This is: Animal Welfare is now enshrined in the Belgian Constitution, published by Bob Jacobs on May 4, 2024 on The Effective Altruism Forum. A while back, I wrote a quicktake about how the Belgian Senate voted to enshrine animal welfare in the Constitution. It's been a journey. I work for GAIA, a Belgian animal advocacy group that for years has tried to get animal welfare added to the constitution. Today we were present as a supermajority of the senate came out in favor of our proposed constitutional amendment. [...] It's a very good day for Belgian animals but I do want to note that: 1. This does not mean an effective shutdown of the meat industry, merely that all future pro-animal welfare laws and lawsuits will have an easier time. And, 2. It still needs to pass the Chamber of Representatives. If there's interest I will make a full post about it if once it passes the Chamber. It is now my great pleasure to announce to you that a supermajority of the Chamber also voted in favor of enshrining animal welfare in the Constitution. Article 7a of the Belgian Constitution now reads as follows: In the exercise of their respective powers, the Federal State, the Communities and the Regions shall ensure the protection and welfare of animals as sentient beings. This inclusion of animals as sentient beings is notable as it represents the fourth major revision of the Constitution in favor of individual rights. Previous revisions have addressed universal suffrage, gender equality, and the rights of people with disabilities. TL;DR: The significance of this inclusion extends beyond symbolic value. It will have tangible effects on animal protection in Belgium: 1. Fundamental Value: Animal welfare is now recognized as a fundamental value of Belgian society. In cases where a constitutional right conflicts with animal protection, the latter will hold greater legal weight and must be seriously considered. For example, this recognition may facilitate the implementation of a country-wide ban on slaughter without anesthesia, as both freedom of religion and animal welfare are now constitutionally protected. 2. Legislative Guidance: The inclusion of animal welfare will encourage legislative and executive bodies to prioritize laws aimed at improving animal protection while rejecting those that may undermine it. Regressive measures with certain interests (e.g. purely financial interests) will face increased scrutiny as they are weighed against the constitutional protection of animal welfare. 3. Legal Precedent: In legal cases involving animals, whether criminal or civil, judges will be influenced by the values enshrined in the Constitution. This awareness may lead to greater consideration of animal interests in judicial decisions. Legal importance In the hierarchy of Belgian legal norms, the Constitution is at the very top. This means that lower regulations (the laws of the federal and regional parliament(s), the regulations of local governments and executive orders) must comply with the Constitution. If different rights must be weighed against one another, the one that is enshrined in the Constitution is deemed more important. Previously, religious freedom was in the Constitution and animal welfare was not, meaning the former carried more weight. Article 19 of the Constitution merely states that the exercise of worship is free unless crimes (criminal violations of law) are committed in the course of that exercise. There have been many attempts to ban unanesthetized slaughter; in some regions they were successful, in others not, in all of them they led to fierce legal debate and lengthy proceedings. Enshrining animal welfare in the constitutional will finally ensure a full victory for the animals. The invasive brook trout is out-competing with the native and endangered bull trout in the waterways of the Malheur National Forest. Now, new efforts are underway to eradicate the invasive fish from High Lake and Lake Creek starting this summer. An advisory committee composed of U.S. Fish and Wildlife Service, U.S. Bureau of Reclamation, U.S. Forest Service, Oregon Fish and Wildlife and the Burns Paiute Tribe will oversee and undertake the project. Brandon Haslick is the Fisheries Program Manager for the tribe. He joins us to share the details of the plan and the damage the brook trout has caused.

PROSECUTORS CHARGED THE TEEN'S FRIENDS WITH HIS MURDER.". Then, they're joined by Kathy Hempstead, senior policy advisor at the Robert Wood Johnson Foundation, to discuss the impending unwinding of Medicaid continuous enrollment benefits. First, Sam and Emma run through updates on DeSanctis floundering in a theoretical primary, Twitter's antisemitism problem, TikTok's CEO's testimony, new anti-trans legislation in Arkansas and Georgia, and the author of Florida's “Don't Say Gay” bill pleading guilty to PPP fraud, before diving into Tucker Carlson's musings on the potential arrest of Donald Trump. Next, Meg O'Connor dives right into the story of the murder of Jacob Harris, parsing through the Phoenix Police's 12 hours of surveillance of Harris, 19, and three of his friends – some as young as 14 – the deletion of the Police Department's internal communication from that period, and the charging of his compatriots with his murder. Stepping back, O'Connor walks through the robbery investigations by the Phoenix PD that led to this surveillance, why the complete lack of probable cause forced the police to delay any confrontation until the last possible moment, and how careless their ultimate approach to the situation was, before they wrap up by reflecting on how Phoenix prosecutors were able to turn the 11 bullets fired by their Police into the fault of his friends. With the alleged coup recently foiled in Germany, the Reichsbürger, or "Citizens of the Reich", have shown their determination and their dangerous nature. In early December, German police broke up a far-right group close to the movement, accused of plotting terror attacks, notably against the parliament. Around 20 people were arrested, all of them "Citizens of the Reich". According to intelligence services, this nebulous grouping with a conspiratorial mindset is made up of around 23,000 members, who are united in their nostalgia for pre-WWII Germany. Our correspondents report.

