent launches of trash-carrying balloons. SKorea US Begin Nuclear Contingency Plans In related news…. The US and South Korea have begun plans to respond to a hypothetical (假定的,假設的) nuclear attack by North Korea. Circular Line Repair Costs Surpass NT$400Million And, The New Taipei City Department of Rapid Transit Systems says current estimates show that the cost of repairing sections of the Circular Line's elevated track damaged during the April 3 earthquake stand at over 400-million N-T. According to the metro operator, the funds will be initially covered by the New Taipei City Government. The earthquake damage the disc bearings of the connecting beams between the Banxin and Qiaohe stations, resulting in the displacement (移位) of steel box beams at 11 spots and severe twisting to some sections of track. The New Taipei City Government has said it could take over a year to fully repair the damaged sections of track. US Soldier Detained in Russia US lawmakers say they're "deeply concerned" after an American soldier was detained in Russia. An army spokesperson confirmed on Monday that the man — who's unnamed — was apprehended (被捕) last week in the far east of the country "on charges of criminal misconduct." Benji Hyer reports. Spain Lost Caravaggio to be Exhibited Spain's Prado Museum has confirmed that a painting that was due to be auctioned in Madrid in 2021 is in fact a work by Italian Baroque master Michelangelo Merisi da Caravaggio that was considered (認為) lost. It will be unveiled to the public for the first time in the museum later this month. The Prado said in a statement on Monday the work titled “Ecce Homo” will go on display from May 27-th until October as a special one-piece exhibition following an agreement with its owner, who has not been identified. The sacred month sees those observing abstain (戒絕) from food and water from sunrise to sunset, and take part in family gatherings, religious reflection (深思), and giving. Some Asia-Pacific countries like Australia, Brunei, Indonesia, Malaysia and Singapore, will begin Ramadan on Tuesday after failing to see the crescent moon. According to the Ministry of Foreign Affairs, Tien will be attending a series of events following the appointment of Feleti Teo as Tuvalu's new prime minister late last month and his newly formed Cabinet. The ministry says along with holding talks with Teo, Tien is also scheduled to meet with Tuvalu's governor-general and foreign minister to discuss bilateral cooperation projects. Dumpling and Instant Noodle Makers Report Tainted Chili Powder Health authorities in Kaohsiung says restaurant chain Bafang Dumpling and instant noodle maker Wei Lih Foods both purchased (購買) chili powder from importers that have since been found to contain Sudan industrial dye. According to Kaohsiung City Health Department, prosecutors were asked to seize 32,739 kilograms of chili powder imported from China by the two companies after tests found samples contained the banned chemicals at a concentration of 4 to 8 parts per billion. Chia Guang International and Gin Zhan International have been issued with fines totaling 3.06-million N-T for violations of the Act Governing Food Safety and Sanitation. Those violations include entering false information in the government's food product tracing system. ICC Issues Arrest Warrants for Russian Military Officers The International Criminal Court has issued arrest warrants for two high-ranking Russian military officers on charges linked to attacks on civilian infrastructure in Ukraine. The court announced warrants Tuesday for a Russian lieutenant general who was commander of the Long-Range Aviation of the Aerospace Force at the times of the alleged crimes. Also wanted is a Russian navy admiral who is the commander of the Black Sea Fleet. They are wanted for the war crime of directing attacks at civilian objects, causing excessive (過多的) incidental (附帶的) harm to civilians or damage to civilian objects, and the crime against humanity of inhumane acts. Italian lawmakers approve Red Sea shipping mission Italian lawmakers have given the green light to the country's involvement in Operation Aspides. The joint EU mission will see naval vessels (海軍艦艇) deployed in the Red Sea, protecting commercial shipping from attacks by Houthi rebels in Yemen. Giles Gibson has more from Rome. France Announces Scaled Back Opening Ceremony Plans The French government says tourists won't be allowed to watch the opening ceremony of the Paris Olympics for free. Organizers had planned a large-scale opening ceremony along the Seine River on July 26-th for up to 600-thousand people. But security and logistical concerns have led the government to progressively scale back ambitions. Now, Interior Ministry officials said 222-thousand spectators can watch for free from the upper embankments (堤岸). But access will be allocated via quotas, primarily to select residents or employees of towns hosting Olympic events. Cathal J. Nolan is a Non-Resident Fellow at the Quincy Institute for Responsible Statecraft, Professor of History and Director of the International History Institute at the Pardee School of Global Studies, Boston University. Cathal's newest book is Mercy: Humanity in War. He also is the author of 14 books of diplomatic and military history. The Allure of Battle: A History of How Wars are Won and Lost (Oxford 2017), received the Gilder Lehrman Prize in Military History. It was also the first winner of the Distinguished Book Award from War on the Rocks. Nolan has guest lectured at various universities across the United States and internationally. He has also spoken to the Chautauqua Institute, Marine Corps University, National World War II Museum, New York Historical Society, New York Military Affairs Symposium, Smithsonian Journeys (Normandy), U.S. Army Combined Arms Center, U.S. Army War College, National Intelligence University Alumni Association, World Affairs Forum, Center for Military and Diplomatic History, and run a training course for young diplomats at the MoFA in Kabul, Afghanistan in 2011. He has been interviewed on CBS Radio, Radio Free Europe, Newstalk (Ireland), BBC Mundo, PBS, C-Span, New Books Network, The East-West Institute, The Dead Prussian and Dangerous History.
