Im Rahmen der Jugendmedienwoche hinterfragen vier Jugendliche die Positionen der Politikerinnen und Politiker dazu kritisch. Seit Jahren kennt die Entwicklung der Mietzinse nur einen Weg: den nach oben. Gerade in urbanen Gebieten übersteigt die Nachfrage das Angebot bei Weitem. Ist die Zuwanderung daran schuld? Oder betreiben die Städte zu wenig gemeinnützigen Wohnungsbau, um bezahlbare Wohnungen zu garantieren? Bräuchte es einen Mietdeckel oder wäre das ein zu grosser Eingriff in den freien Markt? Auch die Bautätigkeit geht seit 2018 stetig zurück. Dabei würde neuer Wohnraum dringend gebraucht. Woran liegt das? Gibt es zu viele Vorschriften, die das Bauen erschweren? Oder nutzen potenzielle Investoren die aktuelle Wohnungsnot in gewissen Gebieten aus, um möglichst viele Bauvorschriften anzugreifen? Am 24. November stimmt die Schweiz gleich über zwei Änderungen beim Mietrecht ab: Die Untermiete soll strenger geregelt werden und Kündigungen wegen Eigenbedarf würden erleichtert. Das führe zu mehr Rechtssicherheit, betont das Ja-Lager. Die Gegenseite warnt vor einer Schwächung des Mieterschutzes. Die erste der beiden Mietrechtsvorlagen zielt auf die Regeln für die Untermiete. Schon heute muss der Vermieter einer Untermiete zustimmen – ablehnen darf er sie nur in bestimmten Fällen. Künftig wären ein schriftliches Gesuch des Mieters und eine schriftliche Zustimmung des Vermieters erforderlich, wenn Mieterinnen ihre Wohnung oder einzelne Räume untervermieten wollen. Zudem dürfte der Vermieter die Untermiete verbieten, wenn sie länger als zwei Jahre dauern soll. Das Ja-Lager betont, die neuen Regeln würden zu mehr Rechtssicherheit für Vermieterinnen und Mieter führen. Zudem könne durch die Anpassung verhindert werden, dass durch Untermiete missbräuchliche Gewinne erzielt würden. Das Referendumskomitee rund um den Mieterinnen- und Mieterverband betont hingegen, dass das Missbrauchspotenzial bei der Untermiete sehr gering sei. Die Einschränkung der Untermiete sei ein Angriff auf den Mieterschutz. Lockerung der Kündigungsregeln bei Eigenbedarf Auch gegen die zweite Anpassung betreffend Kündigung wegen Eigenbedarfs wurde das Referendum ergriffen. Heute ist eine Kündigung bei «dringendem» Eigenbedarf möglich. Neu sollen Eigentümer den Eigenbedarf schneller und einfacher geltend machen können. Es soll genügen, wenn der Eigenbedarf «bedeutend und aktuell» ist. Die Vorlage schwäche den Kündigungsschutz unter dem Vorwand des Eigenbedarfs, sagt das Referendumskomitee. Das Ja-Lager erwidert: Die Interessen der Mieterinnen seien weiterhin geschützt, sie hätten etwa immer noch Anspruch auf Schadensersatz bei einer früheren Kündigung. Schaffen die beiden Mietrechtsvorlagen mehr Rechtssicherheit und verhindern Missbräuche? Oder werden die Rechte der Mieterinnen und Mieter eingeschränkt und Kündigungen vereinfacht? Zu diesen Fragen begrüsst Sandro Brotz am 8. Zehntausende fehlende Wohnungen, stetig steigende Mieten. Für manche liegt das Problem bei fehlenden Kontrollen, für andere ist das ein Grund mehr, die Zuwanderung zu begrenzen. Wie bekommt die Politik die Situation in den Griff? Der Schweiz fehlen bis 2026 über 50'000 Wohnungen, wie die Immobilienberatungsfirma Wüst Partner berechnet hat. Gleichzeitig steigen die Mieten von Wohnungen, die neu ausgeschrieben werden, stetig an. Der Mieterinnen- und Mieterverband hegt den Verdacht, dass die Vermietenden damit eine übersetzte Rendite auf dem Buckel der Mieter erzielen, und fordert deshalb eine staatliche Mietzinskontrolle. Der Hauseigentümerverband entgegnet, dass der