According to the Climate Policy Institute, we'll need to spend over $10 trillion annually for decades. and we only just exceeded $1 trillion for the first time in 2022. I'll confess, I find these big numbers hard to conceptualize and I'm always glad for more nuanced ways to break them down. That's why when I saw Oxford's Climate Tech Initiative's recent report, I reached out to one of its authors Jamil Wyne. The two discuss Wyne's background in the field, how he came to be interested with, at the forefront of, foreign policy discussions. He discusses the meaning of great power opportunity, the benefits and drawbacks of historical analogies in foreign policymaking, and the role of human agency in history. They also talk about the need for democratic revitalization at home, and renewing America's unique strengths abroad (and what those strengths are, in light of Russia and China). They close by discussing key strategies for escaping the reactionary trap of great powers, and implementing the principles outlined in his book for great power relations, particularly "Pursu[ing] cooperative possibilities that can temper the destabilizing effects of great-power competition." Ali Wyne is a senior analyst with Eurasia Group's Global Macro-Geopolitics practice, focusing on US-China relations and great-power competition. He has served as a junior fellow at the Carnegie Endowment for International Peace, a research assistant at the Belfer Center for Science and International Affairs, and a policy analyst at the RAND Corporation. Ali has also been a nonresident senior fellow at the Atlantic Council's Scowcroft Center for Strategy and Security and a nonresident fellow at the Modern War Institute. He received dual bachelor's degrees in management science and political science from the Massachusetts Institute of Technology and earned his master in public policy from the Harvard Kennedy School. Ali is a term member of the Council on Foreign Relations, a David Rockefeller fellow with the Trilateral Commission, and a security fellow with the Truman National Security Project. He also serves as a member of Foreign Policy for America's Board of Directors and as a member of the American Pakistan Foundation's Leadership Council. The found and manipulated signs are detritus from our built environment.  Signage is a symbol of our species priorities for how to care for and direct ourselves often to the exclusion of other ecosystems.  Wyne is a visual artist based in Anchorage.  Her studio work has been shown across the state, the Lower 48 and overseas.  Her work is in permanent collections of the Anchorage, Fairbanks, Juneau and Homer Museums.  She has designed over 20 public artworks.

April 30, 2020, featured visual artists Bruce Farnsworth and Sheila Wyne. Bruce Farnsworth is an Anchorage based writer, artist and community organizer. He founded and directed MTS Gallery in Anchorage and Light Brigade, a multimedia collaboration of artists who stage site specific art interventions in the built and natural environment. He is Co-Lead of the Pan-Arctic 8Boxes Project. Farnsworth was the recipient of the first ever “President’s Award” from the Rasmuson Foundation, an award created by the foundation’s President and CEO to honor his work in neighborhood revitalization through the arts.Sheila Wyne is a visual artist based in Anchorage. Her studio work has been shown across the state, the Lower 48 and overseas. Her work is in permanent collections of several Alaska museums, and she has designed over 20 public artworks. Wyne has worked as a set designer with theatre companies in Alaska and the Northwest and she is core Member of The Light Brigade. After World War II, America’s elite conceived of a world engaged in a Cold War, where the United States and Soviet Union played a game of spies and skirmishes to spread political ideology across the planet. In the 19th century, the British and Russian Empires engaged in the Great Game, a political and diplomatic game of shadows that played out in Afghanistan and its neighboring territories. The problem with metaphors is that the map is not the territory. The menu is not the meal and if you get caught up in a great power competition, it can be hard to see the world any other way.Here to help us sort through this, and try to figure out what metaphors best fit our troubled times, is Ali Wyne. This week on Sinica, Kaiser and Jeremy chat with Ali Wyne, a policy analyst at the Rand Corporation, about the big picture in U.S.-China relations. Are we already in a cold war? Wyne gives a spirited argument that we're not — and makes the case that the interconnectedness between China and the U.S. can still serve as effective ballast in the relationship. What to listen for on this week’s Sinica: 5:13: Ali begins the conversation by elaborating on his argument against the use of a “cold war” trope in the modern U.S.-China context, which he wrote about in a conversation he spearheaded on ChinaFile. 13:27: Jeremy suggests alternatives to the cold war framing: “The decoupling? The freeze? The small ice age?” U.S.-China relations have undoubtedly shifted dramatically over the past two years, but how should China-watchers go about characterizing the shift? Kaiser, Jeremy, and Ali discuss, among other things, the November 2018 Hoover Institute publication, Chinese Influence & American Interests: Promoting Constructive Vigilance. 22:58: Ali describes what could happen if further deterioration in U.S.-China relations occurs: “Decoupling is not a fait accompli…but what I worry about is that trade interdependence has been one of the few phenomena that has introduced some stability in a relationship between two countries that organically have little, if anything, in common. One of the few similarities between the United States and China, which actually amplifies their differences, is that both countries are convinced of their exceptionalism.” 33:27: Jeremy observes: “A few years ago, shortly after Xi Jinping came to power, Kaiser started calling it the 'new truculence,' which was a word we used on the show for many years, but it just doesn't seem right anymore because it's no longer 'new,' it's more like China has gone full honey badger and just doesn't give a f*** what the West thinks.” Jeremy and Ali discuss Beijing’s newfound confidence, and its potential geopolitical ramifications. 40:50: Ali cites an article by Samuel Huntington from the Winter 1988/89 edition of Foreign Affairs, The U.S. - decline or renewal?, where he urges the U.S. away from trying to “out-China China,” and encourages using this moment to push the U.S. to become a “more dynamic version of our best self.” Recommendations: Jeremy: Salt, Fat, Acid, Heat: Mastering the Elements of Good Cooking, by Samin Nosrat.
