La Germania ribadisce il proprio no all'offerta pubblica di scambio lanciata da UniCredit su Commerzbank. Berlino, che detiene ancora il 12% dell'istituto tedesco, considera l'offerta insufficiente sotto il profilo finanziario e difende l'indipendenza della banca, ritenuta strategica per il finanziamento dell'economia tedesca e del Mittelstand. Il governo sottolinea inoltre il ruolo di Commerzbank come pilastro della piazza finanziaria di Francoforte e importante datore di lavoro. L'operazione resta politicamente sensibile perché coinvolge una partecipazione pubblica ereditata dalla crisi finanziaria del 2008. UniCredit punta a rafforzare il proprio ruolo di grande banca europea e propone una semplificazione della presenza internazionale di Commerzbank per concentrarne maggiormente l'attività sul mercato tedesco. L'offerta scade oggi e arriva dopo che il gruppo guidato da Andrea Orcel ha comunicato di aver superato la soglia del 30% del capitale, con un'esposizione potenziale complessiva che, considerando anche i derivati, supera il 55%. Ne parliamo con Luca Davi, Il Sole 24 Ore.PNRR: occasione mancata o leva strategica di crescita?A pochi giorni dalla scadenza del 30 giugno, il dibattito sul PNRR resta aperto tra chi lo considera un'occasione mancata e chi invece lo vede come uno dei principali fattori di modernizzazione del Paese. Al di là degli effetti sulla crescita economica, il Piano ha imposto alla pubblica amministrazione tempi, procedure e obiettivi stringenti, legando l'erogazione delle risorse europee al raggiungimento di precisi traguardi. Questo vincolo ha contribuito ad accelerare gli appalti, digitalizzare processi, ridurre i tempi di aggiudicazione delle gare e migliorare l'efficienza amministrativa. Secondo Banca d'Italia i bandi PNRR hanno registrato tassi di aggiudicazione più elevati e tempi più rapidi rispetto a quelli ordinari, mentre gli investimenti pubblici sono tornati su livelli che non si vedevano da decenni. Gli studi disponibili attribuiscono inoltre al Piano un contributo significativo alla crescita del Pil italiano dal 2021 a oggi. Restano però i limiti strutturali del sistema Paese: diversi obiettivi si sono rivelati troppo ambiziosi, dagli asili nido alle Case della Comunità fino agli studentati universitari, mentre una parte delle risorse è stata riallocata o rifinanziata con fondi nazionali. Con la fine del PNRR si apre così una fase decisiva: da un lato l'eredità di un metodo che ha costretto l'Italia a essere più efficiente, dall'altro il nodo delle opere ancora incomplete e degli obiettivi ridimensionati o rinviati. Il ministro delle Imprese Adolfo Urso ha ribadito che lo Stato non può concedere ulteriori risorse oltre quelle già autorizzate dalla Commissione europea nell'ambito delle regole sugli aiuti di Stato. Il prestito complessivo approvato ammonta a 390 milioni di euro e gran parte delle risorse è già stata erogata. Nel frattempo la situazione industriale continua a essere critica: la produzione resta ai minimi con un solo altoforno in funzione, mentre la cassa integrazione coinvolge a Taranto oltre 3.000 lavoratori. A complicare ulteriormente il quadro è arrivata la decisione della Cassazione di non dissequestrare l'altoforno 1, fermo da un anno dopo l'incendio del maggio 2025. Secondo Urso questo stop è costato finora circa 2 miliardi di euro tra mancata produzione e ammortizzatori sociali. Sul fronte della cessione dell'azienda proseguono le trattative con gli indiani di Jindal e gli americani di Flacks, mentre i sindacati continuano a chiedere una soluzione che garantisca occupazione, produzione e rilancio industriale del sito siderurgico. Bff Bank in caduta libera a Piazza Affari dopo al notizia che Bankitalia ha nominato due commissari nell'istituto. I titoli, che in avvio non riuscivano a fare prezzo, sono arrivati a cedere oltre il 60%, in calo di oltre l 80% del proprio valore da inizio febbraio, passando da oltre 8 euro agli attuali 1,48. Dai massimi del 2024 invece la caduta è di quasi il 90%. La conference call dell amministratore delegato Giuseppe