Mieterschutz in der Schweiz gut ausgebaut sei und es hier deshalb keine staatliche Intervention brauche. Braucht es eine stärkere Regulierung der Mietpreise? Oder gilt es, den Wohnungsmarkt möglichst frei zu gestalten? Verschärft die Zuwanderung die Wohnungsnot? Während das Angebot an Wohnraum immer knapper wird, steigt auch die Nachfrage stetig. Zum einen geht der Trend hin zu kleineren Haushalten – etwa den klassischen «Single-Wohnungen» –, zum anderen nimmt die Bevölkerungszahl zu. Wolle man diese Ursache strukturell angehen, führe kein Weg an einer Begrenzung der Zuwanderung vorbei, sagt etwa die SVP. Die Zuwanderung zu begrenzen, komme schon aus wirtschaftlichen Gründen nicht infrage, argumentieren manche ihrer Gegnerinnen und Gegner. Ist die Zuwanderung einer der Hauptfaktoren des überhitzten Wohnungsmarktes? Oder ist sie nur ein Nebenschauplatz in der Mietdebatte? Warum wird zu wenig gebaut? Der offensichtlichste Weg, die Wohnungsknappheit zu beheben, ist, einfach mehr zu bauen. Nur stockt die Bautätigkeit trotz der immensen Nachfrage. Bisweilen scheint es daran zu liegen, dass verdichtetes Bauen nur befürwortet wird, solange es nicht vor der eigenen Haustür geschieht. Gibt es heute zu viele Möglichkeiten, Einsprachen einzulegen? Soll der Staat den privaten Wohnungsbau steuerlich begünstigen? Oder braucht es im Gegenteil ein Vorkaufsrecht für Gemeinden und Kantone, um dem gemeinnützigen Wohnungsbau zu fördern? Discernment of spirits used to solely mean "diagnosing" whether someone was led by the Holy Spirit or the enemy. But it's more complicated than that, isn't it? The same person, even holy people, can be influenced by both the Holy Spirit and the enemy. Ignatius of Loyola compiled and systematized the Desert Fathers' tradition of discernment, so that now we understand "discernment of spirits" to mean deciding for oneself or another what must be attributed to the Holy Spirit, and what comes from one's own imagination or the suggestion of the enemy. Because St. Ignatius of Loyola's rules for discernment are so substantial, I have included a simplified version specific to discerning whether we are hearing from the Holy Spirit or not. Rev. Charles Martin "Marty" Davis was born in Cleveland, TN on Feb. 22, 1962. He graduated from Cleveland High School in '80 and went on to UTC for undergrad, then to UVA for his Masters. Soon after graduating, Marty felt a new calling and decided to go to Seminary at Sewanee for his Masters in Divinity, becoming an Episcopalian Priest. At the time Marty was ordained, he was the youngest in the state at the age of 29 years old and the first openly gay Episcopal Priest in the Chattanooga area. Marty went on to do amazing things for the St. Elmo community in Chattanooga, even played a massive role in the merging of two segregated churches and there is so much more he would have accomplished, if his life wasn't cut short. There are thousands of pieces to this case and theories as to what happened to Marty Davis - circulating churches, people of power, and individuals that live in the area. We are the first to cover Marty's case since 2007, there is very little out there on his murder. But we're going to change that. Marty's case is currently being handled by the Hamilton County DA's Office Cold Case Unit, which is weeks away from being shut down because of the changing of office. Once Marty's case is back in the hands of Chattanooga Police Department, it will likely sit on a dusty shelf for another 25 years without pressing leads being sent in. MARTY DESERVES JUSTICE!
