International assistance and aid can help bring people out of poverty, build peace and security, and drive economic prosperity. For Canada, it's also a major source of its soft power globally. In fact, Global Affairs Canada delivers around $15 billion dollars a year in international assistance, of which approximately $6 billion is delivered through what is known in the federal government as “Grants and Contributions” to non-governmental agencies, charities, and other partners around the world. And while the amount and form of international aid given by Canada can sometimes be a divisive political topic and a difficult policy challenge, it's fair to say that everyone wants to see those international assistance dollars used as effectively as possible.So why are we talking about international aid and assistance on Let's Think Digital?There's a really interesting digital transformation project happening right now at Global Affairs Canada. This multi-year initiative, being undertaken in partnership with the public interest tech non-profit, Code for Canada, is hoping to transform how Global Affairs administers its Grants and Contributions programs. The goal is to completely modernize what have traditionally been outdated, siloed, manual processes, leading to more effective international assistance programs.It's a pretty interesting project that has aspects of many common challenges we see in government digital transformation. This recording originates from the Polinsys studios in Cambridge, Ontario. | The situation in Lebanon remains volatile and unpredictable due to violent and intensifying clashes between Israel and Hezbollah, including daily rocket and missile fire as well as air strikes. As conditions continue to worsen, the Government of Canada remains fully engaged and is focused on the safety and security of Canadians in the region. Today, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced temporary measures to support Canadian citizens, permanent residents and their immediate family members who have left Lebanon, as well as Lebanese nationals already in Canada who are currently unable to return home. The immediate family members of Canadian citizens and permanent residents who left Lebanon on or after September 29, 2024, will be eligible to apply for an open work permit, a study permit, or a status extension at no cost once in Canada. These measures apply to spouses and dependants regardless of their nationality, and regardless of whether they left on flights arranged by Global Affairs Canada, or by other means. In addition, Lebanese nationals who are already in Canada with valid temporary resident status can now also apply for an open work permit, a study permit, or a status extension at no cost. These measures will help keep families together and give Lebanese nationals in Canada a safe place to study, work and stay. IRCC has increased its capacity to process files from the region and continues to process applications from Canadians, permanent residents and their family members in Lebanon as quickly as possible. Last week, at the International Court of Justice in The Hague, the Jewish State was accused of committing genocide against Palestinians in Gaza, in a case launched by South Africa. Prime Minister Justin Trudeau and Foreign Affairs Minister Mélanie Joly both gave oddly confusing statements, in which they said Canada's support for international law “does not mean” they support South Africa's accusations. Onlookers were confused by the phrasing—and even federal government staffers didn't know what to make of it. It took a few days before a statement by Global Affairs Canada confirmed that the country will, in fact, abide by whatever the ICJ rules. But Israel is vehemently defending itself on the international stage, with its barristers at The Hague describing South Africa's case a “libel” designed to prevent Israel's right to defend itself from Hamas after Oct. 7, 2023. That's the big takeaway for legal expert Tamara Kronis, a Canadian human rights lawyer who has worked in The Hague on other genocide cases. A two-part episode following Canadians desperate to get their families out of Gaza. PART 1. A decade ago in Gaza, Mohammed Fayad worked for the UN in the education and IT departments. He fled Gaza as a refugee bound for Indonesia, but had to leave his family behind. Years ticked by and he watched his kids grow up through videos. His ex-wife, the kids' mother, eventually had to flee too. So the kids came under the care of Mohammed's brother. Then finally, just over a year and a half ago, Canada accepted Mohammed as a refugee. That changed everything as he could finally apply for his kids to join him in Burnaby BC. It's an effort that became increasingly urgent when fighting started. Now, after a decade apart from his kids, he's put everything else on hold to get them out. PART 2. The Canadian government says it's working to get Canadians and their immediate family out of Gaza, but some family members don't meet the criteria. According to Global Affairs Canada, the only people eligible for emergency evacuation are spouses, common-law partners or children under 22 of Canadian citizens or permanent residents. For Israa Alsaafin, a Canadian who lives in Ottawa, this leaves her helpless to bring her parents, siblings, in-laws and 10-month-old nephew to safety. Her sister is sending her increasingly panicked voice memos as they struggle to survive.

