International assistance and aid can help bring people out of poverty, build peace and security, and drive economic prosperity. For Canada, it's also a major source of its soft power globally. In fact, Global Affairs Canada delivers around $15 billion dollars a year in international assistance, of which approximately $6 billion is delivered through what is known in the federal government as “Grants and Contributions” to non-governmental agencies, charities, and other partners around the world. And while the amount and form of international aid given by Canada can sometimes be a divisive political topic and a difficult policy challenge, it's fair to say that everyone wants to see those international assistance dollars used as effectively as possible.So why are we talking about international aid and assistance on Let's Think Digital?There's a really interesting digital transformation project happening right now at Global Affairs Canada. This multi-year initiative, being undertaken in partnership with the public interest tech non-profit, Code for Canada, is hoping to transform how Global Affairs administers its Grants and Contributions programs. The goal is to completely modernize what have traditionally been outdated, siloed, manual processes, leading to more effective international assistance programs.It's a pretty interesting project that has aspects of many common challenges we see in government digital transformation. What is soft power, digital diplomacy and how has the game of nations changed since October? Dr Jennifer A. Cassidy is a diplomatic scholar at the University of Oxford, where she lectures on Diplomacy and International Law, Digital Diplomacy, and Gender and Diplomacy. She has consulted on and developed programming around anti-bias and anti-discrimination as an Assistant Director at the Anti-Defamation League and mediated crisis level bias incidents in the aftermath of the 2016 presidential elections. She has an MA in International Conflict Resolution and Mediation from Tel Aviv University where she continued her undergraduate honors research in the modalities of sensory perception, religious experience and intractable conflict. Her other research includes intragroup conflict dynamics and the use of social media in the Arab Spring, which she pursued after living in Cairo in the months leading up to the protests in Tahrir square.Most recently, she advised the first refugee delegation to the UN and the High Ambition Coalition--a coalition of the world's most climate ambitious nations. From the Arab Spring in 2011, to the US Presidential election in 2016, to clap backs on Twitter between countries like Israel and Iran in 2018, world leaders, MFAs and diplomats have realized that what they share online can shape events offline. According to Twiplomacy, 93% of all UN member states have an official presence on the platform and between May 2017 and May 2018, world leaders sent more than 250,000 original tweets. It takes a lot less than 280 characters to realize that digital diplomacy is here to stay. Dr. Ben O'Loughlin, Professor of International Relations at Royal Holloway, University of London, guests to discuss how diplomats use strategic narratives in managing international relations. We break down the concept of strategic narrative, which includes paying attention to the media environment. Dr. O'Loughlin explains the relationship between narrative and digital media, while providing examples from the 2015 Iran Deal and ongoing discussions around nuclear policy.
