A judge in St Louis County is set to rule on a case where a regular panhandler has sued a local municipality that has outlawed the practice. Megan Lynch discusses the case with Des Peres prosecuting attorney Tim Engelmeyer and Robert Fernandez's attorney Bevis Schock. Engelmeyer says the location that Fernandez chooses to ask drivers for money is dangerous.

The City of Glendale attorney repeals restrictions on panhandling. Why?

On Wednesday, Tulsa's City Council is set to vote on an ordinance that would limit what Tulsans can do on sidewalks and medians. The proposed ordinance comes after two incidents, one in 2023, and one in 2024, where two separate people were killed while standing in center medians.Councilor Phil Lakin, who spoke to The Frontier on Monday about the ordinance, said it was about public safety. Many medians in Tulsa are narrow, and in zones where the speed limit is above 25 miles per hour, he believes standing in the median is a safety hazard. The ordinance would also potentially apply to sidewalks that are within 18 inches of the street as well.But when it comes to enforcement, some, including City Councilor Laura Bellis, fear the ordinance will only be applied to those panhandling, and she fears fines associated with the ordinance could prove too costly.On this episode of Listen Frontier, we hear from Bellis, Lakin, and Deputy Council Administrator Sarah Davis ahead of Wednesday's meeting. The Public Safety Commission of the Albany Common Council met on January 28 and took up a proposed law adding penalties and making it easier to prosecute for aggressive panhandling. The hall was filled with many people on both sides of the issue and the public comment sign up sheet was full. Moses Nagel compiled some excerpts from the meeting.

Central Pennsylvania has recently been getting some much needed rainfall following two months of record dryness. It came as a relief to firefighters in parts of the state that have battled wildfires. But it's still not enough to pull the region out of the drought. A Democratic state House member who has a medical background is warning that appointing Robert F. Kennedy Jr. as Secretary of the U-S Department of  Health and Human Services would be harmful to Americans. Cases of Walking Pneumonia have gone up across the country, including in Pennsylvania and especially among young children.  Doctors in the region have been seeing rising numbers this year too. A Lancaster organization has removed signs instructing people to say "no" to panhandlers' asking for money. A  $120 million deal to sell three Northeast Pennsylvania hospitals to a nonprofit group has fallen through -- after the proposed buyer could not secure financing. Tyler Warren and the rest of Penn State's senior class normally would be preparing to take in the sights and sounds in their last game at Beaver Stadium. This season's Senior Day festivities won't have that sense of finality. The No. 4 Nittany Lions are readying for a postseason run that could feature a first-round playoff game in Happy Valley. Pennsylvania, like much of the Northeast, has experienced unusually dry weather as we mentioned earlier -- and that's causing concerns about low drinking water levels and farm crop losses.