Sica ha consentito un parziale recupero, ma il calo resta comunque molto significativo.Nel fine settimana, la Vigilanza ha deciso di affiancare il consiglio di amministrazione con due commissari, Raffaele Lener e Francesco Fioretto, chiamati a supportare il board che mantiene pieni poteri nel percorso di riequilibrio. L intervento punta a rafforzare governance e sistema dei controlli, accelerando al contempo il processo di riallineamento contabile e la definizione delle criticità emerse. La situazione affonda le radici in una lunga fase di attenzione da parte della Vigilanza. Già nel 2024 un ispezione aveva evidenziato anomalie nelle politiche contabili, in particolare sulla classificazione dei crediti verso la pubblica amministrazione, cuore del business dell istituto. Da quelle risultanze è scaturita anche un indagine della Procura di Milano per l ipotesi di falso in bilancio. Dopo una fase in cui sembrava esserci stato un riassorbimento delle tensioni con la rimozione dei vincoli sulla cedola il gruppo è tornato sotto pressione a febbraio, quando ha rivisto al ribasso gli obiettivi, rafforzando le politiche di riduzione del rischio. In queste ore, si apprende da fonti di governo, sono in corso riunioni a livello tecnico tra gli uffici del Mef, del ministero delle Imprese e di Palazzo Chigi. Il tavolo è convocato per mercoledì mattina nella sede del Mimit. Il decreto fiscale approvato venerdì 27 marzo in cdm "introduce disposizioni molto penalizzanti per le imprese che hanno effettuato la prenotazione del credito d'imposta 5.0 tra il 7 e il 27 novembre 2025". ne è convinto il vicepresidente di Confindustria per le politiche industriali e il made in Italy, Marco Nocivelli, spiegando che il testo prevede un taglio del 65% del credito d'imposta richiesto. "Una simile decisione - che ricordiamo ha effetti retroattivi e lede il principio del legittimo affidamento - penalizza pesantemente le imprese che hanno completato ingenti investimenti nel 2025 e che si troveranno ad affrontare ulteriori problemi di liquidità in un momento già particolarmente complesso", sottolinea. "La misura inoltre esclude gli investimenti in fonti di energia rinnovabile, in particolare gli impianti fotovoltaici a più elevata efficienza iscritti nel registro dell'Enea, che le imprese sono state indotte ad acquistare". A novembre, ricorda Novicelli, "avevamo avuto rassicurazioni dai ministri Giorgetti, Foti e Urso sul fatto che le cosiddette imprese esodate del 5.0 con progetti congrui avrebbero avuto accesso all agevolazione". Il fatto "di non poter fare affidamento sulle norme e sulle dichiarazioni del Governo mina profondamente la fiducia delle imprese nei confronti delle istituzioni e delle misure di incentivo e scoraggia chi vorrebbe continuare a fare impresa in Italia. L'escalation in Medio Oriente sta colpendo duramente il trasporto aereo: tra fine febbraio e inizio marzo sono stati cancellati oltre 43 mila voli nell'area, con forti ripercussioni sulle rotte tra Europa, Asia e Oceania. Le compagnie sono costrette a deviare i percorsi evitando le aree di conflitto, aumentando tempi di volo e costi operativi. Parallelamente pesa il rincaro del jet fuel: il prezzo del carburante per aerei, spinto dalla tensione energetica, potrebbe salire fino a 150-200 dollari al barile. Il risultato è un aumento generalizzato delle tariffe: alcune tratte business raggiungono prezzi eccezionali, fino a oltre 17 mila euro, mentre diverse compagnie - da Air France-KLM a Air India - annunciano supplementi e revisioni dei listini. Interviene Andrea Giuricin, Docente di Economia dei Trasporti all'Università Bicocca di Milano.Ilva, manifestazione d'interesse da Jindal. Urso: «Confronto con quella di Flacks»Si riapre il confronto sul futuro dell'ex Ilva con la manifestazione d'interesse del gruppo indiano Jindal, che si aggiunge all'offerta già in negoziazione del gruppo americano Flacks. Il ministro Urso punta a chiudere il dossier entro aprile, quando l'impianto dovrebbe tornare a una capacità produttiva di 4 milioni di tonnellate annue, soglia