Previous governor-generals also awarded him Golden Jubilee and Diamond Jubilee medals in 2002 and 2012. Governor-General Mary Simon has apologized for the appointment to the Order of Canada of Peter Savaryn, a veteran who served in the same Nazi-led Waffen-SS division as Yaroslav Hunka. The statement apologized for the distress his appointment to the Order of Canada may have caused. It said her office is also probing his Jubilee medals, which are awarded to Canadians who have made a significant contribution to the country. “It is with deep regret that we acknowledge that Mr. Peter Savaryn was appointed to the Order of Canada in 1987, and we express our sincere apology to Canadians for any distress or pain his appointment may have caused,” the office said in a statement, adding that it had elapsed on his death in 2017. “The Chancellery is committed to working with Canadians to ensure our honours system is reflective of Canadian values.” Separately, Prime Minister Justin Trudeau told reporters Wednesday that senior public servants were looking into publishing the full report of the Deschênes Commission, which examined claims that Canada was playing host to war criminals. “We have made sure that there are top public servants who are looking very carefully into the issue, including digging into the archives, and they're going to make recommendations to the relevant ministers,” the Prime Minister said. Savaryn was a leading Progressive Conservative in Alberta and prominent member of Edmonton's Ukrainian community who championed multiculturalism and played a key role in establishing schools with Ukrainian-language instruction. He also set up the Edmonton branch of the Ukrainian scout group Plast, whose participants included Chrystia Freeland, now Deputy Prime Minister. In a 2013 interview with the newspaper Ukrainian Weekly, Ms. Freeland recalled attending the youth group there. “Plast was a very important part of my life growing up,” she said. “I grew up in a Ukrainian community and was active in Plast.”   University of Alberta facing calls to return thousands more in donations connected to Waffen SS veterans https://www.theglobeandmail.com/politics/article-university-of-alberta-facing-calls-to-return-thousands-more-in/ The University of Alberta says it is reviewing other donations it has received after returning $30,000 from the family of Yaroslav Hunka The university is facing calls to return hundreds of thousands of dollars in endowments in the names of Ukrainians linked to the Waffen SS. They include an endowment of about $430,000 in the name of Volodymyr Kubijovych, who played a key role in the SS unit's establishment in 1943. Per Anders Rudling, an expert in the Waffen SS Galicia division, who studied at the University of Alberta, said for the sake of “consistency” the university should return other donations from SS veterans to fund Ukrainian studies He said it did not make sense just to return $30,000 from the family of Mr. Hunka, who was a teenager at the time he volunteered to fight with the Waffen SS division, while keeping money from more senior figures. University of Alberta spokesman Michael Brown said last week it has decided to “close the endowment fund that existed in Mr. Hunka's name and return the funds to the donor.” “We are currently reviewing other endowments, and our general naming policies and procedures, including those for endowments, to ensure alignment with our values,” he said in a statement. the university should also return donations in the names of other former Waffen SS veterans, including $50,000 from the family of Levko Babij. His donation was designed to fund the study of 20th-century Ukrainian history, especially during the Second World War. Prof. Rudling said Mr. Babij was a former president of the Ukrainian veterans association. The university also received a $15,000 donation from Roman Kolisnyk, who was an officer with the rank of untersturmführer in the Galicia Waffen SS division, and editor of the journal of the Ukrainian Waffen SS veterans. After the war he settled in Toronto. Established in 2011 by Mr. Kolisnyk, the fund is worth around $100,900 and supports translations and publications of Ukrainian literary works, memoirs and diaries. The university's Canadian Institute of Ukrainian Studies, which their donations helped fund, refers in past newsletters to their service with the SS Galicia division. Veterans of the SS regiment have also held positions at the University of Alberta. They include Peter Savaryn, who became its chancellor. In 1987 Mr. Savaryn is one of around 12 former members of the Nazi-led Waffen-SS Galicia division with endowments, awards and donations in their name at the university, according to Dr. Rudling. The university's Canadian Institute of Ukrainian Studies has received endowments and donations worth over $1-million from Ukrainians who served in the Waffen-SS Galicia division or who helped set it up, according to research by professor Per Anders Rudling of Lund university, Sweden, an expert on the division.   Historical context stuff Mr. Savaryn's obituary in the Canadian Institute of Ukrainian studies newsletter explained how as a 17-year-old he joined the division, after being summoned with his brother by his father “when Hitler's drive to the East faltered in 1943 and the Soviet military began its relentless counter-offensive.” His father told him he was left with two options: “either ‘go to the woods' to join the Ukrainian partisans fighting the Germans Poles and Soviets” or enlist in the Galicia division.   In the decades after the Second World War the division's veterans debated whether creation of the formation had been a mistake, whether their idea of breaking from the Germans at the war's end and becoming the core of a Ukrainian army had been a fantasy, and whether they had in fact been a German and not a Ukrainian army,   The Galicia division was set up by Heinrich Himmler, the head of the SS, from Ukrainian volunteers after the German defeat at the battle of Stalingrad, to try to stem the Soviet advance. Soldiers swore an oath to Hitler and the division's newspaper was infused with antisemitic and National Socialist propaganda. An edition days before the soldiers' surrender in 1945 claimed Jews were plundering Ukraine.   ‘Disinvitation from École Polytechnique group sent Trudeau government into damage control mode https://nationalpost.com/news/ecole-polytechnique-group-sent-trudeau-into-damage-control Quebec-based anti-gun group declaring it would disinvite Prime Minister Justin Trudeau from the annual commemoration of a 1989 mass shooting sent several officials within the Public Safety Ministry into damage-control mode looking for ways to respond, documents released under access-to-information show. The emails reveal that government staffers reacted with concern to news coverage of a March 2021 letter sent to Trudeau The letter and subsequent coverage expressed the group's anger over Bill C-21, which the group described as “lamentable.” In a March 18 French-language article published by Radio-Canada, PolySeSouvient accused Trudeau of “abandoning” and “betraying” victims of Canadian gun violence over the government's announcement of a voluntary “buy back” program for certain firearms, instead of mandatory confiscation, which PolySeSouvient had demanded. The letter to Trudeau from the group, translated from French, had said: “If you continue with this bill, we will never again welcome you alongside us when we mourn the death of our daughters, sisters and friends during the annual commemorations.” Later that year, the Trudeau government adjusted its policy so that its initial voluntary buy back became the mandatory confiscation the group had been demanding. It is in the process of becoming law. That letter and attached fact sheet — claimed that not going all-in on confiscating firearms from licensed owners was a reversal of previous election promises vowing to “initiate a buyback program for all assault weapons,” and blamed Canada's “gun lobby” for fomenting trepidation over supposed failures in New Zealand's firearm confiscations following the 2019 Christchurch shootings in New Zealand. It also refuted criticisms that the confiscation would adversely impact First Nations people, as they would be given a special amnesty of two years to replace their newly banned firearms. “Under a volunteer buyback program, countless fully functional assault weapons would remain in circulation, which could be stolen or used by their owners for violent purposes,” read the letter's attached note.   Ontario NDP removes Sarah Jama from caucus after Israel-Hamas comments https://globalnews.ca/news/10042820/ontario-ndp-removes-sarah-jama/ Ontario NDP leader Marit Stiles says she has removed rookie legislator Sarah Jama from caucus. The Progressive Conservative motion would effectively silence Jama in the legislature and calls on the Speaker not to recognize her in the House until she retracts her original statement and apologizes again.Jama's original statement, on social media, decried “the generations long occupation of Palestine” without mentioning the attack by Hamas militants on Israeli civilians. A "spamouflage" campaign is one which uses a network of new or hijacked social media accounts to post propaganda messages across various platforms, such as Facebook, X/Twitter, Instagram, YouTube, Medium, Reddit, TikTok and LinkedIn. The department's Rapid Response Mechanism (RRM), which was set up to monitor foreign state-sponsored disinformation efforts, said the campaign was "connected to the People's Republic of China" and was meant to curb criticism of the communist regime. According to a report released Monday morning, the propaganda campaign began in August and targeted dozens of MPs from across the political spectrum. On the morning of Saturday, Oct. 7, 2023, Gloria and Howard Wener woke up to the sound of rockets and an air raid warning. The Canadian couple immigrated to Israel 50 years ago as pioneers of Sde Nitzan, a moshav of 500 people, less than 10 km from the Gaza border. Now, two days into Israel's latest war with the Hamas-controlled region, the Weners remain locked inside their home, angry and disillusioned. The couple has found themselves living near the frontlines of the most lethal attack in recent Israeli history. The surprise invasion by Hamas breached the Israeli border by land, sea and air into Israel's southwestern towns and communities, killing (as of publication on Oct. 8) more than 600 Israeli people and wounding 2,000 Israelis. At least 100 people, mostly Israelis, have been kidnapped and are being held hostage. For now, the Weners are under orders to remain in lockdown, or even evacuate their home, while Hamas terrorists still roam their Eshkol Regional Council zone. Some of the Weners friends and neighbours have been killed or kidnapped. The Global Innovation Fund (GIF) is a non-profit, impact-first investment fund headquartered in London that primarily works with mission-aligned development agencies (USAID, SIDA, Global Affairs Canada, UKAID). Through grants, loans and equity investments, they back innovations with the potential for social impact at a large scale, whether these are new technologies, business models, policy practices or behavioural insights. Recently, they made a bold but little publicized projection in their 2022 Impact Report (page 18): "We project every dollar that GIF has invested to date will be three times as impactful as if that dollar had been spent on long-lasting, insecticide-treated bednets... This is three times higher than the impact per dollar of Givewell's top-rated charities, including distribution of anti-malarial insecticide-treated bednets. By Givewell's estimation, their top charities are 10 times as cost-effective as cash transfers." The report says they have invested $112m since 2015. This is a short post to highlight GIF's projection to the EA community and to invite comments and reactions.Here are a few initial points: It's exciting to see an organization with relatively traditional funders comparing its impact to GiveWell's