In the last few weeks, for the first time in my life, I've seriously thought about the 21st century not being another American century. A recent essay in the journal Foreign Affairs by Rush Doshi and Kurt Campbell put things as starkly as I've ever seen. Some people are still stuck in a mode of thinking about China as being a place that just makes things of little value and significance. But Made in China means something different now. Technologically, China dominates everything from electric vehicles to fourth-generation nuclear reactors. Militarily, it features the world's largest navy. Its shipbuilding capacity is 200 times as large as America's. In a world built of cement and steel, China makes 20 times more cement and 13 times more steel than the U.S. In a world whose future will be full of electric vehicles, batteries, drones, and solar power, China makes two-thirds of the world's EVs, three-quarters of its electric batteries, 80 percent of consumer drones, and 90 percent of solar panels. In a world where wars are won by the largest militaries, consider that China's navy will be 50 percent larger than the U.S. Navy by the end of the decade. Walton Institute at South East Technological University (SETU), Waterford, has been awarded nearly €350,000 through the prestigious Research Ireland U.S.-Ireland R&D Partnership Programme to lead a pioneering project aimed at enhancing the resilience of future mobile networks. The three-year project, titled NeTS: Small: Fungibility in Mobile Networks for Resilient 6G, is set to redefine how mobile networks operate under disruption, including cyberattacks, technical failures, and natural disasters. Led by Dr. Indrakshi Dey, Head of the Division of Programmable Autonomous Systems (PAS) at Walton Institute, SETU, the project will explore innovative methods for increasing the adaptability and robustness of networks. It is a collaboration with Professor Nicola Marchetti of Trinity College Dublin, the Commonwealth Cyber Initiative (CCI) at Virginia Tech (VT), USA, and the Centre for Wireless Innovation (CWI) at Queen's University Belfast (QUB) in Northern Ireland. This project, funded by Research Ireland, will advance the global conversation on future-proofing mobile communication systems. At its core, the NeTS: Small project focuses on "fungibility", a concept that enables mobile network components to be replaced or reconfigured seamlessly, maintaining network functionality even amid disruptions. This revolutionary approach to network management ensures that, in the event of a cyberattack, technical fault, or natural disaster, mobile networks can reconfigure themselves to maintain connectivity and reliability for users. Dr. Dey, the Principal Investigator, emphasised the significance of the project. "We are pioneering a transformative approach to mobile network resilience. This project is not just about advancing technology; it's a crucial step in ensuring that societies remain connected during crises." Dr Deirdre Kilbane, Director of Research at Walton Institute, SETU says this project is just the beginning of a new era of digital connectivity. "With increasing reliance on mobile communication for everything from daily interactions to critical services, building resilient networks is paramount. This is particularly evident in the wake of recent events like Storm Eowyn, which disrupted electricity and water supplies, underlining the critical importance of robust communication systems." The enhanced resilience of 6G networks will have far-reaching benefits, particularly in times of crisis. The ability to sustain communication lines during disasters is crucial for emergency response teams and the public. The project will contribute to improving national security by ensuring that communication networks can withstand cyber threats and large-scale disruptions, guaranteeing secure channels for government and defence. Technologically, NeTS: Small pushes the boundaries of mobile network capabilities, particularly with the dawn of 6G, which requires ultra-reliable and fast communications. This project promises to offer enhanced network reliability by ensuring that mobile networks continue to function effectively, even in the event of partial failure or attack.