With India in its seventy-fifth year of independence, conventional policy is unlikely to combat the breadth of its economic challenges. Does India need the state to be big or small? Is growth to be manufacturing-led or services driven? Will India produce for the exports market or the home market? Do the young prefer government jobs to private sector employment? Across a range of areas - human capital, technology, agriculture, finance, trade, public service delivery and more - new ideas must now be on the table. The COVID-19 pandemic has not only cost India many lives and livelihoods, it has also exposed major structural weaknesses in the economy. A huge farm and jobs crisis, rising and massive inequalities, tepid investment growth, and chronic banking sector challenges have plagued the economy, exacerbated by the COVID-19 pandemic. It has also exposed the limitations of the Indian state, which tries to control too much-and ends up stifling the economy and the inherent energies of its young population. Climate change is no longer a distant threat, while disruptive technology has huge implications for India's demographic dividend. In addition, the dangerous lurch towards majoritarianism will cast its shadow on India's pursuit of prosperity for all.  In this episode of BIC Talks, authors of Unshackling India, Ajay Chibber and Salman Soz in a conversation with Ashima Goyal acknowledge hard truths and examine the question: Can India use the next twenty-five years, when it will reach the hundredth year of independence, to restructure not only its economy but rejuvenate its democratic energy and unshackle its potential-to become a genuinely developed economy by 2047? You will also learn how the commercial industry is placing an emphasis on D&I compliance in the wake of George Floyd. After College, Michael Brown was assigned to the DEA Detroit, Michigan Field Division Office. Director participated in several high-profile narcotics investigations and later volunteered for the first DEA Detroit Field Office Mobile Enforcement Team as the primary undercover agent and liaison officer with local and state law enforcement agencies.   Director Brown (1991-1996) after successfully graduating from the Ranger Training Battalion was accepted into the DOJ- DEA's special operations program, Operation Snowcap, serving four tours of duty in Central and South America.   During Director Brown's assignment he worked closely with Bolivian Counterdrug Special Forces units and was responsible for managing combat assault operations targeting clandestine narcotics manufacturing laboratories, clandestine air strips, illicit precursor chemical storage locations, locating fugitives and the development of counter-drug intelligence.   During additional assignments in Pakistan, Director Brown worked in conjunction with the British Serious Organized Crime Agency and the British Special Air Service (SAS) Units pertaining joint counter-drug operations with the Pakistani Anti-Narcotics Special Investigative Intelligence Unit based in Quetta, Pakistan. Director Brown managed all joint undercover operations with Pakistan counterdrug units and developed operational field training programs.   During 1999-2000, Director Brown volunteered for a six-month Tour-of-Duty to Port-a-Prince, Haiti, acting as the principal training officer for the Haitian Counterdrug Maritime Unit. In 2004, Director Brown was transferred to the DEA Houston Field Division, where he was responsible for managing DEA investigations, participating in undercover street operations, and coordinating enforcement actions with other Federal/State law enforcement agencies.     During 2019 to 2021 Director Brown was transferred to the DEA headquarters in Washington D.C. Director Brown was assigned as Staff Coordinator for the DEA Office of Foreign Operations (OFE) for Middle East-Europe-Afghanistan-India.    During June 1, 2021, Director Brown, retired after 32 years as a special agent for DEA and started his new position with Rigaku Analytical Devices as the Director of Counter-Narcotics Interdiction Partnerships. Rigaku is the leader in the development of specialized counter-narcotics analyzers for the identification of unknown substances. In this new role, Director Brown is responsible for designing and implementing strategic planning to enhance the ability of law enforcement agencies using advanced technology to identify and mitigate the threat posed by Transnational Organized Criminal groups and their proxies related to trafficking in dangerous narcotics and illicit precursor chemicals. Director Brown's vision incorporates the use of advanced law enforcement technology as a critical tool in combating the evolution of Transnational Organized Crime groups as they progress in the development of new precursor and pre-precursor chemicals essential to clandestine drug production and international drug distribution.

For years after the ratification of the Constitution, Americans debated how the Federal Government and the several states should relate to each other, and work together, to form a more perfect union. The success, if not the survival, of the new republic depended on these governments cooperating on any number of issues, from customs enforcement to Native American policy. But where there was collaboration there was also friction among them over matters like state sovereignty, slavery, and land. Unsurprisingly, many of the same questions about government relations that American leaders like George Washington or Gouvernor Morris faced in the eighteenth century remain evergreen in the twenty-first. On today's show, Dr. Grace Mallon joins Jim Ambuske to chat about how the federal government and the states did, or did not, get along in the republic's early days, and how personal relationships among American leaders often meant the difference between policy victories or defeats. Mallon recently received her Ph.D. from the University of Oxford and she is the incoming Executive Director of the Center for Constitutional Studies at Utah Valley University. She also hosts the "Conventions" podcast on constitutional history for the Quill Project at Pembroke College, Oxford. In this episode of Our Homes we speak with Dr. Wolfgang Förster. Doctor Wolfgang Förster is one of the world's top experts on Vienna's unique social housing model, which houses 62 percent of the population in rent controlled, government-built housing with amenities from theaters to manmade lakes to private gyms. He is the coordinator of IBA-Vienna (the 2020-2022 international building exhibition on New Social Housing). Wolfgang works in his own company PUSH-Consulting (Partners on Urbanism and Sustainable Housing). Since 2001 he has been Head of the Vienna Housing Research. He is a Delegate of Austria to the UNECE Committee on Housing and Land Management, and Chair of this Committee since 2009. Wolfgang also chairs the EUROCITIES Working Group on Housing and has been coordinator of several EU-projects. In 2013 Förster suffered a stroke which interrupted his professional career for two years. In 2015, he received the honorary Medal for Achievements for the Federal State of Vienna. Förster studied architecture, planning and political sciences in Vienna and Graz. This episode of Our Homes is hosted by Ryan Catalani.