ritenuta necessaria per la competitività. La partita resta però condizionata dalla sentenza del tribunale di Milano che impone lo stop alla produzione dal 24 agosto per motivi sanitari, elemento che complica sia il prestito europeo sia il percorso di vendita. Il governo indica tre condizioni: presenza di partner industriali siderurgici, solidità finanziaria dell'acquirente e disponibilità alla cessione di aree per progetti di reindustrializzazione, con possibile utilizzo del Golden Power. Intanto Golden Goose continua a correreLa crisi geopolitica nel Golfo colpisce anche il lusso: il Medio Oriente vale circa il 6% dei ricavi globali del settore e in queste settimane si registrano chiusure temporanee di boutique, riduzione del personale e difficoltà logistiche nei principali hub commerciali come Dubai. L'impatto arriva in una fase già delicata per il comparto, dopo rallentamento cinese e tensioni commerciali. In controtendenza, Golden Goose continua a crescere: dopo l'ingresso dei nuovi soci asiatici HSG e Temasek in un'operazione da 2,5 miliardi, il gruppo ha chiuso il 2025 con ricavi in aumento a 734 milioni e margine EBITDA al 34%. Il marchio resta tra i pochi del lusso a mantenere crescita a doppia cifra, grazie a una strategia centrata sull'esperienza del cliente e sul coinvolgimento diretto nei negozi. L'ennesimo vertice sull'ex Ilva, tenutosi a Palazzo Chigi sotto il coordinamento del sottosegretario Alfredo Mantovano (nella foto), non ha portato a risultati concreti. I segretari generali di Fim, Fiom e Uilm hanno accusato il ministro Urso di "tradimento" e chiesto l'intervento diretto della presidente del Consiglio. Secondo i sindacati, il governo avrebbe presentato un piano di chiusura, con 6.000 cassintegrati, invece del piano di riconversione atteso. L'esecutivo ha illustrato un piano operativo a "ciclo corto", che riduce a quattro anni il percorso di decarbonizzazione ma prevede l'aumento del numero di dipendenti in cassa integrazione a 5.700 unità, poi 6.000 da gennaio. Urso avrebbe inoltre confermato l'esistenza di una "trattativa riservata" con un nuovo operatore interessato all'ex Ilva, oltre ai fondi Bedrock e Flacks, che avrebbero offerto zero euro per gli asset. Secondo Il Sole 24 Ore, ci sarebbero stati contatti anche con Qatar Steel, che però non ha ancora presentato una manifestazione formale di interesse. I tempi per la cessione di Acciaierie d'Italia si allungano e potrebbe rendersi necessario un nuovo intervento pubblico, forse in legge di bilancio, per garantire la continuità operativa. Intanto, il governo avrebbe chiesto a Eni un supporto tecnico per stabilizzare il costo del gas, elemento cruciale per il futuro impianto di preridotto (Dri) e per la riconversione verde dell'acciaieria. I sindacati restano preoccupati per i tagli e chiedono un coinvolgimento diretto dello Stato nel piano industriale. Salvini avvia un tavolo tecnicoIl ministro dei Trasporti Matteo Salvini ha deciso di istituire un tavolo tecnico con le rappresentanze del settore autotrasporto per discutere il divieto di sorpasso ai mezzi pesanti sull'A1, introdotto da Autostrade per l'Italia dal 3 novembre. La misura, sperimentale per sei mesi, riguarda il tratto tra Incisa-Reggello e Chiusi, lungo circa 90 chilometri, e si applica ai veicoli sopra le 12 tonnellate. Le sanzioni per chi viola il divieto arrivano a 666 euro, con sospensione della patente e decurtazione di punti. Le associazioni di categoria, tra cui FAI, Fiap e Trasportounito, criticano la decisione, definendola un provvedimento unilaterale che penalizza il settore e aggrava le difficoltà operative. Il presidente della FAI, Paolo Uggè, ha chiesto la sospensione immediata delle sanzioni e la convocazione urgente di un tavolo di confronto. Dopo i primi giorni di applicazione del divieto, le imprese segnalano ritardi nelle consegne, code e disagi, con ripercussioni anche sulla E45. Le associazioni temono conseguenze economiche e di sicurezza, ribadendo che la sicurezza stradale non può essere perseguita a scapito della sostenibilità del trasporto. Ad