The following is an analysis of seven prominent AI analogies: aliens, the brain, climate change, electricity, the Industrial Revolution, the neocortex, & nuclear fission. AI analogies have a real-world impact For better or worse, analogies play a prominent role in the public debate about the long-term trajectory and impacts of AI. Analogies play a role in designing international institutions for AI (e.g. CERN, IPCC) and in legal decisions Analogies as mental heuristics can influence policymakers in critical decisions. Changes in AI analogies can lead to worldview shifts (e.g. Hinton) Having worked with a diverse set of experts my sense is that their thinking is anchored by wildly different analogies Analogies can be misleading Matthew Barnett ("Against most, but not all, AI risk analogies") & others have already discussed the shortcomings of analogies on this forum Every individual analogy is imperfect. AI is its own thing, and there is simply no precedent that would closely match the characteristics of AI across 50+ governance-relevant dimensions. Overly relying on a single analogy without considering differences and other analogies can lead to blind spots, overconfidence, and overfitting reality to a preconceived pattern. Analogies can be useful When facing a complex, open-ended challenge, we do not start with a system model. It is not clear which domain logic, questions, scenarios, risks, or opportunities we should pay attention to. Analogies can be a tool to explore such a future with deep uncertainty. Analogies can be an instrumental tool in advocacy to communicate complex concepts in a digestible and intuitively appealing way. My analysis is written in the spirit of exploration without prescribing or proscribing any specific analogy. At the same time, as a repository, it may still be of interest to policy advocates. 1. Superhuman power potential: Technologically mature extraterrestrials would likely be either far less advanced than us or significantly more advanced, comparable to our potential future digital superintelligence. 2. Digital life: Popular culture often envisions aliens as evolved humans, but mature aliens are likely digital beings due to the advantages of digital intelligence over biological constraints and because digital beings can be more easily transported across space. The closest Earthly equivalent to these digital aliens is artificial intelligence. 3. Terraforming: Humans shape their environment for biological needs, while terraforming by digital aliens would require habitats like electricity grids and data centers, which is very similar to a rapid build-out of AI infrastructure. Pathogens from digital aliens are unlikely to affect humans directly but could impact our information technology. 4. Consciousness: We understand neural correlates of consciousness in biological systems but not in digital systems. The consciousness of future AI and digital aliens remains a complex and uncertain issue. 5. Non-anthropomorphic minds: AI and aliens encompass a vast range of possible minds shaped by different environments and selection pressures than human minds. In his book Rational Optimist: How Prosperity Evolves, Matt Ridley argues that Homo sapiens overtook the stronger Neanderthals and, indeed, the rest of the animal kingdom, to become the dominant species on earth, by doing something no other animal does – by exchanging things. “There was a point in human pre-history,” he says, when “people for the first time began to exchange things with each other, and that once they started doing so, culture suddenly became cumulative, and the great headlong experiment of human economic “progress” began. Exchange is to cultural evolution as sex is to biological evolution.”This applies not just to the exchange of objects, but the exchange of ideas, knowledge and information, of skills and services – just about anything. “If I catch the food, you cook it” means that I could specialize in catching – and become better at it – while you specialize in cooking and become better at that. With my superior catching and your superior cooking we both now enjoy considerably better lifestyles. Mankind also progresses through the subsequent improvement of catching and cooking techniques, which are then passed on to t he next generation. There is an exchange taking place right now. You are reading my material. I benefit from your eyeballs and the increased awareness of my work that every writer so desperately craves. You are benefitting from my words in that you might find entertainment, interest or wisdom in them. We are only able to do what we do today because of what was done in the past. It is only because of the cumulative work of millions of people – from Steve Jobs to Alan Turing to Shakespeare to millions of people who I'll never know or even hear of – that I am able to write this essay on this Mac. I don't know how to build a Mac, I don't know how to extract the oil necessary to manufacture its component parts; I can't make paper or ink or printing presses, yet, because of the cumulative effects of the exchanges of millions of people, I'm now able to exchange my work – itself the product of studying the work of many others – with you.The collective intelligence of mankind is far, far greater than what can be held in the mind of even the brightest individual that ever lived. That collective intelligence keeps on growing. There is no limit to it. ‘The extraordinary thing about exchange,' says Ridley, ‘is that it breeds: the more of it you do, the more of it you can do. And it calls forth innovation.' The more we exchange, the more we progress. This accumulation of intelligence over generations has led to a situation where, even a hundred years ago, to quote the French philosopher Ernest Renan, ‘The simplest schoolboy is now familiar with truths for which Archimedes would have sacrificed his life'.But the reverse applies as well. The less we exchange, the less we progress. Exchange is limited under oppressive, totalitarian or bureaucratic regimes, which is why they are overtaken by freer neighbours. When we stop exchanging altogether, there is regression.10,000 years ago, as Ridley argues, rising seas cut off Tasmania from mainland Australia. Isolated, the possibilities for exchange diminished. Technologically, the Tasmanian people actually regressed.It follows, therefore, that for individuals, families, communities, nations – indeed mankind – to prosper and progress, conditions need to be as conducive as possible for trade and exchange. It really is that simple. That should be the primary agenda of every policy-maker and leader in the world: to create an environment conducive to exchange. This means a marketplace where, from tax to tariff to bureaucracy, there are as few barriers to exchange as possible. It means a marketplace where there is trust and confidence. It means a market in which ownership of property is secure. It means a marketplace where participants can operate without coercion or crime; where good practice is rewarded with success and bad practice meets with failure.
