Last night there was a huge breakthrough in Ukraine peace talks, with Zelensky accepting a US proposal for a ceasefire and placing ‘the ball in Putin's court', according to Marco Rubio. While getting Zelensky to accept is a huge diplomatic win, the proposal hinges on Putin agree to the terms of the ceasefire – which will last for 30 days but can be extended by mutual agreement. ‘I'll talk to Vladimir Putin. It takes two to tango,' said Donald Trump. Can Putin afford to reject the deal? And could this be the basis for a lasting peace? Meanwhile, Keir Starmer has been getting a lot of credit for his role in the Ukraine peace process and the perception that he has stepped up to meet the crisis. How instrumental was the UK in bringing about the ceasefire, or is this Trump's deal? And how does the news that the UK won't get an exemption from the president's 25 per cent tariffs on steel undermine the US–UK relationship? From the introduction of North Korean troops into the war in Ukraine to a budding friendship with Elon Musk, Putin continues to make strange headlines. The real question is whether Putin actually knows what he's doing or if he, as a wannabe 21st century Russian Tsar, is subject to the same seemingly inevitable historical forces as the Tsars of yesteryear. As both a seasoned Putin watcher and the author of many books about Russia, Mark Galeotti is as well positioned as anyone to determined if Putin is a prisoner or a master of history. Churchill famously described Russia as "a riddle, wrapped in a mystery, inside an enigma." In his new book, Forged in War: A Military History of Russia from its Beginnings to Today, however, Galeotti unwraps this mystery by seeing Russia as an eternal prisoner of its geo-strategic vulnerabilities and thus, like Putin, always insecure, land-hungry and bellicose. Professor Mark Galeotti is one of the foremost Russia-watchers today, who used to travel there regularly to teach, lecture, talk to his contacts, and generally watch the unfolding story of the Putin era, until the Kremlin banned him indefinitely in 2022. Based in the UK, he is an Honorary Professor at UCL and heads the consultancy Mayak Intelligence. He is also a Senior Associate Fellow with both RUSI and the Council on Geostrategy, as well as a Senior Non-Resident Fellow at the Institute of International Relations Prague. Before then, he was Professor of Global Affairs at NYU and head of History at Keele University, and was educated at Robinson College, Cambridge, and the LSE. A prolific author on Russia and security affairs, he frequently acts as consultant to various government, commercial and law-enforcement agencies.Named as one of the "100 most connected men" by GQ magazine, Andrew Keen is amongst the world's best known broadcasters and commentators. In this edition, we will be returning to Russia's war against Ukraine as both sides increasingly look towards another winter of fighting. Since the autumn/winter of last year, there have been further swings in the war as Russia launched a long offensive and Ukraine suffered a lack of weapons due to political deadlock in the US Congress and a shortage of manpower. More recently, in a surprise operation, Ukraine has launched a successful incursion into Russia itself – seizing territory in Kursk – and it has continued to inflict damage on Russian naval forces in the Black Sea and developed the ability to attack targets further inside Russia. In August 2024, Russia renewed its attacks on Ukrainian energy infrastructure ahead of the winter. It is clear that the war is continuing to evolve, what were red lines are being crossed, and the enormous cost in lives and damage continues to mount. But where does the war stand overall now? More than 30 months into the conflict, is there any sense that one side is closer to winning, and how has Ukraine's dramatic incursion into Russia's Kursk region affected the war? But those days are long in the past, rapid globalisation saw a new type of organized criminal take the reins in the Russian underworld, spreading their influence as criminal facilitators across the world. As the war enters its second winter and third year, are we now facing the prospect of battles lasting until at least 2025? The prospect of an immediate decisive military breakthrough for Ukraine has disappeared. Kyiv's offensive – launched in the summer – has largely subsided, with Ukraine's troops exhausted from over six months of intense fighting. At the same time, Ukraine's key international support pillars are under pressure. Depleted Western armouries will have far less to provide to Ukraine in the year ahead. Western political unity is being questioned, with struggles in the US Congress to ensure that Kyiv receives the critical military and economic assistance that it will need in 2024. And the EU is facing questions about whether there will be the unanimity to agree a €50-billion aid package and to open membership negotiations. Within Ukraine there are growing signs of concern about the current direction of the war. With the military campaign appearing to face a period of prolonged stalemate, in this episode of Global Security Briefing we are joined by Mark Galeotti, RUSI Senior Associate Fellow and Principal Director, Mayak Intelligence.

The invasion of Crimea and the Donbas in 2014 has now been overshadowed by the full-scale war across Ukraine. But understanding the shadowy and obscure ways in which the conflict began and developed prior to 2022 may help to highlight potential risks for a post-conflict order. Russia's hybrid warfare strategy may have played a leading role in igniting and fuelling the conflict, but crime and insurgency are intimately interconnected in the Kremlin playbook. The boundaries between mafia criminality, the security forces and government are hopelessly blurred in Russia, and nowhere more so than in the occupied territories of Ukraine. The Kremlin is opportunistic and co-opts all kinds of actors, from businesses and gangsters to politicians and educators as tools and proxies. A Ukrainian victory will not only require the seizing back of territory, but an effort to root Russian assets, networks and accomplices and roll back propagandist media and the penetration of the occupied territories by criminal elements. I'm joined by world-renowned academic Mark Galeotti today to unravel this murky and terrifying Ruskii Mir. Mark Galeotti is an author and academic – by training an historian – but in practice an interdisciplinary scholar with interests encompassing politics, criminology, security studies, international relations, and anthropology. He is a specialist in transnational and organized crime, security affairs, Russian Politics, Russian History, Intelligence and Security. Make Galeotti has written on a dizzying array of topics and published numerous books covering Russian foreign and security policy, the Soviet war in Afghanistan, Soviet and Russian militaries, organised crime, as well as the Russian leaders: Mikhail Gorbachev and Vladimir Putin. At present Mark is working on a survey of Russia's military since 1991 – which is likely a challenge given the rapid degradation of that military in Ukraine since February, and he's also researching the security and intelligence services and their impact on Russian politics and society.