top charities (as well as cash transfers). I would want to see more information on how they did their calculations before taking a view on their projection. In any case, based on my conversations with GIF, and what I've understood about their methodology, I think their projection should be taken seriously. Nathan was becoming a leading figure at the intersection of existential risk and international relations (IR). Indeed, he was in Montreal to attend the 2023 International Studies Association (ISA) conference, the leading conference on international relations (IR). The day before on March 15th, he presented a paper on "Great Power Rivalry and Human Survival: Why States Fail to “Securitize” Existential Threats to Humanity" at a panel on 'Catastrophic-Existential Risks and World Orders' After his undergrad at Western University and his Masters in IR at Carleton University Nathan moved to Quito, Ecuador. For four years he taught IR at the Universidad de Las Américas. He then came back to Canada in 2016 to earn his PhD. During that time he was a 2017-2018 Trudeau Centre Fellow in Peace, Conflict and Justice at the Munk School of Global Affairs. He also took a year out to serve his country as a 2019-2020 Cadieux-Léger Fellow in the Foreign Policy Research and Foresight Division of Global Affairs Canada. Nathan was already an important scholar in the field of existential risk, making groundbreaking & much-discussed contributions at the intersection with international relations. He was also a really friendly, supportive and engaging guy. I was so excited about what he was going to accomplish. Five of his most important papers are: International Politics in the Age of Existential Threats Humans in the twenty-first century live under the specter of anthropogenic existential threats to human civilization and survival. What is the significance of humanity's capacity for self-destruction to the meaning of “security” and “survival” in international politics? The argument is that it constitutes a material “revolution” in international politics—that is, the growing spectrum of anthropogenic existential threats represents a radical transformation in the material context of international politics that turns established truths about security and survival on their heads. The paper develops a theoretical framework based in historical security materialism, especially the theoretical proposition that the material circumstances of the “forces of destruction” determine the security viability of different “modes of protection”, political “units” and “structures”, and “security ideologies” in international politics. The argument seeks to demonstrate the growing disjuncture (or "contradiction") between the material context of anthropogenic existential threats ("forces of destruction"); and the security practices of war, the use of military force, and the balance-of-power ("modes of protection"); the political units of nation-states and structure of international anarchy ("political superstructure"); and the primacy of "national security" and doctrines of "self-help" and "power politics" in international politics ("security ideologies"). Specifically, humanity's survival interdependence with respect to an-thropogenic existential threats calls into question the centrality of national security and survival in international politics. In an age of existential threats, "security" is better understood as about the survival of humanity. Existential Security: Towards a Security Framework for the Survival of Humanity Humankind faces a growing spectrum of anthropogenic existential threats to human civilization and survival. On this week's episode, we're joined by Zac Wager to discuss the scarcity of lunar resources and what we can do to work toward a better system of oversight and management to avoid depletion and other environmental issues in space.  Our conversation is a deep-dive into Zac's recent paper, Scarcity of Lunar Resources - Scorecard & Case Study, for the Open Lunar FoundationZac is a relatively recent newcomer to the space world but has made a considerable impact in a short amount of time.  He has published multiple research pieces, won national competitions for his policy writing on the outer space treaty, and has participated in multiple international working groups reporting to the UN Committee on the Peaceful Uses of Outer Space (COPUOS).  Zac currently occupies a policy advisor role with Global Affairs Canada where he analyzes, disseminates and coordinates various outer space policy and regulation initiatives at both the international and domestic level on behalf of the Canadian Government.  He is part of the Canadian delegation to the UNCOPUOS and its subcommittees, where he has acquired valuable experience in the multilateral processes of developing international space law and policy.  In addition to his current position, Zac also holds a research fellowship with the Open Lunar Foundation.  In this capacity, he did advanced collaborative research and writing on the notions of mining and stewardship of lunar resources, contributed to Open Lunar's "Breaking Ground" lunar resources trust, and conducted significant investigations into the scarcity of lunar resources, with an emphasis on sustainable resource management.Zac has an eclectic academic background having received a master's degree in international public policy from the Balsillie School of International Affairs and an undergraduate degree in peace and disarmament studies from Wilfrid Laurier University.  Zac is deeply passionate about issues of sustainability, social justice and the preservation of nature both on this planet and beyond it.  He hopes to positively support the emerging field of space environmentalism where he can work on issues like space debris, space resource utilization, and the weaponization of outer space.