agosto, dopo due mesi consecutivi di crescita congiunturale, secondo l’Istat l’export verso i paesi extra Ue registra un’ampia riduzione. Le più forti calano verso Turchia (-26,1%) e Stati Uniti (-21,2%). Sul fronte importazioni le contrazioni più ampie riguardano Regno Unito (-36,6%) e paesi Opec (-27,1%), mentre crescono gli acquisti da Stati Uniti (+68,5%) e paesi Asean (+13,6%). Questi dati arrivano dopo la nuova raffica di dazi annunciati dal presidente Usa Donald Trump, in vigore dal primo ottobre: tariffe al 100% sui film realizzati all’estero, dazi al 50% su mobili da cucina e da bagno, dazi al 100% sui farmaci di marca o brevettati non prodotti negli Usa ed estensione del 25% alle importazioni di camion pesanti. La Casa Bianca non ha ancora chiarito se i prodotti europei saranno esclusi e, in caso contrario, si tratterebbe di una violazione dell’accordo con Bruxelles, che non è ancora giuridicamente vincolante. Intanto la Commissione Ue, attraverso il portavoce Olof Gill, si dice tranquilla ricordando il limite tariffario globale del 15% per le esportazioni europee di farmaci, legname e semiconduttori inserito nell’accordo quadro, che garantisce agli operatori economici Ue che non saranno applicate tariffe più elevate. Diane Flacks has always felt the power of Jewish guilt. But when when she decided she wanted a divorce, that guilt grew to a whole new level. To process these thoughts and emotions, the theatre artist decided to transform this experience into her latest one-woman show, Guilt (A Love Story). Using humour and self-reflection, Flacks lays bare the story of what happened between her and her ex-wife, the impact of divorce on their kids and all the things she feels guilty about from a generational lens. The show just finished its run at the Tarragon Theatre in Toronto, and is going to the Montreal's Centaur Theatre from Mar. 12-30 before heading to Winnipeg at the Royal Manitoba Theatre Centre from Apr. 3-20. Ahead of those tour dates, Flacks joins old friend Ralph Benmergui on Not That Kind of Rabbi, a show about personal journeys and spirituality, to describe the story behind the play and how Jews default to comedy to analyze life. Covid has had profound effects on water polo as it is practiced throughout the United States. This conversation is hopefully the first of several in which we discuss exactly how the pandemic has altered high school and club programs in a variety of states and localities. Brian Flacks is a now well-known name in the industry having coached at Harvard-Westlake in Los Angeles for nearly a decade, in addition to founding on of the nation's most successful clubs, LA Premier. Paul Splitt is a multiple-time state high school championship coach who currently heads up the program at St. Xavier High School in Cincinnatti, Ohio. He is also a founding member of Moose Water Polo (best club name in the US?), and leads the Youth boys ODP team for the Great Lakes Zone. In a frank discussion of how the pandemic has hit their programs we talk about the vast differences between Ohio and Southern California, and delve in to observations of how demoralizing it is for athletes to be limited by the various restrictions in place.

Chuck Flacks, the program director at PATH (People Assisting the Homeless), works to build affordable housing and provide supportive services for homeless individuals and families in the city. KCSB’s Aubrey Valerio spoke with Flacks about the Grand Jury report and why the city of Santa Barbara has been reluctant to build more affordable housing.

Earlier this month, beloved community member and outspoken housing rights activist Mickey Flacks passed away at the age of 80 after a battle with cancer. As part of our tribute to her tireless work in local and community politics, we present a 2013 interview with her and former KCSB reporter Peyton Stotelmyre where she explains her support for the Average Unit Density Housing Program, her support of which stands as a testament to her lifelong legacy battling for low-income housing for Santa Barbara residents.