« Anyone who doesn't regret the passing of the Soviet Union has no heart. Anyone who wants it restored has no brains.” When a fresh-faced Vladimir Putin made those comments back in 2000, Russia had only recently lost its Soviet Empire and endured a series of violent conflicts within the borders of the Federation, most notably in Chechnya. Just like the rest of Europe lost its colonies in the latter half of the 20th century, Russia was forced then to lose large chunks of its imperial Soviet possessions. But over the last two decades, Vladimir Putin nonetheless managed to maintain a strong influence network in his “near abroad,” making Russia a central actor in the politics of the Caucasus and Central Asia. Yet the increasingly costly and unsuccessful “special military operation” in Ukraine considerably undermines Russia's might and clout. As a result, a series of border conflicts and uprisings sprang up in the former USSR, from the reheated conflict between Armenia and Azerbaijan to the skirmishes between Tajikistan and Kyrgyzstan. Our two guests this week are veteran Russian analysts. Angela Stent is a non-resident senior fellow at Brookings and professor emerita of government and foreign service at Georgetown. She's a former national intelligence officer for Russia and Eurasia and the author of Putin's World: Russia against the West and with the Rest (2019) and is about to be republished with an extra chapter on the war in Ukraine. Mark Galeotti is a political scientist specialized in Russian security affairs and the director of the consultancy Mayak Intelligence. Mark Galeotti discusses Russian perceptions of war and conflict. The differences between what is considered "war" vs "conflict" and how this changes between the military and civilian security establishments. In addition, the war in Ukraine is discussed. Discussion of Russian notions of future warfare tend, for understandable reasons, to focus on the debates within the military, which are then embodied in doctrine, tactics and procurement decisions. These debates are important, but also much more accessible, given the degree to which they are played out and arbitrated within the military press. However, there is an intertwined, if much less accessible debate within the civilian national security establishment – notably the intelligence services and the Security Council secretariat – which is at least of equal importance. While informed by the defence establishment's debate and sharing many of its assumptions, it is different, not least in its greater willingness to think in terms of open-ended and non-military conflicts, in which over warfighting may play a limited, episodic or essentially theatrical role. In this presentation, Dr Galeotti will address both sets of perceptions and consider the practical and political implications of this divide within Kremlin thinking on warfare. In light of current events, the original planned lecture was amended to include coverage of the ongoing war in Ukraine, Russian thinking about it, and potential outcomes. Dr Mark Galeotti is CEO of the consultancy Mayak Intelligence as well as an Honorary Professor at University College London School of Slavonic and East European Studies. He is also a senior research associate with RUSI, the Council on Geostrategy and the Institute of International Relations Prague. A widely published specialist on Russian security issues, Dr Galeotti has taught, researched, and written in the United Kingdom, the United States, Russia, the Czech Republic and Italy. Educated at Cambridge University and the London School of Economics, he has been a senior research fellow at the FCO, head of the history department at Keele University, professor of global affairs at New York University, head of the IIR Prague's Centre for European Security, and a visiting faculty member at Rutgers-Newark (USA), MGIMO (Russia), and Charles University (Czech Republic). His most recent books include The Weaponisation of Everything (Yale, 2022), Russian Political War (Routledge, 2020) and The Vory (Yale, 2018).

Dr Mark Galeotti joins Last Week on Earth for a conversation on Russia. Galeotti, Director of the consultancy firm Mayak Intelligence, Honorary Professor at UCL School of Slavonic & East European Studies and Senior Associate Fellow at RUSI, has spent the last 40 years researching Russian history and security issues. In the episode, he gives an introduction his latest book A Short History of Russia while sharing some short anecdotes from Russia's history, specifically about the character that is Peter the Great.Galeotti tells the history of modernisation in Russia and how different rulers have approached the subject, with occasional bloody despotism. Today in Putin's Russia, modernisation has partly advanced through technical solutions, but they are still lacking in rule of law and corruption. However, Galeotti describes how there might soon be an advancement of rule of law by the kleptocratic elite. These corrupted leaders, who have stolen from the public good, will soon get the incentive to create rule of law to protect their stolen plunder and support the transfer of wealth to the new generation. There are many misconceptions about Russia, one of them being that the West assumes that Russia always, cunningly, has a plan. Like any other state, Russia is a diverse and opportunistic country, that is not as centrally controlled country as many people may think. They want to be perceived as strong and powerful, and they thus act accordingly, regardless of their actual geopolitical status. When looking at Russia, there is a consistent focus on Putin, who, on one hand is a powerful actor but far from the only one. Russia's administration is complex one with many important characters who often tend to get overlooked.The discussion continues by addressing the new Biden administration, the recent summits and what the newly elected American president would like to see from Russia.
